The Board of Perry Township Trustees met in Regular Session on Monday, January

9, 2012 at 7:00 p.m. at the Community Room in East Liberty.  Roll Call: Jeff Rosebrook, present, Merle Ackley, present, John Brose, present and Cindy Stalling, present.  Also present was  Dan Ackley, Bonnie Brose, Mitch Current, Victoria Current, Keith Montgomery, Elaine Berry, Pup McColloch and Doug Henry.

    Chairman Jeff Rosebrook called the meeting to order.

          The minutes of the previous meeting was given to the Trustees to read prior to this meeting.  Mr. Rosebrook asked if there were any additions or corrections to the minutes and they stand approved. .

          Mr. Rosebrook asked if there were any additions or corrections to the financial statements that were given to the Trustees from the fiscal officer.  They stand approved.             

     Mr. Rosebrook then turned the meeting over to Mrs. Stalling, fiscal officer.   Mrs. Stalling asked for nominations for the Chairman of the Board of Perry Township Trustees for 2012. Mr. Merle Ackley made a motion to leave Mr. Jeff Rosebrook, Chairman for 2012, seconded by Mr. John Brose.  Ackley, yes and Brose, yes.  Chairman Rosebrook then asked for nominations for Vice-Chairman for 2012.  Mr. John Brose made a motion to leave Mr. Merle Ackley as Vice-Chairman, seconded by Mr. Jeff Rosebrook.  Rosebrook, yes and Brose, yes.  Mr. John Brose will be the member for 2012. 

      Mrs. Elaine Berry was representing Barb McDonald who is running for Logan County Clerk of Courts.  Mrs. Berry stated that she has worked in the Clerk of Courts office for the past 14 years and that Mrs. McDonald has worked in that office for 16 years.  Mrs. Berry had information that she passed out to everyone and gave an update on Mrs. Mc Donald.  Mrs. Berry also explained what they do at the Clerk of Courts office and reported that election will be on March 6 and she would appreciate all of us supporting Mrs. McDonald.  Mr. Don Epps is running against her. 

     Fire Chief, Keith Montgomery, stated that Scott McCain would like to go to school.  It is a class for a Certified Rescue Technician Training.  The class costs $2,500.00 and he would like for Perry Township to pay this upfront and he would reimburse the township $100.00 per month until he has paid this amount back.  Mr. McCain is now working full-time for Plain City Fire Dept. and he works maybe 2 days per week for Perry Township. Mr. Jeff Rosebrook can’t see putting this amount of money out when he’s only working a couple of days for us. Chief stated that if we decide to do this, we need to have a contract with Mr. McCain, stating that if he quits working for Perry Township he has to pay it back in full to the township.  Chief is good with doing this, as he is the most committed Medic to the township.  Trustees would like to meet with Mr. McCain and talk to him about this, Chief will see if Mr. McCain can come to our next regular meeting and then we can discuss this with him.

     Chief reported that the fire dept. is suppose to burn a house outside of town on Saturday for training, but Chief said that they aren’t going to be doing this.  There is asbestos in this house, and there is paperwork that needs to be done before it’s burned down.  Chief don’t want himself or the Township liable for this.

     Chief brought up about the heater in the old garage, is it fixed?  There needs to be a lock put on the thermostat at the fire house.  We are waiting on parts to fix the heater.

     Chief reported that they are still trying to get everyone at the fire house to sign the SOP’s.

   Chief stated that the radios, the Sheriff’s Dept. are putting repeaters in their cars, and they sound like they are in a well.  The change has to be done by March 21.  The radio in our truck is still on a generic frequency.  We still have not received our FCC licenses.

     Mitch would like to see the Fire Dept. get a set of NFPA standard codes.  They go for $1,615.00 a set. 

     Mr. John Brose brought up that he is still working on closing the shop in.  The Ford Dump Truck is back, and they put a step on it.  John is still looking for the brown paper dispensers.

     Mr. Merle Ackley would like to have a Township Open House.  Township Day is Feb. 1, so we are going to have an Open House at the Fire House on Feb. 1 from 2-8 p.m. 

Mr. Ackley had also ordered the spray for mosquito spraying season.

     Mr. Mitch Current said that the oil hasn’t been changed on the pumps on the tanker, the pump on the grass truck, or the generator on the rescue.  Mr. Jeff Rosebrook will see if Ken Rosebrook can do this for the township.

     Mr. Jeff Rosebrook brought up about putting a cap on the zoning permits this year; Mr. Brose agrees that we should have one.  Mr. Dan Ackley, zoning inspector, said that it’s up to the Trustees; Dan says that everyone complains about our zoning rates, and that we need to be fair to everyone.  Mr. Jeff Rosebrook made a motion to put a $10,000.00 cap on zoning permits, seconded by Mr. John Brose.  Rosebrook, yes, Ackley, abstained, and Brose, yes.

