The Board of Perry Township Trustees met in Special Session on Monday, December 10, 2012 at 6:30 p.m. at the Community Room in East Liberty.  Roll Call: Jeff Rosebrook, present, Merle Ackley, present, John Brose, present and Cindy Stalling, present.  Also present was Joy Litteral, Dave Frangis, Linda Baldridge, Doug Henry, Dave Cook and Bonnie Brose.

     Chairman Mr. Jeff Rosebrook called the meeting to order, and stated that the reason for this meeting was to fill the vacancy on the Zoning Appeals Board. 

      Mrs. Stalling had advertised the opening in the Bellefontaine Examiner, anyone interested was to contact any Trustee or the Fiscal Officer.  No one received any feedback with anyone being interested in the position.  

     Mr. Dave Cook came into the meeting and stated that he was interested in the position.  Mr. Jeff Rosebrook made a motion that we put Mr. Dave Cook on the Zoning Appeals Board as the alternate, seconded by Mr. Merle Ackley.  Rosebrook, yes, Ackley, yes and Brose, yes. 

     Mr. Jeff Rosebrook made a motion for adjournment, seconded by Mr. Merle Ackley.  Rosebrook, yes, Ackley, yes and Brose, yes.

      The Board of Perry Township Trustees met in Regular Session on Monday, December 10, 2012 at 7:00 p.m. at the Community Room in East Liberty.  Roll Call; Jeff Rosebrook, present, Merle Ackley, present, John Brose, present, and Cindy Stalling present.  Also present was Joy Litteral, Dave Frangis, Linda Baldridge, Doug Henry, Dave Cook, Bonnie Brose, Keith Montgomery, Frank Davis and Dan Ackley.          

     The minutes of the previous meeting was given to the Trustees to read prior to this meeting.  Mr. Rosebrook asked if there were any additions or corrections to the minutes and then asked if there were any additions or corrections to the financial statements that were given to the Trustees from the fiscal officer.  They both stand approved by the trustees.

     Mrs. Joy Litteral, attended the Logan County EMS meeting and was informed that all squads in Logan County have to get a DEA license.  This is a license to let us in-house narcotics, Mary Rutan is phasing out providing narcotics to local squads, and they don’t want to do that anymore.  There are some guidelines that have to be gone by to conform to the DEA license requirements.  We will have to have a safe, locked (double locked) cabinet, with only a few keys to it.  This license will be for 3 years and it’s suppose to cost $713.00 for it, but Joy is under the understanding that that fee will be waived for the first time applicants.  Joy has filled out the application on line.  Joy has another meeting tomorrow night and she hopes to find out more and get some answers to her questions about this.  She stated that we shouldn’t have to keep a lot of meds; she thinks probably a gun case with another lock inside would probably work okay.  She said that the Dr. at the ER would need to write a RX to get replacement meds.  If the meds expire we can get them replaced at no charge.  She said that we can either get the meds from Mary Rutan or from a med representative.  After some discussion, Joy is going to go to Bellefontaine Fire Dept. and see what kind of safe/case they have for their meds.  Joy stated that on the application she put Dave Cook as Squad Chief, and Joy Litteral as Assist. Squad Chief.  Joy will let us know more at our next meeting after she attends her next meeting tomorrow. 

     Mr. Dave Frangis stated that the Christmas lights in the Township yard look real nice and he thanked the Trustees for them.

     Mrs. Linda Baldridge, brought up that on the end of Foundry St, the people down there got to hook up to natural gas and she wanted to know why everyone else in town couldn’t get hooked up as well?  She said that the Church of Christ gave an easement for this and they hooked up.  Mrs. Baldridge wanted to know if the township could help get the natural gas line brought through town.  Mr. John Brose said that we can call and talk to the company that hooked up the ones that got it.  Mr. Brose said that he was told that the company said there weren’t enough residents in town to bother putting it through, because it wouldn’t benefit the company.  Mr. Brose will contact the company himself and have a report by the next meeting.

     Mr. Frank Davis, reported that he purchased the old Ledley place on CR 10 and as of Nov. 1, 1999 he has been totally disabled.  He is a Vietnam Vet and is concerned about being billed for any squad runs he might have to have as his health is not that great.  We informed him that Perry Township residents don’t have to pay for squad runs.  He was very grateful for that.  Then he was wondering that if we have a major storm, does the township help plow residents out?  Trustees told him that if there is a medical issue, we will definitely take care of the snow plowing of driveways. 

     Mr. Doug Henry, wanted to know if we were at our limit for street lights?  Trustees told him yes, he would like to see one put at the corner of CR 10 and CR 154.  He would also like to see the evergreen tree in the Morehouse’s yard get trimmed up there too.  Mrs. Stalling said that we need to contact the county first, as it is their roads and see if they will put one up, as it is dark on that corner. We should also talk to the Morehouses about their tree.   Mr. Brose will contact the County and the Morehouses about these issues.

     Mrs. Bonnie Brose, janitor, said she is getting some complaints on the carpet in the Community Room.  There are spills that she can’t get up.  All agreed that after the first of the year we should get it professionally cleaned.  As Bonnie has been using a carpet cleaner on it and it’s not doing such a great job.  It hasn’t been done professionally for a few years.

