The Board of Perry Township Trustees met in Regular Session on Monday,   

January 8, 2018 at 7:00 p.m. at the East Liberty Community Room.  Roll Call: John Brose, present, Terry Cook, present, John Baughman, present and Cindy Stalling, present.  Also present was Bonnie Brose, Doug Mercer, Doug Henry, Tim Stalling, Kyle Brugler,James Collins, Justin Taylor,Dan Coats, Thomas Coats, Rhonda Cook and Larry Wellington.  

     The meeting was called to order by Chairman Mr. John Brose and all said the Pledge of Allegiance. 

     The meeting was then turned over to Mrs. Stalling who asked for nominations from the floor for Chairman of the Board for 2018.  Mr. Terry Cook nominated Mr. John Brose for Chairman of the Board, seconded by Mr. John Baughman. Brose, yes, Cook, yes and Baughman, yes.  Chairman Brose then asked for nominations for Vice-Chairman of the Board.  Mr. Brose nominated Mr. Terry Cook for Vice-Chairman, seconded by Mr.  John Baughman.  Brose, yes, Cook, yes and Baughman, yes.  Mr. John Baughman will be the member for 2018.

           The minutes of the previous meeting was given to the Trustees to read prior to this meeting.  Mr. Brose asked if there were any additions or corrections to the minutes and then asked if there were any additions or corrections to the financial statements that were given to the Trustees from the fiscal officer.  They both stand approved by the trustees.

     Mrs. Stalling swore in newly elected Trustee, Mr. John Baughman.

     Fire Chief Doug Henry talked today to the lawyer, Mr. Larry Bennett about the Prosecuting Attorney okaying all fire department business.  The Logan County Pros Att’y, Mr. Eric Stewart is checking into this for us.  Mr. Stewart did okay the purchasing of the new fire truck.

     Mr. Brose want to get a get together for a meeting, a phone meeting with the lawyer, Mr. Larry Bennett.  Mr. Brose will set up this meeting.

     Mr. Larry Wellington reported that we have a new guy at the fire dept. Mr. Justin Taylor, he is a FF and wants to go to EMT-Basic.  There is a class starting in February – May or June.  It is $1,199.00 this includes books and $75.00 for a test fee.  He is willing to sign a 2 year contract with Perry Township.  Township will pay for the class and Mr. Taylor will pay for the test fee and if he passes, then we will reimburse him.

     Mr. Kyle Brugler wants to take the Fire Safety Inspector class.  It is $290.00 for the class and $240.00 for his lodging.  This class is held at the Ohio Fire Academy in Columbus.  He is willing to sign a contract for the class.

     Mr. Dan Coats stated that he would like to see the 24 hour guys’ pay to be bumped up to $15.00 per hour.  This is for the 2 medics- Kyle Brugler and James Collins. And when Kyle Richards starts his 24 hr shift in February bump him up to $13.00 per hour until he becomes a medic.  Dan said that there is a lot of responsibilities put on them daily.

     Mr. John Brose called Able Roofing about the roof at the LodgeHall leaking. They told John that they put in 4 of the twirly vents in when they did the roof. One has blew off, so they feel that it is their responsibility to repair it.  They will call John when the weather breaks to come and get it fixed.  Right now there is a tarp over it. 

     Mr. John Brose reported that we had the Cronkleton funeral last week.

     Mr. Terry Cook is getting prices on a new pick up for the Shop.  The County got some new trucks for $28,000.00, they got 3 or 4,  they are Chevy’s and they are very satisified with them.  Trustees wanted to know if the fire dept wants our old one if we get a new one?  Fire Chief said they will look into it.  It has 80,000 miles on it.  Kyle Brugler said it would be easier to sell the old grass truck as a whole unit.  And then the fire dept take the Trustees old truck. 

     Mr. Brose reported that the gas line has been hooked up at the Temperance St garage.

     The Logan County Township Association quarterly meeting is Jan 18 at 7:00 p.m.  at JVS.

    The fire dept had 79 fire runs in 2017 and 158 EMS runs.

