The Board of Perry Township Trustees met in Regular Session on Monday,   

May 8, 2017 at 7:00 p.m. at the East Liberty Community Room.Roll Call: John Brose, present, Jeff Rosebrook, present, Terry Cook, present and Cindy Stalling, present.Also present was Bonnie Brose, Joy Litteral,Rhonda Cook, Mitch Current, Dave Frangis, Doug Mercer, Linda Baldridge, Doug Henry, Jenny Boudrow, Dan Coats, Daina Welty, Sandy Wilcox, and Chuck Boudrow.

       The meeting was called to order by Chairman Mr. John Brose and all said the Pledge of Allegiance.   

           The minutes of the previous meeting was given to the Trustees to read prior to this meeting.  Mr. Brose asked if there were any additions or corrections to the minutes and then asked if there were any additions or corrections to the financial statements that were given to the Trustees from the fiscal officer.  Both stand approved

     Mr. Doug Mercer reported that Crime Watch is going good and the next meeting will be Thursday May 11 at 7:00 p.m.  

      Mrs. Bonnie Brose brought up about dumpster day being Saturday 13th and there will be a bake sale sponsored by PTEC.

     There will also be a pancake breakfast on Sat., May 13 at the Lodgehall from 8 to 10 a.m.

     Mrs. Linda Baldridge thanked the Trustees for letting her use the Community Room.

    Fire Chief Doug Henry, reported that Kristy Wellington has been working on the handbook, the SOP’s and SOG’s for the fire dept.  Can she do more than 15 hours per week?  As she is putting in more hours but not claiming more than 15 hours per week.  She may be ¼ of the way done, she would like to have another month and see where she is at at that time.  After some discussion, Mr. Jeff Rosebrook made a motion to let her have 20 hours per week for another month, seconded by Terry Cook.  Brose, yes, Rosebrook, yes and Cook, yes. Let’s see if Kristy can come to the next meeting and see how much longer she thinks it will take her to get done.      

     Mr, Dan Coats gave a reminder that on the 20th of May there will be a hog roast to celebrate Dave Cook’s retirement from the fire dept and squad from 5 to 7 p.m. at Perry Park.

     Mrs. Joy Litteral gave an update on the County EMS meeting, they have decided to pay a squad $50.00 for each event that they do covering fair events.  The County EMS Association gets a lump sum from the fair for covering the events, so they are offering to pay each squad that would like to participate $50.00 per event, hoping to get some more squads interested in participating. If each township would take one day, all events would be covered. They are to have a sign-up sheet ready to go by tomorrow.  Perry’s squad has done 1 event in the past.  John Brose stated that if we go up there to do that, then there is no squad here to cover Perry Township.  After some discussion, Mr. Brose is against taking the squad up to the fair, Mr. Rosebrook is for letting them take up one event and Mr. Cook is also for letting them participate in covering one event.  Then either Bokescreek, Jefferson and /or Allen Township would cover us if need be.  Joy feels like we are a part of Logan County and we should participate in the Logan County Fair.

     Joy said that Chuck wanted her to see if the Trustees had been out in the field behind the firehouse to see where the water problem is coming from?  Trustees don’t think it’s on the Litteral’s property , it is probably on Doug Wills’ property.  Joy said that if the township is going to be digging in their field, please let them know 1st and try not to make too many ruts.

     Mr. Mitch Current, we need to make sure we get credit on the bill from TRC for  the oil pan (276.76) and the Valvoline Syn Guard(185.90) as they did not do this.  John wanted to know if the fire dept would feel better to go back to Anderson’s for repairs to the truck??  Mitch and Chief Henry are going to go out and have a meeting with them at TRC, as they think it’s just a lack of communications.  Trustees would like to keep the squad repairs at Anderson Ford because of the warranty. 