     Chief Keith Montgomery, brought up about that the daytimers going to school and the township paying for it.  Chief don’t want this anymore.  He would like to see it be, that you have to be a Perry Township resident for the township to pay for you to go to more schooling.  This way we know that they are going to stay here with us and they aren’t going to leave Perry Township after they get their schooling done.  Chief said that he is done sending the daytimers to school, they don’t live here and they don’t appreciate what Perry Township does for them.    After some discussion, Mr. Jeff Rosebrook made a motion that only Perry Township resident firefighters, EMT’s, Medics at the fire house will be paid to go to schooling as approved by the Perry Township Trustees, seconded by Mr. Merle Ackley.  Rosebrook, yes, Ackley, yes and Brose, yes. 

     The heater at the fire house hasn’t been fixed yet.  It was suppose to get a new thermostat wire.  Jeff will call Shawn Banta of Hi Point and see if he’s going to fix it or not and if not he will call someone else. 

     Chief Montgomery thanked the Trustees again for the new Fire Truck. 

      Chief reported that the battery on the LifePak – Oxyometer isn’t working.  It takes Lithium batteries.  The batteries come in a 6 pack for $75.00 a piece and we only need 4, but you have to buy 6.  It will cost $450.00 for them.    Mr. Jeff Rosebrook made a motion to purchase a 6 pack, seconded by Mr. Merle Ackley.  Rosebrook, yes, Ackley, yes and Brose, yes. 

     Mr. Dave Cook, squad chief, stated that we will be getting a bill from Moore Medical for more security tags.  These are accountability tags on the drug bags. 

     Chief Montgomery brought that the driver’s door on the grass truck, the flipper has went bad, can we get someone to fix it?  Jeff will check with Bud Rosebrook and see if he can fix it.

     Chief reported that he ordered 2 pair of pants and 2 t-shirts for Kacy Welty.  Mr. Ackley made a motion for said purchase, seconded by Mr. Brose.  Rosebrook, yes, Ackley, yes, and Brose, yes.

     Mrs. Stalling had a letter from Sutphen that contained paint samples for the truck committee to pick what color they want the new fire truck to be.  The sample they choose has to be turned back into Sutphen by Dec. 27, 2012. 

     Mr. Dan Ackley, zoning inspector, reported that he got a call today from Mr. Jake Coil on C.R. 2 about his new hog barn that will be housing 1200 head and it will be agriculture exempt. 

     Mr. Merle Ackley talked to the County about C.R. 2, there are trees in the ditch, they told Merle that we can only go back 50’, any farther and it becomes the property owner’s responsibility.  Mr. John Brose talked to the County and they told him that maybe Log. Co. Soil and Water would be able to use some of their grant money to come out and take care of the trees in the ditch.  Mr. Brose will can Log. Co. Soil and Water tomorrow and see what they say.

     Mr. Ackley reported that he got all the dead trees cut out of the cemeteries and along the township roads by Del-Mar Tree Service; they also chipped them and are done.  They do a real nice job. 

     Mr. John Brose, talked to the Logan Co. Auditor about the Lodge Hall, and Mr. Yoder said that we are going to have to pay taxes on ½ of the Lodge Hall.  Since the Mason’s use the top ½ of the building we will have to pay for ½ of the building.  Mr. Yoder said that there are no grounds to appeal; it’s not open to the public.  The Log. Co. Auditor will have to come down and appraise the building and then we will have to pay the taxes on the top ½ of the building. 

     Mr. Merle Ackley reported that they replaced footers for Meddles in GreenLawn Cemetery.

     Mr. Jeff Rosebrook received a call from a lawyer about Robson’s cemetery lot.  The lawyer wanted to know how much the lot was worth.  They are only worth the value of them, we have re-purchased lots back for the Township as long as there is a deed and they are unused.

     Mrs. Stalling reported that she had received a letter from the Wage Dept. from the State and had to send paperwork on Jennifer Ganson Bowman for all her hours for 2011. 

     Mrs. Stalling brought up that it was time to fill the VFFDF again.  Mr. Merle Ackley made a motion to leave it the same as last year, seconded by Mr. Jeff Rosebrook.  Rosebrook, yes, Ackley, yes and Brose, yes.  It will be:

     Mrs. Stalling brought up that she received an email from Darin Robinaugh and that Medicare is doing Re-Validation.  He had a lot of questions that needs to be answered before we can even start the application for this.  He is willing to do this paperwork for Perry Township for $75.00.  Mrs. Stalling would like to let Darin do this, that way it is filled out properly.  Mr. Merle Ackley made a motion to let Darin do this paperwork, seconded by Mr. John Brose.  Rosebrook, yes, Ackley, yes and Brose, yes.  Mrs. Stalling will let him know this and also work with Darin to get him the answers he needs to do the paperwork. 

     All Trustees agreed to set our Year-End meeting for Monday, December 31, 2012 at 9:00 a.m. at the East Liberty Community Room. 

     Mr. Jeff Rosebrook made a motion to pay the bills, seconded by Mr. Merle Ackley.  Rosebrook, yes, Ackley, yes and Brose, yes.
