~~ The Board of Perry Township Trustees met in Regular Session on Monday, May 12, 2014 at 7:30 p.m. at the East Liberty Community Room. Roll Call: John Brose, present, Jeff Rosebrook, present, Terry Cook, present and Cindy Stalling, present. Also present was Billy Rings, Rhonda Cook, Dave Cook, Dave Frangis, Larry Wellington, George and Monica Ondick, Kacy and Daina Welty, Keith Montgomery, Bonnie Brose, and Sam Morrison. The meeting was called to order by Chairman Mr. John Brose and all said the Pledge of Allegiance. The minutes of the previous meeting was given to the Trustees to read prior to this meeting. Mr. Brose asked if there were any additions or corrections to the minutes and then asked if there were any additions or corrections to the financial statements that were given to the Trustees from the fiscal officer. Mr. Brose made a correction to the minutes. He stated that when the equipment for going out to the cemeteries is on the trailer it is legal, it is other equipment that we sometimes haul on the trailer that is not legal. Mrs. Rhonda Cook painted the Township sign in the Township yard and it looks great. She is also going to paint the sign at Perry Park. Mr. Dave Cook, squad chief, wanted to know when we are going to purchase a new squad?? Dave stated that the new monitor is in and working fine. As for the stair chair we are still working on this. Cindy, John, and Kacy are all working on this. As Jillian, the rep from Stryker, went on maternity leave, and her replacement, Allyson, doesn’t seem to know what is going on. Larry Wellington has submitted the paperwork for the grant to see if we can get the green illuminated house number signs. The grant can go up to $5,000.00. Larry submitted approximately $5,400.00, as signs will need mounting poles, with 4’ poles and 1’ of that pole will go into the ground, with 3’above the ground. We will wait and see if we get the grant or not. Thanks to Larry for taking the time and trouble to apply for this grant. Mr. George Ondick thanked the trustees for repairs that the township has made to the Lodgehall. He said that it has been much appreciated. George said that you can see in there now with the new lighting, and it looks so much better. All members are much appreciative. Now they would like to have a light over the door to the outside and some gravel along that side of the building for the mud. Trustees said that they will look into the light and maybe some gravel. George brought up about getting a portable sign to advertise events, etc. to put on the corner of the Lodgehall. He would like for the township to go ½ and the Lodge to go ½ on this sign. Matter was tabled and George is suppose to get prices before the next meeting. Mr. Kacy Welty brought up about a computer issue, he said that there is a squad issue on Windows XP, it’s not secure. He would like to see us upgrade the software, and if not then maybe get a new computer or tablet. Kacy said that we could get a Tuff Book, as they are more rugged than a computer. Or we could go with some new software first that would be around $150.00 - $200.00 and then have Bill Bray come in and look at it and go to Windows 7. Fire Chief, Keith Montgomery, reported that the fire dept. needs 39 “AAA” batteries for the air packs, and he would like to have Duracell. He reported that the grass truck is fixed and the engine is fixed also. Chief thanked the trustees for the signs over all the entrance doors. Chief reported that everyone has signed off on the jaws, for training. He will keep the paperwork on file at the fire house. Chief stated that the dept went to a fire at Marysville Windsor Manor and did a good job helping out. Bonnie reported that PTEC will be having a spaghetti dinner on Sat., May 17 along with a silent dessert auction and it starts at 5:00 p.m. at the LodgeHall. Mr. Terry Cook reported that the Petanque Court is done at the park. Mr. Kacy Welty brought up about letting their turn-out gear dry out after a fire run. He would like to have a fan to blow on their gear for this. There is big 3’ to 4’ fans at TSC. Mr. Jeff Rosebrook made a motion for said purchase, seconded by Mr. John Brose. Brose, yes, Rosebrook, yes and Cook, yes. Mr. Jeff Rosebrook talked to Bud Rosebrook about the chains for the squad. Bud said that the chains are outdated and that we would be better to get new chains. Matter was tabled for now, we will see what the winter brings and also what the levy does. Jeff talked to Eric Elliott and Jim Rice about putting up a fence on each side for the new catch basins, both agreed to this and Mr. Elliott will be doing a culvert too. The township will be doing the other culvert and the county will not be doing anything but overseeing the project. Mr. John Brose talked to Jeff Scheiderer about the certificates that each coach has to have to spot a concussion. Mr. Brose told him that the township wants a copy of all of these certificates to go on file. Mr. Brose reported that he has the paperwork for the tree trimming training from Del-Mar Tree Service to sign. Mr. Terry Cook reported that they poured 2 bases in the E.L. Cemetery and he called the funeral homes and let them know that they were done. He also has a funeral on Saturday after dumpster day. Mr. Cook reported that the Church of Christ is re-paving their parking lot and they wanted to know if we wanted to do that end of Temperance Street at the same time? Mr. Cook made a motion to do so, seconded by Mr. Rosebrook. Brose, yes, Rosebrook, yes and Cook, yes. The work will be done by Quality Paving. Mr. Rosebrook reported that we filled 4 dumpsters and 1 small one on dumpster day. He had to call Clark in for some more dumpsters. Mr. Rosebrook reported that the monument at the park, John leaned on it and it is not pinned down and could be pushed over very easily. They had Oliver Welding make some holder pins for it. We had to use the jaws to spread the pins enough to get over the top of the monument. But, this has fixed it and it is very secure now. Mr. Brose reported that he has received several calls this past week as to why we aren’t spraying for mosquitos? John has found a gentleman in Marysville that will spray for us for $250.00 per spraying. He will use his equipment and his chemicals. We will have him spray once a week, John figured we will need him for 17 times for a total of $4,250.00. Mr. Rosebrook made a motion to hire him, seconded by Mr. Cook. Brose, yes, Rosebrook, yes and Cook, yes. We will see if he is interested in purchasing our 55 gal drum of chemicals? Mr. Brose would like to get a good dump truck load of top soil for the cemeteries, we can get it from Neer’s for $17.00 per ton. Mr. Brose got parts for the toilets at the park and they were $300.00. We need to get Bruce Lile to pump out the septic tank at the park. Jeff will call him. Mr. Bruce McCoy wants to build a garage on his property there by the alley. He has 19’ from the leeching system. You have to be 10’ away from the leeching bed, so this would only give him 9’ so he probably can’t put up a garage. Mr. Les Smucker’s tile we put in several years ago has sink holes and he would like us to put some dirt on top of it. All trustees are okay with this. Mr. Brose talked to Mr. Merle Ackley and he suggested a 4-way stop at the main intersection in town. At Main and Foundry Streets. All we can do is contact the State and let them do what they can do. Mr. Kacy Welty talked about all the traffic that speeds through the main drag of town. Mr. Brose reported that he ordered new flags for town, with mounts and they totaled around $700.00. Mr. John Brose made a motion to pay the bills, seconded by Mr. Jeff Rosebrook. Brose, yes, Rosebrook, yes and Cook, yes.
