The Board of Perry Township Trustees met in Regular Session on Monday, March 10, 2008 at 7:00 p.m. at the Community Room in East Liberty. Roll Call: Gary Baker, present, Jeff Rosebrook, present, Merle Ackley, present and Cindy Stalling, present. Also present was Melony Baker, Justin Burch, Dave Frangis, Margie Cook, Keith Montgomery, Bonnie Brose, Doug Henry, Dan Ackley and Paul Blair.
The minutes of the previous meeting was given to the Trustees to read prior to this meeting. Mr. Baker asked if there were any additions or corrections to the minutes and they stand approved as written.
Mr. Baker asked if there were any additions or corrections to the financial statements that were given to the Trustees from the fiscal officer. They stand approved.
Mr. Baker asked if there were any bids for the Air Packs, we received one bid, and it was from Fire Safety Services. The bid was for 10 air packs for $39,950.00. Chief Montgomery stated that the old ones will be out of service when we get the new ones. Justin Burch from F.S.S. stated that the air packs should be in in around 60-90 days. He said that as of Jan. 1, 2009 FSS will not be making parts to repair old air packs. He said that the ones bid should last 15 to 20 years. Mr. Gary Baker made a motion to accept the bid from F.S.S. seconded by Mr. Merle Ackley. Baker, yes, Rosebrook, yes and Ackley, yes.
Mrs. Melony Baker thanked all who helped out in any way with the Election Day.
Dave Frangis and Margie Cook had put together some by-laws and an application for the Fire Dept. and EMS to start using. Trustees told them that we need to run this paper before our legal counsel and get his advice before we make any decisions on them. Mrs. Stalling will get the paperwork to Mr. Jerry Heaton and we will have a special meeting two weeks from tonight on March 24, 2008 at 7:00 p.m. to go over this paperwork and to see what Mr. Heaton advises us to do.
Chief Montgomery reported that there has been 5 basic EMT’s that have signed up for employment and they are Howard Kaiser, Greg Norris, Lance Emberling, Joe Torsell and Jamie Norris. There has also been 3 medics’ sign up and they are Scott McCain, Troy Watson and Brendan Deere.
Chief said that J.R. Garrison needs to have a set of turn out gear; Mr. Baker made a motion for said purchase, seconded by Mr. Ackley. Baker, yes, Rosebrook, yes and Ackley, yes.
Chief reported that there are 15 from the F.D. that wants to go to FDIC in April. It will cost $600.00 for them to go, the dept. is going to pay for this up front and then the township can reimburse them for it.
The fire dept. has put together a drawing for offices to be built in the old shop. They have gotten 3 desks from LUC. Greg Norris put together a drawing and he said that if the township would purchase the supplies, the FD would do the work. Mr. Merle Ackley made a motion to purchase the supplies, seconded by Mr. Gary Baker. Baker, yes, Rosebrook, yes and Ackley, yes.
Chief Montgomery stated that Robert Shively is going to go to EMT schooling at
Rhodes Community College in Lima. The cost for the schooling is $671.10. Mr. Baker made a motion to pay for his schooling, seconded by Mr. Ackley. Baker, yes, Rosebrook, yes and Ackley, yes.
Chief said that there is 2 firefighters that want to purchase their own face masks for the new air packs is this okay with the trustees? They would like to work out the costs of the face masks, by working and not getting paid for the work until the face masks are paid for. Trustees are okay with this.
Mr. Gary Baker thanked our janitor, Bonnie Brose for cleaning up the lodge hall after Triple C Construction was in there working. He told her to turn in her extra time for pay.
Assist. Fire Chief, Doug Henry would like to see about getting a sump pump to put on the fire truck to go to the scene. Mr. Baker had some prices on sump pumps for Mr. Henry to look at. This is in case the fire dept. would have to pump out a basement. Mr. Baker had a price for 4 pumps. The cost is $400.00 for each pump. After some discussion, Mr. Rosebrook made a motion to purchase one pump and see how it works and if it will be enough, seconded by Mr. Ackley. Baker, yes, Rosebrook, yes and Ackley, yes.
