The Board of Perry Township Trustees met in Regular Session on Monday, May 13, 2013 at 7:00 p.m. at the Community Room in East Liberty.  Roll Call; Merle Ackley, present, Jeff Rosebrook, present, John Brose, present, and Cindy Stalling present.  Also present was Kacy Welty, Dave Frangis, Dave Cook, Ken Davis, Terry Cook, Rhonda Cook, Keith Montgomery, Larry Wellington, Jenny Boudrow and  Chuck  Boudrow.

     All stood and recited the Pledge of Alligence.            

     The minutes of the previous meeting was given to the Trustees to read prior to this meeting.  Mr. Ackley asked if there were any additions or corrections to the minutes and then asked if there were any additions or corrections to the financial statements that were given to the Trustees from the fiscal officer.  Mr. John Brose made a correction to the minutes.  He stated that the savings from DP&L Energy would be a little over $2,000.00 not $2,500.00.  The financial reports stand approved.

    Mr. Dave Cook, squad chief, reported that the new AED is in.  Dave reported that we are having problems with the turbo on the squad.  We can’t get a new one.  Mr. Ken Rosebrook is trying to find us one and then he would rebuild the one on there now for a back up. 

    Mr. Keith Montgomery, fire chief, reported that we need 26 flashlights for the firemen, instead of the 15 we previously thought.  It will cost $1,430.00 for 26 of them.  Mr. Merle Ackley, made a motion for said purchase, seconded by Mr. Jeff Rosebrook.  Ackley, yes, Rosebrook, yes and Brose, yes. 

     Chief Montgomery brought up that they would like to have a ½” electric drill and bits for the new truck.  Or it could be a 20V battery pack drill. Mr. Merle Ackley made a motion to purchase a ½” drill and bits from Lowe’s, seconded by Mr. John Brose.  Ackley, yes, Rosebrook, yes and Brose, yes. 

    Chief Montgomery stated that there are a couple of guys at the firehouse that would like to put a ceiling on top of the Chief’s office.  The way it would keep the office cleaner.  After some discussion, Mr. John Brose made a motion to get the supplies for this project from West Mansfield Ace Hardware, seconded by Mr. Jeff Rosebrook.  Ackley, yes, Rosebrook, yes, and Brose, yes.

     Chief wanted to know if the old AED got returned for the discount.  Mrs. Stalling told him that yes she took it up to PakMail in Bellefontaine and sent it back. 

     Chief brought up about the recent coverage out at TRC, he was under the understanding that the Fire Dept. would receive $1,000.00, but they received $5,000.00 instead.  This was a grateful surprise and was posted into the fire fund.

     Chuck and Jenny Boudrow had a donation for the fireworks for the PTEC Committee from the Masonic Lodge.  This donation was very much appreciated.

     Mr. John Brose reported that the ball diamond is ready to go for the ball season. 

     Mr. Jeff Rosebrook had an estimate from the Log. Co. Engineer’s office to clean out the ditch on T.R. 131.  The estimate was $1,103.82.   Mr. Merle Ackley made a motion to accept this quote, seconded by Mr. Jeff Rosebrook.  Ackley, yes, Rosebrook, yes and Brose, yes.

     Mr. Jeff Rosebrook had a price for the walking track at Perry Park from the entrance to the new shelter house, over in front of the concession stand and then goes up by Jack Nicholas’ property.  The price from Quality Paving was $24,825.00.  Mr. Merle Ackley made a motion to accept this quote, seconded by Mr. Jeff Rosebrook.  Ackley, yes, Rosebrook, yes and Brose, yes. 

    Mr. Rosebrook also had an estimate to do the front of the fire house where the water always lays.  It was for $ 7,450.00.  Mr. Ackley made a motion to accept this quote as well, seconded by Mr. Rosebrook.  Ackley, yes, Rosebrook, yes, and Brose, yes.

     Mr. Rosebrook reported that the dumpster for dumpster day will be delivered on May 17 in the evening and then dumpster day will be May 18 from 8-12. 

     Mr. Merle Ackley reported that the flowers have been removed from all the cemeteries, all the footers are in and Dave is now mowing the roads.

     Mrs. Stalling reported that we received another letter from the Job and Wages Commission about Jennifer Ganson Bowman wanting back pay.  Mrs. Stalling contacted the Log. Co. Pros. Att’y, Mr. Bill Goslee, and he said to “Not do anything” he is contacting them about this again. 