     Mr. Merle Ackley reported that we need a new power washer.  After some discussion, Mr. Merle Ackley made a motion to purchase a new power washer, seconded by Mr. Jeff Rosebrook.  Rosebrook, yes, Ackley, yes and Brose, yes.

    Mr. Jeff Rosebrook stated that Lowe’s had the cheapest prices for stoves for the Lodge Hall and the Community Room.  Mr. Rosebrook made a motion that we purchase them there, seconded by Mr. Ackley.  Rosebrook, yes, Ackley, yes and Brose, abstained.

     Mr. Rosebrook would like to get a new heater and 2 lights for the shop and he will install them.  All Trustees agreed to this.

     The trustees cleaned out the ditch on T. R. 132 today.

     Mr. Jeff Rosebrook will call HBI Electric about the light on the side of the Fire House. 

    Mrs. Stalling brought up that we need to set our Appropriation Meeting.  We set that meeting for Monday, Jan. 16, 2012 at 6:00 p.m.   Mrs. Stalling will advertise this in the Examiner. 

  

     Mr. Jeff Rosebrook made a motion that we leave our meeting on the 2nd Monday of each month at 7:00 p.m. at the East Liberty Community Room, seconded by Mr. Merle Ackley. Rosebrook, yes, Ackley, yes and Brose, yes.

     Mr. Merle Ackley made a motion that the Trustees get paid per salary, seconded by Mr. Jeff Rosebrook.  Rosebrook, yes, Ackley, yes and Brose, yes.

     Mr. Merle Ackley made a motion to make the following changes in the Zoning Boards:

     Mr. Jeff Rosebrook made a motion to leave Mr. Dan Ackley as our Zoning Inspector, seconded by Mr. John Brose.  Rosebrook, yes, Ackley, abstained and Brose, yes.  Mr. John Brose made a motion to raise Mr. Dan Ackley’s’ pay to $300.00 per month, seconded by Mr. Jeff Rosebrook.  Rosebrook, yes, Ackley, abstained, and Brose, yes.  Therefore, Mr. Dan Ackley’s pay will be; $300.00 per month, 10% of each permit he writes and $40.00 per zoning meeting that he attends.  All Trustees agreed that we do not need to have our annual Zoning meeting with our Zoning Boards.  Mr. Jeff Rosebrook made a motion to leave the Zoning Board members pay for attending any Zoning Meeting at $40.00 per meeting, seconded by Mr. John Brose.  Rosebrook, yes, Ackley, abstained, and Brose, yes.  Mrs. Bev Wolf will be Secretary and will be paid $50.00 per meeting that she attends and takes minutes at.  

     Mr. Jeff Rosebrook made a motion to leave the Cemetery Rates the same as last year, seconded by Mr. John Brose.  Rosebrook, yes, Ackley, yes and Brose, yes.

    Mr. Jeff Rosebrook made a motion that West Mansfield Residents may purchase lots in the GreenLawn Cemetery under the resident prices, seconded by Mr. Merle Ackley.   Rosebrook, yes, Ackley, yes, and Brose, yes.

      Mr. Jeff Rosebrook made a motion to leave Johnson Excavation at $175.00 per opening of graves on weekdays and $200.00 per weekends and $40.00 per closing of graves, seconded by Mr. Merle Ackley.  Rosebrook, yes, Ackley, yes, and Brose, yes.  Mrs. Stalling will send Mr. Don Johnson a new contract for 2012.

     Mr. Jeff Rosebrook made a motion to leave the mileage outside of Perry Township at $.48 per mile, seconded by Mr. Merle Ackley.  Rosebrook, yes, Ackley, yes and Brose, yes.  The policy for paying for Township Officials mileage, registration and reasonable priced meals to township conventions, workshops and so related meetings will continue to be honored.  Any schooling or seminars the township will pay for the classes. 

     Mr. Jeff Rosebrook made a motion to leave the part-time wage at $14.00 per hour, seconded by Mr. Merle Ackley.  Rosebrook, yes, Ackley, yes and Brose, abstained. 

     Mr. Jeff Rosebrook made a motion to leave our full-time employees salary the same as last year, seconded by Mr. Merle Ackley.  Rosebrook, yes, Ackley, yes and Brose, abstained. This will make the full-time employees salary at $42,432.00 per year, plus overtime.  This employee will continue to get 10 paid holidays, 10 vacation days, and also 3 sick days per year.  He can carry over a maximum of 60 days per year. 

