The Board of Perry Township Trustees met in Regular Session on Monday, February 13, 2017 at 7:00 p.m. at the Community Room in East Liberty. Roll Call; John Brose, present, Jeff Rosebrook, absent, Terry Cook, present, and Cindy Stalling present. Also present was Bonnie Brose, Larry Wellington, Daina Welty, Kacy Welty, Linda Baldridge, Doug Henry, Dave Cook, Mitch Current, Jessica Gibson, Doug Mercer, Dave Frangis, Sandy Wilcox, Chuck Litteral and Joy Litteral.
All stood and said the Pledge of Allegiance.
The minutes of the previous meeting was given to the Trustees to read prior to this meeting. Mr. Brose asked if there were any additions or corrections to the minutes and then asked if there were any additions or corrections to the financial statements that were given to the Trustees from the fiscal officer. They both stand approved.
Mr. Brose offered our condolences to Terry Cook and Dave Cook and their families in the passing of their brother, Rod Cook.
Fire Chief, Mr. Doug Henry, brought up that the trucks need serviced except for the engine. This is for their yearly checkup out at TRC.
Chief Henry reported that on the grass truck, Benders was out to work on the radio in that truck. The radio worked fine for 1 to 2 days and then they had to call Bender to come back out. Bender suggested we change the radio from the grass truck to the tanker. They put it in the tanker and it was still really bad. To get a new radio to replace this one it would cost $1,190.00. Mr. Terry Cook made a motion for the new radio, seconded by Mr. John Brose. Brose, yes and Cook, yes.
Chief Henry had talked to Beasley Architect about putting an addition on the back side of the firehouse. He had a quote from this company to draw up the specs, they would charge $19,500.00. The lady that Chief talked to has done firehouses before. This was discussed by the Trustees and the Chief. Trustees thought maybe we should check around with other Architects. Matter was tabled for now.
Mr. KacyWelty brought up about Body Armor Vests. The ones we have now at the firehouse are outdated. We have 3 right now. Kacy had information on some different types of vests. He had a Series IIIA that runs from $499.99 to $759.99 and a Series IIA that runs from $409.99 to $454.99. The difference is in the ballistics of the vest. ( The thickness.) After some discussion, Mr. Terry Cook made a motion to purchase 4 vests of different sizes, the Series IIIA, seconded by Mr. John Brose. Brose, yes and Cook, yes. Mr. Joe Torsell wanted to know if we got new ones, would we donate the old ones to the Logan County Sheriff’s Office for training. This will come from Gall’s.
Mr. Larry Wellington brought up about Bowling Green is getting ready to have their spring training session. Larry is interested in taking a class that is 2 or 3 days. He is going to bring this up tomorrow night at the fire meeting and see if there is anyone else interested in going. He would like it to be like last year, the Township will pay for the class and also for an inexpensive hotel if the need to spend the night. He will have more information at our next meeting.
Mrs. Daina Welty reported that she has surgery next week, so she will be out another 6 to 8 weeks.
Mr. Chuck Litteral brought up about the zoning meeting coming up. It is about Les/Jason Smucker, wanting to get rid the trailer that is there now and getting a double-wide house to replace the trailer. Chuck stated that if he doesn’t make the meeting, he is all for it. It is an improvement and Chuck said let him do what he wants to, it is his property.
Mrs. Joy Litteral reported that at the County EMS Meeting last month, they sent out letters to the squad houses to see if they could get more members interested in coming to their meetings, Their next meeting is tomorrow night.
Squad Chief, Mr. Dave Cook, reported that they have had 24 EMS runs so far this year. He reported that we need to advertise to hire for the 24 hour medic positions. Mike Carl has quit, Aaron Litwin wants to go to just 8 hour shifts and Shawn Schlabach is also wanting to go to just 8 hour shifts. These 2 were working 24 hour shifts. Mrs. Stalling would like for the Chief to look over the application and see if it is ok to run in the paper or do we need to make some changes. She will fax it into the Examiner as soon as it has been okayed.
Dave reported that their supply bill will be going up, as all the burn kits are outdated and need to be replaced.
Mr. Brose wanted to compliment the fire dept. Last night as soon as they got a call, it was less than a minute from the tones that you guys came across the highway to respond. John said he really appreciated that everyone is taking their jobs so seriously.
Mr. Brose reported that we are getting a new rubber roof put on the Lodge Hall.
The heat is almost done at the firehouse for the natural gas. The firemen/EMS employees stated that the heat is so much nicer. The old heaters are going to Jeff Rosebrook and some guy that works at HBI Electric wants the other one.
We received our paper from the County Auditor saying our Appropriations were good. We received the survey papers from Paul Clapsaddle from where he did the surveying at the Lodge Hall.
Mr. Terry Cook reported that we got a call from Jay Ackley, stating that he is getting a field tiled and there is a culvert that needs to be replaced their on his road.
Mr. Brose reported that Josh Levan on S. Main Street has a tile that he wants the Trustees to come check out. He said there is a hole that the dirt keeps going into.
Mr. Brose reported that Dave Frangis donated a light to the firehouse. Thank you Mr. Frangis. He would like the light put above the Entrance door to the Firehouse.
On a recent run, the patient had one of our lock boxes to get into their house. But the dispatcher put the code number over the radio with the call. This is not supposed to happen. We get the code with the Active 9-1-1 over our phones.
Mr. Terry Cook reported that the bathroom in the upstairs of the Lodge Hall is finished and the Masons are happy campers.
Mrs. Stalling had a quote from the County Engineer for the road work we want to do this year. This is for the paving work. The quote was for $286,696.00. It was $122,875.00 for T.R. 129 and the rest is for the alleys in town. Some stated that some of the alleys need to be cut down before being repaved. After a lot discussion, Mr. Brose is going to call the County to see if we can get an extension. The paperwork has to be in by the 24th.
Mrs. Stalling had a recall on one of our tractors. We will take it in and get it fixed.
Mrs. Stalling had paperwork from Ruby Montgomery giving permission for Ginny Montgomery to be buried beside Keith Montgomery on Lot 390.
Chief Henry wanted to know if he was supposed to go ahead and order the water softener from Easton. Are we going to purchase it or lease it? Firemen would like to have the water line run over to where they can wash the trucks with soft water. Easton will deliver the salt to the firehouse and fill the softener. Mr. Brose made a motion to purchase the softener, seconded by Mr. Cook. Brose, yes and Cook, yes.
Mr. Dave Cook wanted to know if they could get some new rubber hose for washing the trucks. They would like to have rubber hoses. They would like to have 2- 100’ hoses.
Mr. John Brose made a motion to pay the bills, seconded by Mr. Terry Cook.
