The Board of Perry Township Trustees met in Regular Session on Monday, November 11, 2013 at 7:00 p.m. at the Community Room in East Liberty.  Roll Call; Merle Ackley, absent, Jeff Rosebrook, present, John Brose, present, and Cindy Stalling present.  Also present was Bonnie Brose,  Dave Frangis, Keith Montgomery, Kacy Welty, Dave Cook, Terry Cook, Rhonda Cook, Joy Litteral, Brian Savage, Kelli Harmon, Mitch Current, Larry Wellington, Logan Brown and Pup McColloch. Vice-Chairman Rosebrook called the meeting to order and all stood for the Pledge of     Allegiance.             The minutes of the previous meeting was given to the Trustees to  read prior to this  meeting.  Mr. Rosebrook asked if there were any additions or corrections to the minutes, then asked if there were any additions or corrections to the financial statements that were  given to the Trustees from the fiscal officer.  They both stand approved by the trustees.      Mrs. Joy Litteral wanted to know if the plugged tile in the field behind their house was done?  Trustees said that there is some work to do,  but it has been too muddy to get back in there to finish up.  It is unplugged, but still needs some cosmetic work done.  Mrs. Litteral thanked the Trustees for all the work they did out there.  There needs to be some more dirt put on top of the hole.  The tile was plugged solid, and the Trustees brought in a company from Columbus to blow out the tile.  The Trustees then installed 3 risers out there.  Mr. Rosebrook stated that he will go and talk to Mr. Litteral and explain to him why it’s not completely done yet.      Mr. Dave Cook, squad chief, reported that they are starting to look at a new squad.   There is 4 members on a committee to start looking into this.  There was a demo tonight on a stair chair at the firehouse.  The Trustees want to apply for additional BWC grant for this stair chair.  Mr. Brose will call Andrea King and see what needs to be done to do this.      Fire Chief Keith Montgomery reported that the siren rings but doesn’t turn.  We need to get HBI’s truck in and go up and fix it.  When it gets fixed, Chief would like to go back to blowing it every Friday at noon, that way it will stay limber and keep turning.      Chief reported that the new hose cover for the new truck has come in, and they have put it up for a replacement.  The ladder rack works great now, it goes up and down.      Chief stated that they need 2 or 3 doors painted on the engine, but it will have to wait until May, when we have warmer weather.      Mitch reported that as for the repeaters, they are still working with the FCC, so we are  still waiting on them.      Mitch wanted to know about TRC working on our trucks, they charge $50.00 per hour and $150.00 for inspection of the truck.  We also would have to sign a 5 year contract with them. Mr. Brose had a lot of questions about the contract.  You have to be EVT certified to work on fire trucks.  Mr. Brose had information on EVT & ASE technicians.  Mr. Brose stated that Sutphen is EVT qualified and he suggested we take the trucks there from now on.  This way we have ourselvers covered.  Sutphen will come here to our department to work on the trucks.  Mr. Brose made a motion to go to Sutphens, seconded by Mr. Rosebrook.  Rosebrook, yes and Brose, yes.  Mitch then stated that ALL the trucks are in need of being serviced now.      Mr. Brose would like to have a report every month on what has been done on the trucks brought to the Trustees.  Mr. Brose will call Sutphen and see how much it would cost for servicing the trucks and also call TRC and see what he can find out from them too.      Mr. Brian Savage and Kelli Harmon were here representing Ohio Insurance Service Agency, our insurance agents.  Mr. Savage reported that there is a $419.00 monthly increase.  He had information booklets ready for each of us.  With changing the deductible from $2,500.00  to $5,000.00 it is going to save us approximately $21,000.00 annually.  After answering questions,     Mr. Jeff Rosebrook moved the following Resolution:   BE IT RESOLVED, by the Trustees of Perry Township that the policy of paying hospitalization, dental and vision insurance for all elected officials and full-time employees will be continued.  All policy coverage is to be the same terms and any premium adjustments will be made at the arrival of the next notice of each policy.   BE IT RESOLVED, that if any elected official chooses not to have hospitalization, dental and vision insurance coverage that he/she may so elect to have life insurance instead.   BE IT RESOLVED, that said payment shall be made from the General Fund, Gas Fund, Road and Bridge Fund, Cemetery Fund, Park Fund and Special Fund (Fire) as appropriated.   LET IT BE RESOLVED, that in the event if a change or loss of the now existing coverage the Township would at that time pick up full hospitalization, dental and vision insurance to match the terms of the other official’s policies.  Until such time life insurance coverage will be selected if he/she chooses the life insurance policy instead.   Mr. John Brose seconded the Resolution, and the roll being called upon its adoption, the vote resulted as follows:           Mr. Merle Ackley                                                absent         Mr. Jeff Rosebrook                                             aye         Mr. John Brose                                                    aye        Mrs. Bonnie Brose congratulated Jeff Rosebrook and Terry Cook for being elected as Trustees.  Bonnie then reported that PTEC will be hosting a Ham & Turkey Dinner on this Saturday evening and also Lighting of the Christmas Tree on Sunday, Dec.1, 2013, and Santa will be there also.       Mr. John Brose reported that the park has been closed for the winter.    Mr. Brose reported that Pup McColloch gave him a form to be filled out by anyone that gets gas, diesel at the Shop.   This should help us to keep better records on the fuel usage.       Mr. Brose called the County about the gravel washing in front of the Litteral’s property.  He hasn’t heard anything back from them.      Mr. Brose reminded us that the proof of spending needs to be turned in on the Jaws-of –Life to the BWC because of the grant.     Mr. Jeff Rosebrook reported that there is a tile of T.R. 131, the culvert is rusted out underneath, we need to let the County know.  But, we can fix it ourselves.      Mrs. Stalling reported that we received word back from the State, stating that Ms. Jennifer Ganson Bowman is not eligible to receive any back pay from Perry Township.      Mr. Jeff Rosebrook reported that the Trustees have fixed 2 tiles behind the firehouse. One with an 8” line and the other one with a 10” line.  Jeff thanked the firemen for getting water to them and also for cleaning the trucks when they were done.      Mr. Rosebrook fixed the lights in the Lodge Hall and also the emergency light at the fire house.      Mr. Rosebrook reported that John, Cindy and himself all attended the county Township meeting at J.V.S.      Mr. Dave Cook, squad chief, is going to get the lock box for the outdated meds at the fire house.      Mr. Rosebrook reported that he received a complaint on tile behind John Raile’s house.  Mr. Rosebrook called TRC and they came out the same day and fixed the problem.  It was damage from beavers in the ditch behind his house, but it is fixed now.        Mr. Jeff Rosebrook made a motion to pay the bills, seconded by Mr. John Brose.  Rosebrook, yes and Brose, yes.   TOTAL OF BILLS:   $85,944.19                                                                         TOTAL OF ELECTRONIC PAYMENTS  $ 4,763.58   TOTAL OF INCOME FOR OCTOBER  $45,891.94                                                                           Mr. Jeff Rosebrook made a motion for adjournment, seconded by Mr. John Brose.            Rosebrook, yes and Brose, yes.
