The Board of Perry Township Trustees met in Regular Session on Monday, October 11 at 7:00 p.m. at the Community Room in East Liberty. Roll Call: Merle Ackley, absent, Jeff Rosebrook, present, Gary Baker, present and Cindy Stalling, present. Also present was Melony Baker, Howie Kaiser, Keith Montgomery, Paul Blair, Scott McCain, John Brose, Bonnie Brose, and Doug Henry.
Vice-Chairman, Jeff Rosebrook called the meeting to order in Mr. Ackley’s absence.
The minutes of the previous meeting was given to the Trustees to read prior to this meeting. Mr. Rosebrook asked if there were any additions or corrections to the minutes and they stand approved as written.
Mr. Rosebrook asked if there were any additions or corrections to the financial statements that were given to the Trustees from the fiscal officer. They stand approved.
Mr. John Brose reported for his wife, Bonnie our janitor, that the fire inspector was here and that the Log. Co. Library paid the bill for him. Also, the fire extinguisher in the office did not pass inspection. It is dated 1987.
Mr. Brose brought up about the poly-carts at the park. They can be picked up now; Mrs. Stalling reported that she has already called for them to be picked up. There is one more party at the park and it is Oct. 25.
Chief Montgomery brought up that the fire dept. would like to have a key to the gas tank on Temperance St for the fire trucks, as sometimes they can’t get hold of a trustee or Dave to fill the trucks up. They only want a gas key, not a key to the diesel tank.
Chief reported that the primer is out of the engine, it went out 2 weeks ago, and it is going to be $1,201.00 to get it fixed. Chief made the call to go ahead and get it fixed from Fire Safety Services. The air packs have been tested too. Some of them are outdated and to replace them it will cost $2,700.00. That has been done as well. The tanks had to be hydro tested too.
Chief stated that the engine is up for the pump test, and the valves are sticking. It will cost between $1,000.00- $2,000.00 to get this done, and it will take FSS 1 to 2 days to do it.
Chief reported that they took the 5” valve off of the truck and would like to have a 6”butterfly brass valve, with a slide gate valve that way they can have a dump tank on both sides of the hose. They would like to have an Akron Brass back on the side and it would cost $1,395.00 for it. They can also put the 5”valve back on if need be. After some discussion, Mr. Baker made a motion for said purchase, seconded by Mr. Rosebrook. Rosebrook, yes and Baker, yes.
Chief reported that they had trouble with the foam at the house fire on C.R. 10. There was not enough pressure, and the wrong nozzle was on it. Chief stated that we can get 2 different nozzles to replace the one that we have. One costs $450.00 and the other one is $250.00. Mitch stated that they basically do the same thing. Mitch also had the seals replaced today. After some discussion, Mr. Baker made a motion to purchase the $250.00 nozzle from FSS, seconded by Mr. Rosebrook. Rosebrook, yes and Baker, yes.
Assist. Chief Doug Henry has been working on an idea for the tanker. To improve efficiency, by moving the water on the pump. He invited 3 different companies out to the fire house to look at the situation. 2 companies showed up. To install a PTO (driven pump) on the pump, it would cost $4,100.00 to re-do what we already have on the tanker. To re-position what we have on the truck and do the install it would cost $3,500.00-$5,000.00.
To get the PTO in the back of the truck, FSS would charge $16,500.00 and Sutphen would charge $20,500.00.
Mr. Rosebrook made a motion to do the update, seconded by Mr. Baker. Rosebrook, yes and Baker, yes.
Ms. Jennifer Ganson has been working for the last month with the Insurance Company, and Mr. Dale Goffrieth. She has put together 2 new policies for the fire dept. She brought up about members using their own vehicles (privately owned) to go to the scene. Jen has written a policy for this and she went over the policy with the Trustees. She would like to have it in place by Jan. 1, 2011.
Jen has also written up a hiring practice policy that would be for new hires only. They would need 1) a criminal background check, 2) medical background and a physical, 3) copies of all current cards, ex. EMT, Fire, Medic, 4) run a driving record on them also.
Jen also went over some of the other policies that we need to get in place in 2011.
She had copies of the two policies that she has written up. Trustees would like to have the Log. Co. Prosecutor, Mr. Jerry Heaton looks them over and sees if he thinks they are ok.
Mr. Dave Cook reported that the squad is running well and as far as he knows everything with the squad is going well.
Mr. Baker reported that they poured the cemetery bases and Mr. Baker set the Kern’s family stone on the baby’s lot.
Mr. Baker reported that Honda of America donated fill material for the parking lot beside the fire house. Mr. Baker thanked Mr. Doug Henry for this as well.
Mr. Rosebrook brought up that Oliver Welding got the bug tray back and also had the lid for the man hole done too.
Mr. Rosebrook reported that the stone pile up at the Temperance St. garage is getting low; he reported that he will go and get another load of stone. This was okay with Mr. Baker.
Mr. Rosebrook reported that he ran 2 conduits under the new tile at the park. One for water and one for electric.
Mrs. Stalling brought up that Chief Montgomery wants to go back to being strictly a volunteer, getting NO pay. Chief stated that this is correct. Trustees thanked him for his service.
Mr. Baker reported that the tile is in at Perry Park and the creek is all covered up. The fence guy will be starting on Wednesday.
Mr. Baker reported that the truck that we have ordered from S&S is on hold. The government ordered all makers to STOP making medium trucks because they were not making enough money on them. S&S is still looking to find us a truck.
Mr. Rosebrook reported that the tile behind Doug Wills, the beans are off now, so the trustees can now go out there and look the situation over. There is still a big wet spot out there in the field. Jeff and Gary will go out and look it over and see if they can figure out what is going on.
Mr. Rosebrook got a call about the water fountain at the old gas station is not working. Mr. Baker stated that yes; someone pulled it apart and now it doesn’t work.
Mrs. Stalling brought up about closing the park. Since the last party is on Oct. 25 we will close the park on Oct. 26.
Mrs. Stalling brought up about the fire dept. patrolling for Trick or Treat? Chief said that yes they will be patrolling. Mr. Rosebrook made a motion to pay the department $100.00 for their services, seconded by Mr. Baker. Rosebrook, yes and Baker. Yes.
Mrs. Melony Baker wanted to know if the daytime crew would be willing to go and pick up voters and bring them in to the polls if they would need a ride. After much discussion, Mr. John Brose stated that he would do this service for the township.
