The Board of Perry Township Trustees met in Regular Session on Monday, November 9, 2009 at 7:00 p.m. at the East Liberty Community Room. Roll Call: Merle Ackley, present, Jeff Rosebrook, present, Gary Baker, present and Cindy Stalling, present. Also present was Melony Baker, Keith Montgomery, John Brose, Bonnie Brose, Tom Cunningham, Dave Cook, Dave Frangis, Howie Kaiser and Paul Blair.
The minutes of the previous meeting was given to the Trustees to read prior to this meeting. Mr. Ackley asked if there were any additions or corrections to the minutes and the stand approved. Ackley, yes, Rosebrook, yes, and Baker, yes.
Mr. Ackley asked if there were any additions or corrections to the financial statements that were given to the Trustees from the fiscal officer. They stand approved.
Ackley, yes, Rosebrook, yes and Baker, yes.
Mrs. Bonnie Brose congratulated Mr. Merle Ackley and Mr. Jeff Rosebrook for getting re-elected in the recent election.
Bonnie brought up that in the LodgeHall the wall back by the refrigerator is deteriorating and needs to be looked at.
Fire Chief, Keith Montgomery stated that the Fire Dept. would like to have a label maker. There is a kit from Grainger for $43.00. Mr. Merle Ackley made a motion for said purchase, seconded by Mr. Gary Baker. Ackley, yes, Rosebrook, yes and Baker, yes.
Chief reported that the doorlock on the garage don’t work anymore. The Chief and Howie have keys to the door, but the gears won’t work anymore. They would like to have a lock like what’s on the other building if at all possible. Mr. Baker said that he would look into this for them.
Chief wanted to know if the turn-out gear is insured? He stated that it is only lasting like 3-4 years before it is rotting out. The material is separating on it. Mrs. Stalling stated that the insurance is for if it gets ruined on a run. It was discussed that maybe we should look into other companies that carry turn-out gear and see if their prices are compatible or not.
Chief said that they needed some nozzles and holders for the trucks and he went ahead and got them.
The EZ10, Dave Cook stated that the fire dept. does not need one of these. Mr. Baker said that Darin Robinaugh told him that we do need one by protocol. After some discussion, and Mr. Howie Kaiser explaining the procedure that is done to use one of these, and that it is a last ditch effort for the patient. Mr Kaiser stated that they found a kit for $950.00. Mr. Gary Baker found a kit for $595.00, but this does not include infant needles. Mr. Baker made a motion to purchase the $595.00 kit, seconded by Mr. Ackley. Ackley, yes, Rosebrook, yes and Baker, yes.
Chief reported that all department members have taken the driving course class.
Chief wants to know that when their beepers go off, and the members leave their homes in their personal vehicles to come to the station for the run, are they covered by the townships insurance? Mrs. Stalling will contact the insurance company and find out about this.
Mr. Dave Cook stated that we need to get some SOP’s wrote up again for the fire dept. Chief stated that we will do this after the first of the year.
Mr. Cook said that the squad needs a check for the renewal of the drug licenses. Mrs. Stalling told him to have Margie get ahold of her and let her know the amount and she will cut a check for this.
Dave reported that Margie is in therapy again for her shoulder.
Mr. Gary Baker reported that the one ton truck has had the alignment done on it.
Mr. Baker stated that the 24 hour recycle center should be done in about 2 weeks.
Mr. Baker closed the park as of Saturday, November 7. Mrs. Stalling called Allied Waste and had the polycarts at Perry Park put on vacation until spring.
Mr. Jeff Rosebrook, reported that he and Dave hooked up the generator and tested it out. He stated that it works great, and we could probably hook up the community room also if we would decide to do that too. Mr. Rosebrook will get a price from DP&L to see what they would charge us to run it over to the community room from the lodge hall.
Jeff got the material for the electric work for the shelter house.
Jeff stated that he got the catch basin for the front of John Baughman’s property on
N. Main Street
Jeff talked to ODOT about the ditch on SR 292 across from Stanfords property, ODOT said that they will come out and clean it out, and they should be able to get to it yet this year.
Jeff fixed the light in the Community Room and 2 in the Lodge Hall.