     It was brought up about Mr. Baughman being a family conflict???  Logan County Pros Att’y sent us information that we are ok.  Unless John Baughman would live under the same roof as Mr. Brose or Mr. David Sharp we are fine for Mr. Baughman to vote on anything.

     We then went into our re-organizational meeting. 

     Mr. John Brose made a motion that we leave our meeting on the 2nd Monday of each month at 7:00 p.m. at the East Liberty Community Room; all Special meetings will be advertised, seconded by Mr. Terry Cook.  Brose, yes, Cook, yes, Baughman, yes. 

     Mr. John Brose made a motion that the Trustees get paid per salary, with the amount

recommended by the State as per our Budget, seconded by Mr. Terry Cook.  Brose, yes

     Mr. Terry Cook made a motion to make the following changes in the Zoning Boards:

With a cap of $10,000.00 for any zoning permit.

     Mr. John Brose made a motion to leave Mr. Dan Ackley as our Zoning Inspector, seconded by Mr. Terry Cook. Brose, yes, Cook, yes, and Baughman, yes.

     Mr. Terry Cook made a motion to raise Mr. Dan Ackley’s salary by $50.00, making it $400.00 per month, seconded by Mr. John Brose. Brose, yes, Cook, yes, and Baughman, yes.  He will receive $400.00 per month and also 10% of the permits that he writes and $40.00 per zoning meeting that he attends.  All Trustees agreed that we do not need to have our annual zoning meeting with the Zoning Boards.  Mr. Terry Cook made a motion to leave the Zoning Board members pay for attending any Zoning meeting at $40.00 per meeting, seconded by Mr. John Brose.  Brose, yes, Cook, yes, and Baughman, yes.  Mr. Kurt Penhorwood will be Secretary and will be paid $50.00 per meeting that he attends and takes minutes at.

    West Mansfield Residents, inside the city limits, may purchase lots in the GreenLawn Cemetery under the resident’s price.    Family members of Perry Township residents will be at Trustees discrection. 

     Mr. John  Brose made a motion to leave the Trustees doing the digging of the cemetery graves, seconded by Mr. John Baughman.  Brose, yes, Cook, yes, Baughman, yes.

     Mr. Terry Cook made a motion to continue letting Ralph Hall mow the cemeteries, seconded by Mr. John Baughman.  Brose, yes, Cook, yes and Baughman, yes.  We will pay him $600.00 per mowing.  He will be on salary at $900.00 per month. Not to exceed $15,000.00 for the year.

     Mr. John  Brose made a motion to leave the mileage outside of Perry Township at $.48 per mile, seconded by Mr. John Baughman. Brose, yes, Cook, yes, Baughman, yes.   The policy for paying for Township Officials mileage, registration and reasonable priced meals to township conventions, workshops and so related meetings will continue to be honored.  Any schooling or seminars the township will pay for the classes.
     Mr. Terry Cook made a motion to leave the part-time wage at $15.00 per hour, seconded by Mr. John Baughman. Brose, abstained,  Cook, yes, and Baughman, yes. 

     Mr. Terry Cook made a motion to raise the full-time employee salary by 2%, seconded by Mr. John Baughman.  Brose, abstained, Cook, yes, and Baughman, yes.  This will make the full-time employees salary at $47,350.88 per year or $ 3,945.91 per month plus overtime.  This employee will continue to get 10 paid holidays, 10 vacation days and 3 sick days per year.  He can carry over a maximum of 60 days per year. 

  

 

 

 

  Mr. Terry Cook made a motion to leave the janitor’s salary the same as last year for the Park at $250.00and to raise the pay for the Lodge Hall to $190.00 per month and to leave the Community Room the same at $220.00 per month seconded by Mr. John Baughman. Brose, abstained,  Cook, yes, and Baughman, yes.  The salary will be: 

Township Building     $220.00 per month     

                                    Lodge Hall                  $190.00 per month

                                    Perry Park                   $250.00 per month that the Park is Open

 

     The Lodge Hall may be used for non-profit at NO charge and also for funeral dinners at NO charge.

     Mr. John Brose made a motion to raise the Fire Chief salary to $1,500.00 per month, seconded by Mr. Terry Cook.  Brose, yes, Cook, yes, and Baughman, yes. 

