The Board of Perry Township Trustees met in Regular Session on Monday,   June 9, 2014 at 7:30 p.m. at the East Liberty Community Room.  Roll Call: John Brose, present, Jeff Rosebrook, present, Terry Cook, present and Cindy Stalling, present.  Also present was Bonnie Brose, Dave Cook, Linda Baldridge, George and Monica Ondick, Larry Wellington, Kacy Welty, Tom Cunningham, Mike Yoder, Keith Montgomery, Dave Frangis, Daina Welty, and Dan Ackley.      The meeting was called to order by Chairman Mr. John Brose and all said the Pledge of Alligence.       The minutes of the previous meeting was not given to the Trustees prior to the meeting as the fiscal officer’s husband has been in the hospital.  Those minutes will be given to the Trustees prior to the July meeting.  The financial reports were given to the Trustees prior to this meeting and stand approved by the Trustees.      Mrs. Bonnie Brose thanked the Lodge for the $1,000.00 donation to PTEC for the July 5th fireworks celebration.  She also thanked them for the recent fish fry and for inviting the elected officials to it.      Mrs. Linda Baldridge brought up about the water on the curve in front of her property.  That is S.R. 292 so the State needs to be called about it and Mr. Brose told her that he would call the State and see what can be done if anything.       Mr. George Ondick reported that he would like to purchase a portable sign to put out on the corner at the Lodge to advertise events going on in town.  He checked and a sign would cost around $200.00 with letters.  He found it on Ebay and would like for the Township to go ½ on the sign.  There is a sign like it over at the Raymond Township Building.  After some discussion, Mr. Terry Cook said that the events in town aren’t the townships, it’s PTEC’s events and he feels that PTEC should go ½ not the township.    It would also cost $ 60.00 for S&H.  Bonnie, representing PTEC will go over to Raymond and look at the sign and then decide if PTEC will go ½’s or not.      Mr. Ondick also brought up about getting the light over the door to the outside of the Lodge along Foundry St.  Mr. John Brose made a motion to get a new light, seconded by Mr. Terry Cook.  Brose, yes, Rosebook, yes, and Cook, yes.  Mr. Rosebrook will install it.       Mr. Larry Wellington reported that Logan County Co-Op donated $2,500.00 to the fire dept. for the illuminated green house signs.  He is going to get volunteers to get as much material donated as we can that we need.  The firemen will then go door-to-door and get information from the residents.    The Logan County Co-Op would like to have a picture of the firemen to put on their wall at their business.  They will get together and get this done.      Larry reported that he is only 1 state test away from getting his 120 card.      Mr. Kacy Welty reported that the Stair chair has been ordered.  It should be here next week.       Kacy also reported that the new software is in and they should have it going this week also.      Mr. Mike Yoder, Logan County Auditor, was here to provide to us information for the two levies that we are wanting to put on the November ballot.       The 1st one was for a 4.0 mills for providing necessary maintenance and operating expenses for the fire dept.  Mr. Yoder had the 1) Resolution asking the County Auditor to prepare a Certificate of Estimated Property Tax Revenue, 2) Certificate of Estimated Property Tax Revenue and 3) Resolution declaring  it necessary to levy a tax in excess of the ten mill limitation.       Mr. John Brose moved the adoption of the Resolution, and Mr. Jeff Rosebrook seconded the Resolution.  The roll being called upon its adoption, the voted resulted as follows:      Fire Chief, Keith Montgomery, reported that Mrs. Jessica Gibson has passed her EMT class.        Chief would like to start replacing some outdated hose at the dept.  He would like to start with the 1 ¾” and get 400’ for $1,060.00 from Fire Safety Services.  The dept would also like to have a “Little Giant Ladder” for the engine.  They have a 10’ and 20’ ladder, but they are not always appropriate.  It costs $441.00.   Mr. Jeff Rosebrook made a motion for said purchase, seconded by Mr. Terry Cook.  Brose, yes, Rosebrook, yes and Cook, yes.  It will be at least an 8’ ladder.  Chief would also like to have some climbing carabiners, they would need 25 and it would be $327.50 for them.  Each fireman would be carrying 25-30’ of webbing with them and it is recommended to have these carabiners.  Mr. Terry Cook made a motion to purchase the caribiners and the webbing, seconded by   Mr. Jeff Rosebrook.  Brose, yes, Rosebrook, yes and Cook, yes.      Mr. Dan Ackley had a reported of a swimming pool without a fence.  He stated that there needs to be a 6’ fence around pools, and he handled the situation.       The Logan County Sheriff called Mr. Jeff Rosebrook about the detour on S.R. 292, there is not any signs about “No through trucks or any weight limits”, so since there is no postings there isn’t anything we can do about it.  Jeff would like to see us check out all our roads.  Mr. Terry Cook made a motion to get all our roads checked out, seconded by Mr. John Brose.  Brose, yes, Rosebrook, yes and Cook, yes.      Mr. Tom Cunningham brought up about there being coons at the recycling center.  Mrs. Brose reported that this has been a problem, people are leaving the doors open at the trash dumpster and they are getting in the dumpsters.      Mrs. Bonnie Brose reported that she is going to call the Log Co Sheriff to lead the parade on July 5th.  Fire Chief Montgomery will be in charge of setting up the parade.  The township will get another dumpster for the park that day.      Mr. Jeff Rosebrook brought up about putting up some trail cameras at the park as we are having some vandalism.  Mr. Cook has some that can be used.      Mr. John  Brose reported that he mailed Mr. Elliott the paperwork about him being able to put up a fence along each side of the catch basins on his road, but it will be at their expense.  They need to sign the paperwork and mail it back to us and we need to send a copy to the Log. Co. Engineer.      Mr. Cook reported that he has had two funerals.  He also stated that Quality Paving has paved our part of Temperance Street.       Mr. Brose brought up about the porta john, he said that we can purchase them for $200.00 and pay to have them cleaned out.  After some discussion, Mr. Brose made a motion to purchase the two porta johns that we have, seconded by Mr. Rosebrook.  Brose, yes, Rosebrook, yes and Cook, yes.      Mr. Cook reported that they have fixed the cistern at the corner of S.
