The Board of Perry Township Trustees met in Regular Session on Monday, March 13, 2017 at 7:00 p.m. at the Community Room in East Liberty.  Roll Call; John Brose, present, Jeff Rosebrook, present, Terry Cook, present, and Cindy Stalling present.  Also present was Dave Cook, Joy Litteral, ,Bonnie Brose, Larry Wellington, Doug Mercer,  Doug Henry, Kacy Welty, Rhonda Cook, Chuck Litteral, Nelson Baxley, Dan Coats, Dean Moore, Mitch Current and Jessica Gibson.

     All stood and said the pledge of Allegiance.     

 The minutes of the previous meeting was given to the Trustees to read prior to this meeting.  Mr. Brose asked if there were any additions or corrections to the minutes and then asked if there were any additions or corrections to the financial statements that were given to the Trustees from the fiscal officer.  All minutes and reports stand approved.

     Mr. Dave Cook, squad chief, stated that he has been with the EMS/FF over 30 years, but he is resigning at both jobs as of today.  He said that he is bitter, as things have come up missing at the firehouse and he can’t re-certify his EMS card without some of this information, so he is resigning, effective as of today, March 13, 2017.  Mr. Brose wanted to know if we could talk him out of it and Dave said NO.  Mr. Doug Henry, fire chief, was at a fire chief seminar last weekend and he talked to director of EMS about this and he said that there is a chance that we could get Dave’s card reinstated.  Dave said No he does not want to.  Dave said he has been stabbed in the back and he is done playing the games.  Trustees hate to see him leave, and Cindy thanked him for all his years of service to our Township. 

     Mrs. Joy Litteral gave update on the County EMS meeting. Mrs, Helen Norris drafted a booklet about what all the EMA can do for the squads. Joy will get one and give it to Doug Henry.   They are also looking for EMS coverage on June 23 and 24 for the tractor pull/dirt drag at the Logan County Fairgrounds. The Mary Rutan Bike Rodeo will be on May 20,2017 from 9 to 12 at the Bellefontaine Middle School.

     Mr. Chuck Litteral wanted to thank his buddies for not getting back with him about his water problem in front of his house.  Mr. Brose said that he will pass that message on to the County Engineers Office.  There was a lot of discussion about this water problem.

     Mr. Doug Henry, fire chief, reported that he went to the Ohio Fire Academy, it was a 2 day course, and he is glad he went, it was very informative.  He got a lot of resources.

He also talked to a lawyer about the over-time situation that a few of our firemen have brought up.   Doug suggested that we need to talk some more to this lawyer.  His fee is $250.00 per hour and over 3 hours it is $1,000.00.  Trustees want to talk to him also.  This lawyer is in Cincinnati. 

     Chief wanted to introduce everyone to the new Officer Team at the Firehouse:

          Training Officer is Larry Wellington

          EMS Coordinator is Kacy Welty

          Equipment and Vehicle Officer is Mitch Current

          Run daycrew/ track schedules and call offs Officer is Dan Coats

Chief reported that he will be meeting with this team once per week.  He also said that all the Officers with the Exception of Kacy Welty will get an increase in their hourly pay to $14.25 per hour.  Mr. Terry Cook made a motion to accept this Team and their pay raise, seconded by Mr. Jeff Rosebrook. Brose, yes, Cook, yes and Rosebrook, yes.  Kacy’s pay will remain the same.  After some discussion about Jessica Gibson doing administration work at the firehouse, Mr. Jeff Rosebrook made a motion to give Jessica a $.25 raise per hour, seconded by Mr. John Brose.  Brose, yes, Cook, yes and Rosebrook, yes.  Therefore Mrs. Joy Litteral will no longer be Squad Assist Chief.  Chief Henry will be over both the FF/EMS.

     They have been working on new specs for a new grass truck.  As our existing grass truck is 26 years old, it is a 1991.  They have talked to Fire Safety Services and Sutphen Company about what we want.  After looking over the quotes and some discussion.  They would like to go with the truck from Sutphen. It is a Ford F-450, 4-door. For the truck it is $44,675.00 and this is a state bid.  For the skid unit it would be $50,000.00 and for the nozzle and plumbing it would be $7,500.00.  They also want foam on this truck.  Doug would like to have Dean Oliver make some compartments out of metal for the sides of the truck for storage.

Mr. Terry Cook made the following Resolution:

WHEREAS, we have the best interest of the residents of Perry Township, along with their safety.

WHEREAS, we have the funds in the Special (Fire) Levy Fund to make this purchase.

LET IT BE RESOLVED, that we purchase a 2017 Sutphen Ford F-450 Grass Truck for a purchase price not to exceed $99,000.00.  This is for the Chassis, the skid unit and the nozzle and plumbing.

     Chief reported that the truck will start at White’s and then go to Sutphen’s.

     We are going to get rid of the old grass truck.  Chief was thinking of putting it on GovDeals .com, he has heard this is a very good website.

     Mitch stated that we want to take that fairly new light bar off the top of the grass truck to put on the new truck.  There was a lot of discussion on this light bar.

     Mr. Brose brought up about the over-time situation.  Mr. Brose has contacted the Logan County Prosecutor numerous times and has not received any feedback from him.  We are waiting to see what he has to say about this situation.

