The Board of Perry Township Trustees met in Regular Session on Monday, January 13, 2014 at 7:00 p.m at the East Liberty Community Room.  Roll Call: Jeff Rosebrook, present, John Brose, present, Terry Cook, present and Cindy Stalling, present.  Also present was Bonnie Brose, Dave Cook, Rhonda Cook, Logan Brown, Daina Welty, Kacy Welty, Sandy Wilcox, Pup McColloch, Dan Ackley and Linda Baldridge.      The meeting was called to order by Vice-Chairman Mr. Jeff Rosebrook and all said the Pledge of Allegiance.       The meeting was then turned over to Mrs. Stalling who asked for nominations from the floor for Chairman of the Board for 2014.  Mr. Terry Cook nominated Mr. John Brose for Chairman of the Board, seconded by Mr. Jeff Rosebrook.  Rosebrook, yes, Brose, yes and Cook, yes.  Chairman Brose then asked for nominations for Vice-Chairman of the Board.  Mr. Brose nominated Mr. Jeff Rosebrook for Vice-Chairman, seconded by Mr.  Terry Cook.  Brose, yes, Rosebrook, yes and Cook, yes.  Mr. Terry Cook will be the member for 2014.            The minutes of the previous meeting was given to the Trustees to read prior to this meeting.  Mr. Brose asked if there were any additions or corrections to the minutes and then asked if there were any additions or corrections to the financial statements that were given to the Trustees from the fiscal officer.  They both stand approved by the trustees.      Squad Chief, Dave Cook had the agreement with Perry Township signed from Jessica Gibson for the EMT class.  The class is supposed to start tonight, but we aren’t sure if Jessica got everything done to start the class tonight or not.    Mr. Dave Cook stated that he would like to bring Daina Welty on as an EMT.  She is already certified, he would just like to hire her to be on the volunteer list for the Fire Dept.  Mr. John Brose made a motion to hire Mrs. Daina Welty on with Perry Township EMS, seconded by Mr. Jeff Rosebrook.  Brose, yes, Rosebrook, yes and Cook, yes.      Mr. John Brose brought up about the repeaters for the fire dept?  Logan said that Mitch has said that they are supposed to be here this week of next week.       Mr. Brose stated that the orange cones that he ordered have come in.  The culvert on T.R. 131 on Elliott’s property, we are waiting on the County Engineer to come out and look at it.       Mr. Brose reported that he has received the posters from OCEA for the Labor Board Standards; he got one for the office, one for the fire dept., and one for the shop.      Mr. Brose received a letter response back from the Log. Co. Prosecutor, Mr. Bill Goslee, about letting Rod Cook Construction do work for the township.  Mr. Goslee said that we can accept bids from them and let them do work, but Mr. Terry Cook cannot vote nor have any say with such projects.      Mr. Brose brought up about tearing down dilapidated homes until March.  This is under that Grant from the Log. Co. Commissioners, we have until March.  It was suggested the property on N. Main Street that belonged to Jimmy McCreary.  He transferred that property to his mother, Virginia Stanford.  John and Jeff will go see Virginia and see if this would be something she would be interested in doing.      Mr. Jeff Rosebrook reported that Bud is going to fix the dump truck tonight.  Jeff reported that the street light beside the grocery has been fixed.       Jeff brought up about the fire siren not turning.  He stated that HBI has a bucket truck and that Dean Moore will check and see if he can fix it.  We have a spare part from the last time it was fixed and we want to see if that will fix it.  Jeff would like to have spikes put in the pole so we won’t have to have a bucket truck come in again.  We can start the spikes about 15’ up so no kids can try to climb the pole.       Mr. John Brose reported that the grant information for the stair chair has been sent in to BWC.       John called Ralph Hall about doing the cemetery mowing’s again this summer.  Ralph will let him know as he is having trouble finding kids to do the weed eating.       John brought up about House Bill # 143 about sports at the park.  The coaches have to be trained to be able to know if a kid has a concussion or not.  John called Jeff Scheiderer and Jeff has taken the course on the internet and has a certificate.  John told him that we need a copy of the certificate.  Cindy stated that maybe we need to have all players sign a waiver stating that Perry Township is not liable for them.       John reported that Andrea King of BWC stated that we need to have all fire dept. personnel instructed and signed off on the jaws-of-life. John stated that we need to talk to the Fire Chief and see what he wants to do.        Del-Mar Tree Service and train the Trustees and Dave on the cutting of trees.       Mrs. Stalling brought up as to if we still want to be a member at LUC, it will cost us $625.30 for 2014.  Mr. John Brose made a motion to stay a member, seconded by Mr. Jeff Rosebrook.  Brose, yes, Rosebrook, yes and Cook, ,yes.      Mr. Dan Ackley, zoning inspector, gave a zoning update.  He has only had a couple of calls lately with questions about zoning.      Mr. John Brose brought up about the skateboarding being done at the Park. Brose, yes,  Rosebrook, yes, and Cook, yes.  He will receive $325.00 per month and also 10% of the permits that he writes and $40.00 per zoning meeting that he attends.  