The Board of Perry Township Trustees met in Regular Session on Monday, July 14, 2008 at7:00 p.m. at the Community Room in East Liberty. Roll Call: Gary Baker, present, Jeff Rosebrook, present, Merle Ackley, present and Cindy Stalling, present. Also present was Melony Baker, Howie Kaiser, Scott Harris, Bev Wolf, Keith Montgomery, Tom Cunningham, Andy Smith, Bonnie Brose, Scott McCain, Doug Henry, Doris Kerns Brokaw, Sandy Wilcox, Kurt Penhorwood, Robert McColloch, Ron Murray, Jean Murray, Dan Ackley and Paul Blair.
The minutes of the previous meeting was given to the Trustees to read prior to this meeting. Mr. Baker asked if there were any additions or corrections to the minutes and they stand approved as written.
Mr. Baker asked if there were any additions or corrections to the financial statements that were given to the Trustees from the fiscal officer. They stand approved.
Mrs. Bonnie Brose wanted to thank everyone for all their help with the July 5th celebration. She reported that the 1st shelter house from the driveway to the shelter house, it is not handicap accessible. Especially since the new walking track has been put in and asphalted, there was a lady who fell up there on July 5th, but she stated that she was okay. Trustees told Bonnie that they will look into this and get it fixed. Mrs. Brose announced that next year the celebration will be on July 11. Bonnie reported that PTEC made well over $4,000.00 for the day. Mr. Merle Ackley thanked PTEC for all their work.
Mr. Tom Cunningham just wanted to attend the meeting and get more involved with community activities.
Mr. Andy Smith, of the Log. Co. Sheriff’s Dept. was wearing two hats this evening. The first one was he wanted to know if there was anything that he needed to take back to the Sheriff’s Dept. concerning Perry Township? Mr. Ackley told him that there are lots of fast motorcycles going up CR 10 in the evenings. Mr. Smith told us that there is an officer that does litter control, he can bring out some of the inmates and have them pick up trash, so if we ever have a need for this, just give them a call.
Mr. Smith’s second hat was that he will be a candidate for Log. Co. Sheriff in November. He gave us an update on himself; he has been with the dept. for 18 years. Mr. Smith would like to see change in the hiring policy if he would get elected. He feels that the hiring has been laxed in the past. He also feels that there should be more community communication. Mr. Smith stated that the budget will be getting cut next year at the Sheriff’s Dept. and he said that he stays on top of the financial issues on a daily basis at the dept.
Mrs. Bev Wolf would like to have help from the Fire Dept. tomorrow at the Food Pantry around12:30 p.m.
Mrs. Wolf reported that she heard some complaints on the hill on July 5th while waiting on the fireworks to start. The complaints were: 1) we need a porta john up on the hill, 2) move some of the trash cans up on the hill for trash.
Mrs. Wolf said that she was walking the track at the park before she came to the meeting and that the new split rail fence looks great, and that someone has written on the back door of the new restrooms.
Mr. Scott McCain of the fire dept. was the spokesperson for the fire dept. tonight. He would like to see a new cot purchased for the squad. They have been having trouble with the one that is in there now. It’s 10 years old and has never been worked on. They would like to purchase a new one from Henry Scheem for $4,175.00, a StoNet w/O2 pocket for $155.00 and the cot mounting hardware for $410.00 for a total of $4,740.00. This cot will hold up to 700# while the old cot held 350#, it will also come with a 2 yr. warranty. Mr. Jeff Rosebrook made a motion for said purchase, seconded by Mr. Gary Baker. Baker, yes, Rosebrook, yes and Ackley, yes. Mr. McCain will place the order.
Mr. McCain reported that since it wasn’t possible for him to attend the fire training class that we paid for him to attend in February, it is possible for him to take the class now. He will pay for the class himself, so therefore he does not have to reimburse the township for the class we paid for him. He can now train the fire dept.; he can train all who have a 36 hr. card. He could do it 2 times a week when he is on call; he gave the trustees an update on what all he can offer for the fire dept. Each student would still have to pass the State test. Mr. McCain would have to be associated with the Ohio Hi-Point JVS to do this.
Mr. McCain brought up that now that we have a paid staff on Mon – Fri at the fire house he would like to have some fitness equipment purchased for the dept. He had some material together to show the trustees, with a total for the equipment coming to $3,485.00. After some discussion, matter was tabled until next meeting.
Mr. McCain stated that to be compliant with NMIS some will have to take a 300-400 class. There is 6 to 10 students that need to take this and it will cost between $600.00 - $800.00 for the class.
Assist. Fire Chief Doug Henry brought up about the turn out gear grid. For 25 units from Fire Safety Services it will be $5,500.00 from the Gear Grid Co. it would be $5,600.00. This cost does not include any way to hang them up, and they are wall mount lockers. Mr. Henry would also like to get coat hangers for their turn out coats too. Matter was tabled until next meeting, as Mr. Baker would like to see if he can find some other dealers on this.
Assist. Chief Henry wanted to know if the pumps were in yet, Mr. Baker told him no they are still on back order.
Chief Keith Montgomery reported that starting in July Howie Kaiser and Joe Torsell will be testing the fire hose; it has not been tested for several years.
Mr. McCain wanted to know if there is any way we can get some kind of a sign showing where the medic is in the evening, so if someone comes down to the fire house for help they know where to go to find the medic.
