The Board of Perry Township Trustees met in Regular Session on Monday,   

December 14, 2015 at 7:00 p.m. at the East Liberty Community Room.  Roll Call: John Brose, present, Jeff Rosebrook, present, Terry Cook, present and Cindy Stalling, present.  Also present was Doug Mercer, Darren Conley, Dave Cook, Doug Henry, Brandy VanBourgondier, Rhonda Cook, Joy Litteral, Dave Frangis, Kacy Welty, Ed & Rachael Holsinger, Jessica & J D Gibson, Ginny Montgomery, Steve Fields, Pup McColloch, Sandy Wilcox, Larry Wellington, Mitch Current, Dan Ackley, Dan Coats, Thomas Coats and Daina Welty.

  The meeting was called to order by Chairman Mr. John Brose and all said the Pledge of   Allegiance.

           The minutes of the previous meeting was given to the Trustees to read prior to this meeting.  Mr. Brose asked if there were any additions or corrections to the minutes and then asked if there were any additions or corrections to the financial statements that were given to the Trustees from the fiscal officer.  They both stand approved by the trustees.

     Mrs. Brandy VanBourgondier was here to demonstrate the auto-pulse machine.  She showed how the machine works and answered all questions from the floor.  She gave a lot of information on how CPR is suppose to be done and how her product will help with this.  There is only 2 auto-pulse machines out there, and she is here to show us hers.  Her unit costs $14,064.00.  The fire dept, is wanting to file for a BWC grant to see if we can get this unit. The $14,064.00 is a state bid. Brandy is going to come back next week to the EMS meeting to go more in depth about this unit with the EMT’s.

     Mrs. Joy Litteral reported that she attended the EMS County Mtg and they were discussing about having a class on active shooters.  At a triage scene, EMT’s do basic triage, and at a shooting, 50% of people die because of laying too long waiting for medical attention. Joy gave a lot of information on the active shooters.  The county decided to form a committee to look into forming a group for Logan County. Right now the Sheriff’s dept is not on board with the EMS getting involved with this.

     Joy also reported that she was informed that when they go on a run and are told to stand by and if someone dies, the EMT could be sued in Civil Court for not responding.

     Mr Kacy Welty had a video about the laryeniscope, there is a unit now with a camera to see their path so they are not in the path of vomiting.  This unit comes from Bound Tree and costs $1,253.00.   After some discussion, Mr. Jeff Rosebrook made a motion for purchase, seconded by Mr. Terry Cook.  Brose, yes, Rosebrook, yes and Cook, yes.

     Kacy reported that the dept is really liking the active 9-1-1 system on their phones.  After some discussion, Mr. Terry Cook made a motion to go ahead and get it set up before our 120 days trial period is up, seconded  by Mr. Jeff Rosebrook.  Brose, yes, Rosebrook, yes and Cook, yes.  It costs $11.75 per devise per year.

     Mr. Larry Wellington wanted to talk about cardiac.  He would like to see the Township pay for the fire dept. to get cardiac stress tests.  Main case for firefighters death is a heart attack.  Maybe get an annual stress test or at least an annual physical.  After some discussion, they are going to do more research and get some figures.  The Trustees are definitely interested.  Some members get this type of testing at work and they can use that testing for the dept.

     Larry brought up about air bags on the trucks, they are for heavy lifting.  We had 4 bags and we only have 2 now.  We have the 2 small ones.  The 2 large ones have disappeared.  And one of the small ones doesn’t work, it has a large gash in it.  The other ones probably were outdated.  They would like to have 2 small ones and 2 large ones.  For the 4 it would cost $4,500.00.  They would like to have them from Holmatro.  After some discussion, Mr. Terry Cook made a motion for said purchase, seconded by Mr. Jeff Rosebrook.  Brose, yes, Rosebrook, yes and Cook, yes.

     Mr. Mitch Current brought up about getting a hose roller for the 5” hose from FSS.  It is $175.50.  Mr. John Brose made a motion for said purchase, seconded by Mr. Terry Cook.  Brose, yes, Rosebrook, yes and Cook, yes.

     Mitch brought up that the dept needs to get new bolt cutters and cable cutters.  John will get them for the dept. Mitch brought up that maybe Dave can get a better price from Loeb Electric.  John will wait and see.

     Mitch brought up about getting a new 32” TV for the active 9-1-1.  We also really need a cheap computer for the active 9-1-1 too.  This computer can be set up just for the active 9-1-1.  Can bring up maps, etc that would help out.  Jeff made a motion for the

 TV and computer, seconded by John.  Brose, yes, Rosebrook, yes and Cook, yes.

     Mitch brought up that Kyle Brugler’s turn out gear needs to be replaced, it is outdated.  There are a lot of the turn out gear that needs to be washed and repaired.  It is $47.00 per set to get washed.

     Mitch brought up about the shirts that we buy for the daycrew.  Mitch can get T-shirts from Miller Graphics for $10.00 to $12.00 per shirt.  This is a lot cheaper than the shirts we are getting from Gall’s now.  You have to buy 12 at a time.  Mitch would like to get everyone on the dept a new shirt, which would be 28 shirts, and he would like to have a few extras.  It would have our name on them and a logo.  After some discussion, Mr. Jeff Rosebrook made a motion for said purchase, seconded by Mr. Terry Cook.  Brose, yes, Rosebrook, yes and Cook, yes.

     Mitch brought up about aluminum halogen bars, they are a lot lighter and $215.00 each.  They would like to have 2 from FSS.  John made a motion for said purchase, seconded by Jeff.  Brose, yes, Rosebrook, yes and Cook, yes.

     Mr. Dan Ackley, zoning inspector, asked about Mr. Tim Eubanks resigning. Tim had sent a letter to the Township stating that he resigned from the Zoning Appeals Board effective 12-01-2015.  Now the alternate, Mr. Dave Cook will become a member of the Appeals Board.  Mr. Dan Ackley wanted to know exactly where Perry Township ends on CR 10.  Needs to go to LUC or the map room to find out.  John will call the County and find out where it is.

     Mr. Terry Cook sold 2 cemetery lots. Had 1 funeral.

    Mr. Jeff Rosebrook brought up that we got our new mower.

     Terry reported that the snow plow is on and ready to go.

     Cindy had a call from the Sheriff’s Dept saying that the cell tower is ready to go, for the repeaters.

     Terry reported that they did catch the woman that has been stealing off the graves at the cemeteries.

     Cindy had the VFFDF for 2016.  John made a motion to leave the same as last year, so it will be John Brose and Jeff Rosebrook will be the administrative members, the fire dept members will be Keith Montgomery and Sandy Wilcox and the other member will be Doug Henry.  John will be chairman and Jeff will be secretary. Seconded by Jeff.  Brose, yes, Rosebrook, yes and Cook, yes.

   Cindy had our yearly check for the tonnage at the recycle center it was for $802.50.

   Cindy also had a BWC safety refund check it was for $267.71. 

   Cindy had paperwork from the County Engineer for their permit for the gas company for our Trustees to sign.  Trustees signed it and Cindy will return it to the County Engineer.

      We received a letter from the County Engineer and they are going to start charging for surveying services.

     All trustees agreed to set the year end meeting to Thursday, Dec. 31, 2015 at 10:00 a.m.
