The Board of Perry Township Trustees met in Regular Session on Monday,   

January 11, 2016 at 7:00 p.m. at the East Liberty Community Room.  Roll Call: John Brose, present, Jeff Rosebrook, present, Terry Cook, present and Cindy Stalling, present.  Also present was Bonnie Brose, Dave Cook,  Dave Frangis, Doug Mercer, Mitch Current, and Larry Wellington.  

     The meeting was called to order by Chairman Mr. John Brose and all said the Pledge of Allegiance. 

     The meeting was then turned over to Mrs. Stalling who asked for nominations from the floor for Chairman of the Board for 2016.  Mr. Jeff Rosebrook nominated Mr. John Brose for Chairman of the Board, seconded by Mr. Terry Cook. Brose, yes, Rosebrook, yes and Cook, yes.  Chairman Brose then asked for nominations for Vice-Chairman of the Board.  Mr. Brose nominated Mr. Terry Cook for Vice-Chairman, seconded by Mr.  Jeff Rosebrook.  Brose, yes, Rosebrook, yes and Cook, yes.  Mr. Jeff Rosebrook will be the member for 2016.

           The minutes of the previous meeting was given to the Trustees to read prior to this meeting.  Mr. Brose asked if there were any additions or corrections to the minutes and then asked if there were any additions or corrections to the financial statements that were given to the Trustees from the fiscal officer.  They both stand approved by the trustees.

     Mr. Doug Henry, Assist Fire Chief, brought up about water source for fires. Melony Baker is willing for her pond to be used.  There is fish coming up when they try to use the pipe at her house. After a lot of discussion, all agreed to get this fixed at Melony’s and ready to use. John called Britenstines today about the possibility of digging a well.  They are digging one now at Ridgeway with a 7” pipe for $17,000.00.  Do we really want to spend that kind of money on digging a new well?  Or do we want to look for some more ponds?  The dry hydrant at Reliant, they quit using because of getting gravel up through the pipe. Need to do more thinking on this situation. Maybe we can try to blow the pipe at Melonys out and see what happens.  We think there are minnows coming through the net and then lay in the pipe and grow, so when we try to get water the fish are in there.

     Doug talked to TRC about their pump house, putting a lock box on it, we would still have to go through the guardshack when we go out there. That is another possible water source.  If the water out there doesn’t get shut off then the pump burns up.  So, they have to go the guard and get the maintenance man to come and shut the pump off.

     John is going to contact Moorehouse’s at the corner of Foundry St and CR 154, to see if they would be interested in letting us put a dry hydrant in their pond.  They have a pond that we could have easy access to especially if we would go in Doug Wills garage drive to it. 

      Doug has talked to a couple of sources from ODOT about putting in another turn-around between 347 and the Logan/Union County Line.  He was told that usually the turn-arounds are usually 3 miles apart, and this one is 2.9.  They are willing to talk and see if the State is willing to put up another one or not.

     Doug brought up that the street light in front of his house isn’t working right.  John will report it to them.

      Mitch reported that the halogens that they ordered weren’t the right ones.  The ones that came in are just as heavy as the ones we already have.  Either they ordered wrong or did the wrong research on them, but they will be sending them back and getting different ones.  These come from FSS.

     Mr. Dave Cook, squad chief, asked for a frag bucket.  This is for them to put their oxygen bottles down in it to fill them up. It comes from FSS for $450.00. This way if they would explode, it would be contained in the bucket.  After some discussion, Mr. Jeff Rosebrook made a motion for said purchase, seconded by Mr.  Terry Cook.  Brose, Cook, yes and Rosebrook, yes.

     Dave asked about the grant?  John hasn’t heard anything back from them yet.

     Mr. Jeff Rosebrook brought up about the light down at Wilson’s?  John said that light belongs to DP&L and is going to be the responsibility of Tim Wilson’s.  It is on our pole but don’t belong to us.

     Mr. John Brose brought up about the stress test for the FD.  John had info stating that you should think twice before doing this.  There are better ways to check out your members, that are a lot less expenses.  John is not for the stress test and Jeff said he wasn’t either.  Larry said he understood and could see that side of this.  He said they need to look into some sort of wellness program, maybe just a physical yearly. 

   Terry went up to the Country Variety Store for prices on picnic tables for the back shelter house at Perry Park.  For 10 tables it was $2,050.00 which is $186.00 per table and if we buy 10 he will give us a free one.  So this price is for 11 tables.  What do we want to do with the old ones?  Cindy said we should auction them off.  We could have a closed bids at one of our meetings and if they don’t sell then we can get rid of them.  Mr. Jeff Rosebrook made a motion for the tables, seconded by Mr. John Brose.  Brose, yes, Cook, yes and Rosebrook, yes.  Terry will go up and order them.