     Chief Henry reported that ELP Honda replaced their high pressure air compressor, and they would like to give us their old one.  This is to put air back in our SCBA’s.  It takes 2-3 hours to do this at Honda now.  This compressor has a 480 volt motor that will need to be changed over to 240 single-phase.  There is a company that will do these changes, come and get it and bring it back, for a price of $7,458.00 for the upgrades.  A new on is $22,000.00.  This way we can fill our tanks at our firehouse.  Breathing Air will have a service agreement and they have to come out every 6 months to check it out.  It would be 8 to 10 weeks to get all this done and get it for service.  Chief reported that they were looking at the service at the firehouse and Jeff will be looking at the electric to see what needs to be done at the firehouse to accept all these items.  Mr. John Brose made a motion to accept this gift from Honda and have the changes made, seconded by Mr. Jeff Rosebrook.  Brose, yes, Cook, yes and Rosebrook, yes.

      Mr. Nelson Baxley brought up about the chicken farm that is supposed to be going in on Johnson Road.  Nelson is not happy about it, but there isn’t anything we can do about it, because of it being agriculture.  Nelson said if we get an East wind look out town.  Nelson stated that Nature Pure bought it, and Nelson was wondering if there is anything Honda may be able to do to stop it.  Trustees said there isn’t anything we can do to stop it.    John reported that he was told, by the Realtor (Doug Zimmerman), that they want to put 10,000 chicken pens out there.

     Mr. Larry Wellington brought up about a 4 day pump operations class (Basic and Advanced) in Bowling Green in May.  He and Kacy would like to attend like last year.  The class is $495.00 per student and they would like to stay in a motel like last year, And they would like to have separate rooms.  Mr. John Brose made a motion that this is ok, seconded by Mr. Jeff Rosebrook.  Brose, yes Cook, yes and Rosebrook, yes.

      Mitch talked to Mr. Brose the other day about getting the fuel filter changed in the squad.  Trustees told him to have TRC do it.  Have them use all factory parts.  TRC can do all the trucks. John said to make sure that there is records kept on the trucks. 

     Mr. Terry Cook reported that the Lodge roof is done.

     Mr. Jeff Rosebrook reported that the bathroom in the LodgeHall upstairs is done.

    Mrs. Stalling had a quote from Quality Paving for blacktopping all the alleys in town and also to do T.R. 129.  We also had a quote from the County.  Quality Paving quote to do all the alleys in town was $114,235.00, that comes to $1.05 per sq. ft.  The county is $1.10 per sq.ft.  Trustees would like to have the County do T.R. 129 from the Jefferson Twp line to C.R. 2 for $122,875.00.  It is 7,000 ft. long.  Trustees want Quality Paving to do the alleys.  Mr. Brose said that he would like for us to pick 1 road per year to have blacktopped.   Mr. Jeff Rosebrook made a motion that the County do T.R. 129 and Quality Paving do all the alleys, seconded by Mr. Terry Cook.  Brose, yes, Cook, yes and Rosebrook, yes. 

   We had the quote from the County for culvert replacements.  Mr. Brose has already taken care of it up at the County. It is going to cost us around $2,000.00.

      Mr. Terry Cook brought up about having the Cemeteries cleaned off for spring cleaning.  Clean off from April 1 to 7, and re-decorate starting April 8th.  Will advertise this in the Examiner 2 times.   

     Mr. John Brose brought up about opening the Park.  We will open it around April 15th.

     Mr. John Brose brought up about cemetery lots.  He had a call that suggested we raise our lot prices as there are some cemeteries who have closed their selling of lots, and also others selling them at a large price, and Dublin is not purchasing anymore land for cemeteries.  Mr. Brose wanted to know if we wanted to make any changes in the price of our lots.  Mr. John Brose made a motion to change the price of non-residents to a full lot at a cost of $5,000.00 and $2,500.00 for a ½ lot,  Mr. Jeff Rosebrook seconded the motion.  Brose, yes, Cook, yes and Rosebrook, yes.

     Mr. Brose got a call today about the shooting range.  Someone was over there this week shooting and a neighbor complained and they found out the shooter was not a member of the Club.    They ran him off caused it was closed.  We are still waiting for them to go before our Appeals Board for a Conditional Use permit.

     Mrs. Stalling brought up that there is a Logan County Health Advisory Board Meeting on March 23 at 7:00 p.m.  Someone from the Township must go to this meeting.   

     Mr. Kacy Welty brought up about the old run report sheets at the firehouse.  Robinaugh has copies of all our run reports, so Kacy wants to get rid of these at the firehouse.   RTC could take our records and destroy them.  Kacy said that if we keep them they have to be in a locked room.  If we choose to destroy these run sheets they will have to be shredded from now on.  Chief Henry is ok with this.  Mr. Brose made a motion to let them destroy these records, seconded by Mr. Rosebrook.  Brose, yes, Cook, yes and Rosebrook, yes. They will need to have a cross cut shredder.  Chief will get one for the department.

      Mrs. Stalling brought up about the Volunteer Fire Fighters Dependent Fund members for 2017.  The Administrator Members will be John Brose and Jeff Rosebrook.  The Fire Dept members will be Dean Moore and Sandy Wilcox, the Other Member will be Doug Henry.  The Chairman will be John Brose and the Secretary will be Jeff Rosebrook.

     May 15, 2017 the 4-H will be cleaning Perry Park.