Mr. Baker reported that the parking lot beside the fire house is very dark and also at some of the bus stops here in town it is dark. Mr. Baker talked to Mr. Sidders, the Ben Logan Transportation director and was told that the bus drivers have been complaining about how dark it is here in town. Mr. Baker called Miami Valley Lighting and then he met with Robyn from Miami Valley Lighting and they walked the town for 3 hours. Then they got out the map and figured that we need to have 16 more lights installed here in town. We would also need to put in 3 new poles and the rest of them would go on DP&L poles. To install the new poles it would cost $2,124.00. Then it would cost $10.22 per light per month, or $1,962.24 per year. Mr. Jeff Rosebrook made a motion to install 16 more street lights, seconded by Mr. Merle Ackley. Ackley, yes, Rosebrook, yes, and Baker, yes.
Mr. Baker reported that Dave asked him about putting pure salt at the intersections this winter? If we would do this we would need a new salt speader for pure salt. Mr. Baker had a price for one from Levans, for the spreader and to have it installed it would cost $2,338.54. Mr. Merle Ackley made a motion for said purchase, seconded by Mr. Gary Baker. Ackley, yes, Rosebrook, yes and Baker, yes. Mr. Baker had a price from National Soft Water for salt, for a pallet of # 2450 it would cost $208.25.
Mr. Baker reported that all three of the trustees met about a crack fill machine. Mr. Baker talked to a representative from H&S Asphalt and he told Gary that it takes an average of 600# to do a mile. The represative told Gary that the average done per year is around 7,200# and they charge $1.50 per # for a price of $10,800.00. They can do 1 mile per day. Mr. Baker stated that if the township would purchase our own machine for $40,975.00, and it would last at least 25 years it would pay for itself. If we had our own machine we could purchase material for $.50 per pound compared to $1.50 per pound. Which would be $6,500.00 per mile instead of $10,800.00 per mile, a $4,300.00 savings per mile. Mr. Baker has talked to a trustee from Jefferson and Zane townships to see if they might be interested in going in with us to purchase the machine. They are going to bring it up at their next meetings. Mrs. Stalling contacted Mr. Heaton to see if we could go in with two other townships to make this purchase and he said that we could. Mr. Baker called BWC to see if we would be covered and was told that yes we are. Each township would have to cover the machine with their own insurance companies. Mr. Baker is going to attend the next Jefferson Township meeting, and Mr. Charles Bennett of Zane township is going to bring it up at the next Zane township meeting.
Mr. Gary Baker made a motion to purchase equipment, seconded by Mr. Merle Ackley. Ackley, yes, Mr. Rosebrook wants to wait on the other two townships to see if they are interested in going in with us on this.
Mr. Merle Ackley brought up about getting a Excavator from Bobcat. With attachments it would cost $35,274.00, and this is a State Bid. After some discussion, Mr. Ackley made a motion for said purchase, seconded by Mr. Gary Baker. Ackley, yes, Rosebrook, yes, and Baker, yes.
Mr. Merle Ackley asked Mr. Paul Blair if he was interested in mowing the cemeteries next year for the township? Mr. Blair said that he was, and that it would be for the same price as this year. So, Mr. Merle Ackley made a motion to hire Blairs Lawn Care for the 2010 mowing season, seconded by Mr. Gary Baker. Ackley, yes, Rosebrook, yes and Baker, yes.
Mrs. Stalling brought up that our health insurance went up 24.3% for 2010. After looking over the paperwork, Mr. Jeff Rosebrook made a motion to accept the insurance from Anthem BC/BS, seconded by Mr. Merle Ackley. Ackley, yes, Rosebrook, yes, and Baker, no. As Mr. Baker does not use our health insurance.
Mrs. Stalling brought up that the Loeb Electric bill has sales tax on it, and we need to have a new bill billed to the township. Mr. Dave Frangis, works for Loeb Electric and stated that he will take care of this for us.
Mr. Gary Baker stated that Mr. Harver Grimes donated a aluminum cross bed tool box to the township for our truck. We need to send him a thank-you note.
Mr. Baker reported that he fixed the water fountain in front of the Antique Shop, and Mr. Baker paid for all material to fix this and had the water tested by the Log. Co. Health Dept. and paid for that as well.
Mr. Merle Ackley made a motion to pay the bills, seconded by Mr. Jeff Rosebrook. Ackley, yes, Rosebrook, yes, and Baker, yes.
