The Board of Perry Township Trustees met in Special Session on Monday,   

December 31, 2012 at 9:00 a.m. at the East Liberty Community Room.  Roll Call: Jeff Rosebrook, present, Merle Ackley, present, John Brose, present and Cindy Stalling, present.  Also present was Linda Baldridge, Dave Cook, Frank Davis, Bonnie Brose, Joy Litteral, Keith Montgomery and Mitch Current.
This was our Year-End meeting.   

           The minutes of the previous meeting was given to the Trustees to read prior to this meeting.  Mr. Rosebrook asked if there were any additions or corrections to the minutes and then asked if there were any additions or corrections to the financial statements that were given to the Trustees from the fiscal officer.  They both stand approved by the trustees.

     Mrs. Linda Baldridge was in attendance again to find out what Mr. Brose had found out about the natural gas line coming into East Liberty.  Mr. Brose has talked to the company twice since the last meeting.  They sounded pretty positive about running gas lines into town.  The company is South Eastern.  The company is still in the middle of being sold and that process is not done yet.  The company is going to survey the town first and it sounds like if there is enough interest then it will probably have the lines run through town.  It would probably be around $24.00 per foot, and the company may pay 50% or they may pay nothing at all.  The line minimum is 2’ deep.  Mr. Brose told Mrs. Baldridge that he was glad that she came to the township meeting and brought this up, and the township is also interested in getting lines to the township buildings.  Mrs. Baldridge thanked Mr. Brose for all the work he did on this.

     Mr. Dave Cook, squad chief, reported that there were 75 runs in 2012.

     Dave also reported that they would probably be hiring another medic after the first of the year.  We have an opening for a 24 hour medic, since Logan has cut back on the 24 hr. position. 

     Dave brought up about the batteries for the LifePak, he doesn’t know if Chief Montgomery ordered them or not.

     Dave stated that the drug licenses are at Mary Rutan Hospital waiting on the Dr. to sign them.  As soon as he gets them, he will get a copy to me.  He still hasn’t heard anything back from the other license yet.

     Mr. Frank Davis just wanted to wish everyone a Happy New Year.

     Mr. John Brose talked to Mr. Harvey Grimes, of the County Engineers Office, about the street light for the intersection of CR 154 and CR 10.  Harvey told him that they don’t do street lights and that we would have to put one up if one goes up.  He also talked to him about the evergreen tree on the Moorehouse property.  The tree has to be 30’ off the center line.  It meets this guideline, so there really isn’t anything we can do about this tree.  The trustees will look more into the street light situation.

     Mr. Merle Ackley reported that he has gotten a lot of compliments on the Christmas lights in the township yard.  They will be shut off tomorrow, Jan. 1.

     Mr. Ackley thanked the Fire Dept., Bonnie, John, Jeff and Cindy for all they have done for the year.

     Mr. Jeff Rosebrook reported that the pick-up trucks transmission is not working properly.  He called Bud Rosebrook and he is going to take a look at it to see if he can figure out what is wrong with it.

     Mr. Rosebrook stated that the other truck, the pollution garbage on it is causing it not to work properly.  The truck will run a few miles then it plugs up and won’t go over 15 miles per hour.  Mr. Brose will call the company to see if it is still under warranty or not.  Bud Rosebrook told Jeff that you can get a kit to take the pollution stuff off if it’s no longer under warranty, and he can do this for us if we are interested.

     Mr. Jeff Rosebrook reported that Chuck Bourdeau stated that the ceiling plaster in the top of the Lodge Hall where the Masons meet is falling.  Jeff ordered new shades and ceiling tile from West Mansfield Ace Hardware to fix this problem. 

     Mrs. Bonnie Brose reported that there is 2 lights out in the kitchen at the Lodge Hall. 

     Mrs. Stalling had the TRC fire Contract for 2013.  We received 2 copies, one for us and one to be sent back to TRC.   After looking over the contract, Mr. Merle Ackley made a motion to accept this contract, seconded by Mr. Jeff Rosebrook.  Rosebrook, yes, Ackley, yes and Brose, yes.  Trustees signed both contracts and Mrs. Stalling will return one copy to TRC.

     Mrs. Stalling brought up that there will be a meeting on Jan. 23 at the Lodge Hall about the post office in town going to a 4 hr. a day post office.  This meeting is open to the public so that the residents can voice their opinions.

     Mrs. Stalling had a book about unemployment rules that was sent to the Fire Dept.   The book costs $265.00 and Chief Montgomery does not want it.  Mr. Jeff Rosebrook made a motion to return this book, seconded by Mr. Merle Ackley.  Rosebrook, yes, Ackley, yes and Brose, yes.  Mrs. Stalling will mail this book back.

     Mrs. Stalling reported that she was looking for the title to the squad for some info off of it, and she could not find the title.  She got the VIN number off of the squad and went to the Logan County Title office to get a new title and they don’t have it on their records that we even have a squad.  So, Mrs. Stalling called Braun Industries, where the squad was purchased from and left a message and she has not heard back from them yet.

