The Board of Perry Township Trustees met in Regular Session on Monday,
September 11, 2017 at 7:00 p.m. at the East Liberty Community Room. Roll Call: John Brose, present, Jeff Rosebrook, present, Terry Cook, present and Cindy Stalling, present. Also present was Larry Wellington, Bonnie Brose, Joy Litteral, Doug Mercer, Doug Henry, Dan Coats, Linda Baldridge, Tim Stalling, Sandy Wilcox, Ken Rosebrook, Renee Rosebrook, Mitch Current, Krystle Current, Ginny Montgomery and Kyle Brugler.
Chairman Mr. John Brose called the meeting to order and all said the Pledge of Allegiance.
The minutes of the previous meeting was not ready due to the fiscal officer having surgery. Mr. Brose asked if there were any additions or corrections to the financial statements that were given to the Trustes from the fiscal officer. They stand approved by the Trustees.
Mr. Brose brought up about the victims of 9-1-1 not being forgotten.
Mrs. Joy Litteral reported that the Logan County EMS will start meeting again this month.
Fire Chief had the TRC contract for the Trustees to sign. They are paying us $5,000.00 this year. Mr. Jeff Rosebrook made a motion to accept this contract, seconded by Mr. Terry Cook. Brose, yes, Rosebrook, yes and Cook, yes.
Chief reported that Mr. Kacy Welty has resigned as the EMS Coordinator at the fire house. As of now they are using the shift supervisors to do this job. Kacy has been working with them and teaching them what needs to be done.
Chief brought up about the new doors for the firehouse. For 3 doors it is going to be $7,500.00. And we would have $2,100.00 in springs. Mr. Terry Cook made a motion to get the 3 new doors, seconded by Mr. Jeff Rosebrook. Brose, yes, Rosebrook, yes and Cook, yes. Sandy Wilcox brought up that the doors being able to be lifted is there is no power. Mr. Brose told her that these doors would be able to do that. They will be counter weight doors.
Chief reported that Hi-Point will be down on Wednesday to work on the heat and Dry Lane Construction will be down on Wednesday as well to work on the new office. Jeff will be down tomorrow as well to help out.
Mr. Larry Wellington reported on the SOP’s & SOG’s. There has been a slight detour as we have hired 5 or 6 new employees at the fire dept, so we needed to get a probationary handbook ready to go. This is a 20 some page handbook. They have gotten allot of info from the Marysville Fire Dept. for the SOG’s. They should be done with the SOP’s and SOG’s be the end of this month. The training with the new employees is going great.
Mr. Ken Rosebrook brought up about what Mr. Paul Benedetti has had to say to us. Mr. Brose said that he keeps telling us that we are not going to recognize East Liberty in 5 years. But, the 1st thing that must happen is bringing a sewer system to East Liberty. A sewer system would have to have at least 15 acres for this. Mr. Benedetti says we will have motels, restaurants, housing development and gas stations, etc. The sewer project will cost $31,000,000.00. And they think it will cost the residents around $20.00 per month.
There was a lot of discussion on this project from the floor.
Mr. Mitch Current brought up about getting 56 shirts for the fire dept. They would be $18.00 each. It would cost $1,008.00 for the shirts. Mitch brought up about needing some new wrenches. Mr. John Brose made a motion for both, seconded by Mr. Terry Cook. Brose, yes, Rosebrook, yes and Cook, yes.
Mitch brought up about a desk top computer for the day crew, so they can do their training, etc. He said eventually they will do their run reports on this. The cheapest one Mitch has send was at Wal-Mart for $500.00 and it did not have a monitor. They are doing their run reports now on the ipad. Mitch stated that a laptop at Micro Center is $699.99 and their refurbished ones are $599.00. They would have to get a virus protection. Mitch likes E-said, that is what he uses.
The grass truck came back to White’s and put the bumper , etc on it and then it went back to Plain City, but it did not have the stuff on it that is was suppose to so it went back to Louisville, Ky. They have put the tank and the lights on it and is should be back to Plain City this Friday or the following Monday.
Mr. Terry Cook made a motion for purchasing the $699.99 laptop from Micro Center, seconded by Mr. Jeff Rosebrook. Brose, yes, Rosebrook, yes and Cook, yes.
The engine goes in Monday to be serviced. It will go to Sutphen in Springfield.
Mrs. Ginny Montgomery was interested in seeing if the swimming pool issues have been taken care of. No they have not. She said that they should be, she had to go by the laws and everyone else should to.
Mr. Jeff Rosebrook brought up about the shooting range? We are still waiting on the Conservation Club people to contact us.
The dump truck (2009), when you push on the brake, it goes clear to the floor, is what White’s said. The Trustees can’t get it to do it. TRC wouldn’t touch it, they said it wasn’t safe to drive.
Mr. John Brose had the street lighting contract changed where we have the option to bale out if we want to. This contract is a 5 year contract. They will also come and change all our street lights to LED lights, as they are brighter. John has talked to several people and mostly everyone said yes to change them. It will cost us $2,500.00 to switch them all. Mr. Brose made a motion to do this, seconded by Mr. Rosebrook. Brose, yes, Rosebrook, yes and Cook, yes.
The lodge is done. Covering the windows with vinyl siding and also around the front of the building. It cost us $3,000.00 It looks really nice. Trustees thanked Carolyn Grimes for painting the front of the post office to match the lodge now. It all looks great.
There has been a new water pump put in the Community Room. We also pumped the septic tank at the Community Room.
Mr. Brose passed the Resolution for the County Engineers Roads, seconded by Mr. Cook. Brose, yes, Rosebrook, yes and Cook, yes. This is a certificate saying what roads we want to do next year and that we will pay for it. And what funds the money will be coming out of.
Mr. John Brose accepted the Amounts and Rates by the County Auditor and the Budget Commission, seconded by Mr. Jeff Rosebrook. Brose, yes, Rosebrook, yes and Cook, yes.
John had a letter on the Tickle House on Foundry St. The county is wanting to give this property to the Township is we have a need for it. If we would sell it, the it goes back to the State. (Land Bank). The County has it now. They have tried to sell it for $25,000.00. Perry Twp does not have a need for it.
The ditch in front of Heritage, the county will come out and dip this ditch out. (CR 133) They will charge us $654.00. Mr. Rosebrook made a motion to do this, seconded by Mr. Brose. Brose, yes, Rosebrook, yes and Cook, yes.
Brad from LUC is calling a meeting with Perry, Jefferson and Zane Twps on Oct. 11, 2017 at 7:00 p.m. to discuss the medical marijuana. This is HB 523.
Dumpster day will be October 14.
