The Board of Perry Township Trustees met in Regular Session on Monday, January 14, 2008 at 7:00 p.m. at the Community Room in East Liberty. Roll Call: Gary Baker, present, Jeff Rosebrook, present, Merle Ackley, present, and Cindy Stalling, present. Also present was Laurie Collins, Tom Erwin, Neill Rhodes, Scott McCain, Dan Ackley, Melony Baker, Rob Bibart, Paul Blair, Keith Montgomery and Bonnie Brose. Chairman, Mr. Gary Baker asked for nominations for Chairman of the Board for 2008, Mr. Jeff Rosebrook made a motion to leave the positions as is for the year 2008, Mr. Merle Ackley seconded by motion. Baker, yes, Rosebrook, yes and Ackley, yes. Therefore Mr. Baker will remain as Chairman, Mr. Rosebrook will be Vice-Chairman and Mr. Ackley will be the member for 2008. The minutes of the previous meeting was given to the Trustees to read prior to this meeting. Mr. Baker asked if there were any additions or corrections to the minutes, and they stand approved. Mr. Baker asked if there were any additions or corrections to the financial statements that were given to the trustees from the fiscal officer. They stand approved. NO bids came in on the Bobcat. Laurie Collins and Tom Erwin were in attendance to see if there was a possibility of a recycling drop-off site being constructed in East Liberty. Mr. Erwin had information on the project and he passed out his info and then went over it with everyone. Mr. Erwin explained that they want to expand the recycling into all the rural areas. They would like to start with Perry Township cause they think that Perry Township has the funding to help with this project. Next on their agenda to visit is Bokescreek Township. They explained that recycling centers do not make any money but can be self-supporting. They explained their pay-to-throw procedure that is being used at Lakeview now. There you purchase their bags at $1.00 per bag, and if you buy their bags you can use their dumpsters. They said that the overall operation of a recycle center would be the recycling responsibility not the townships. Mr. Erwin and Ms. Collins were thinking of some areas as to where would be a good location for a center, they came up with: 1) Perry Park 2) Methodist Church parking lot 3) Temperance St. garage 4) Lot beside the Church of Christ Mr. Baker suggested the field across from Reliant Mechanical, it belongs to the County and it’s not being used for anything right now. Tom and Laurie will contact the county and talk to them about this location. Mrs. Melony Baker said that she had talked to some members of the Methodist Church and they were all receptive of having it there. Mr. Merle Ackley wanted to know if there was any grant money available to help with this. Ms. Collins said that yes there is, and she will look into this for us. She said that there is a Mary Eleanor Morris Fund that is for Logan County and she will check into this fund for help. She is also going to check with this fund about getting a generator for the Lodge Hall for emergencies. Mr. Ackley wanted to know what the time factor is from start to finish for a recycle center to be set up. He was told 2 weeks if the weather cooperates. Mr. Baker said that he will talk to the Log. Co. Commissioners as well about the land out across from Reliant. Mr. Neill Rhodes wanted to know that if it is self-sustaining, with the pay-as-you-throw how it will pay for itself. Mr. Erwin said that the money from the recycle material goes towards the expenses. Mr. Scott McCain, from the fire dept., brought up about going to an EMS/Fire Instructor class. This class starts on Feb. 12 through April 18th. He said that this is not for new EMT’s it’s a refresher training class. Mr. McCain reported that the laws are going to be changing in the next few years, and that all EMT/FF will have to have 52 hrs. of continuing education per year. Scott also explained that the State is trying to get all EMT, FF and Medic cards to expire on the same date, if the individual has more than one of these cards. Mr. McCain explained that he could teach for 3 years after taking this class to others at the fire dept., and then in 3 years he would have to renew his card. After some discussion, Mr. Gary Baker made a motion to send Mr. Scott McCain to this training class, seconded by Mr. Merle Ackley. Baker, yes, Rosebrook, yes and Ackley, yes. The instructor class costs $425.00, Chief Montgomery reported that there is a new volunteer wanting to join the dept., it is Mr. Robert Shively. He has moved to a home on Temperance St. We still have more information to get from him. Mrs. Bonnie