The Board of Perry Township Trustees met in Regular Session on Monday, September 9, 2012 at 7:00 p.m. at the East Liberty Community Room. Roll Call: Jeff Rosebrook, present, Merle Ackley, present, John Brose, present and Cindy Stalling, present. Also present was Dave Frangis, Bonnie Brose, Dave Cook, Logan Brown, Jim Myers, Keith Montgomery, Pup McColloch, Mitch Current, Victoria Current, and Paul Blair.
Chairman Rosebrook called the meeting to order.
The minutes of the previous meeting was given to the Trustees to read prior to this meeting. Mr. Rosebrook asked if there were any additions or corrections to the minutes and then asked if there were any additions or corrections to the financial statements that were given to the Trustees from the fiscal officer. They both stand approved by the trustees.
Chief Keith Montgomery reported that they took the engine up for a pump check and the seals made it this year but probably won’t make it next year.
Chief brought up about the 24 hrs. guys signing a paper pertaining to the 1500 yr. ruling. Chief went to Allen Township and met with Chief Goddard and Goddard will come and meet with us about this if we want him too. Since we now have weekend workers, we need some kind of guideline about working over the 1500 hrs. per year and not getting overtime or benefits. But, they can still work over the 1500 hrs. Mrs. Stalling will contact Mr. Bill Goslee, Log. Co. Prosecuting Atty. and get his advise on this.
Mr. Paul Blair, Jefferson Twp. Trustee was in attendance about the crack-fill machine. When it was purchased by Perry Township, Jefferson Township and Zane Township we were all in agreement about equally sharing all the expenses for repairs, etc. Zane Township has not used it at all this year and we have been told through the grapevine that they are not happy with this purchase that was made. There has been some repairs made on the machine and Mr. Blair reported that at the Jefferson Twp. meeting they voted to have Zane Twp. pay their share on this repair bill. Perry Twp. doesn’t feel that it is fair for them to have to pay a 1/3 of the bill because they have not used the machine. So, after some discussion, Perry Township Trustees and Mr. Blair decided that they would attend the next Zane Twp. meeting and discuss this situation with them. We will also see if they want to sell their share of the machine back to the other two townships. Jefferson and Perry Township are both happy with the machine. Jefferson was thinking about offering Zane Twp. like $4,000.00 - $4,500.00 from the other two townships and see what they say. The next Zane Twp. meeting is on Oct. 1.
Mr. John Brose reported that the culvert on Bible Road has been fixed and is working real good and looks really nice.
Mr. Brose stated that Dumpster Day in on Oct. 13, from 8- 12 in front of Perry Park.
Mr. Brose reported that the Ford dump truck needs serviced as the engine light is on.
Mr. Jeff Rosebrook reported that he sold a cemetery lot in the North Greenfield Cemetery.
Mrs. Stalling had paperwork from the Board of Elections as to what our ballot information will say exactly on the levy we are putting on the ballot. It has been approved by the Sec. of State.
Mr. Brose stated that the Fire Dept. needs a new bed the frame is bent on the one they have now. Mr. Merle Ackley made a motion to get them a new bed, seconded by Mr. Jeff Rosebrook . Rosebrook, yes, Ackley, yes and Brose, yes. The fire dept. will go and check out beds and then the trustees will go and check out the ones they like and make a final decision.
Mr. Brose brought up about the spouting on the new shelter house and the old shelter house in the back of the park, After this gets installed hopefully this will take care of the water problem with the floor in the back shelter house.
Mr. Brose has a funeral this Wednesday.
Mr. Brose brought up about the pea gravel for the playground. We keep getting information from the insurance company about putting this down. All trustees agreed to go ahead and put it down. It will be ordered this week.
Mr. Brose wanted to know if we were going to have a Fire Safety Day this year. Chief stated that we could have one the middle of October and that they will talk about this at their fire meeting tomorrow night.
Mr. Brose reported that the Street Dance went well and the PTEC will be having an auction on October 27th.
Mr. Brose brought up that the crisper drawer in the fridge at the Lodge Hall is filling up with water and that the top shelf is having water on it also. Chief Montgomery said that this was happening with the fridge at the fire dept. and they cleaned the coils in the back and that took care of it. Mr. Brose said that they would try that with the one in the Lodge Hall.
Mr. Ackley wanted to know how many base order the other Trustees have for fall. Mr. Ackley has 2 and John said that he has 3 big ones.
Mr. Ackley brought up that it has been brought up to him about making the walking track at Perry Park longer. Some would like to see it start up on College St. and go back and connect with the one that is already there. Mr. Rosebrook said that he will get some prices to see how much this would costs us.
Mr. Ackley brought up about the State putting in new cement handicap corners at all the intersections in town. The look really nice.
Mr. Rosebrook stated that his trencher is fixed now so he can now trench the shelter houses for the down spouts.
Mrs. Stalling had received a letter of resignation from Mr. Charles Bell from the Zoning Appeals Board as he has moved out of the township. Mr. Merle Ackley accepted his resignation, seconded by Mr. John Brose. Rosebrook, yes, Ackley, yes and Brose, yes. Mr. Rosebrook will go and get Mr. Bell’s zoning books from him. Mr. Keith Montgomery stated that now Mr. Tim Eubanks who was our alternate on the Appeals Board will replace Mr. Bell and Mr. Eubanks will now be a member. Mr. Bell recommended that we replace him with Renee Johnson. It was brought up that maybe Mr. Melvin Douglas would want to give up his position as well due to his health. Mr. Merle Ackley will go and visit Mr. Douglas and see how he feels about this. After doing all of this we will need to advertise any openings in the Examiner for the Appeals Board.
Mr. Merle Ackley made a motion to accept the Amounts and Rates from the Budget Commission, seconded by Mr. Jeff Rosebrook. Rosebrook, yes, Ackley, yes and Brose, yes.
Mr. Merle Ackley brought up about Tate Peterson, being charged with reckless operation, the insurance will not cover Mr. Peterson for a period of 5 years. Therefore all trustees agreed that we will need to terminate Mr. Peterson from the Fire Dept. Mrs. Stalling will send him a certified letter stating this.
Mr. Brose reported that the Miller Family will be hosting a Baked Steak dinner on Sept. 29 at the Lodge Hall and the proceeds will be going to PTEC for the fireworks.
Mr. Jeff Rosebrook made a motion to pay the bills, seconded by Mr. Merle Ackley. Rosebrook, yes, Ackley, yes, and Brose, yes.