     Mr. Jeff Rosebrook made a motion to leave the janitor’s salary the same as last year, seconded by Mr. Merle Ackley.  Rosebrook, yes, Ackley, yes and Brose, abstained. 

Township Building                                         $175.00 per month

Perry Park                                                       $225.00 per month that the Park is Open

Lodge Hall                                                      $125.00 per month

  

     The shoveling of snow if Mrs. Brose does it will be paid the part-time wage of $14.00 per hour.

     Mr. Merle Ackley made a motion to pay the Fire Chief a salary of $175.00 per month, seconded by Mr. Jeff Rosebrook.  Rosebrook, yes, Ackley, yes and Brose, yes.

     Mr. Jeff Rosebrook made a motion to leave the Assist. Fire Chief Salary at $100.00 per month, seconded by Mr. Merle Ackley. Rosebrook, yes, Ackley, yes and Brose, yes. 

     The squad chief will not receive a salary as he does the On Call time as a firefighter/EMT. 

     Mr. Merle Ackley made a motion to pay Mrs. Joy Litteral $12.50 per hour to attend the County EMS meetings representing Perry Township, seconded by Mr. Jeff Rosebrook. Rosebrook, yes, Ackley, yes and Brose, yes.

     Mr. Merle Ackley made a motion to leave the TRC Inspections the same as last year, seconded by Mr. Jeff Rosebrook.  Rosebrook, yes, Ackley, yes and Brose, yes.  It will be $75.00 per man, not to exceed 3 men.  This will include the fire chief, and the assistant fire chief.  The inspection will be $225.00 per inspection if 3 men attend.  The township will pay for any training or advanced training to the fire department members as the Township Trustees sees fit and approves of.

     Mr. Jeff Rosebrook made a motion to leave the fire dept. pay the same as last year, seconded by Mr. Merle Ackley.  Rosebrook, yes, Ackley, yes and Brose, yes.

For Basic EMT it will be $11.00 per hour

For Advanced EMT it will be $11.50 per hour

Medic, Ltn., or Officer it will be $12.50 per hour

The daytime department will run from 8:00 a.m. - 4:00 p.m.

The volunteer pay will remain the same as last year.

Pay will be as follows:

EMT’s- $25.00 Night Shift Mon-Fri if you are an EMT/FF Mon-Fri it is $50.00

FF- $25.00 Night Shift Mon- Fri if you are an FF/EMT Weekends $100.00

EMT’s $50.00 Weekend shift full 24 hrs. if you work a 10 hr. shift you get $25.00

FF/EMT’s $50.00 Weekend shift full 24 hrs, if you work a 14 hr. shift you get $25.00

FF/EMT if you work a 10 hr. shift you get $50.00

FF/EMT if you work a 14 hr. shift you get $50.00

  Mr. Merle Ackley made a motion that the flowers in the cemeteries need to be cleaned off by April 1st and Oct. 15th for spring and fall clean-up, seconded by Mr. Jeff Rosebrook. Rosebrook, yes, Ackley, yes and Brose, yes. 

     Mr. Merle Ackley made a motion that base orders must be turned in by May 1st to be guaranteed to be in by Memorial Day, and fall orders are to be turned in by Sept. 15th, seconded by Jeff Rosebrook.  Rosebrook, yes, Ackley, yes and Brose, yes.

     Mr. Merle Ackley made a motion to raise the purchasing policy amount to $500.00, seconded by Mr. Jeff Rosebrook.  Rosebrook, yes, Ackley, yes and Brose, yes.  Any purchase over $500.00 needs to have at least 2 trustees approval prior to the purchase.  This is for the 3 trustees and the fiscal officer.

     Mr. Merle Ackley made a motion that all time sheets needs to be turned into the fiscal officer by the 5th of each month, seconded by Mr. Jeff Rosebrook.  Rosebrook, yes, Ackley, yes and Brose, yes.  This also includes our cemetery mower.

     Mr. Jeff Rosebrook made a motion that ONLY Perry Township Residents can rent the Community Room and we will continue to accept donations, seconded by Mr. Merle Ackley. Rosebrook, yes, Ackley, yes and Brose, yes. 

     Mr. Merle Ackley made a motion to set the Lodge Hall rents as: Perry Township Residents it will be $25.00, for Non-Perry Residents it will be $100.00, seconded by Mr. Jeff Rosebrook.  Rosebrook, yes, Ackley, yes and Brose, yes.  We will continue to honor that any NON-PROFIT organization will NOT be charged for using the Lodge Hall, this will also include use for funeral dinners.

     Mr. Jeff Rosebrook made a motion to leave Bonnie’s purchasing policy at $100.00, seconded by Mr. Merle Ackley.  Rosebrook, yes, Ackley, yes and Brose, abstained.
