The Board of Perry Township Trustees met in Regular Session on Monday, February 8, 2010 at 7:00 p.m. at the East Liberty Community Room. Roll Call: Merle Ackley, present, Jeff Rosebrook, present, Gary Baker, present and Cindy Stalling, present. Also present was John Brose, Bonnie Brose, Howie Kaiser, Dave Frangis, Bev Wolf, Dave Cook, Tom Cunningham, Brian Tracey, Robert McColloch, Keith Montgomery and Dan Ackley.
The minutes of the previous meeting was given to the Trustees to read prior to this meeting. Mr. Ackley asked if there were any additions or corrections to the minutes and then asked if there were any additions or corrections to the financial statements that were given to the Trustees from the fiscal officer. They both stand approved.

Mrs. Bonnie Brose reported that the Lodge Hall is going to be very busy the next couple of months.
Mr. Dave Cook reported that there will be a training session on the EZ-I0 on February 24 at the Fire House.
Mrs. Bev Wolf needs help tomorrow from the day crew at the food pantry.
Mr. Brian Tracey wanted to be put on the emergency snow removal call list for Perry Township. Mr. Merle Ackley made a motion to put him on the list, seconded by Mr. Jeff Rosebrook. Ackley, yes, Rosebrook, yes and Baker, yes. Mr. Tracey gave his information to Mrs. Stalling.
Mr. Gary Baker contacted the State Purchasing Program to see if they had any Dump Trucks on the State Bid list, and they do not. Mr. Baker also found out that the State bid doesn’t always mean the lowest bid. So, the trustees will need to start working on a set of specs for a new dump truck.
Mr. Baker said that Ken Rosebrook told him that they are having a hard time getting parts to fix the Big Truck, but he will let Mr. Baker know when the parts are in and then he will get it fixed.
Mr. Baker has ordered the doors and locks for the fire house.
Mr. Baker stated that the wire harness for the truck for the recall is still not in.
Mr. Baker called Bill Montgomery about the Akey Cemetery and he hasn’t heard anything back from him yet.
Mr. Baker reported that the tire and rim, and the bucket are in for the Bobcat.
Mr. Baker still has gotten NO word back about the new Street Lights.
Mr. Rosebrook attended another Egg Farm meeting. He stated that the company is now saying that the farms are going to be cage free.
Mr. Rosebrook got the decals for both trucks that are not lettered.
Mr. Rosebrook was out on Bible Road and he stated that we need to have a turn around out there. Mr. Rosebrook will go out and see the people who live in the house now and will talk to them to see if we can put one in out there, and see what would be convenient for both them and us.
Mr. Ackley had a quote from Mac-O-Chee for cutting some trees for us. The quote was for $2,985.00. After some discussion, Mr. Ackley made a motion to hire him to cut the trees, seconded by Mr. Baker. Ackley, yes, Rosebrook, yes and Baker, yes.
Chief Montgomery reported that the fire dept. needs some more floor dry. He had a price from NAPA, for 30 bags it would cost $179.70.
Chief stated that Mr. Dave Cook needs a new helmet as his is outdated, and Dean Moore needs a new coat, his is 20 years old and needs to be replaced.
There is 17 going to FDIC, the fire dept. is going to go ahead and pay for their tickets and then the township can reimburse the fire dept. for this.
Chief said that we need to get together to put some new SOP’s together.
Chief said that some of the day crew needs some new pants. Howie, Troy and Scott Harris needs to have some of theirs replaced. They will get these from Gall’s.
Chief reported that in 2012 the radios that we have now will no longer work. We will need to purchase new radios and a license. The radios we have now will be obsolete. Every truck radio with the exception of the one in the tanker will have to be replaced. Chief said that the Sheriff’s office told him that the county will help us replace these financially. They are going to a higher band so that it will be clearer.
Chief reported that they will be hosting the County Fire Meeting next month at our fire house.
Chief said that Oliver Welding has the hangers done, but we still need to go and get them.
After some discussion, Mr. Gary Baker made a motion to purchase all that the Chief asked for for the fire dept., seconded by Mr. Jeff Rosebrook. Ackley, yes, Rosebrook, yes and Baker, yes.
Mrs. Stalling had the contracts ready for Johnson Excavation and Blair’s Mowing for 2010 for the trustees to sign.
We received our certificate approving our Appropriations from the County Auditor’s office.
Mr. Baker stated that Dave’s cell phone had busted again. He contacted AT&T about getting a heavy-duty sturdy one. That phone will cost $300.00. After discussing this, all trustees agreed to invest in this for Dave. Mr. Baker will get this phone.
Mr. Baker brought up that the weekend that we got SO much snow, John Baughman, Steve Brose and Eric Johnson helped out a lot getting the snow removed here in town and in the alleys. Mr. Baker made a motion to give each of these gentlemen $200.00 for their help, seconded by Mr. Ackley. Ackley, yes, Rosebrook, yes and Baker, yes.
Mr. Baker reported that he contacted Mr. Mike Bow of M&K Engineering about getting a cost to cover the creek at Perry Park with tile.
Mr. Bow had a quote for his services:
Step 1 $2,500.00 for preliminary design, surveying, meeting with twp.
Step 2 $2,500.00 for getting the bid sheets ready and get them out to the public
Step 3 $2,000.00 for overseeing the construction of the project.
Mr. Bow told Gary that there is 240 acres upstream that drain into this ditch.
This would have to go out for bids.
Mr. Jeff Rosebrook reported that he had a couple gentlemen from Honda contact him about putting a cap on our zoning permits.
Mr. Rosebrook wanted to know that when he plows out the parking lot beside the fire house could the daytime workers move their cars down there. It would make it easier to clean out from in front of the fire house if there were no cars parked there.
Mr. Dan Ackley, zoning inspector, thanked that trustees for keeping him on as zoning inspector.
Mr. Merle Ackley reported that there has been a pole put up in front of the stop sign on TR 132, so now you can’t see the stop sign. Mr. Ackley called the county and they told him that they are going to put up a Stop Ahead Sign up the road.
Mr. Ackley reported that the rear tractor tire is not good and needs to be replaced. He quoted that we can get one from Parrott’s for $334.00.
York Township trades their tractors in every year and gets new ones. They get a really good trade-in on them and then it doesn’t cost much to get the new ones. Maybe we should look into starting this.
Mrs. Stalling reported that we received a letter from BWC that there is going to be a hearing on Mrs. Margie Cook, if someone from Perry Township would like to attend it. Trustees stated that we are not appealing this so we don’t need to attend it.
Mrs. Stalling had an invoice from LUC to stay a member for 2010. Mr. Merle Ackley made a motion that we continue our membership, seconded by Mr. Jeff Rosebrook. Ackley, yes, Rosebrook, yes and Baker, yes.
Mr. Baker reported that he met with a lady from the Red Cross last week. If a disaster would happen they wanted a place where they could put up people, like the Lodge Hall. If they would happen to have to use it, like we did in 2005 with the ice storm, the Red Cross could bring in cots, blankets, etc. for the people. All trustees thought this was a good idea to be working with the Red Cross.
Mr. Tom Cunningham wanted to know if there was a list of names of people in Perry Township that would come and plow out resident’s driveways. We don’t have such a list. The township can only do it for residents in case of an emergency. Some of the ones in attendance at the meeting gave Mr. Cunningham some names.