     Mrs. Stalling brought up about the Brill case again.  This is the EMS run that they don’t want to pay for because they don’t have insurance.  Mr. John Brose made a motion that they have to pay for this run; they need to set up a payment plan, seconded by Mr. Jeff Rosebrook.  Ackley, yes, Rosebrook, yes and Brose, yes.  

     The township had received Thank-you’s from DP&L Energy and also from Treva Clapsaddle.

     Mr. John Brose reported that Merle had suggested we put an American Flag up in the Lodge Hall, Mr. Brose put it up today.

     Mr. Brose reported that he designed a new website for the Township.  It is up and running so the old website needs to be cancelled.

     Mr. Brose reported that the new swings are up at the park.

     Mr. Brose reported he was contacted about the batting cage at the park. It has gotten some holes in it and at times there are balls getting through the cage.  It is okay for the ball season, but the boosters would like to have a new one before next year.

     Mr. Brose ordered crack fill material for this summer.  What he ordered is 1/3 of it is for Perry Township and 2/3 of it is for Jefferson Township.  So, when the bill comes in, Mrs. Stalling will need to bill Jefferson Township accordingly.

     Mr. Brose brought up about Mr. John Dally from West Mansfield contacting him about his family having 2 lots in the Green Lawn Cemetery.  There are 6 people buried in a row on these lots.  There is 10’ left over on one of these lots. Mr. Dally and his wife wants to be buried there.  Mr. Brose called Mr. Goslee and told him the situation and since it does say on the original deed that his heirs can be buried on this lot, and Mr. Dally is an heir, Mr. Goslee said we could go ahead and give him the remaining 10’ for him and his wife.  Mr. Dally’s wife wants to be cremated and put on top of Mr. Dally.  The lots beside this belongs to Mr. Seaman and there is a note on the deed stating that the 2 remaining spaces be left up the Ballinger Funeral Home/Perry Township Trustees on what to do with the remaining lots.  Mr. Goslee advised Mr. Brose to not mess with these 2 remaining spaces.  The lots left to Mr. Dally in on lot # 153.  Mr. Brose will call Mr. Dally and make sure there are no other heirs available to be buried on this lot, and if not, then it will go to him.  All trustees agreed to all of this.

     Mrs. Stalling and Mr. Brose brought up about whether we want to put a limit on how many cremations can be buried on one lot?  After some discussion, Mr. John Brose made a motion that no more than 2 burials per space on each lot, seconded by Mr. Merle Ackley.  Ackley, yes, Rosebrook, yes and Brose, yes. 

     We received our paperwork from the County on the road work for 2013.  It stated that we would be repaving T.R. 141 and we want to do T.R. 143.  T.R. 143 would be considerable cheaper than T.R. 141.  Trustees will go to the county garage tomorrow and check this out.

     Mrs. Stalling brought up that Honda’s open house is tomorrow at 10:00 a.m.   They will be unveiling the new Honda that they will be producing.

     Mrs. Stalling asked about the virus update for the computer at the fire house?  Usually Mitch Current puts it on his credit card and then the township reimburses him for it. We will do the same this year.

     Mrs. Stalling had paperwork for the Log. Co. Community Grant, it interested in turning in information for this, it needs to be in by May 17th.

     Mrs. Stalling had a resignation letter from Mr. Tim Stalling, resigning his position on the Zoning Commission Board.  Mr. Merle Ackley made a motion to accept his resignation, seconded by Mr. John Brose.  Ackley, yes, Rosebrook, yes and Brose, yes. 

This will move Mrs. Joy Litteral up to the position and then we will need an alternate for the Zoning Commission Board.  Mr. Merle Ackley made a motion to make Jenneth Boudrow the alternate for the Zoning Commission Board, seconded by Mr. Jeff Rosebrook.  Ackley, yes, Rosebrook, yes and Brose, yes.

     Chief Montgomery reported that Mr. Kacy Welty cleaned out some desks at the fire house and found some old minutes from fire meetings.  They are from 1963 and Chief would like to preserve them somehow.

     Chief reported that Mitch and Jessica went and looked at the new fire truck.  It is at Springfield where the cab is made and then it will be at Sutphen in Dublin.   

   Mr. Merle Ackley made a motion to pay the bills, seconded by Mr. Jeff Rosebrook.  Ackley, yes, Rosebrook, yes, and Brose, yes.
