The Board of Perry Township Trustees met in Regular Session on Monday, January 11, 2010 at 7:00 p.m. at the East Liberty Community Room.  Roll Call: Merle Ackley, present, Jeff Rosebrook, present, Gary Baker, present and Cindy Stalling, present.  Also present was Melony Baker, John Brose, Bonnie Brose, Howie Kaiser, Dave Frangis, Bev Wolf, Andy Smith and Robert McColloch.

           The minutes of the previous meeting was given to the Trustees to read prior to this meeting.  Mr. Ackley asked if there were any additions or corrections to the minutes and then asked if there were any additions or corrections to the financial statements that were given to the Trustees from the fiscal officer.  They both stand approved.

 Ackley, yes, Rosebrook, yes and Baker, yes.

     Mr. Merle Ackley turned the meeting over to Mrs. Stalling.  Mrs. Stalling asked for nominations for Chairman of the Board for 2010.  Mr. Jeff Rosebrook stated that he would like to have the position.  Mrs. Stalling asked him if he was nominating himself, and he said yes.  Mr. Baker told him that he could not do that and Mr. Baker made a motion to leave them the same as last year, with Mr. Merle Ackley being Chairman, Mr. Jeff Rosebrook, Vice-Chairman and Mr. Baker the member, seconded by Mr. Merle Ackley.  Ackley, yes, Rosebrook, yes and Baker, yes.   Mrs. Stalling turned the meeting back over to Chairman Ackley.

     Mrs. Bonnie Brose wanted to know if the Township would purchase 20 new movies for the library again this year.  Mr. Merle Ackley made a motion for said purchase, seconded by Mr. Gary Baker.  Ackley, yes, Rosebrook, yes and Baker, yes.

     Mrs. Brose reported that there is a bird in the Lodge Hall; it’s in the closet if front of the room, in the dropped ceiling.

      Mrs. Brose reported that she got a letter from a lady in Arlington, who lived in East Liberty in the 1940’s.  And after talking to Bonnie, she ended up sending Bonnie a check for $200.00 for the fireworks for this year.  Bonnie stated that she has talked to Steve Kiser, he is the fireworks man, and he has changed jobs, he now works for Legendary instead of Premier.  He said that Premiers prices have gotten too high.

    Bonnie reported that PTEC has $16,011.83 in their account now, and the fireworks run around $8,000.00.  The fireworks will be held on July 10, 2010, so our activities won’t interfere with other community activities.

      Mr.  Jeff Rosebrook stated that he wants to check into a new dump truck.  Mr. Baker wants to see what is available with the State Purchasing Program first.  All trustees agreed with this.

     Mrs. Bev Wolf, stated that since it is a new year, she would like to see the Trustees give Mr. Jerry Heaton, Log. Co. Prosecutor, a run for his money, make him make good on the projects that we give to him to work on for us.  

      Mrs. Wolf needs the firemen’s help tomorrow at the food pantry around 11:30 a.m.

     Mr. Andy Smith, Log. Co. Sheriff’s Dept., had good news for us.  He had run the numbers (of runs) for 2009; he stated that Perry Township has some nice quiet numbers.  Mr. Merle Ackley thanked the Sheriff’s Dept. for their service and for showing up at our community events. 

      Mr. Robert McColloch, wanted to know hows come we have some of our trucks lettered and some are not?  He stated that we need to have lettering on the sides of all our trucks.  Mr. Rosebrook stated that he knows a guy around West Liberty that can do this, and he stated that he would contact him and get some prices for the two trucks that we have that have no lettering on them.

      Mr. Gary Baker had a quote from Triple C Construction, for the door on the old garage, and new locks on the Fire House it was $2,650.00-$2,700.00.  To get an additional lock for the Fire House, that way all 5 locks will be the same and we would only need to have 1 key, it would be an additional $600.00.  This is a total of $3,250.00- $3,300.00.  Mr. Merle Ackley made a motion to make these changes and purchases, seconded by Mr. Jeff Rosebrook.  Ackley, yes, Rosebrook, yes and Baker, yes.

 Mr. Baker will take care of this and get it going.

     Mr. Baker stated that he still hasn’t heard anything back about the street lights.

    Mr. Baker reported that the Master Cylinder for the squad is still not in yet.

      Mr. Baker hasn’t been to Columbus yet to get the toilet riser yet, as he has been plowing snow pretty study lately.

      Mr. Baker ordered the tire and rim for the Bobcat.

     Mr. Jeff Rosebrook is still waiting on a quote for the hook-up for the Community Room for the generator, from HBI Electric.

