The Board of Perry Township Trustees met in Special Session on Thursday, 

December 30, 2010 at 9:00 a.m. at the East Liberty Community Room.  Roll Call: Merle Ackley, present, Jeff Rosebrook, present, Gary Baker, present and Cindy Stalling, present. Also present was Melony Baker, Dave Cook, and Mitch Current. 
This was our Year-End meeting.   

           The minutes of the previous meeting was given to the Trustees to read prior to this meeting.  Mr. Ackley asked if there were any additions or corrections to the minutes and then asked if there were any additions or corrections to the financial statements that were given to the Trustees from the fiscal officer.  They both stand approved by the trustees.

     Mr. Mitch Current, FF, reported that FSS has been working on re-plumbing the pump on the back of the tanker and it is not done yet.  It is in service now.  It is going to cost more than originally planned and should be done today.   Mitch ordered 2 new flashlights from FSS and also a battery for the camera.  The battery will be around $115.00- $120.00, and he wasn’t sure how much the flashlights were.

     Mr. Dave Cook, acting squad chief, brought up that they are having some issues with Howie Kaiser.  Howie has been falling on runs, and Dave feels that he can’t properly do his job right now.  Dave stated that he hasn’t been able to work on patients as he is having to deal with his own problems.  Dave said that Howie is having trouble picking his feet up enough to walk, and Dave feels as though he is a liability to the dept. and the township.  Mr. Baker said that Howie told him that he has a physical coming up at the Plain City Fire Dept. where he works as well.  Dave said that is no real physical, he needs a more in depth physical done.  Mr. Rosebrook brought up that since Howie is having problems right now, why doesn’t the township pay for him to have a full physical and see exactly what is wrong with him.  Dave said that Howie can’t work anymore night shifts right now until something gets done.  Mr. Baker stated that Howie is getting his eyes checked on Jan. 3, 2011.  Dave and Mitch both think that Howie’s sugar is out of whack and that that might be a lot of his problems.  Mitch stated that Howie has done a lot of good for the fire dept.  Mr. Baker suggested that we keep Howie at the station until he gets his eyes checked and a full physical.  Mr. Jeff Rosebrook made a motion that Howie Kaiser gets a full physical at Perry Township’s expense, seconded by Mr. Merle Ackley.  Ackley, yes, Rosebrook, yes and Baker yes.  The trustees will go down to the fire house after the meeting and talk to Howie about this.  They will tell him that he can’t go on any squad runs until these are done.  He can stay at the station, and he can go on fire runs, as long as he does not drive.  Trustees stated that this policy for paying for physicals for members of the fire dept. will be at the Trustees discretion.  Dave Cook stated that if there’s nothing done with Howie then he will have to resign as Chief, cause he feels that since he knows of his condition and is not doing anything about it, he doesn’t want anything to come back on him.  If something would happen to a patient, he doesn’t want anything to be filed against him for not doing anything about this situation, he has worked too hard to get what he has, and he doesn’t want to lose it.  Trustees told Dave to put together some documentation so we can pay for Howie’s physical without paying for a physical for all dept. members just because.  Dave said that on a run recently the patient told him that she thought his partner (Howie) needed more help than she did.  At that time Howie was crawling in the snow from where he had fallen and was trying to get up.  On another run, Howie fell and broke his glasses, it was at one of our EMT/FF homes, and the EMT/FF had to go on the run and take care of the patient (his wife) in the back of the squad cause Howie couldn’t see to drive after his glasses broke. 

     Dave Cook reported that the drug license are in and waiting for them to be signed by the ER Dr. at Mary Rutan Hospital.

      Mr. Merle Ackley brought up that he had talked to his brother, Mr. Robert Ackley and Robert asked him why the township didn’t give our annual donation to the Legion on Memorial Day.   So, Mr. Merle Ackley made a motion to give the American Legion $500.00 for Memorial Day expenses, seconded by Mr. Jeff Rosebrook.  Ackley, yes, Rosebrook, yes and Baker, yes. 

      Mr. Baker asked Mrs. Stalling if he had given her the extra key to the new truck.  She said she didn’t think so.  We will need to get another one, as we only have 1 key to the truck.   
     Mr. Baker fixed the plow on the new truck, it had a bad connection.

     Mr. Rosebrook talked to Dave Sharp about the tires on the dump truck, they are going to take them and put some from the dump truck on to the front of the old 1 Ton truck until our new truck comes in. 

     Mr. Rosebrook stated that the extension for the snow plow will be bolted on and there will be no welding on it.

     Mr. Ackley brought up about ordering the chemicals for mosquito spraying for next season. If we order it by Jan. 15 there will be a max. shipping charge of $50.00 and we will be not be billed for it until May 2011.  Mr. Ackley would like to get 3 drums this year.  Mr. Ackley made a motion to get 3 drums full of chemicals, seconded by Mr. Rosebrook.  Ackley, yes, Rosebrook, yes and Baker, yes.  Mr. Ackley will place the order with Mug-A-Bug.

     Mitch wanted to know when the fire dept. should start ordering the new radios.  He said that Bender Comm, is going to be up at the County in June or July and they will install the radios or they will come to our dept. and install them.  They need to be done by Oct. 1.  It is going to cost $5,175.00 for the radios.  We will need 2 for the squad, 2 for the engine, 1 for the grass truck and 1 for the rescue. 

     The trustees discussed getting new radios for our trucks as well.  We would need 3 for our trucks. 

      Trustees told Mitch that the sooner the better to start ordering as everyone will wait until the last minute and then everyone will be waiting to get them installed in time.  All trustees agreed to go with the new radios over the new pagers for the members as there is only a $30.00 difference in the price of the two.

     Mitch brought up that the box under one of the lights on the squad is starting to corrode, when are we going to start thinking about replacing the squad?  He stated that the engine is going to have to be replaced as well.  Then Mr. Current brought up about putting another bay on the end of the fire house, as they are out of room in the fire house.  Trustees told him that it would have been nice to of known about this before we just re-did the parking lot beside the fire house this fall.  There is going to have to be a lot of work done before we could put up another bay area.  We would have to re-tile what we just fixed and all that stone that was just put in would have to be taken up. 

     Mr. Merle Ackley made a motion to pay the bills, seconded by Mr. Jeff Rosebrook. Ackley, yes, Rosebrook, yes and Baker, yes.
