The Board of Perry Township Trustees met in Regular Session on Monday, October 13, 2008 at7:00 p.m. at the Community Room in East Liberty.  Roll Call: Gary Baker, present, Jeff Rosebrook, present, Merle Ackley, present and Cindy Stalling, present.  Also present was Melony Baker, Howie Kaiser, Keith Montgomery, and Dan Ackley.

           The minutes of the previous meeting was given to the Trustees to read prior to this meeting. Mr. Baker asked if there were any additions or corrections to the minutes and they stand approved as written.

           Mr. Baker asked if there were any additions or corrections to the financial statements that were given to the Trustees from the fiscal officer.  They stand approved.

           Mr. Gary Baker made a motion to make Chief Montgomery our Fire Official for PerryTownship, seconded by Mr. Jeff Rosebrook.  Baker, yes, Rosebrook, yes and Ackley, yes.

          Chief Montgomery reported that he ordered the hose for the fire dept, and it won’t be in until February 2009.   Howie and Scott McCain fixed the 5” hose. 

The TRC inspection has been done for October.

Chief stated that they do need a 1 ½” adapter for the hose.

 Chief stated that they would like to have 13 more pairs of gloves ordered.  The cost around $63.00 per pair for a total of around $800.00.  Mr. Baker made a motion for said purchase, seconded by Mr. Rosebrook.  Baker, yes, Rosebrook, yes and Ackley, yes.

Chief Montgomery received a call about people burning tires.  He told them that there wasn’t anything we can do about it, until the EPA gets involved.  Someone on CR 2 is burning tires.  The fire dept. can go out there and put the fire out, but the EPA is the ones that can fine them for doing this.

Chief Montgomery thanked the trustees for everything that they have done for the fire dept.  He stated that the new rooms look really nice, and thanks for moving the electrical cord also.

          Mr. Merle Ackley reported that they removed the old base off of Charles Montgomery’s cemetery lot.

          Mr. Ackley stated that there are some holes in some of our roads that we need to be fixing in the spring. 

         Mr. Ackley stated that dumpster day went really well. 

         Mr. Jeff Rosebrook stated that he got the electric cord moved to the other building for the fire dept.

         Mr. Gary Baker reported that there is a hole on TR 132 that is caving in, he said that it needs a hole cut into it and then fixed.

          Mr. Baker stated that the stripping has not been done yet, their fixing the county roads first.

          Mr. Ackley brought up that we need to get salt for the salt bin and get ready for winter.

          Mr. Baker reported that Mr. Kurt Penhorwood had the cracks filled in on

           Mr. Baker reported that down at the fire house, that Triple C Construction has removed the bunk room off of the top of the                                                     fire dept. and there was no insulation up there at all.  Mr. Baker told them to go ahead and insulate where it needs to be insulated.  Mr. Baker stated that the board supporting the floor was coming loose, he stated that it’s a wonder it didn’t all fall!  There is a new joist there now and it’s really strong. 

           There is a display set of cabinets at Carter Lumber for $1,500.00.  Mr. Merle Ackley made a motion to purchase the cabinets for the fire house, seconded by Mr. Jeff Rosebrook.  Baker, yes, Rosebrook, yes and Ackley, yes. 

           While the floor was off, Mr. Baker stated that it was a good time to install heating and air conditioning.  He had two quotes for this:

Reliant Mechanical for $5,830.00

Country Side Mechanical for $5,338.00

After some discussion, Mr. Merle Ackley made a motion to accept the quote from Country Side Mechanical, seconded by Mr. Gary Baker.  Baker, yes, Rosebrook, yes and Ackley, yes.   Mr. Baker will contact them and let them know that their quote was accepted.

              Mrs. Stalling brought up about the old township computer, as we have received a new one and she has it up and running.  The state is giving us the computer, they do not want it back.  Mr. Baker made a motion that we give the old computer to our zoning inspector, Mr. Dan Ackley, seconded by Mr. Jeff Rosebrook.  Baker, yes, Rosebrook, yes and Ackley, abstained.

             Mr. Merle Ackley brought up about the fire dept. patrolling on Trick or Treat night?  Mr. Ackley made a motion that we give the fire dept. $100.00 for patrolling, seconded by Mr. Baker.  Baker, yes, Rosebrook, yes and Ackley, yes.

             Mr. Merle Ackley brought up about getting a generator for the Lodge Hall in case we lose electric in the winter, so we have some place to take people.  Mr. Jeff Rosebrook will get some prices for switching over to 200 AMP, and Mr. Baker will get some prices on generators. 

              Mr. Rosebrook brought up that Dave has asked for a night light on the back of the restrooms at the park.  He has trouble getting in the door at the back after dark.  Mr. Rosebrook will get one at LOEB Electric and put it up.

              Mr. Baker reported that Mr. Robert Skidmore passed away today, and they only have ½ lot for their family, and there is already 3 people buried there.  Mr. Baker stated that the other ½ of the lot is owned by Mead Hutchins, and he went and talked to that family, to see if there is enough room could Mr. Skidmore be buried on the lot?  The Hutchins family did not have any problem with this, but there is 2 buried on their half of the lot.  Mr. Baker will go out tomorrow and probe the lot to see if there is any room left or not. 

                Mrs. Stalling had received paperwork from the State on the New Line Fence Law that she passed out to the trustees, they will review it and make a decision at the next meeting.

                LUC sent us a letter wanting our opinion on some subjects that they can have some classes on.  They have received a grant to do some educating, and were wanting some township officials opinions.  We filled out the questionnaire and Mrs. Stalling will mail it back in.

               Mrs. Stalling brought up as to when we want to close the park.  All Trustees agreed to close the park on Oct. 31.  Mrs. Stalling will call and put our polycarts on vacation for the winter.

              Mrs. Stalling brought up about the X-mas decorating contest?  After some discussion, all trustees agreed to quit doing it, as with the economy in the shape it’s in.  Mr. Baker made the comment that there weren’t that many decorations last year and there will probably be even less this year. 

              Mr. Dan Ackley, zoning inspector, gave a zoning update.  He also reported that there will be a Zoning Commission meeting on October 21 , 2008 at 7:30 p.m. at the E.L. Community Room.  It is about the old Day Lay office building.  Champaign Landmark wants to change it to B-1 and make it a business zoning. If the Zoning Commission passes it then it will have to come to the Township Trustees for a final decision. 

             Mr. Dan Ackley reported that LUC wants to meet with both boards and the trustees about the survey that we sent out earlier this year.  They have all the static’s put together and wants to meet with us.

             Mr. Gary Baker made a motion to pay the bills, seconded by Mr. Jeff Rosebrook.  Baker, yes, Rosebrook, yes and Ackley, yes.