    Mitch brought up that our EMT’s when they go on a car accident run they have no protection.  We have 3 ( Joy Litteral, Daina Welty and Chasity Harris).  FSS has a proactive coat they the fire dept would like them to have and they cost $290.00 each.  It’s like a turn-out coat but it doesn’t have a liner in it. And Embroidery Design has a cold weather jacket for $237.68 each.  They don’t have anything that states they are with Perry Township EMS.  Mitch likes the cold weather coat.  Mitch would like to get EMT both coats for a total of $527.68 for each EMT.  There is also pants, but the EMT’s don’t want the pants.  But for safety issues, they may have to get the pants.  The pants would be used for car accidents mostly.  After some discussion, Mr. Terry Cook made a motion to get the EMT’s the 2 coats and a pair of pants, seconded by Mr. Jeff Rosebrook.  Brose, yes, Rosebrook, yes and Cook, yes.

     Mitch had Mrs. Stalling write up a paper for the Knox lock boxes stating that when you are done with it, it comes back to the Perry Township Fire/EMS dept.  Trustees were ok with the paper.  Mitch reported that Ruby Montgomery already has hers on her house.  Others interested in them is: Carol Cook, Virginia Stanford, Ruth Keck and Kenny Peters.  Carol Cook has some concern with the key being available to anyone at the firehouse.  Mitch is going to go and talk to Carol about her concern. 

     Mitch had 4 tire quotes from Levan’s Service Center.  One is for the passenger side of the engine tire and it is for $746.80.  Clark at Levan’s told Mitch that tires should be changed at least every 10 years.  Tires on the tanker are 24 years old.  John Brose told Mitch that the Township wants the old tires, don’t let Levan’s scrap them, that will save $60.00.  He had 3 quotes for tires for the tanker:

Mitch would like to have the BF Goodrich ones.  This is for 2 front tires and 4 on the back.  Mr. Jeff Rosebrook made a motion for the BF Goodrich tires, seconded by Mr. John Brose.  Brose, yes, Rosebrook, yes and Cook, yes.

Mr. Brose made a motion for the front tire for the engine, seconded by Mr. Jeff Rosebrook.  Brose, yes, Rosebrook, yes and Cook, yes.

     Mitch reported that every 3 years we should change the batteries in the trucks.  Mitch talked to Marysville and Allen Twp fire depts. And they change their batteries every three years.  Mitch would like to go 4 years. So, the tanker, the Rescue and the Engine are due now and the squad will be due next year.  Mitch stated to do all 3 vehicles now would cost between $800.00 to $1,000.00 from Levan’s. Trustees want the old batteries also.  Mr. Terry Cook made a motion to purchase the batteries, seconded by Mr. Jeff Rosebrook.  Brose, yes, Rosebrook, yes and Cook, yes.

     Mrs. Stalling had the mowing contract for Ralph Hall for the Trustees to sign. She will send it to him to sign and send it back to us.  We may need to find someone to weed eat, as Ralph has cancer and is going to have some surgery this summer. 

     Mr. Terry Cook reported that the pavers are in town paving all the alleys. Trustees all agreed that they are doing a great job.

     Mr. John Brose reported that they have 12 foundations to pour this month.

     Mrs. Stalling brought up that we now have a vacancy in the Zoning Appeals Board.  Therefore the alternate Jenneth Boudrow will become a member and we will need to get an alternate for the Appeals Board.  Mr. Chuck Boudrow and Ms. Sandy Wilcox are both interested in the position.  Mr. Jeff Rosebrook made a motion to put Sandy Wilcox on the Zoning Appeals Board, seconded by Mr. Terry Cook.  Brose, yes, Rosebrook, yes and Cook, yes.

     Mrs. Stalling had some paperwork from Robinaugh’s about billing for deceased patients.  All agreed to leave it alone.

     We received a letter from the East Liberty Church of Christ about being able to put a handicap parking space or spaces in what is a township alley, that is not used as an alley.  All Trustees agreed to let them put in the space or spaces.  Trustees signed the paper and Mrs. Stalling will mail it back to them.

     Mrs. Stalling reported that FSS is having a Customer Appreciation Day open house on June 16 and 17th from 10 to 3.
