The Board of Perry Township Trustees met in Regular Session on Monday, September 8, 2008at 7:00 p.m. at the Community Room in East Liberty.  Roll Call: Gary Baker, present, Jeff Rosebrook, present, Merle Ackley, present and Cindy Stalling, present.  Also present was Melony Baker, Howie Kaiser, Bev Wolf, Keith Montgomery, Doug Henry, Doris Kerns Brokaw, Stanley Mounts, Bill Ramsey, Mitch Current, Scott McCain, Tom Cunningham and Paul Blair.

           The minutes of the previous meeting was given to the Trustees to read prior to this meeting. Mr. Baker asked if there were any additions or corrections to the minutes and they stand approved as written.

           Mr. Baker asked if there were any additions or corrections to the financial statements that were given to the Trustees from the fiscal officer.  They stand approved.

            Mr. Stanley Mounts and Mr. Bill Ramsey representing the Benjamin Logan School Board gave an update on the upcoming school levy.  Why all residents should vote for the levy.  It will be State Funding, and that the original levy passed in 1991 and we have had to renew it 2 times.  They have to put on a renewal again in November, but there will be NO new taxes.  Mr. Mounts reported that the High School pays off in December 2008.  The Middle School and the Elementary schools will be paid off in 2019 by the original levy being passed.  With the refinancing and the lower interest rates that we have now those two buildings will be paid off in 2014.  The HB 66 took money away from businesses and the State of Ohio will continue to pay us money if the levy passes for the next 10 years.  We will lose 2.5 million dollars if the levy doesn’t pass.  If the levy passes, in Jan. 2010 the taxes will go down.  Mr. Mounts said that this is an Emergency levy so not a mill levy, we are voting on dollars, and this will be a 10 year levy.  Mr. Mounts said that the last payment on the High School in December will be $1,278,456.25.

            Mrs.  Bev Wolf reported that she needs help tomorrow around 12:30 p.m. at the food pantry from the fire dept.

            Chief Montgomery reported that the 5” 100’ hose is no good and will cost $910.00 to replace it.  The 3 sections of 2 ½” 50’ sections are $640.00. 

The portable suction kit on the squad quit and needs replaced, and could be expensive.

    The tires on the squad need to be replaced and the outside duals are bad also.  Mr. Gary Baker told the Chief that he has talked to Levan Service Center in Bellefontaine and we can get all weather radials at the State bid price and for the fire dept. to call up there and get an appointment to get new tired put on the squad.

            Chief reported that on Nov. 15 there is going to be a rescue search on CR 144 at the Boy Scout Camp and Perry Twp. Will be taking our rescue and the engine out there for this.

            Chief stated that they need 2 new pair of gloves and they are $63.00 per pair from Fire Service Inc. of Indiana.

            Chief reported that Dave Frangis needs to go to fire school, his Indiana licenses won’t work here in Ohio.  This is a 36 hr. class and will cost $375.00

            Mr. Merle Ackley made a motion for purchasing the fire hose, the gloves, the portable suction kit, the tires and the fire school for Dave Frangis, seconded by Mr. Jeff Rosebrook.  Baker, yes, Rosebrook, yes, and Ackley, yes.

            Mr. Baker reported that the sump pump is finally in and he has it for the fire dept.

            Mr. Tom Cunningham was just observing.

              Mr. Merle Ackley reported that the Handicap sign is up and that we will be putting up cones on Election Days so that we are handicap accessible and up to code with that.

            Mr. Ackley reported that the roads have been mowed. 

            Mrs. Melony Baker thanked Mr. Ackley for scooping ice cream at the Street Dance and also for letting us use one of his wagons for the band.

            Mrs. Stalling received paperwork on what it will cost the township if the Health Dept. levy doesn’t pass., and that amount is $37,407.73 for a $500,000.00 budget.

            Mr. Jeff Rosebrook reported that he got the power fixed to the pump at the

Temperance Street

            Mrs. Carol Cook told Mr. Rosebrook that the roof on Jimmy McCreary’s home on N. Main Street, that the end towards her house has fell in and needs something done with it.  The trustees will take a look at this.

            Mr. John Stanford contacted Mr. Rosebrook to see if we would level out the ditch across from his home on S.R. 292.  Mr. Rosebrook told him that he lives on SR 292 so that this would be the State’s problem not ours.

            Mr. Rosebrook stated that we are still waiting on prices for the turn out gear racks. We are getting two prices on these.

            Mr. Gary Baker called the phone company about the phone line at the fire station, and they told him that they would send someone out here to look at it.

            Mr. Baker stated that the cemetery drives look really nice where Kurt Penhorwood of Liberty Bobcat has been filling in the cracks.

            Mr. Baker has the water pump done at the Temp. St. Garage.

            Mr. Gary Baker made a motion to accept the Fire Safety and Regulations Resolution, seconded by Mr. Jeff Rosebrook.  Baker, yes, Rosebrook, yes and Ackley, yes.  Copy of Resolution is attached.

            Mr. Baker reported that Mayhem Painting (Bob Mayhem) had a quote for stripping of our roads for $360.00 per mile.  He told Mr. Baker that it would take approximately $4,800.00 to do the roads that we need to do.  It would take him around 2 hours to do the job.   After some discussion, Mr. Baker made a motion to accept the quote from Mayhem Painting for $4,800.00, seconded by Mr. Merle Ackley.  Baker, yes, Rosebrook, yes and Ackley, yes.

            Mrs. Stalling reported that Mrs. Margie Cook is still off of work until Oct. 14, 2008.

            Mr. Merle Ackley reported that they got the rock installed on Jim Clay’s cemetery lot today.

            Mr. Baker said that there are cracks in the road across from

garage where there is grass growing up through the cracks.  He would like to have Liberty Bobcat look at it and give us a quote on that and also on
Bible Road
Wolever Road
before the next meeting.  This was okay will all trustees.

            Mr. Baker brought up about getting 2 quotes for air conditioning for the Lodge Hall.  We would still need to get permission from Mr. George Clapsaddle to put condensing limits on the roof of the building, as he owns the building beside the Lodge Hall.

            We received a quote from Triple C Construction for the bathroom at the Fire House, It was to remove the bunk room, new floor joist, cut in doorways and hang the doors for a quote of $14,575.00. Mr. Rosebrook made a motion to accept this quote, seconded by Mr. Ackley.  Baker, yes, Rosebrook, yes and Ackley, yes.  Mr. Baker will get prices on the toilets and the lavatories.

            Mr. Merle Ackley made a motion to accept the Resolution Accepting the Amounts and Rates as determined by the Budget Commission, seconded by Mr. Jeff Rosebrook.  Baker, yes, Rosebrook, yes and Ackley, yes.

            We will be having Fall Dumpster Day on Sat., Oct. 11, 2008 from 8:00-2:00 p.m. in front of Perry Park.  Mr. Rosebrook will call and get the dumpsters.

            Mr. Keith Montgomery brought up about the old foundation on his parents cemetery lot, it needs to be removed. Trustees will take care of this.

            Mr. Paul Blair thanked the Trustees for trimming the poison at the Greenlawn Cemetery.

            Mrs. Melony Baker thanked all who helped out in any way at the Street Dance, and it was a hugh success.

            Mr. Gary Baker made a motion to pay the bills, seconded by Mr. Merle Ackley.  Baker, yes, Rosebrook, yes and Ackley, yes.