Zoning Inspector, Mr. Dan Ackley, reported that Mr. Kent Green contacted him again about putting in a mud pit. Mr. Ackley went to the map room to get the adjourning property owners addresses. The map room is not sure where the Perry/Jefferson Twp. Line is. It’s somewhere at the corner of CR 129 and SR 540. Mr. Ackley said that he is still waiting to get word as to where the line actually is.
Mr. Merle Ackley brought up about the 10’ lines for property owners, Merle doesn’t think it’s enough and thinks that is should be changed. This would have to go before the Zoning Commission to be changed.
Mr. Paul Blair wants his named changed for his mowing business to Blair’s Lawn Care, L.L. C.
Mr. Jeff Rosebrook reported that while he was fixing the lights at the fire house, he noticed the overhead doors are starting to rust out. He said that the paint is flaking off, and this needs to be looked into. Mr. Doug Henry thanked Mr. Rosebrook for fixing the light.
Mr. Rosebrook also fixed the light beside the sidewalk to the office and the library.
Mr. Gary Baker reported that Triple C Construction is fixing the basement in the Lodge Hall.
Mr. Baker reported that there have been some repairs made to the dump truck.
Mrs. Stalling received her certificate for attending the Public Records Class, and asked if the trustees had received theirs? They all said NO they had not gotten theirs.
Mr. Merle Ackley thanked Mr. Baker and Mr. Rosebrook with all their help with the blizzard this past weekend.
Mr. Baker had a bid from Bobcat for a 2008, S185, 2 speed axle, 550# for $13,281.00. This includes us trading in the bobcat that we are using now. We can use the attachments that we currently have on this bobcat. Mr. Gary Baker made a motion to trade-in our bobcat and purchase a new 2008 bobcat, seconded by Mr. Jeff Rosebrook. Baker, yes, Rosebrook, yes and Ackley, yes.
Mrs. Stalling had a recall on the 1-Ton Dump Truck for the crank sensor. We need to call White’s Service and get an appointment to get this fixed. All Trustees agreed to have the truck serviced while it’s there.
Mr. Gary Baker made a motion to accept the following Resolution:
Perry Township hereby supports Darby Creek Watershed Plan. The plan reflects the need for awareness of the water quality conditions of the Darby Creek Watershed. The plan is adaptable and changeable; reflecting the needs and concerns of the landowner residents and local government in the watershed area. Residents and landowners and local officials are and will be encouraged to contact and consult with the Darby Joint Board of supervisors or the watershed coordinator to discuss and express concerns, problems and issues that are present and may arise in the watershed area.
Mr. Jeff Rosebrook seconded the motion, Baker, yes, Rosebrook, yes and Ackley, yes.

Dr. Cerewinsky will be running for the Logan County Health Department Board.
We received paperwork on the Block Grant from the Logan County Commissioners.
We will advertise Cemetery Clean-up to be done by April 1, 2008. We will put in the Examiner two times.
L-U-C is cleaning house and have some furniture, file cabinets, etc. that they are wanting to get rid of. Trustees told Ms. Snapp that the township would take anything that she wants to get rid of.
Mrs. Stalling reported that she did not make a check out for our ½ of the fireworks for PTEC, as PTEC is going through some major changes, and we are not sure what is going to be happening to the committee. Mrs. Bonnie Brose stated that she will be taking President of PTEC and that there will still be a committee. All trustees agreed for us to go ahead and pay our ½ of the fireworks at the next regular meeting.
Mr. Jeff Rosebrook reported that he attended a meeting at the York Township Building concerning the Chicken factory. He has also received several letters from concerned residents opposing the expansion of the chicken factory. Jeff stated that the farm on CR 142 will definitely affect Perry Township. He said that if the farm in York Township isn’t purchased then they won’t purchase the farm on CR 142 either. There is going to be another meeting concerning this matter on March 13 at the West Mansfield Conservation Club.
