The Board of Perry Township Trustees met in Regular Session on Monday, January 10, 2011 at 7:00 p.m. at the Community Room in East Liberty.  Roll Call: Jeff Rosebrook, present, Gary Baker, present, Merle Ackley, present, and Cindy Stalling, present.  Also present was Melony Baker, Howie Kaiser, Dan Ackley, and Paul Blair.

     Chairman Jeff Rosebrook called the meeting to order.

           The minutes of the previous meeting was given to the Trustees to read prior to this meeting.  Mr. Rosebrook asked if there were any additions or corrections to the minutes and they stand approved as written.

          Mr. Rosebrook asked if there were any additions or corrections to the financial statements that were given to the Trustees from the fiscal officer.  They stand approved.  

      Mrs. Melony Baker brought up about getting new carpet in the Lodge Hall, the area in front of the bathroom.  After some discussion, Mr. Merle Ackley made a motion to replace the existing carpet with new, seconded by Mr. Gary Baker.  Rosebrook, yes, Baker, yes and Ackley, yes.  The toilet has overflowed onto the carpet that is there now.  It looks bad. 

     Mr. Merle Ackley reported that he was in Plain City recently and they have a stop sign with red lights all the way around it, he was wondering if we could get them out around Honda? Mr. Baker told him that we have already tried to get them out there and that the State told us we couldn’t do it, as there is not enough traffic out there to justify one being put up.

     Mr. Ackley reported that he got the mosquito spray ordered. 

     Mr. Baker reported that he called the County and talked to Harvey Grimes about the radios that we want to put in the township trucks.  Mr. Grimes told him that the County hasn’t decided yet what they are going to do about the radios in their trucks, so Mr. Baker called Mr. Mitch Current and told him not to order the 2 radios for our trucks yet.  Mr. Baker stated that when we get ours we will want to be on the same link as the County so we can talk to them and have contact with them. 

      Mr. Baker reported that Corporate Health called him and wanted a job description for (Mr. Howie Kaiser), for an EMT/FF.  Mr. Baker went on the internet and got a description and sent to Corporate Health.  

     Mr. Jeff Rosebrook reported that he got the letters ordered for the new truck.

     Mr. Merle Ackley reported that his son, Dan had his family down at the park sledding, and there were kids packing snow on the slides and then sliding down the equipment.  This made them go really fast, is there anything we can do about this?  Trustees don’t think there is anything we can do to control this.

     Mr. Merle Ackley brought up about our Cemetery mowing for this season.  He thinks we should put it out for bid, as we haven’t done that for awhile.  Mr. Baker said that he has already had one call about a gentleman that would like to bid on it.  Mr. Jeff Rosebrook made a motion that we put the mowing out for bid for the 2011 season, seconded by Mr. Merle Ackley.  Rosebrook, yes, Baker, yes, and Ackley, yes.  We will run a block ad two times and open bids at our next regular meeting on Feb. 14, 2011.

     Mr. Baker got another call from the Moorehouses’ on Foundry St., about their drain again.  Mr. Baker had Bunsold come out and they went 150’ and said that there was still a problem. So, Mr. Baker went and rented a camera and he and Dave went down and ran it down the pond drain.  They found that there was a T in the township tile.  So, we need to go down and dig it up, fix it and remove the tree roots.  Bunsold went towards the house and Gary and Dave went the other way and found the problem. 

     Mr. Baker reported that there was a broken spring on the snow plow on the pick up truck. He went to the shop and there was 4 springs on the shelf, 3 were busted and 1 was  a new one.  Mr. Baker threw the 3 busted ones away and put the new one on.  He went to town and got 2 new springs for replacement parts and they are on the shelf in the shop now.

     Mr. Dan Ackley, zoning inspector, reported that he has not heard anything from Honda about getting a permit for the new building project. 

     Mrs. Stalling had the invoice from LUC to remain a member, it was for $694.85 for the year.  Do we want to remain a member?  Mr. Merle Ackley made a motion that we remain a member, seconded by Mr. Gary Baker.  Rosebrook, yes, Baker, yes and Ackley, yes. 

     Mrs. Stalling reported that we received a letter from a lawyer requesting some Public Records.  Right now, Mrs. Stalling has copied 104 pages for them, what do we want to charge per copy this year?  After some discussion, Mr. Jeff Rosebrook made a motion that we charge $.15 per copy, seconded by Mr. Merle Ackley.  Rosebrook, yes, Baker, yes and Ackley, yes. 