Brose, representing the PTEC Committee, brought up about the fireworks for 2008. They have gotten Pyrotenico Company to set off the fireworks on July 5, 2008. Pyrotenico would like to see a gate between the cemetery and the field where they set off the shells put in, this way they won’t have to go through Jay Ackley’s field. Trustees thought it would be better to put a gate in at the park, not in the cemetery. Pyrotenico apologized for the mess that was left in the field last year. Mrs. Brose stated that if the fireworks are paid for by April 1st they can get 20% more shells, which would be 200 more shells. She wanted to know if the township was willing to pay for ½ of the fireworks again this year. Matter was tabled. Mr. Dan Ackley, zoning inspector gave a zoning update. He sold a permit to Honda for a new guard shack, and we faxed the application to the company requesting the application. Dan reported that he got the application back, but it’s not signed. It also contained the money for the permit. He wasn’t sure what to do about this. Mr. Baker told him to send the application back and have them sign it and send it back to us. We will hold their money until we get the application back. Mrs. Stalling has gotten the survey out to all property owners in Perry Township; they have until Jan. 30 to return their surveys. Mr. Rob Bibart, of the Log. Co. Sheriff’s Dept., was in attendance to have some open communication more with the townships in Log. Co. He stated that there has been a lot of things going on at the Sheriff’s Dept., and a lot of the sheriffs have quit, and he stated that the ones still there want to do the right things for the residents of Logan County. They want to open the grounds of communication with the county. Mr. Paul Blair, cemetery mower, brought up that with the price of fuel going up he will need more money for the cemetery mowings this year if we hire him to do them. He would like to have $5.00 more for East Liberty Cemetery, $2.50 more for North Greenfield Cemetery and $2.50 more for Greenlawn Cemetery. All trustees agreed to this, as they are all satisfied with his work. Mr. Gary Baker made a motion to hire Mr. Paul Blair and to give him the increase he is asking for, seconded by Mr. Merle Ackley. Baker, yes, Rosebrook, yes and Ackley, yes. Mr. Jeff Rosebrook brought up that they still need to check on Escom Pack’s drain problem. All trustees agreed to get together to do this. Mr. Merle Ackley brought up that him and Dave have put all new flags in all of the cemeteries. Mr. Ackley has ordered the chemicals for mosquito spraying for this summer. Mr. Ackley and Dave cleaned up corn stalks on T.R. 131 out of the ditch. Mr. Gary Baker made a motion to accept the Records Commission sent to us by the Ohio Township Association, seconded by Mr. Jeff Rosebrook. Baker, yes, Rosebrook, yes and Ackley, yes. (There is a copy attached.) Mrs. Stalling gave all the trustees the answer from Mr. Heaton, Log. Co. Pros. Att’y on the plowing of snow. He advised NO Plowing of driveways, except for emergencies. Mr. Gary Baker called Fire Safety Services, about the air packs, Mr. Baker wanted to know about a state bid on these. Mr. Baker was told there in no state bids on air packs, and they suggested we buy locally, for servicing. They told Mr. Baker that they are probably lower than any other companies. Mr. Baker asked Mr. Spath to come down here and tell us what kinds of things we will need in the next couple of years with outdated equipment. Mr. Baker reported that the garage doors at Temperance St. are wired and adjusted and are good to go. Therefore we need to set up a date to move the rest of our stuff from the garage on State St. up to Temperance St. so we can turn the State St. garage over to the fire dept. All Trustees agreed to move the rest of the items on Jan. 26, 2008 at 8:00 a.m. They will need to get some shelving up at the Temp. St. Garage prior to the move. Chief Montgomery reported that he contacted Triple C Construction to look at the meeting room at the fire house and give us a quote on the remodeling. Mr. Merle Ackley wanted to know when the information on our road work needed to be into the County. It needs to be in by Feb. 15. Mr. Ackley would like to see T.R. 141 done. He would also like to see some of the roads sprayed as well. Mr. Baker said that H&S Asphalt would like to give us a quote on T.R. 141 too. Mr. Baker reported that he and Mrs. Stalling met Thursday with Mr. Bob Kehoe from OTARMA about our liability insurance. He will be putting together a quote for us before next months meeting. Mr. Baker