     Mrs. Joy Litteral reported that she has really been sick and has not gotten a lot of information back about the DEA licenses.  She did however talk to Darin Robinaugh, of Robinaugh EMS about his safe, he has a recordable safe, and everyone that has access to the safe has their own number to get into it and then you can print out a paper that tells who has been in the safe and the day and time.  Darin is very pleased with this safe.  Darin told Joy that he is willing to help Joy out with whatever he can do to help her.  

     Chief Montgomery reported that Danny of Sutphen called Mitch and he wants to have a meeting about the truck with the Chief, Trustees, and Fire Committee.

     Chief thanked the Trustees for all they have done for the fire dept. this year.

     We then went into our re-organizational meeting.  Mrs. Stalling asked for nominations for Chairman of the Board for 2013.  Mr. Jeff Rosebrook nominated Mr. Merle Ackley, seconded by Mr. John Brose.  Rosebrook, yes, Ackley yes and Brose, yes.   Mrs. Stalling then asked for nominations for Vice-Chairman, Mr. Merle Ackley nominated Mr. Jeff Rosebrook, seconded by Mr. John Brose.  Rosebrook, yes, Ackley, yes and Brose, yes.  This will make Mr. John Brose the Member for 2013. 

     Mr. Jeff Rosebrook made a motion that we leave our meeting on the 2nd Monday of each month at 7:00 p.m. at the East Liberty Community Room, seconded by Mr. Merle Ackley.  Rosebrook, yes, Ackley, yes and Brose, yes. 

     Mr. Merle Ackley made a motion that the Trustees get paid per salary, with the amount recommended by the State as per our Budget, seconded by Mr. John Brose.  Rosebrook, yes, Ackley, yes and Brose, yes.

     Mr. Jeff Rosebrook made a motion to make the following changes in the Zoning Boards:

Mr. Jeff Rosebrook made a motion to leave Mr. Dan Ackley as our Zoning Inspector, seconded by Mr. John Brose.  Rosebrook, yes, Ackley, abstained, and Brose, yes.

Mr. Jeff Rosebrook made a motion to leave Mr. Dan Ackley’s salary the same as last year, seconded by Mr. John Brose.  Rosebrook, yes, Ackley, abstained, and Brose, yes.  He will receive $300.00 per month and also 10% of the permits that he writes and $40.00 per zoning meeting that he attends.  All Trustees agreed that we do not need to have our annual zoning meeting with the Zoning Boards.  Mr. Jeff Rosebrook made a motion to leave the Zoning Board members pay for attending any Zoning meeting at $40.00 per meeting, seconded by Mr. Merle Ackley.  Rosebrook, yes, Ackley, yes and Brose, yes.  Mrs. Bev Wolf will be Secretary and will be paid $50.00 per meeting that she attends and takes minutes at.

   Mr. Merle Ackley made a couple changes in the Cemetery Rates, seconded by Mr. Jeff Rosebrook.  Rosebrook, yes, Ackley, yes and Brose, yes.  The changes will be that after 10 years the Township is not responsible for repair/replace of bases.  A new base will be $65.00 per foot.  And the cremation fee will be $200.00 and $300.00 on the weekends.

     Mr. John Brose made a motion that West Mansfield Residents, inside the city limits, may purchase lots in the GreenLawn Cemetery under the resident’s price, seconded by Mr. Merle Ackley.  Rosebrook, yes, Ackley, yes and Brose, yes. 

     Mr. Jeff Rosebrook made a motion to leave Johnson Excavation at $175.00 per opening of graves on weekdays and $200.00 per weekends and $40.00 per closing of graves, seconded by Mr. John Brose.  Rosebrook, yes, Ackley, yes and Brose, yes. Mrs. Stalling will send Don Johnson a new contract for 2013.

     Mr. Jeff Rosebrook made a motion to leave the mileage outside of Perry Township at $.48 per mile, seconded by Mr. Merle Ackley.  Rosebrook, yes, Ackley, yes and Brose, yes.   The policy for paying for Township Officials mileage, registration and reasonable priced meals to township conventions, workshops and so related meetings will continue to be honored.  Any schooling or seminars the township will pay for the classes.
     Mr. Merle Ackley made a motion to leave the part-time wage at $14.00 per hour, seconded by Mr. Jeff Rosebrook.  Rosebrook, yes, Ackley, yes and Brose, abstained. 

     Mr. Merle Ackley made a motion to raise the full-time employees salary by 1.6% (which is the cost of living raise), seconded by Mr. Jeff Rosebrook.  Rosebrook, yes, Ackley, yes and Brose, abstained.  This will make the full-time employees salary at $43,110.92 per year or $ 3,592.57 per month plus overtime.  This employee will continue to get 10 paid holidays, 10 vacation days and 3 sick days per year.  He can carry over a maximum of 60 days per year. 