     Mrs. Stalling received a phone call tonight from a resident stating that they were down getting water at the horse trough and the water quit running for a few minutes while they were there.  Trustees stated that yes, if LUC flushes their toilet or uses water, it causes the water in the water trough to quit for a couple of minutes. 

     Mr. Paul Blair stated that he is snow plowing for Jefferson Township and their truck is down, he wanted to know if Perry Township would plow snow on TR 129 to CR 10 for them until they get their truck fixed?  Trustees told him that yes they would, not a problem.  Mr. Blair will call Chairman Rosebrook when the truck gets fixed and let him know that it is back in service.  Mr. Blair thanked Perry Township for helping them out. 

     Mr. Blair then wanted to have a meeting with the Trustees about the cemetery mowing.  We told him that we are going to be putting the mowing out for bids this year, and then has asked for a bid sheet to be sent to him when Mrs. Stalling gets them ready to go.

     Mr. Blair then left the meeting.  Mr. Baker thought it would be a good idea to talk to a Trustee from Jefferson Township about plowing the snow for them, as Mr. Blair is no longer a Trustee from Jefferson Township.  Mr. Baker called the trustees and finally got ahold of Scott Armentrout, and Mr. Armentrout confirmed what Mr. Blair had told us.  Mr. Baker told Mr. Armentrout that we would do that for them, and he was most appreciative. 

     Mr. Jeff Rosebrook made a motion to leave the meeting on the 2nd Mondays of each month at 7:00 p.m. at the East Liberty Community Room, seconded by Mr. Merle Ackley. Rosebrook, yes, Baker, yes, and Ackley, yes.   Special meetings will be advertised.

     Mr. Jeff Rosebrook made a motion to make the following changes in the Zoning Boards:

$12.50 – for value 0 - $500.00

$37.50 – for value $501.00 - $2,000.00

     Mr. Jeff Rosebrook made a motion to leave Mr. Dan Ackley as our zoning inspector, seconded by Mr. Gary Baker.  Rosebrook, yes, Baker, yes and Ackley, abstained. 

      Mr. Gary Baker made a motion to raise Dan’s pay to $280.00 per month, seconded by Mr. Jeff Rosebrook.  Rosebrook, yes, Baker, yes, and Ackley, abstained.  This is due to Mr. Dan Ackley having to travel to get the permits written and with the increase in the price of gas.

So, Mr. Dan Ackley’s pay will be $280.00 per month, 10% of permits he writes and $40.00 per Zoning meetings.  All Trustees agreed that we do not need to have our annual meeting with our zoning boards.  All zoning boards members will receive $40.00 per meeting that they attend, and Mrs. Bev Wolf will receive $50.00 per meeting that she attends and takes minutes at. 

     Mr. Jeff Rosebrook made a motion to do the following changes in the cemetery rates:

     All Trustees agreed to that residents of West Mansfield may purchase lots in the Greenlawn Cemetery under the resident prices.

     Mr. Gary Baker made a motion to leave Johnson Excavation at $175.00 per opening of graves on weekdays and $200.00 per weekends, and $40.00 per closing of graves, seconded by Mr. Jeff Rosebrook.  Rosebrook, yes, Baker, yes, and Ackley, yes.  Mrs. Stalling will send Mr. Don Johnson a new contract for 2011.

     Mr. Gary Baker made a motion to leave the mileage outside of Perry Township at $.48 per mile, seconded by Mr. Merle Ackley.  Rosebrook ,yes, Baker, yes, and Ackley, yes.  The policy for paying for Township Officials mileage, registration and reasonable priced meals to township conventions, workshops and so related meetings will continue to be honored.  Any schooling or seminars the township will pay for the classes. 

     Mr. Gary Baker made a motion to leave the part-time wage at $14.00 per hour, seconded by Mr. Merle Ackley.  Rosebrook, yes, Baker, yes and Ackley, yes. 

     Mr. Gary Baker made a motion to leave our full-time employees salary the same as last year, seconded by Mr. Jeff Rosebrook.  Rosebrook ,yes, Baker, yes and Ackley, yes.  This will make the full time employees salary at $42,432.00 per year, plus overtime.  This employee will continue to get 10 paid holidays, 10 vacations days, and also 3 sick days per year.  He can carry over a maximum of 60 days per year.

     Mr. Merle Ackley made a motion to leave the janitors salary the same as last year, seconded by Mr. Jeff Rosebrook.  Rosebrook, yes, Baker, yes and Ackley, yes. 

Township Building                                          $175.00 per month

Perry Park                                                       $225.00 per month that the park is open

Lodge Hall                                                      $125.00 per month

     We will continue to honor that any NON-PROFIT organization will NOT be charged for using the  Lodge Hall, this will also include use for funeral dinners.