said that Mrs. Kristy Wellington called him about Pat Clay’s dog being loose. The dog was at her house and she is afraid of him. Mr. Baker called Mrs. Clay and she told him that she is trying to keep him on his lease, but she is having some trouble controlling him. But, she will do her best to keep him at home. Mr. Harry Bray called Mr. Baker about getting some more stone in front of his property on Hamilton St. where people come and go from the Mini Mart and throw his gravel out of his drive. Trustees would like to see the State put some blacktopping in to hold the stone in place. We will have Dave get some stone and put some in the low spot on his property for now. Mrs. Stalling brought up that we need to set our Appropriations meeting, all trustees agreed to have it on Sat., Jan. 26 at 8:00 a.m. and then after the meeting we will move the rest of the stuff from the State St. garage to the Temp. St. Garage. Mrs. Stalling will advertise the appropriations meeting in the Examiner. Mrs. Stalling had given all the trustees a copy of the inventory; she asked if there were any additions or corrections to the inventory? Trustees wanted to wait until next month as they wanted to look it over some more. Mr. Dan Ackley brought up that Mr. Charles Rasnick wants a letter stating that his house is okay with Perry Township’s zoning regulations. Trustees are okay with this, and Mrs. Stalling will write one up for him. Mr. Gary Baker made a motion to keep meeting on the second Monday of each month at 7:00 p.m., seconded by Mr. Jeff Rosebrook. All trustees agreed that we did not need to have our annual zoning meeting with the zoning boards as we have been having meetings with them lately. Mr. Gary Baker made a motion to leave Johnson Excavation at $120.00 for opening and closing of graves and $150.00 for opening and closing on the weekends, seconded by Mr. Jeff Rosebrook. Mr. Merle Ackley made a motion to raise the mileage outside of Perry Township to $.48 per mile as set by the State, seconded by Mr. Jeff Rosebrook. Baker, yes, Rosebrook, yes and Ackley, yes. The policy for paying for Township Officials mileage, registration, and reasonable prices meals to township conventions, workshops and so related meetings will continue to be honored. Any schooling or seminars the township will pay for the classes. Mr. Merle Ackley made a motion to raise the pay for the part-time employee to $14.00 per hour, seconded by Mr. Jeff Rosebrook. Baker, yes, Rosebrook, yes and Ackley, yes. Mr. Gary Baker made a motion to give our full-time employee, Mr. Dave Sharp a 4% pay raise, seconded by Mr. Merle Ackley. Mr. Sharp will still get 10 paid holidays, 10 vacation days, and also 3 sick days per year. He can carry over a maximum of 60 days per year. We will continue to honor that any NON-PROFIT organization will NOT be charged for using the Lodge Hall, this will also include use for funeral dinners. The shoveling of snow if Mrs. Brose does it will be paid the part-time wage of $14.00 per hour. Mr. Merle Ackley made a motion to leave the fire chief salary at $175.00 per month for 10 months of the year, seconded by Mr. Jeff Rosebrook. Baker, yes, Rosebrook, yes and Ackley, yes. Mr. Montgomery will not be getting paid in June or July. Mr. Gary Baker made a motion to give the Squad Chief, Mrs. Margie Cook a $50.00 per month salary, seconded by Mr. Merle Ackley. The inspection will be $225.00 per inspection if 3 men attend. The township will pay for any training of advanced training to the fire department members as the Township see fit and approves of. For basic EMT it will be $9.50 per hour, for Advanced EMT it will be $10.00 per hour, for Medic or Ltn. it will be $11.00 per hour. NO ONE will work over 1500 hours per year. The daytime paid dept. will run from 8:00 a.m. – 4:00 p.m. The volunteer pay will remain the same as last year. Pay will be as follows: EMT’s - $25.00 Night Shift Mon-Fri If you are an EMT –FF Mon- Fri it is $50.00 FF- $25.00 Night Shift Mon- Fri If you are an FF-EMT Weekends $100.00 EMT’s $50.00 Weekend Shift full 24 hrs. Mr. Gary Baker made a motion that the township would pay any CDL driver on our insurance, which plows snow, the part-time wage of $14.00 per hour, seconded by Mr. Merle Ackley. Any purchase over $300.00 needs to have at least 2 trustees approval prior to the purchase. This is for the 3 trustees and the fiscal officer. This also includes our cemetery mower. Mr. Gary Baker made a motion that ONLY Perry township residents can rent the Community Room, and that we will continue to accept donations, seconded by Mr. Jeff Rosebrook.
