The Board of Perry Township Trustees met in Regular Session on Monday, May 10, 2010 at 7:00 p.m. at the Community Room in East Liberty. Roll Call: Merle Ackley, present, Jeff Rosebrook, present, Gary Baker, present and Cindy Stalling, present. Also present was Melony Baker, Howie Kaiser, Keith Montgomery, Paul Blair, Scott McCain, John Brose, Bonnie Brose, and Doug Henry.
The minutes of the previous meeting was given to the Trustees to read prior to this meeting. Mr. Ackley asked if there were any additions or corrections to the minutes and they stand approved as written.
Mr. Ackley asked if there were any additions or corrections to the financial statements that were given to the Trustees from the fiscal officer. They stand approved.
Mr. Dave Cook, acting squad chief, wants to put an ad in the Bellefontaine Examiner and the Union Co. Journal Tribune accepting applications for medics. Mr. Ackley made a motion to run the ad, seconded by Mr. Rosebrook. Ackley, yes, Rosebrook, yes and Baker, yes. They will run the ad for one week, and state that you also have to have a fire card.
Mr. Bonnie Brose wanted to know whatever happened to the old
sign down by her parents house? Her mother would like to know why it’s not up anymore., It was taken down when we purchased the new red street signs, and it was never put back up. Trustees will see if they can find the old sign.
Assist fire chief, Doug Henry, reported that the prices for the gear grid have went up. Mr. Henry will see about getting some updated prices before our next meeting.
Mr. Gary Baker reported that Mr. Howie Kaiser, had gotten some prices for a maintenance agreement with EMSAR out of Columbus, to service the cot and the chair in the squad. For a 2 yr. agreement it is $100.00 and they will come out every 6 months and check this equipment out and service if need be. Mr. Baker made a motion to purchase this agreement, seconded by Mr. Ackley. Ackley, yes, Rosebrook, yes and Baker, yes. Mr. Kaiser will contact the company and let them know.
Mr. Baker talked to Mike Bow of M&K Engineering, and was told that Step 2 is done, and they are ready to put it out for bid. This is for covering the creek at Perry Park. After some discussion, Mr. Baker made a motion to go on with Step 2, seconded by Mr. Rosebrook. Ackley, yes, Rosebrook, yes and Baker, yes. Mr. Baker will contact Mr. Bow tomorrow and let him know. All trustees agreed that we don’t want any work done until after the fireworks on July 10, 2010.
Mr. Baker stated that Triple C Construction looked at the vent on top of the LodgeHall and they couldn’t find anything wrong with it.
Mr. Baker has ordered a new phone for our zoning inspector, Mr. Dan Ackley.
Mr. Baker reported that Mr. Montgomery called him about setting up a meeting with Mrs. Barbara Akey Tourney about the land for a monument for the Akey Cemetery. Mr. Montgomery is waiting word back from Mrs. Tourney.
Mr. Baker reported that the mosquito mister needs to go to Indiana to be serviced on May 20 and he is not available to do this. He asked Mr. John Brose if he would be willing to take it out there for us. Mr. Brose would be delighted to do so. John will go out, leave the machine at the company for the day, stay in a motel overnight and come back the next day. The township will reimburse Mr. Brose for his expenses.
Mr. Baker reported that the turn radius mower is fixed.
Mr. Ackley reported that the John Deere mower is fixed too.
Mr. Baker reported that the water is on at the park and has been checked by the Health Dept.
Mr. Baker reported that the part to fix the one ton dump truck is still not in.
Mr. Rosebrook reported that the new labels for the dump truck are in and he has them and will put them on when it warms up. Mr. Rosebrook also got some small lettering for the Bobcat too.
Mr. Rosebrook contacted Quality Paving about paving the parking lot beside the fire house. Quality Paving suggested that we raise the parking lot up 6”, then they would put 1 ½” on top. There would be a total of 4” of asphalt, Mr. Baker thinks we need to put 6” on it. Mrs. Melony Baker would like to see us make it big enough for a basketball court. The bid from Quality Paving was for $13,650.00. Mr. Baker would like to get another bid from H&S Asphalt, and from Northwood for 6” of asphalt.
Mr. Doug Wills contacted Mr. Rosebrook about a broken tile behind his property. Jeff went and checked it out and said that it is broken. Mr. Rosebrook will take the excavator out and dig it up and see what is going on.
Mr. Bill Reed contacted Mr. Rosebrook about the sidewalk in front of his house is broken and needs replaced or repaired. After some discussion, the trustees are going to have Triple C go and look at it and see what needs to be done.
Mr. John Baughman will be there on Saturday for Dumpster day to take the junk that is brought in.
Fire Chief Keith Montgomery stated that the trucks at the fire house needs to be serviced, they haven’t been done for a couple of years. We have a total of 5 trucks that need to be done. The trustees were under the understanding that Howie was servicing the trucks for us. Mr. Baker made a motion that the Chief call Whites Service Center and have them taken in one at a time to be serviced, seconded by Mr. Rosebrook. Ackley, yes, Rosebrook, yes and Baker, yes.
Chief stated that the fire dept. needs 50’ of 1 ¾” fire hose. From Warren Fire it would cost between $ 90.00- $119.00.
The Norton Anti-Virus is up on the computer at the fire house. Mr. Current will put it on his credit card and turn a bill into the township for reimbursement.
Chief reported that the Log. Co. EMA will be having a county meeting at our Lodge Hall tomorrow night and he invited the trustees to attend if they would like too. It will be about laptop disaster, and will start at 5:30 p.m. Keith stated that the EMA would be able to set off all sirens in the county in case of a tornado. We will need to have a radio receiver for this. Chief will talk to Helen from the EMA tomorrow about this.
Chief reported that all the firemen that attended the FDIC had a good time.
Mr. Baker reported that he will not be around on Saturday for the dumpster day.
Mr. Ackley reported that the footers have been poured at the cemeteries. They were poured today.
Mr. Ackley brought up about maybe considering hiring a 4-H club to put the flags out in our cemeteries for Memorial Day and then come back and take them off too. He knows of some townships that are doing this and then giving the clubs like $50.00 per cemetery.
We received a letter fron the Log. Co. Commissioners about the Comprehensive Plan that we have been working on with LUC. The county is offering to pitch in $5,000.00 to help us go ahead with this plan. After some discussion, Mr,. Baker made a motion to continue with the plan, seconded by Mr. Rosebrook. Ackley, yes, Rosebrook, yes, and Baker, yes. Mrs. Stalling will contact LUC and let them know that we are going to continue with it.
Mr. Paul Blair stated that he talked to a company about spraying for the weeds, dandelions, etc. in the cemeteries. He stated to spray all three cemeteries he would charge us $300.00 and it would take 10 days for it to work. After some discussion, Mr. Rosebrook made a motion that we do this spraying, seconded by Mr. Baker. Ackley, yes, Rosebrook, yes and Baker, yes.
Mr. Blair stated that the trees by the fence in the Greenlawn Cemetery needs to be trimmed.
Mr. Ackley reported that Mr. Dan Ackley sent in some prices from other townships on their zoning. Mr. Baker would like to look them over some more, matter was tabled.
Mr. Ackley made a motion that we pay the bills, seconded by Mr. Baker. Ackley, yes, Rosebrook, yes and Baker, yes.