     The shoveling of snow if Mrs. Brose does it will be paid the part-time wage of $14.00 per hour.

     Mr. Jeff Rosebrook made a motion to leave the Assist. Fire Chief’s salary at $100.00 per month, seconded by Mr. Merle Ackley. Rosebrook, yes, Baker, yes and Ackley, yes. 

The fire Chief no longer takes his salary, he is strictly volunteer. 

     Mr. Dave Cook will be filling in as Squad Chief and he will not receive a salary as he does the on call time as a Firefighter/EMT.  And Candee Frangis will no longer receive a salary for attending the County EMS meetings, she will now have to fill out a green time sheet for the meetings that she goes to representing Perry Township. 

     Mr. Jeff Rosebrook made a motion to leave the TRC Inspections the same as last year, seconded by Mr. Merle Ackley.  Rosebrook, yes, Baker, yes and Ackley, yes.  It will be $75.00 per man, not to exceed 3 men.  This will include the fire chief, and assistant fire chief. The inspection will be $225.00 per inspection if 3 men attend.  The township will pay for any training or advanced training to the fire department members as the Township sees fit and approve of.

     Mr. Gary Baker made a motion to leave the fire dept. pay as is, seconded by Mr. Merle Ackley.  Rosebrook, yes, Baker, yes, and Ackley, yes. 

For Basic EMT it will be  $11.00 per hour

For Advanced EMT it will be $11.50 per hour

Medic or Ltn. It will be $12.50 per hour.

The daytime department will run from 8:00 a.m. – 4:00 p,.m.

The volunteer pay will remain the same as last year.

Pay will be as follows:

EMT’s - $25.00 Night Shift Mon – Fri if you are an EMT/FF Mon – Fri it is $50.00

FF- $25.00 Night Shift Mon- Fri   if you are an FF/EMT Weekends  $100.00

EMT’s $50.00 Weekends shift full 24 hrs. If you work a 10 hr. shift you get $25.00

FF/EMT $50.00 weekend shift full 24 hrs, if you work a 14 hr. shift you get $25.00

FF/EMT if you work a 10 hr shift you get $50.00

FF/EMT if you work a 14 hr. shift you get $50.00

     Mr. Merle Ackley made a motion that the flowers in the cemeteries need to be cleaned off by April 1st and Oct. 15th for spring and fall clean-ups, seconded by Mr. Gary Baker. Rosebrook, yes, Baker, yes and Ackley, yes. 

     Mr. Merle Ackley made a motion that the base orders must be turned in by May 1st to be guaranteed to be in by Memorial Day, and fall orders are to be turned in by Sept. 15th , seconded by Mr. Gary Baker.  Rosebrook, yes, Baker, yes and Ackley, yes. 

     Mr. Gary Baker made a motion to leave our purchasing policy at $300.00, seconded by Mr. Jeff Rosebrook.  Rosebrook, yes, Baker, yes and Ackley, yes.  Any purchase over $300.00 needs to have at least 2 trustees approval prior to the purchase.  This is for the 3 trustees and the fiscal officer. 

     Mr. Merle Ackley made a motion that all time sheets need to be turned into the fiscal officer by the 5th of each month, seconded by Mr. Jeff Rosebrook.  Rosebrook, yes, Baker, yes and Ackley, yes.  This also includes our cemetery mower.

     Mr. Merle Ackley made a motion that ONLY Perry Township residents can rent the Community Room and we will continue to accept donations, seconded by Mr. Jeff Rosebrook.  Rosebrook, yes, Baker, yes, and Ackley, yes. 

     Mr. Merle Ackley made a motion to set the Lodge Hall rents at : Perry Township Residents it will be $25.00, for Non-Perry Residents it will be  $75.00, seconded by Mr. Gary Baker. Rosebrook, yes, Baker, yes, and Ackley, yes.  

     Mr. Merle Ackley made a motion that any non-profit organization will not be charged to use the Lodge Hall, or any funeral dinner held in the Lodge Hall there will be no charge, seconded by Mr. Gary Baker.  Rosebrook, yes, Baker, yes and Ackley, yes.

     Mr. Gary Baker made a motion to leave Bonnie’s purchasing policy at $100.00, seconded by Mr. Jeff Rosebrook.  Rosebrook, yes, Baker, yes and Ackley, yes.

     Mr. Merle Ackley made a motion giving the fiscal officer permission to perform line item transfers as needed seconded by Mr. Jeff Rosebrook.  Rosebrook, yes, Baker, yes and Ackley, yes.