     Mr. Rosebrook talked to Triple C Construction about getting a quote on insulating the ceiling in the Lodge Hall.  He is still waiting on the quote.  Mrs. Melony Baker stated that she does not want this done; she stated that the metal ceiling above the dropped ceiling is beautiful.  Mr. Gary Baker stated that the upstairs walls have been sweating and he thinks if we would insulate the ceiling then the downstairs walls would start sweating as well.  Mr. Baker said we have high efficiency furnaces and it doesn’t take long to heat up the room now.

     Mr. Rosebrook asked the firemen if Dean Oliver had stopped by to measure for the hangers.  Dave F. and Howie K. weren’t sure if he had been there yet or not.

      Mr. Rosebrook said that he got a plow control for the snow plow and Mr. Baker put it on and it is working well now.

      Mrs. Stalling asked if there were any changes in the Inventory.  Mr. Baker stated that he has made some changes on his at home, but he is not done with it yet.  

     Mr. Baker reported that there is a leak on the International and Mr. Ken Rosebrook will check it out tonight.

      Mr. Ackley reported that someone wrecked and went through the East Liberty Cemetery; they knocked down and busted some stones.

     Mr. Jeff Rosebrook made a motion to leave the meeting on the 2nd Monday of each month at 7:00 p.m. at the East Liberty Community Room, seconded by Mr. Merle Ackley.  Ackley, yes, Rosebrook, yes and Baker, yes. Special meetings will be advertised.

     Mr. Merle Ackley made a motion that the Trustees go salary according to the ORC 505.24 and 507.09, seconded by Gary Baker.  Ackley, yes, Rosebrook, yes and Ackley, yes.

     Mr. Merle Ackley made a motion to make the following changes in the Zoning Boards:

Mr. Gary Baker made a motion to leave Mr. Dan Ackley as zoning inspector, seconded by Mr. Jeff Rosebrook.  Ackley, abstained, Rosebrook, yes and Baker, yes.

  Mr. Jeff Rosebrook made a motion to raise Dan’s pay by $5.00 per month, seconded by Mr. Gary Baker.  Ackley, abstained, Rosebrook, yes and Baker, yes.

So, Mr. Dan Ackley’s pay will be $255.00 per month, 10% of permits he writes and $40.00 per zoning meeting. All Trustees agreed that we do not need to have our annual meeting with our Zoning Boards.  All zoning Board members will receive $40.00 per meeting that they attend, and Mrs. Bev Wolf will receive $50.00 per meeting that she takes minutes at. 

     Mr. Gary Baker made motion to leave the cemetery rates the same as last year, seconded by Mr. Merle Ackley.  Ackley, yes, Rosebrook, yes, and Baker, yes.

All Trustees agreed that residents of West Mansfield may purchase Lots in the Greenlawn cemetery under the Resident prices. 

     Mr. Merle Ackley made a motion to leave Johnson Excavation at $175.00 per opening of graves and $40.00 for closing of graves, seconded by Mr. Gary Baker.  Ackley, yes, Rosebrook, yes and Baker, yes.  Mrs. Stalling will send Mr. Johnson a new contract for 2010.

      All Trustees agreed to leave the cemetery mowing to Blair’s Lawn Care, LLC, Mr. Paul Blair.  It will be $440.00 per mowing of the 3 cemeteries.  Mrs. Stalling will send Mr. Blair a new contract for 2010. 

     Mr. Gary Baker made a motion to leave the mileage outside Perry Township at $.48 per mile, seconded by Mr. Merle Ackley.  Ackley, yes, Rosebrook, yes and Baker, yes.  The policy for paying for Township Officials mileage, registration and reasonable priced meals to township conventions, workshops, and so related meetings will continue to be honored.  Any schooling or seminars the township will pay for the classes.

      Mr. Jeff Rosebrook made a motion to leave the part-time wages at $14.00 per hour, seconded by Mr. Merle Ackley.  Ackley, yes, Rosebrook, yes and Baker, yes. 

     Mr. Gary Baker made a motion to give our full-time employee the 2% raise, seconded by Mr. Merle Ackley.  This will take Mr. Dave Sharp’s salary to $42,432.00 per year, plus overtime.  Ackley, yes, Rosebrook, yes and Baker, yes.  Mr. Sharp will continue to get 10 paid holidays, 10 vacation days, and also 3 sick days per year.  He can carry over a maximum of 60 days per year.

     Mr. Merle Ackley made a motion to leave the janitors salary the same as last year, seconded by Mr. Gary Baker.  Ackley, yes, Rosebrook, yes and Baker, yes.

    We will continue to honor that any NON-PROFIT organization will NOT be charged for using the Lodge Hall, this will also include use for funeral dinners.

