        The Board of Perry Township Trustees met in Regular Session on Monday, October 14 , 2013 at 7:00 p.m. at the Community Room in East Liberty.  Roll Call; Merle Ackley, present, Jeff Rosebrook, present, John Brose, present, and Cindy Stalling present.  Also present was Bonnie Brose, Dave Frangis, Bill Brown, Linda Baldridge, Joy Litteral, Terry Cook, Chuck Litteral, Josh Levan, Dave Cook, Doug Henry, Keith Montgomery, Mitch Current and Larry Wellington.      All stood and recited the Pledge of Alligence.                  The minutes of the previous meeting was given to the Trustees to read prior to this meeting.  Mr. Ackley asked if there were any additions or corrections to the minutes and then asked if there were any additions or corrections to the financial statements that were given to the Trustees from the fiscal officer.  All minutes and reports stand approved.      Mrs. Bonnie Brose reported that PTEC will be hosting their annual auction on Oct. 16 at 6:00 p.m. at the Lodge Hall.  She is still accepting any and all donations.      Mrs. Joy Litteral, reported that she attended a meeting at Mary Rutan Hospital about 3 weeks ago and they will no longer be disposing of outdated medications.  We will now be responsible to dispose of them ourselves.  At this meeting they were told that the ways to dispose of the medication are 1) in the water system, 2) inject the medication into cat litter, or 3) send the medication to a pharmacy company.  The company is a company out of Illinois.  They have a processing fee of $300.00 per year and we could keep our outdated meds up to 1 year and then send them all in together.  This company would send us the shipping labels and we would then ship the meds to them.  They would then bill us by the pound.  Mrs. Litteral stated that she thinks as an estimate it would cost us around $325.00- $400.00 per year.  This would cover us legally with the DEA.  This company will fill out all the paperwork; we just have to send them the meds.  The chiefs and Joy are all in favor of going with this company called PharmaLogistics. Mrs. Litteral said that MRH is contracting with this company.  After some discussion, Mr. John Brose made a motion to contract with PharmaLogistics, seconded by Mr. Merle Ackley.  Ackley, yes, Rosebrook, yes and Brose, yes.  Joy then stated that the fire dept. will need to get another lock box to store outdated meds in, and then that box would be put into the locked cabinet that they already have.  Mr. Ackley made a motion to purchase a lock box, seconded by Mr. Brose.  Ackley, yes, Rosebrook, yes and Brose, yes.      Mr. Chuck Litteral was here to report that the drain behind his house in his field is not working again.  It smells like “shit” said Mr. Litteral, and needs to be capped off.  He said that they have had water in their basement again.  The big mound of dirt that was out there is gone too, it has sunk.  He said that you can hear water running in the riser too.  Trustees told him that they will check it out again.  There may have to be a new tile run.       Mr. Litteral also brought up about the water running in front of their house.  It brings gravel into their front yard.   This is County Road 10, so the trustees will go to the county and talk to them about this problem.       Mr. Doug Henry, assist. Fire chief, thanked the trustees for fixing the fire hydrant at the fire department.      Mr. Keith Montgomery, fire chief, said that at a fire meeting it was brought up about getting reflective vests, to have when they go on accident runs.  They would like to have one for everyone; they only have about 5 of them now.  They would need around 20.  Everyone would then have one to put in their lockers with their turn out gear, and they would be responsible for them.  Mr. Merle Ackley made a motion for said purchase, seconded by Mr. Jeff Rosebrook.  Ackley, yes, Rosebrook, yes and Brose, yes.  These vests will be tear aways.      Chief reported that the Jaws of Life has been ordered.  We have received the BWC grant for the jaws.  We received $27,553.50 from BWC, the jaws costs $36,870.00 so we will need to pay the difference of $9,316.50.  Mr. Merle Ackley made a motion to pay the difference, seconded by Mr. John Brose.  Ackley, yes, Rosebrook, yes and Brose, yes.  We will need to do quarterly reports for BWC since we got this grant.  Trustees asked the Chief what they wanted to do with the old set of jaws; Chief stated that they wanted to keep them in the rescue as a backup set.   Mr. Brose made a motion to keep the old set, seconded by Mr. Ackley.  