The Board of Perry Township Trustees met in Regular Session on Monday, August 11, 2008 at7:00 p.m. at the Community Room in East Liberty. Roll Call: Gary Baker, present, Jeff Rosebrook, present, Merle Ackley, present and Cindy Stalling, present. Also present was Melony Baker, Howie Kaiser, Bev Wolf, Keith Montgomery, Doug Henry, Doris Kerns Brokaw, Tim Stalling, and Paul Blair.
The minutes of the previous meeting was given to the Trustees to read prior to this meeting. Mr. Baker asked if there were any additions or corrections to the minutes and they stand approved as written.
Mr. Baker asked if there were any additions or corrections to the financial statements that were given to the Trustees from the fiscal officer. They stand approved.
Mrs. Melony Baker reported that the annual Street Dance will be Saturday night and wanted to know if the Trustees would be willing to dip ice cream? They said that they would, she also wanted to know if the some of the bleachers from the park could be moved up to the square for people to sit on. All trustees agreed that this would be fine and Mr. Rosebrook will move them.
Mrs. Bev Wolf stated that she will need the firemen’s help tomorrow at the food pantry around12:30, chief told her okay.
Chief Keith Montgomery reported that we had our hose tech test and that 100’ of 5” is bad, and we need to discuss to see if we need to replace it or not. It’s the pressure hose. There is also 3-50’ sections of 2 ½” that are bad. This hose does need to be replaced. Trustees told the Chief to get some prices before the next meeting.
Chief reported that Mr. Larry Wellington is back from Iraq and will go back to running with the fire dept.
Chief reported that there is a section of hose on the back of the grass truck that is ¾” booster hose, it is light weight and there is a section that is burnt, Keith went ahead and ordered this from FSS and it will take 9 weeks for it to come in. He ordered 150’.
Chief said that the drop line still needs to be moved to the new building, and the phone line also needs to be moved.
There were two daytimers who were not given raises at our special meeting, so after some discussion, Mr. Jeff Rosebrook made a motion to give those two a $.50 per hour raise, seconded by Mr. Merle Ackley. Baker, yes, Rosebrook, yes and Ackley, yes. Mrs. Stalling needs to go back to the 28th of July and reimburse them this $.50 raise for the hours they worked last month.
Mr. Gary Baker made a motion that we approved the raised for all the daytimers that were discussed in executive session at our special meeting with the Chief’s and Assist. Chief, seconded by Mr. Merle Ackley. Baker, yes, Rosebrook, yes and Ackley, yes.
Chief reported that Mr. Robert Shively is going to attend medic school at Rhodes State for $1,510.58, this was approved at an earlier meeting, and he has signed an agreement with PerryTownship.
Chief Montgomery and Assist. Chief Henry talked to Scott Harris about him wanting health insurance. They told him that we do not provide health insurance for the fire dept. personnel and they also told him that it was his option to stay or to move on, and he told them that he would be staying for now.
Mrs. Doris Brokaw brought up about kids picking apples across from her property and she warned them to quit as they are not theirs.
Mrs. Margie Cook reported that she will be allowed to return to work as a volunteer as of Sept. 18, 2008, she still has 6 more weeks of therapy to do. She is really excited to get back to work.
Mrs. Margie Cook wanted to know that for her sons wedding at Perry Park could they move some of the bleacher to the back of the park; this is okay with the trustees. They would also like to block off the park for that night.
Mr. Merle Ackley reported that the roads have been mowed with the new bush hog.
The footers are poured, and the trustees will place the stone on Jim Clay’s lot for the family.
Mr. Jeff Rosebrook reported that he got the laser ordered from West Mansfield Ace Hardware, but it’s not in yet.
Mr. Rosebrook said that he would start on the stone bins next week, he will be going down 6-8”.
Mr. Gary Baker had the bids for the crack sealing for the cemeteries. He only received two bids back. And they were:
1) H&S Asphalt for $6,940.00
2) Liberty Bobcat for $6,737.00
These bids are for seal coat for all three cemeteries and for all the roads in the cemeteries. After some discussion, Mr. Jeff Rosebrook made a motion to accept the bid from Liberty Bobcat, seconded by Mr. Merle Ackley. Baker, yes, Rosebrook, yes and Ackley, yes. Mr. Baker will contact him and let him know that he got the bid.
Mr. Baker reported that the well is in at the Temp. St. Garage.
Mr. Baker has gotten all the material for the pump; he just needs to get the pump in.
Mr. Baker brought up again about the York Twp. Fire Safety Resolution; he is still waiting on some feedback on this from the other trustees. Mr. Baker and Mr. Rosebrook attended the chicken farm meeting, and they said that the company is not in favor of the fire code; their lawyer is looking into this for them.
Mrs. Stalling brought up that we received a letter from the Log. Co. Election Board about our handicap parking spot for Election Day. They stated that we need to install a new handicap sign and either paint lines or put up cones to make the space up to code for the day of election.
Mr. Merle Ackley brought up about the stripping on some of our roads is fading are we going to do anything about this. We just want to do the middle of the road. Mr. Baker brought up that we can use Mayhem Painting and get the same rates as the county got. Mr. Baker will contact them and get a quote from them for the roads we are interested in doing. They will also do a layout for us.
Mr. Baker brought up that he attended the county meeting Thursday afternoon. He was informed that we will be getting $3,046.40 from the Ohio Public Works Commission; Mr. Baker stated that this would do about 200’ of blacktopping. We still have $11,976.13 left over from Issue II. After some discussion all trustees agreed that they would like to do T.R. 129, it’s about 2 miles long, and it’s around $67,000.00 per mile for asphalt for 1 ½” thick and $47.00 per mile for berming for a total of $128,385.00 estimated from the County Engineers office.
Be It Resolved by the Township Trustees of Perry Township that
Mr. Merle Ackley moved the Following resolution:
WHEREAS, the board of Trustees of Perry Township, Logan County, Ohio has determined that Township Road 129, the section that is in Perry Township should be resurfaced.
THEREFORE BE IT RESOLVED, that all the costs and expenses of resurfacing Township Road 129 will be paid out of the Motor Vehicle Fund, the Gas Fund, and the Road and Bridge Fund as appropriated.
Mr. Gary Baker seconded the Resolution and the roll being called upon its adoption the vote resulted as follows:

Mr. Gary Baker reported that he has replaced the pump in the Lodge Hall.
Mrs. Cindy Stalling reported that she met with our BWC area representative. She was told that our premiums will be much larger next year because of our claims this past year. The Frank Gates Company will not let us be a member of their group for a reduction in costs because of our claims. Our hands are pretty much tied for next year’s premiums. We can get a 10% reduction by participating in the drug free program. The trustees would like for the BWC representative to come out to one of our meetings and talk to us. Mrs. Stalling will contact him and let him know this, as he did offer to come out here and explain things to the Trustees.
Mr. Merle Ackley will go the County Garage and pick up some Stop Ahead signs and also the handicap sign for the parking place for the Community Room.
Mr. Gary Baker made a motion to pay the bills, seconded by Mr. Merle Ackley. Baker, yes, Rosebrook, yes and Ackley, yes.