      The shoveling of snow if Mrs. Brose does it will be paid the part-time wage of $14.00 per hour.

     Mr. Gary Baker made a motion to leave the Fire Chief’s salary at $175.00 per month and the assist. Fire chief’s salary at $100.00 per month, seconded by Mr. Merle Ackley.  Ackley,yes, Rosebrook, yes and Baker, yes. 

     Mr. Gary Baker made a motion to leave the Squad Chief’s salary at $50.00 per month, seconded by Mr. Merle Ackley.  Ackley, yes, Rosebrook, yes and Baker, yes. 

      Mr. Merle Ackley made a motion to leave the TRC Inspections the same as last year, seconded by Mr. Jeff Rosebrook.  Ackley, yes, Rosebrook, yes and Baker, yes.  It will be $75.00 per man, not to exceed 3 men.  This will include the fire chief, and assistant fire chief.  The inspection will be $225.00 per inspection if 3 men attend.  The township will pay for any training of advanced training to the fire department members as the Township see fit and approve of.

      Mr. Gary Baker made a motion to leave the fire dept. pay as is, seconded by Mr. Merle Ackley.  Ackley, yes, Rosebrook, yes and Baker, yes.  For Basic EMT it will be $11.00 per hour, for Advanced EMT it will be $ 11.50 per hour, and Medic or LTN. It will be $12.50 per hour.  The daytime paid department will run from 8:00 a.m.- 4:00 p.m.  The volunteer pay will remain the same as last year. 

Pay will be as follows:

EMTs - $25.00 Night Shift Mon-Fri   if you are an EMT-FF Mon – Fri it is $50.00

FF-$25.00 Night shift Mon-Fri           if you are and FF-EMT Weekends $100.00

EMT’s $50.00 Weekend shift full 24 hrs.  If you work a 10 hrs. shift you get $25.00

FF/EMT $50.00 weekend shift full 24 hrs, if you work a 14 hrs. shift you get $25.00

FF/EMT if you work a 10 hrs shift you get $50.00

FF/EMT if you work a 14 hrs. shift you get $50.00

     Mr. Merle Ackley made a motion that the flowers in the cemeteries need to be cleaned off by April 1st and Oct. 15 for spring and fall clean-ups, seconded by Mr. Jeff Rosebrook.  Ackley, yes, Rosebrook, yes and Baker, yes. 

      Mr. Merle Ackley made a motion that the base orders must be turned in by May 1st to be guaranteed to be in by Memorial Day, and fall orders are to be turned in by Sept. 15th, seconded by Mr. Gary Baker.  Ackley, yes, Rosebrook, yes and Baker, yes.

     Mr. Gary Baker made a motion that the township would pay any CDL driver on our insurance, which plows snow, the part-time wage of $14.00 per hour, seconded by Mr. Merle Ackley.  Ackley,yes, Rosebrook, yes and Baker, yes.  This is with the exception of our full-time employee, Mr. Dave Sharp. 

     Mr. Gary Baker made a motion to hire, Mr. John Brose as a back-up snow plow driver, seconded by Mr. Merle Ackley.  Ackley, yes, Rosebrook, yes, and Baker, yes.  Mr. Baker also stated that if Mr. Sharp would need help with mowing in the summer, then Mr. Brose could help out in that area as well.  Mr. Baker said that he had a few projects he would like Mr. Brose to help out with too, as long as Mr. Brose does not work more than 30 hours per week. 

      Mr. Merle Ackley made a motion to leave our purchasing policy as $300.00, seconded by Mr. Jeff Rosebrook.  Ackley, yes, Rosebrook, yes and Baker, yes.  Any purchase over $300.00 needs to have at least 2 trustees approval prior to the purchase.  This is for the 3 trustees and the fiscal officer.

     Mr. Merle Ackley made a motion that all time sheets need to be into the fiscal officer by the 5th of each month, seconded by Mr. Jeff Rosebrook.  Ackley, yes, Rosebrook, yes and Baker, yes.   This also includes our cemetery mower.

     Mr. Jeff Rosebrook made a motion that ONLY Perry Township residents can rent the Community Room, and we will continue to accept donations, seconded by Mr. Merle Ackley.  Ackley, yes, Rosebrook, yes and Baker, yes.

      Mr. Merle Ackley made a motion to set the Lodge Hall rents at: For Perry Township residents it will be $25.00, for Non-Perry Township residents it will be $75.00, seconded by Mr. Gary Baker.  Ackley, yes, Rosebrook, yes and Baker, yes.  

     Mr. Merle Ackley made a motion to leave Bonnie’s purchasing policy at $100.00, seconded by Mr. Gary Baker.  Ackley, yes, Rosebrook, yes and Baker, yes.