Chief reported that the drop cord still needs to be moved from the fire house to the shop for the tanker. Jeff said that he will get that done.
The TRC inspection was done on June 14.
Chief reported that the fax/phone needs to be moved over to their new offices. This is the 666-5375 line. They also need to get 2 phones for the offices. Mr. Baker told the Chief to go ahead and get the phones at Wal-Mart. Chief asked Mrs. Stalling to pick them up for them, and she will do that.
Chief reported that they got their GPS for the squad.
Greg Norris will be working at the fire dept. on Wednesday and he will fix the wiring into the offices then.
Mr. Scott Harris wanted to know if the township was going to provide health insurance to him. Mr. Baker told him that we are still checking with Mr. Jerry Heaton, the Log. Co. Prosecutor, to get a ruling on this from him.
Mr. Rosebrook stated that all working at the fire dept. are still considered part-time employees. Scott McCain and Scott Harris said that they will be working more than 1500 hrs. this year.
Mr. Kurt Penhorwood brought in a quote for the crack fill for the cemeteries in PerryTownship. Kurt also stated that the fireworks here were the best he seen this year and he went to 3 different places. He also said that he was sitting up on the hill and that the trash was great at East Liberty compared to other places that he was at.
Mr. Ron Murray is running for the Logan County Sheriff’s Dept. The candidate gave an update on himself and his background. What he would like to see done with the county and what he would like to do himself if elected.
Mr. Dan Ackley, zoning inspector, gave an update on zoning for the past month.
Mrs. Bev Wolf stated that our zoning variances and conditional uses are very over priced. She feels like it needs to be looked into. Mr. Baker told her that we can check and see what other townships are charging for theirs.
Mr. Merle Ackley reported that the gate at the park is in for entrance into the field for the fireworks people. Also the split-rail fence is in at the park.
Mr. Ackley reported that when we pour bases we can also pour at the track by the shelter house and take care of that problem at the same time.
Mr. Rosebrook reported that he got the tile in behind the Wills and Pack property. It was 270’ . Mr. Rosebrook and Mr. Baker got the road cut out on CR 142 for asphalting.
Mr. Baker brought up about the fire code for the Egg Farm, has the other trustees looked it over yet? They had not, they would also like to have Keith look it over and we can make a decision at the next meeting about it.
The refrigerator at the fire house was cleaned out and it seems to be running okay now. Lance Emberling fixed the cell phone on the squad.
Mr. Baker met with Bobcat and they got the connection put on the new bobcat.
Mr. Baker reported that the gas tank is in at the Temp. St. Garage and is full of gas now.
Gary reported that the asphalting on TR 133 and 141 are done now.
Mrs. Stalling reported that she will be having a BWC audit next week.
Mrs. Stalling read a thank you note from the Legion for the money we give them to help out with expenses for Memorial Day.
Mr. Merle Ackley wants to send PTEC a thank you for the July 5th celebration.
Mr. Ackley wanted to know if we can take down the cloth fence around the creek at Perry Park. He would like to see split-rail fencing along the creek too. Mr. Rosebrook reported that he is still trying to get some prices for culverts for the creek.
Mr. Jeff Rosebrook brought up that he would like to build a stone bin at the Temp. St. Garage, that way we can always have some stone in stock and he would like to get some 5’ barriers for $150.00 from Mr. Concrete or he can get some from Jeff Clark of Milford Center for $75.00. For all the barriers he would need to get them from Clark would costs $1,425.00 and for the stone to put in it, it would be a total of $2,500.00. Mr. Gary Baker made a motion to get the barriers from Clarks and the stone, seconded by Mr. Jeff Rosebrook. Baker, yes, Rosebrook, yes and Ackley, yes.
Mr. Rosebrook reported that he got a price from West Mansfield Ace Hardware for a laser level for $439.90, and this does not include a tripod. Mr. Baker made a motion for said purchase, seconded by Mr. Rosebrook. Baker, yes, Rosebrook, yes and Ackley, yes. Mr. Rosebrook will place the order.
Mr. Rosebrook reported that he has the gas pump hooked up and it is ready to go. Chief stated that they need a key to the pump. Mr. Rosebrook told them to contact Dave when they need gas and he will unlock it for them.
Mr. Baker stated that the IRS has changed the mileage reimbursement from.48 a mile to .58.5 a mile. Mr. Baker made a motion to change our mileage to .58, seconded by Mr. Rosebrook. Baker, yes, Rosebrook, yes and Ackley, yes.
Mr. Baker reported that he got the permit for the Temp. St. garage well. Eaton drilling will put it in.
Mr. Baker has received 2 bids on the crack sealing for the cemeteries and is waiting for the 3rd bid.
Mrs. Stalling reported that we have 3 levies that we could run on the ballot this Nov. or we can wait until next year to run them. After some discussion and with the way the economy is right now all trustees agreed to wait until next year to run them.
Mr. Baker stated that we would like to have a closed meeting with the Fire Chief and Assist. Fire Chief to discuss compensation for the fire dept. The meeting will be next Monday, July 21 at7:00 p.m. This will be an executive meeting.
Mr. Rosebrook brought up about how we are going to handle the new law on junk vehicles (HB50)? There was a lot of discussion from the floor on this matter. Many attendees gave their opinions on this, some were pro and many were con. NO decision was made at this meeting.