      We do not have an Assist Fire Chief at this time.

          Mr. John Brose made a motion to leave the TRC Inspections the same as last year, seconded by Mr. Terry Cook.  Brose, yes, Cook, yes, and Baughman, yes.  It will be $75.00 per man, not to exceed 3 men.  This will include the fire chief, and the assistant fire chief.  The inspection will be $225.00 per inspection if 3 men attend.

      The township will pay for any training or advanced training to the fire department members as the Township Trustees sees fit and approves of and as long as he/she is a Perry Township Resident. 

     Mr. John Baughman made a motion to raise the 24 hour men to $15.00 per hour, which is Kyle Brugler and James Collins. The 3rd 24 hr guy will be Kyle Richards and he is not a medic yet but is taking Medic school, so to pay Kyle Richards $13.00 per hour when he starts the 24 hr shift in February.  All other pay for the fire dept will remain the same as last year, secnded by Mr. Terry Cook.  Brose, yes, Cook, yes, and Baughman, yes.   

For Basic EMT it will be $12.25 per hour

For Advanced EMT it will be $12.75 per hour

Medic, Ltn., or Officer it will be $14.25 per hour

The daytime department will run from 8:00 a.m. - 4:00 p.m.

The volunteer pay will remain the same as last year.

Pay will be as follows:

EMT’s- $30.00 Night Shift Mon-Fri if you are an EMT/FF Mon-Fri it is $55.00

FF- $30.00 Night Shift Mon-Fri if you are an FF/EMT Weekends $110.00

EMT’s $55.00 Weekend Shift full 24 hours, if you work a 14 hr. shift you get $30.00

FF/EMT $60.00 Weekend Shift full 24 hours, if you work a 14 hr. shift you get $30.00

FF/EMT if you work a 10 hr. shift you get $55.00

FF/EMT if you work a 14 hr. shift you get $55.00

     Mr. John Brose made a motion that the flowers in the cemeteries need to be cleaned off by April 1st and Oct. 15th for spring and fall clean-up, seconded by Mr. Terry Cook. Brose, yes,  Cook, yes, and Baughman, yes.

     Mr. John Brose made a motion that base orders must be turned in by May 1st to be guaranteed to be in by Memorial Day, and fall orders are to be turned in by Sept. 15th, seconded by Mr. Terry Cook. Brose, yes, Cook, yes, and Baughman, yes.  

      Mr. John Brose made a motion to leave the purchasing policy amount at $500.00, seconded by Mr. Terry Cook. Brose, yes, Cook, yes, and Baughman, yes.  Any purchase over the $500.00 needs to have at least 2 Trustees approval prior to the purchase.  This is for the 3 Trustees and the fiscal officer.

     Mr. John Brose made a motion that all time sheets needs to be turned into the fiscal officer by the 1st of each month, seconded by Mr. Terry Cook. Brose, yes, Cook, yes, and Baughman, yes.   

     Mr. John Baughman made a motion that ONLY Perry Township residents can rent the Community Room and we will continue to accept donations, seconded by Mr. Terry Cook.  Brose, yes, Cook, yes, and Cook, yes. 

     Mr. John Brose made a motion to leave the rent for the Lodge Hall for Non-residents of Perry Township to $200.00 and to leave the rent for Perry Township residents at $25.00, seconded by Mr. Terry Cook. Brose, yes, Cook, yes, and Baughman, yes.

     Mr. Terry Cook made a motion to leave Bonnie’s purchasing policy at $100.00, seconded by Mr. John Baughman. Brose, abstained, Cook, yes, and Baughman, yes.

     Mr. John Baughman made a motion to give the fiscal officer permission to perform line item transfers as needed through the year, seconded by Mr. John Brose.  Brose, yes, Cook, yes and Baughman, yes. 

     Mr. John Brose made a motion to give the Fire Chief a purchasing limit of $250.00, seconded by Mr. John Baughman. Brose, yes, Cook, yes and Baughman, yes.

     And Cindy will look into getting John Baughman a credit card.

     Mrs. Stalling brought up that we need to set the Appropriations Meeting.  After some discussion, we set the meeting up for Saturday, January 20 at 10:00 a.m.