     Terry reported that the back shelter house the sides around it are getting in pretty bad shape.   Terry thinks we need to cover it in tin.  He will get some prices before the next meeting.  We will cover the outside and paint in the inside to make it look better. 

     John wanted to know about getting 3 scanners for our trucks?  That way they can hear the State and the County, if there is any power lines down, etc.  The scanners are $80.00 each from Amazon.  Mr. John Brose made a motion for said purchase seconded by Mr, Jeff Rosebrook.  Brose, yes, Cook, yes and Rosebrook, yes.

     John brought up that we have another problem, there is 2 siblings that hate each other and one of them want to put up a monument on their parents grave and the other one does not.  John called the Prosecuting Attorney and he said unless we have something signed, and notorized stating that they both agree to putting one up, don’t do anything. So for now we aren’t doing anything.

     George Ondick is working on a computer program for our Cemeteries for us. Don’t know what he is going to charge for this.

    John had info on our budget, we need to start seeing how we can cut some corners.  As in the next few years we are going to be losing $400,000.00 to our budget.

     John talked to Ralph Hall, our cemetery mower, and he would like to be put on salary and get paid year round and possibly get a raise.  As he has no income in the winter, cause this is the only job he does with his business. If we would do this John would like to start his year in April.  That way we are ahead of him.  John will mention this to him and see what he thinks.

     Our Logan County Quarterly Meeting is Jan 21 at JVS.

     Mrs. Stalling brought up about when do we want to set up the Appropriation meeting?  All agreed to have it on Saturday, January 23, 2016 at 10:00 a.m. in the East Liberty Community Room.  Cindy will advertise it in the Examiner. 

     Mrs. Margie Cook sent us a letter from BWC.  BWC is getting ready to stop purchasing two of the medicines for Margie.  Margie was asking us to send in an appeal to BWC stating that she still needs this medication.  All Trustees agreed to send in an appeal letting supporting Margie.  Cindy will get the letter ready and have the Trustees sign it and then send it in.

     We then went into our re-organizational meeting. 

     Mr. Jeff Rosebrook made a motion that we leave our meeting on the 2nd Monday of each month at 7:00 p.m. at the East Liberty Community Room, seconded by Mr. John Brose.  Brose, yes, Rosebrook, yes, Cook, yes. 

     Mr. Jeff Rosebrook made a motion that the Trustees get paid per salary, with the amount recommended by the State as per our Budget, seconded by Mr. Terry Cook.  Brose, yes Rosebrook, yes, and Cook, yes.

     Mr. Jeff Rosebrook made a motion to leave Mr. Dan Ackley as our Zoning Inspector, seconded by Mr. Terry Cook. Brose, yes,  Rosebrook, yes, and Cook, yes.

     Mr. Terry Cook made a motion to leave  Mr. Dan Ackley’s salary the same as last year, seconded by Mr. Jeff Rosebrook. Brose, yes,  Rosebrook, yes, and Cook, yes.  He will receive $350.00 per month and also 10% of the permits that he writes and $40.00 per zoning meeting that he attends.  All Trustees agreed that we do not need to have our annual zoning meeting with the Zoning Boards.  Mr. Jeff Rosebrook made a motion to leave the Zoning Board members pay for attending any Zoning meeting at $40.00 per meeting, seconded by Mr. John Brose.  Brose, yes, Rosebrook, yes, and Cook, yes.  Mrs. Bev Wolf will be Secretary and will be paid $50.00 per meeting that she attends and takes minutes at.

    West Mansfield Residents, inside the city limits, may purchase lots in the GreenLawn Cemetery under the resident’s price.    

     Mr. Jeff Rosebrook made a motion to leave Johnson Excavation at $200.00 per opening of graves on weekdays and $225.00 per weekends and $40.00 per closing of graves, seconded by Mr. John Brose.  Brose, yes, Rosebrook, yes, Cook, yes. Mrs. Stalling will send Don Johnson a new contract for 2016.

     Mr. Jeff Rosebrook made a motion to leave the mileage outside of Perry Township at $.48 per mile, seconded by Mr. John Brose. Brose, yes, Rosebrook, yes, Cook, yes.   The policy for paying for Township Officials mileage, registration and reasonable priced meals to township conventions, workshops and so related meetings will continue to be honored.  Any schooling or seminars the township will pay for the classes.
     Mr. Jeff Rosebrook made a motion to leave the part-time wage the same as last year at $14.21 per hour, seconded by Mr. Terry Cook. Brose, abstained,  Rosebrook, yes, and Cook, yes. 

     Mr. Jeff Rosebrook made a motion to leave the  full-time employees salary the same as last year, seconded by Mr. Terry Cook.  Brose, abstained, Rosebrook, yes, and Cook, yes.  This will make the full-time employees salary at $45,070.32 per year or $ 3,755.86 per month plus overtime.  This employee will continue to get 10 paid holidays, 10 vacation days and 3 sick days per year.  He can carry over a maximum of 60 days per year. 

