The Board of Perry Township Trustees met in Regular Session on Monday, May 9, 2011at 7:00 p.m. at the Community Room in East Liberty. Roll Call: Jeff Rosebrook, present, Gary Baker, absent, Merle Ackley, present and Cindy Stalling, present. Also present was: John Brose, Bonnie Brose, Dave Frangis, Andy Smith, Keith Montgomery, Dave Cook, and Dan Ackley.
Chairman Rosebrook called the meeting to order.
The minutes of the previous meeting was given to the Trustees to read prior to this meeting. Mr. Rosebrook asked if there were any additions or corrections to the minutes and then asked if there were any additions or corrections to the financial statements that were given to the Trustees by the Fiscal Officer. The both stand approved by the Board of Perry Township Trustees.
Mrs. Bonnie Brose, janitor, wanted to know when we were going to open the park? She stated that the shelter house is rented out for May 15th. Mr. Rosebrook told her that he would get with Dave and get it opened up.
Mrs. Brose also reported that there was a boy caught in the Concession Stand. He had gone through the front serving window to get in. Dave and John Brose caught him in there. Mr. Brose had a talk with him and told him to not be breaking into the concession stand anymore.
Mr. Andy Smith, Log. Co. Sheriff, wanted to report that there has been an increase in the number of thefts in the east side of the county. They are stealing cans of gas, gas out of cars, going into unlocked garages, etc. Mr. Smith stated that they had arrested a couple of kids from the West Mansfield area. And they are hoping that this will decrease the theft situation.
Mr. Smith also reported that if we need some help with painting, work at the park, cleaning up roads, etc. to let him know. The inmates can do this for Community Service, but we would have to supervise them. Mr. Smith stated that this is adults and we should take advantage of this service.
The East Liberty Grocery was attempted to be broken into over the weekend.
Mr. Keith Montgomery, fire chief, reported that there was a car wreck recently, it was a CRV, and the Jaws of Life would not cut through the car to get the victim out in a timely manner. Chief stated that we need to get new cutters and a super saw. After some discussion, the Chief is supposed to get some prices before our next meeting.
Chief also reported that Jennifer Bowman is working on new SOP’s and then we will have to have the Log. Co. Prosecutor look them over.
Mr. Dave Cook stated that the squad needs a new computer, the one in there now is obsolete and doesn’t have enough memory. They would like to have it replaced with a laptop. Dave has signed us up for a new program back in Feb. and with doing that it will save us $1,700.00 for signing up early. Dave took the old program up to Darin Robinaugh and Darin told him that we did not have enough memory. Dave is supposed to be getting some prices before our next meeting.
Dave Cook, representing Triple C Construction, wanted to know if they were supposed to be giving the Township some prices for waterproofing the side of the Lodge Hall. Trustees told him yes to get us a quote for this.
Mr. Dan Ackley, zoning inspector, reported that Honda called him this morning and they want to meet with Dan later this week about their next project. Mr. Rosebrook wanted to know if we were going to put a cap on this permit for Honda or not? Matter was tabled.
Mr. John Brose wanted to know if the $500.00 for a conditional use permit was high. He stated that that keeps a lot of people from bringing businesses to the township. Trustees told him that we have had a lot of problems in the past and that is why we set it so high.
Mrs. Bonnie Brose, janitor, wanted to thank Triple C Construction for the improvements in the Lodge Hall, they look really nice. She also wanted to thank them for getting out in time for Mr. Charles Montgomery’s funeral dinner.
Mr. Merle Ackley reported that he had 3 base orders, and Mr. Jeff Rosebrook said that he had 3 also.
Mr. Ackley stated that we need some new flags put up in town on the poles.
Mr. Ackley went and got the new gate for the entrance for Perry Park.
Mr. Rosebrook reported that he had HBI Electric, come in and replace the lights in the Lodge Hall.
Mr. Rosebrook set up the $50.00 per month charge allowance for the Fire Department at the East Liberty Grocery.
Mr. Rosebrook reported that Dumpster Day will be Saturday, May 14 from 7 – 12 in front of Perry Park. John Baughman will take all the junk.
Mr. Bob Clapsaddle called Mr. Rosebrook about a culvert for his property. He also told Jeff to tell Dave what a good job he does plowing the snow. He stated that our Township Roads are better than the County or the State roads.
Mr. Rosebrook reported that H&S Asphalt worked on the Fire Dept. parking lot and the drive at Perry Park today, Jeff said that the drive at the park still looks rough, he’s not sure if they are done or not. Dave Cook said that the drain in the parking lot at the Fire House was blowed out today and it is opened up now.
Mrs. Stalling brought up about the donation that the Township gives to the American Legion for Memorial Day expenses. Mr. Ackley made a motion to donate $750.00 to the Legion, seconded by Mr. Rosebrook. Rosebrook, yes and Ackley, yes.
Mrs. Stalling reported that we talked previously at a meeting about when the Squad took in Rebecca Barger from working at our Election; we were not going to charge her. Mrs. Barger did get charged and paid $608.00 for the squad run. Mr. Ackley made a motion to reimburse Mrs. Barger the $608.00, seconded by Mr. Rosebrook. Rosebrook, yes and Ackley, yes. We will pay her back at our next Regular Meeting.
Mrs. Stalling reminded the Trustees of the meeting on May 24, 2011 at 2:00 p.m. about closing the alley between Meddles and Bray’s properties.
Mrs. Stalling reported that our State Audit started today at 7:00 a.m. Mrs. Stalling also received her 2011 Exemption Form for Continuing Education Requirement from the State Treasurer Office.
Mr. Merle Ackley made a motion to pay the bills, seconded by Mr. Jeff Rosebrook. Rosebrook, yes and Ackley, yes.