All Trustees agreed that we do not need to have our annual zoning meeting with the Zoning Boards.  Mr. Jeff Rosebrook made a motion to leave the Zoning Board members pay for attending any Zoning meeting at $40.00 per meeting, seconded by Mr. John Brose.  Brose, yes, Rosebrook, yes, and Cook, yes.  Mrs. Bev Wolf will be Secretary and will be paid $50.00 per meeting that she attends and takes minutes at.    Mr. John Brose made a few changes in the Cemetery Rates, seconded by Mr. Jeff Rosebrook.  Brose, yes, Rosebrook, yes, and Cook, yes.  The changes will be for Non-Resident cemetery lots- it would be $1,000.00 for a full lot and $700.00 for a half lot.  A new base will be $75.00 per foot. Mrs. Stalling will send Don Johnson a new contract for 2014.      Mr. Jeff Rosebrook made a motion to leave the mileage outside of Perry Township at $.48 per mile, seconded by Mr. John Brose. Brose, yes, Rosebrook, yes, Cook, yes.   The policy for paying for Township Officials mileage, registration and reasonable priced meals to township conventions, workshops and so related meetings will continue to be honored.  Any schooling or seminars the township will pay for the classes.      Mr. Jeff Rosebrook made a motion to give a 1.5% raise to the part-time wage making it  $14.21 per hour, seconded by Mr. Terry Cook. Brose, abstained,  Rosebrook, yes, and Cook, yes.       Mr. Jeff Rosebrook made a motion to raise the full-time employees salary by 1.5% (which is the cost of living raise), seconded by Mr. Terry Cook.  Brose, abstained, Rosebrook, yes, and Cook, yes.  This will make the full-time employees salary at $43,757.59 per year or $ 3,646.47 per month plus overtime.  This employee will continue to get 10 paid holidays, 10 vacation days and 3 sick days per year.  He can carry over a maximum of 60 days per year.                                                               Mr. Jeff Rosebrook made a motion to leave the janitor’s salary the same as last year, seconded by Mr. Terry Cook. Fire Chief salary to $150.00 per month, seconded by Mr. Terry Cook.  Brose, yes, Rosebrook, yes, and Cook, yes.       The squad chief will not receive a salary as he does the On Call time as a firefighter/EMT.      Mr. Jeff Rosebrook made a motion to pay Mrs. Joy Litteral $12.50 per hour to attend the County EMS meetings representing Perry Township, seconded by Mr. John Brose.  Brose, yes, Rosebrook, yes, and Cook, yes.       Mr. Jeff Rosebrook made a motion to leave the TRC Inspections the same as last year, seconded by Mr. Terry Cook.  Brose, yes, Rosebrook, yes, and Cook, yes.  It will be $75.00 per man, not to exceed 3 men.  This will include the fire chief, and the assistant fire chief.  The inspection will be $225.00 per inspection if 3 men attend.  The township will pay for any training or advanced training to the fire department members as the Township Trustees sees fit and approves of and as long as he/she is a Perry Township Resident.       Mr. John Brose made a motion to give the daytimers a $.25 per hour raise, seconded by Mr. Jeff Rosebrook.  Brose, yes, Rosebrook, yes, and Cook, yes.   For Basic EMT it will be $11.25 per hour For Advanced EMT it will be $11.75 per hour Medic, Ltn., or Officer it will be $12.75 per hour The daytime department will run from 8:00 a.m. - 4:00 p.m. The volunteer pay will remain the same as last year. Pay will be as follows: EMT’s- $25.00 Night Shift Mon-Fri if you are an EMT/FF Mon-Fri it is $50.00 FF- $25.00 Night Shift Mon-Fri if you are an FF/EMT Weekends $100.00 EMT’s $50.00 Weekend Shift full 24 hours, if you work a 14 hr. shift you get $25.00 FF/EMT $50.00 Weekend Shift full 24 hours, if you work a 14 hr. shift you get $25.00 FF/EMT if you work a 10 hr. shift you get $50.00 FF/EMT if you work a 14 hr. shift you get $50.00      Mr. Jeff Rosebrook made a motion that the flowers in the cemeteries need to be cleaned off by April 1st and Oct. 15th for spring and fall clean-up, seconded by Mr. John Brose. Brose, yes,  Rosebrook, yes, and Cook, yes.      Mr. John Brose made a motion that base orders must be turned in by May 1st to be guaranteed to be in by Memorial Day, and fall orders are to be turned in by Sept. 15th, seconded by Mr. Terry Cook. Brose, yes, Rosebrook, yes, and Cook, yes.         Mr. John Brose made a motion to leave the purchasing policy amount at $500.00, seconded by Mr. Jeff Rosebrook. Brose, yes, Rosebrook, yes, and Cook, yes.  Any purchase over the $500.00 needs to have at least 2 Trustees approval prior to the purchase.  This is for the 3 Trustees and the fiscal officer.      Mr. John Brose made a motion that all time sheets needs to be turned into the fiscal officer by the 5th of each month, seconded by Mr. Terry Cook. Brose, yes, Rosebrook, yes, and Cook, yes.   They can be turned in as close to the 1st of the month as possible, but no later than the 5th.      Mr. John Brose made a motion that ONLY Perry Township residents can rent the Community Room and we will continue to accept donations, seconded by Mr. Jeff Rosebrook.  Brose, yes, Rosebrook, yes, and Cook, yes.       Mr. John Brose made a motion to raise the rent for the Lodge Hall for Non-residents of Perry Township to $250.00 and to leave the rent for Perry Township residents at $25.00, seconded by Mr. Jeff Rosebrook.