            Mr. Jeff Rosebrook made a motion to leave the janitor’s salary the same as last year, seconded by Mr. Terry Cook. Brose, abstained,  Rosebrook, yes, and Cook, yes.  The salary will be:          Township Building     $200.00 per month 

                                    Lodge Hall                  $150.00 per month

                                    Perry Park                   $250.00 per month that the Park is Open

 

     The Lodge Hall may be used for non-profit at NO charge and also for funeral dinners at NO charge.

     Mr. Jeff Rosebrook made a motion to leave the Fire Chief salary the same as last year at $400.00 per month, seconded by Mr. Terry Cook.  Brose, yes, Rosebrook, yes, and Cook, yes. 

     Mr. Jeff Rosebrook made a motion to leave the Assist. Fire Chief salary to $200.00 per month, seconded by Mr. Terry Cook.  Brose, yes, Rosebrook, yes, and Cook, yes. 

     The squad chief will not receive a salary as he does the On Call time as a firefighter/EMT.

     Mr. Jeff Rosebrook made a motion to pay Mrs. Joy Litteral $13.00 per hour to attend the County EMS meetings representing Perry Township, seconded by Mr. John Brose.  Brose, yes, Rosebrook, yes, and Cook, yes. 

     Mr. Jeff Rosebrook made a motion to leave the TRC Inspections the same as last year, seconded by Mr. Terry Cook.  Brose, yes, Rosebrook, yes, and Cook, yes.  It will be $75.00 per man, not to exceed 3 men.  This will include the fire chief, and the assistant fire chief.  The inspection will be $225.00 per inspection if 3 men attend.  The township will pay for any training or advanced training to the fire department members as the Township Trustees sees fit and approves of and as long as he/she is a Perry Township Resident. 

     Mr. John Brose made a motion to leave the daytimers at the same rate, seconded by Mr. Jeff Rosebrook.  Brose, yes, Rosebrook, yes, and Cook, yes.   

For Basic EMT it will be $12.25 per hour

For Advanced EMT it will be $12.75 per hour

Medic, Ltn., or Officer it will be $14.25 per hour

The daytime department will run from 8:00 a.m. - 4:00 p.m.

The volunteer pay will remain the same as last year.

Pay will be as follows:

EMT’s- $30.00 Night Shift Mon-Fri if you are an EMT/FF Mon-Fri it is $55.00

FF- $30.00 Night Shift Mon-Fri if you are an FF/EMT Weekends $110.00

EMT’s $55.00 Weekend Shift full 24 hours, if you work a 14 hr. shift you get $30.00

FF/EMT $55.00 Weekend Shift full 24 hours, if you work a 14 hr. shift you get $30.00

FF/EMT if you work a 10 hr. shift you get $55.00

FF/EMT if you work a 14 hr. shift you get $55.00

     Mr. Jeff Rosebrook made a motion that the flowers in the cemeteries need to be cleaned off by April 1st and Oct. 15th for spring and fall clean-up, seconded by Mr. John Brose. Brose, yes,  Rosebrook, yes, and Cook, yes.

     Mr. John Brose made a motion that base orders must be turned in by May 1st to be guaranteed to be in by Memorial Day, and fall orders are to be turned in by Sept. 15th, seconded by Mr. Terry Cook. Brose, yes, Rosebrook, yes, and Cook, yes.  

      Mr. John Brose made a motion to leave the purchasing policy amount at $500.00, seconded by Mr. Jeff Rosebrook. Brose, yes, Rosebrook, yes, and Cook, yes.  Any purchase over the $500.00 needs to have at least 2 Trustees approval prior to the purchase.  This is for the 3 Trustees and the fiscal officer.

     Mr. John Brose made a motion that all time sheets needs to be turned into the fiscal officer by the 1st of each month, seconded by Mr. Terry Cook. Brose, yes, Rosebrook, yes, and Cook, yes.   

     Mr. John Brose made a motion that ONLY Perry Township residents can rent the Community Room and we will continue to accept donations, seconded by Mr. Jeff Rosebrook.  Brose, yes, Rosebrook, yes, and Cook, yes. 

     Mr. John Brose made a motion to raise the rent for the Lodge Hall for Non-residents of Perry Township to $200.00 and to leave the rent for Perry Township residents at $25.00, seconded by Mr. Jeff Rosebrook. Brose, yes,  Rosebrook, yes, and Cook, yes.

     Mr. Jeff Rosebrook made a motion to leave Bonnie’s purchasing policy at $100.00, seconded by Mr. Terry Cook. Brose, abstained,  Rosebrook, yes,  and Cook, yes.
