The Board of Perry Township Trustees met in Regular Session on Monday, November 13, 2017 at 7:00 p.m. at the Community Room in East Liberty.  Roll Call; John  Brose, present, Jeff Rosebrook, absent, Terry Cook, present, and Cindy Stalling present.  Also present was Bonnie Brose, Ginny Montgomery, Joy Litteral,  Mitch Current, Doug Mercer, Doug Henry, Dave Frangis, Sandy Wilcox, Linda Baldridge, Kyle Brugler, Dan Coats, Thomas Coats, Jessica Gibson, Leah Edwards, Larry Wellington, Dan Ackley, John Baughman, Tim Stalling, and Kenny Rosebrook.

Chairman Brose called the meeting to order and all stood for the Pledge of     Allegiance.       

     The minutes of the previous meeting was given to the Trustees to read prior to this

 meeting.  Mr. Brose asked if there were any additions or corrections to the minutes,

then asked if there were any additions or corrections to the financial statements that were

 given to the Trustees from the fiscal officer.  They both stand approved by the trustees.

     Mrs. Bonnie Brose brought up that Santa will be coming to town on Dec. 3, 2017 and we will have the lighting of the Christmas tree then also. This will be at 6:00 p.m.  The 4th grade choir from Benjamin Logan school will be coming to sing.    

     Bonnie also reported that there will be a spaghetti dinner on November 18, 2017 at 6:00 p.m. at the Lodge Hall.  If you are a Veteran, your meal will be free.

     Mrs. Joy Litteral asked about the street light in front of Brooke Watkins house on Foundry St. is still not working right.  John Brose told her that he did not report it, as we are supposed to be getting the new LED light installed in the street light fixtures. 

     Mr. Larry Wellington thanked the Trustees for sending him and Kyle Brugler to their class they recently attended. Larry stated that they learned a lot at the class and he was very appreciative. 

     Larry reported that 3 of the 5 new hires have finished their probationary hand book and they are certified to go on runs. 

     Larry reported that the employer handbook is complete and they sent a copy to Mr. Larry Bennett, our lawyer to look over.  Mr. Bennett was very impressed with it. There are a few changes to be made, Kristy will be making those changes.  Kristy is still working on the SOP’s and SOG’s. 

     The handbook goes into effect as of December 1, 2017, everyone member has received a copy of it by email.  Mr. Brose wondered how you going to know if they read it or not?  After some discussion, all agreed to have a signature sheet stating that they have received and read it and they have to sign off on this paper.

     Larry had a class for James Collins to attend, it was for an ACLS renewal course.  It was $155.00, being a medic he is required to take this class.  It is an Advanced Cardiac Class.  Mr. Collins wanted us to pay for this class.  If the township would pay for this, he would have to sign a contract with Perry Township.  It was discussed as to how long he would have to give back to Perry Township, as he does not live in Perry Township. After a lot of discussion, Mr. Brose made a motion that he would have to commit to a 1-year contract with Perry Township, seconded by Terry Cook.  Brose, yes and Cook, yes.

     Mr. Dan Ackley, zoning inspector, gave an update on zoning and what he had done the past month. He sold a permit to Jay McDonald for a new garage.  Mr. Ackley reported that the Zoning Commission wants to have a meeting in January about the marijuana situation and the swimming pool conflict.  They also want to close some alleys, but they can’t do that.

    Trustees congratulated Mr. John Baughman for winning the recent election and Mr.

 Terry Cook was re-elected. 

     Mr. Mitch Current reported that there has been 600’ of hose ordered. 

   Mitch brought up about the MARCS radios, the county is putting in a grant to try to get them for the county.  The grant is for $50,000.00. And for us to get the radios it would cost $58,680.00. Mitch says the chances to get the grant is better since the whole county is going to go together.  We won’t find out until sometime between April to June.

Mitch said if this grant gets rejected, then Bokescreek and Perry Township will be going together with the MARCS radio zoning.  The Sheriff’s Dept. has okayed this.

     Mitch says they also need 4 mobile radios.

    Mitch said that the radios will be put in the grass truck hopefully next week.

     Mr. Brose said we ARE NOT GOING TO BUY ANOTHER RADIO until the County gets the MARCS radios. 

    Fire Chief, Mr. Doug Henry, reported that there is an employee is interested in taking Medic School and he will sign a contract with Perry Township.  After much discussion, matter was tabled until the next meeting. 

Chief brought up about the 24 hr. positions, they have put together some information with some benefits for this position that they would like to present to the Trustees.  Maybe if we offered them something we could get them to stay around longer.  This info thy have put together includes retirement, vacation days, and sick days.  They would like to meet with the Trustees and not at a regular township meeting, because this is going to take some time to go over.  This will be just an information meeting.  All agreed to meet on Tuesday, Nov 21, 2017 at the Community Room.  There will not be any decisions made at that time.  The fire dept. just wants to present and then the Trustees can take the info home and study it on their own time.

     So far this year we have had 136 squad runs and 65 fire runs so far this year.

     Perry Township Squad has been asked to be a fall back for coverage to Mad River Mountain. 

      Mr. Terry Cook, reported that the park has been closed.

     Mr. John Brose brought up about switching trash companies.  Republic has messed up our bill since July and we cannot get it straightened out.  Mr.  Brose is very frustrated with Republic.

     There has been a sign put up at the Recycling Center to “Not Feed the Animals”, as we are having a raccoon issue. 

     Mr. Terry Cook brought up about getting a new dump truck, we need tires on our old one and it is having other issues too.   He had quotes for new tires from Levans.  For Michelin it would be $2,400.00 for 6, and from Uniroyal $1,700.00 for 6.  After some discussion Mr. Brose made a motion to purchase the Michelin tires, seconded by Mr. Cook.   Brose, yes and Cook, yes.

    We have 3 funerals this coming week. 

     Mr. Brose brought up about the drain tile behind Smuckers property on State Street.  It is plugged somewhere and we need to find the problem.

     The emergency lights in the Community Room are not working.  Joy Litteral said that the batteries need changed.  If it’s not the batteries, Mr. Frangis said that he would donate 2 new ones.

   Mr. Brose brought up about getting a grave bucket to dig the graves in the cemeteries.  It is the exact same size that the grave will be.  This costs $1,755.00 from Bobcat.  Mr. Terry Cook made a motion for said purchase, seconded by Mr. John Brose.  Brose, yes and Cook, yes.  John will order this.

     The Logan County Township Banquet is Nov 16 at Ohio Hi-Point.  The costs are $15.00 per person.

    Mrs. Stalling received her Certified Annual Notice of Exemption from the State Treasurer’s Office.

    Mrs. Stalling brought up about renewing our membership to the Logan County Chamber of Commerce.  It is $220.00 for m’ship. Trustees decided to not to renew this.

    Mrs. Stalling had a copy of the pump tests for the Fire Dept.
