The Board of Perry Township Trustees met in Special Session on June 6, 2011 at the East Liberty Community Room. Roll Call: Jeff Rosebrook, present, Gary Baker, absent, Merle Ackley, present, and Cindy Stalling, present.  Also present was : Tim Stalling, Beverly Wolf, Charles Bell, George Clapsaddle, Tim Eubanks, Keith Montgomery, Don Henry, Robert Jackson, Jack Nicholas and Dan Ackley.

     Prior to starting this meeting, Mr. Rosebrook, Mr. Merle Ackley and Mrs.  Stalling met to declare a Vacancy in Perry Township.  With regret I type that Mr. Gary Baker, Trustee passed away this morning.  Therefore there will be a vacancy that will need to be filled in the next 30 days.   Mr. Rosebrook and Mr. Ackley decided that we would accept applications until June 20, 2011 at 7:30 p.m. and at that time we will be interviewing the applicants at the office of the trustees in East Liberty.  We will advertise this one time in the Examiner.

     Chairman Rosebrook called the meeting to order and reported that this is a follow-up about the Comprehensive Plan for Perry Township. 

     Mrs. Bev Wolf stated that the Chapter 5-5.2.3 the Goal for getting block grants is ridiculous.  Mrs. Wolf stated that if we would just enforce our existing zoning laws that would clean up our township.  When she read the Actions in the plan, she said that made her angry. Mrs. Wolf wanted to know how we are going to enforce zoning if we adopt this plan. 

            The abandoned houses in the township were brought up and what are we going to do about them and also about the junk vehicles?  Mr. Rosebrook reported that he attended a Log. Co. Health Dept. meeting and they don’t have the funds to come out and clean-up old abandoned homes, etc. 

            The old elevator was discussed and if there is anything we can do about that building. It’s in disclosure, so Mr. Ed Evans of West Mansfield is the owner again.

The process of getting it condemned you would have to go through the Log. Co. Health Dept. and as stated they have NO MONEY.  Mr. Montgomery stated that he thinks there are still liens on it, but Mr. Rosebrook didn’t think so. 

     There were lots of complaints on Jim McCreary’s property on

N. Main Street
.  It really needs to be cleaned up.

      Mr. Keith Montgomery wanted to know just what the Comprehensive Plan is going to do for Perry Township.  He stated that the only difference in it and our zoning laws is that there is a section on drainage in the Comp. Plan.

     Mr. Dan Ackley stated that if we put this in place, that he is under the understanding that when he sells a permit for a new home, the  purchaser would have to go to Log Co Soil and Water and have them come out and look at the land first.

     Mr. Tim Stalling stated that if you’re going to have rules then everyone needs to go by them, you can’t pick and choose who has to follow the rules.

     Mrs.  Bev Wolf said that she thinks there should be letters sent out to the residents of PerryTownship who need to have their places cleaned up.  Mr. Charles Bell said it should be a nice letter, reminding them of clean up laws, junk cars, and stating that your property has a direct effect on the properties around you.

      Mr. George Clapsaddle reported that the sewage types that have been used in the last 20 years are not working; we are victims of smart individuals.  Most sewage plants are outdated now.

    Mr. Rosebrook wondered if this plan would benefit our zoning inspector, Mr. Dan Ackley. Jeff stated not necessarily him but anyone coming into our township, this would benefit them

    There was a lot of discussion about sewer. 

    Mr. Montgomery stated that he does not feel that we should adopt this plan, we have zoning laws that we can’t get enforced. 

     Mr. Rosebrook said that is we don’t accept this, is LUC going to charge us per hour for putting this together for us?  It was brought up that if we accept this, what is LUC going to do next???

     Mrs. Stalling called over to the Zane Township meeting and was told that they accepted this plan for their township tonight at their meeting.

     Mr. Charles Bell said to go ahead and accept this plan, Mr. Keith Montgomery said okay, but to go by our zoning laws.  And that this is a onetime deal.   

     Mr. Tim Stalling made a motion to pay $5,000.00 for LUC’s service and not adopt this and put it into action until we need it, seconded by Mrs. Bev Wolf.  Mr. Rosebrook asked for a show of hands all in favor of passing this plan for Perry Township.  All raised their hands, and the vote was unanimous. 

     Mr. Jeff Rosebrook made a motion for adjournment, seconded by Mr. Merle Ackley. Rosebrook, yes and Ackley, yes.