            Mr. Jeff Rosebrook made a motion to leave the janitor’s salary the same as last year, seconded by Mr. Merle Ackley.  Rosebrook, yes, Ackley, yes and Brose, abstained.  The salary will be:      Township Building     $175.00 per month 

                                    Lodge Hall                  $125.00 per month

                                    Perry Park                   $225.00 per month that the Park is Open

 

      The shoveling of snow if Mrs. Brose does it will be paid the part-time wage of $14.00 per hour. 

     The Lodge Hall may be used for non-profit at NO charge and also for funeral dinners at NO charge.

     Mr. Merle Ackley made a motion to raise the Fire Chief salary to $200.00 per month, seconded by Mr. Jeff Rosebrook.  Rosebrook, yes, Ackley, yes and Brose, yes. 

     Mr. Jeff Rosebrook made a motion to raise the Assist. Fire Chief salary to $125.00 per month, seconded by Mr. Merle Ackley.  Rosebrook, yes, Ackley, yes and Brose, yes. 

     The squad chief will not receive a salary as he does the On Call time as a firefighter/EMT.

     Mr. Merle Ackley made a motion to pay Mrs. Joy Litteral $12.50 per hour to attend the County EMS meetings representing Perry Township, seconded by Mr. Jeff Rosebrook.  Rosebrook, yes, Ackley, yes and Brose, yes. 

     Mr. Merle Ackley made a motion to leave the TRC Inspections the same as last year, seconded by Mr. Jeff Rosebrook.  Rosebrook, yes, Ackley, yes and Brose, yes.  It will be $75.00 per man, not to exceed 3 men.  This will include the fire chief, and the assistant fire chief.  The inspection will be $225.00 per inspection if 3 men attend.  The township will pay for any training or advanced training to the fire department members as the Township Trustees sees fit and approves of and as long as he/she is a Perry Township Resident. 

     Mr. John Brose made a motion to leave the fire dept. pay the same as last year, seconded by Mr. Jeff Rosebrook.  Rosebrook, yes, Ackley, yes and Brose, yes. 

For Basic EMT it will be $11.00 per hour

For Advanced EMT it will be $11.50 per hour

Medic, Ltn., or Officer it will be $12.50 per hour

The daytime department will run from 8:00 a.m. - 4:00 p.m.

The volunteer pay will remain the same as last year.

Pay will be as follows:

EMT’s- $25.00 Night Shift Mon-Fri if you are an EMT/FF Mon-Fri it is $50.00

FF- $25.00 Night Shift Mon-Fri if you are an FF/EMT Weekends $100.00

EMT’s $50.00 Weekend Shift full 24 hours, if you work a 14 hr. shift you get $25.00

FF/EMT $50.00 Weekend Shift full 24 hours, if you work a 14 hr. shift you get $25.00

FF/EMT if you work a 10 hr. shift you get $50.00

FF/EMT if you work a 14 hr. shift you get $50.00

     Mr. Jeff Rosebrook made a motion that the flowers in the cemeteries need to be cleaned off by April 1st and Oct. 15th for spring and fall clean-up, seconded by Mr. Merle Ackley.  Rosebrook, yes, Ackley, yes and Brose, yes.

     Mr. Merle Ackley made a motion that base orders must be turned in by May 1st to be guaranteed to be in by Memorial Day, and fall orders are to be turned in by Sept. 15th, seconded by Mr. Jeff Rosebrook.  Rosebrook, yes, Ackley, yes and Brose, yes.  

      Mr. Merle Ackley made a motion to leave the purchasing policy amount at $500.00, seconded by Mr. Jeff Rosebrook.  Rosebrook, yes, Ackley, yes and Brose, yes.  Any purchase over the $500.00 needs to have at least 2 Trustees approval prior to the purchase.  This is for the 3 Trustees and the fiscal officer.

     Mr. Merle Ackley made a motion that all time sheets needs to be turned into the fiscal officer by the 5th of each month, seconded by Mr. John Brose.  Rosebrook, yes, Ackley, yes and Brose, yes.   They can be turned in as close to the 1st of the month as possible, but no later than the 5th.

     Mr. Merle Ackley made a motion that ONLY Perry Township residents can rent the Community Room and we will continue to accept donations, seconded by Mr. Jeff Rosebrook.  Rosebrook, yes, Ackley, yes and Brose, yes. 

     Mr. Merle Ackley made a motion to raise the rent for the Lodge Hall for Non-residents of Perry Township to $200.00 and to leave the rent for Perry Township residents at $25.00, seconded by Mr. John Brose.  Rosebrook, yes, Ackley, yes and Brose, yes.

     Mr. Jeff Rosebrook made a motion to leave Bonnie’s purchasing policy at $100.00, seconded by Mr. Merle Ackley.  Rosebrook, yes, Ackley, yes, and Brose, abstained. 

     Mr. Jeff Rosebrook made a motion to give the fiscal officer permission to perform line item transfers as needed through the year, seconded by Mr. Merle Ackley.  Rosebrook, yes, Ackley, yes and Brose, yes.