Ackley, yes, Rosebrook, yes and Brose, yes.       Chief reported that the tanker is down and he is upset about this.  It holds 2,000 gal of water and we depend on it and we don’t have it when it’s out of service.  We are waiting on Ken Rosebrook to get back with the Trustees to get it fixed.  It needs a new sensor; Mr. Brose will call Ken again tonight.       Chief want to get 2 boxes for 2 keys for the locked boxes at TRC. He wants to have a box in engine and one in the rescue.  Each box costs $35.75.       Mitch reported that the repeaters have not been ordered yet as he can’t talk to FCC and the gov’t because of the government shut down.  It will have to wait until the gov’t isn’t shut down anymore.      Mitch reported that he will get the maintenance program put into the computer at the end of the month or the first of next month.  Mitch wanted to know if he could get a company come in and work on the trucks, someone that he can call when something happens.  He stated that there is a lot of mechanics at TRC; could we look into them doing this for the fire dept.?   Doug Henry or Mitch will do some checking into this tomorrow as the Trustees don’t have a problem letting them do this.      Mr. Jeff Rosebrook reported that the handicap ramp at the fire house is done.  The asphalt in front of the fire house is done.      Jeff has ordered the lights for the top of the Lodge Hall.      Jeff has ordered the new emergency lights for the fire house too.        Mr. Merle Ackley brought up that the flowers need to be removed off of all the graves by Nov. 1 for fall clean-up.  We can re-decorate starting on Nov. 8.  Cindy will run an ad in the Examiner.      Mr. Ackley thanked all that helped out on dumpster day.      Mr. Brose brought up about closing Perry Park.  All Trustees agreed to close it on Oct. 31st.     Mr. Brose reported that he changed the light in the C.R. kitchen.     Mr. Brose would like to purchase 6- 8 orange rubber cones, 2’ high.  Mr. Brose made a motion for said purchase, seconded by Mr. Rosebrook.  Ackley, yes, Rosebrook, yes and Brose, yes.      Mr. Brose reported that he has ordered the bed bug traps to put between the mattress and springs in the bed at the fire house.  They go in each corner of the bed.      Mr. Brose reported that the ball field is done. Merle and Dave hauled the sand and the boosters are happy with the repairs.      Mr. Brose talked to Mike Clark about striping road 143.  He quoted Mr. Brose $400.00 to do the road.  Trustees agreed to let him do the job.      Mr. Brose passed out the natural gas questionnaire and stated that he received 35 back out of 145.  This is not enough for the company to consider coming into East Liberty.      Mr. Brose reported on the GMC dump truck.  They drilled holes to grease the lift mechanism but evidently they don’t know what they are doing.      Mr. Brose reported that Jefferson Township is going to store the crack fill machine for the winter.      Mr. Ackley reported that he would like to get a roof over the door in the back of the fire house before Election Day.      Mr. Ackley reported that the roads need to be mowed one more time.      Mr. Ackley brought up that the tree in the corner lot of Susie McCoy needs to be removed, it is unsafe.  Mr. Ackley made a motion to have the tree removed, seconded by Mr. Brose.  Ackley, yes, Rosebrook, yes and Brose, yes.      Mr. Ackley reported that the bases have been poured and are ready for the monuments to be delivered.       Mrs. Stalling reported that Mr. Brose opened a new charge account with McAuliffe’s in Marysville.      Mrs. Bonnie Brose needs a new Wal-Mart card; Mrs. Stalling will get her a new one.      Mrs. Stalling brought up about the fire dept. and EMS patrolling on Trick or Treat night?   They will be doing this for use.  All Trustees agreed to give them the usual donation of $50.00 per dept.      Mrs. Stalling reported that there is a Safety Council meeting on Thursday morning at JVS.  Mr. Rosebrook volunteered to attend this meeting.       Mr. Merle Ackley made a motion to pay the bills, seconded by Mr. Jeff Rosebrook.  Ackley, yes, Rosebrook, yes, and Brose, yes.   TOTAL OF BILLS:     $58,760.68                                                                         TOTAL OF  ELECTRONIC PAYMENTS :  $6,119.32                                                                         INCOME FOR SEPTEMBER  $20,142.87                                                                                        Mr. Merle Ackley made a motion for adjournment, seconded by Mr. Jeff Rosebrook.  Ackley, yes, Rosebrook, yes, and Brose, yes.
