The Board of Perry Township Trustees met in Regular Session on Monday, August 8, 2011 at 7:00 p.m. at the Community Room in East Liberty. Roll Call: Jeff Rosebrook, present, Merle Ackley, present, John Brose, present and Cindy Stalling, present. Also present was: Dave Cook, Bonnie Brose, Dave Frangis, Jenn Bowman, Doug Henry, Beverly Wolf, Keith Montgomery, Kurt Penhorwood, Bob McColloch, Harry Bray, Dan Ackley and Dan Bowman.
Chairman Rosebrook called the meeting to order.
The minutes of the previous meeting was given to the Trustees to read prior to this meeting. Mr. Rosebrook asked if there were any additions or corrections to the minutes and then asked if there were any additions or corrections to the financial statements that were given to the Trustees by the Fiscal Officer. Mr. Brose made a correction in the minutes, where he stated the date for the road reports to be into the County should have been Aug. 15 instead.
Mrs. Bonnie Brose, janitor, reported that she is still receiving compliments on the new carpet in the Community Room.
Mrs. Jenn Bowman wants to have a policy meeting either Thursday or next Wednesday. They decided to meet on Aug. 17th at 9:30 a.m. at the Fire House. Mr. Brose will be attending this meeting.
Mr. Doug Henry, assist. Fire chief, has been working on the Super Saw Zall. He didn't get the demonstrator to try out. He had paperwork on a 13 AMP Milwaukee H.D. Saw Zall with 1 ¾" stroke on the blade for $219.99. It's electric and they will use their generator from the fire truck to use it. Mr. Merle Ackley made a motion for said purchase, seconded by Mr. Jeff Rosebrook. Rosebrook, yes, Ackley, yes and Brose, yes. Mr. Henry will place the order and it will be in in a day.
Mrs. Bev Wolf wanted to know if we had checked the email on the website. Mrs. Stalling said she had and had a copy of an email from Mrs. Wolf to be read at the meeting. Mrs. Wolf wanted to know why we purchased the infra-red camera last month for the fire dept. when we had purchased a camera for the fire dept. in March. She is all for getting things for the fire dept. to keep them up to date, but wasn't that a waste of money? Mrs. Jenn Bowman addressed Mrs. Wolf, stating that the camera we purchased back in March was more of an overhaul camera for after a fire is done, to make sure everything is out. This camera is not fire rated. The camera we purchase from FSS last month is fire rated and can go into a fire with the firemen. The fire dept. uses both cameras.
Mrs. Wolf and Mr. Dan Ackley recently attended a Zoning Seminar; Mrs. Wolf gave an update on what she learned at the Seminar. She said that at the Seminar they advised that Township's start making cuts. They should get rid of their part-time employees and not let any full-time employees have any overtime. They also advised that the townships no longer supply cell phones to employees. Mrs. Wolf said that Kasich wants to do away with township all together. He wants everything to be run by the County and do away with townships and villages.
Mrs. Wolf reported on what she learned on the Junk Vehicle problem. Mrs. Wolf said that they told her that we don't have to have anything in our laws, that it is state mandated. Mrs. Wolf explained what a junk vehicle is and how to dispose of it. She said that you have to advertise it in the paper, Contact the resident and then hire someone to tow it away and then put the fees on their taxes. Mrs. Wolf explained the agriculture zoning. She said that Perry Township is being abused with this. Too many are using the agriculture and not getting a permit, when it should not be considered agriculture. Mrs. Wolf was told that our County Prosecutor was just lazy, and that is why he advised us to not do anything about this problem. Mrs. Wolf would like for the township to run an ad in the Examiner and tell residents that we are willing to pick up old junk vehicles. We told Mrs. Wolf that we did that before and we only got one caller for a junk vehicle removal.
Mrs. Wolf said that we really need to keep a close eye on our budget. And we need to go back to LUC and add some new things into our zoning laws. We need to have some laws on adult stores and wind turbines to name a few.
Mr. Keith Montgomery, fire chief, stated that we need to purchase another set of turn out gear. He said that Howies' is available, but we still need to get a new set. Mr. Jeff Rosebrook made a motion for said purchase, seconded by Mr. Merle Ackley. Rosebrook, yes, Ackley, yes and Brose, yes.
Chief reported that we got 2 radios from the Log. Co. EMA, they didn't know how to program them, so Bender Communications will be coming out to program them for us. These radios were from a grant from the State and we need to get licenses for these radios.
Mr. Kurt Penhorwood, had a proposal for crack sealing our roads. He had it broken down to use our machine and Kurt's employees to run the machine. This would be with a Trustee as foreman over the project. Kurt had a copy of a time sheet for the employees to fill out. Kurt said that he would rotate his employees every ½ hr., and they work a 10 hr. day. They normally work 3 - 10 hour days and then take a day off to re-cooperate. Kurt has his own insurance on him and his employees that is 1.2 million dollars liability. Trustee, John Brose stated that he is always available to help out. After much discussion, Mr. Jeff Rosebrook made a motion to accept Mr. Penhorwood's offer, seconded by Mr. Merle Ackley. Rosebrook, yes, Ackley, yes and Brose, yes.
Mr. Robert McColloch stated that he is getting ready to paint his house and is there a committee to tell him what color to paint it? He was told No.
Mr. Dan Ackley, zoning inspector, gave a zoning report. He sold 3 permits last month. He also stated that he appreciated Mrs. Beverly Wolf taking him to the seminar. Mr. Ackley said that there is suppose to be a fall seminar for zoning inspectors, and he would like to attend that seminar when it happens.
Mr. Merle Ackley reported that he talked to Mr. Jeff Hall, who is a pilot for MedFlight, about a helipad on the parking lot beside the fire house. Mr. Hall told him that all we need to do is put a red light on the East Side of the Fire House. Mr. Hall said that we don't need any lights around the lot or a big H painted on the lot.
Mr. Merle Ackley reported that we have 2 new tires on the pick-up.
Mr. Jeff Rosebrook called the Street Light Company and they still have not returned his call.
Mr. John Brose reported that the hand dryer in the ladies restroom at the park is not working. He had prices on a new one and they start around $300.00. Mr. Brose can't get the one in there now apart to check it out.
Mr. Brose checked again on the fire grant and it is still too early to apply for it.
Mr. Brose reported that he and Jeff went to the Log. Co. Commissioners today about the water problem on Harry Bray's property. The county told them that it is the Townships problem, because the county owns 30' from the center of the road and then it is the townships problem.
Mr. Brose reported that he got the tile to fix the water problem at Jack Nicholas' on College St.
Mr. Brose ordered new cemetery maps and some road maps from the Map Room.
Mr. Brose stated that Mr. Kennedy contacted him about a base for infant in the GreenLawn Cemetery. Mr. Brose is waiting on Eichholtz Funeral Home to contact him.
Mr. Merle Ackley reported the road report about what roads we want to have asphalted for next year with our Sales Tax money needs to be into the County Engineer's office by Aug. 15. The trustees have decided that we want to do T.R. 132 from C.R. 8 to C.R. 2. Mrs. Stalling will fax the paperwork into Harvey Grimes of the County.
Mr. Jeff Rosebrook made a motion to chip- and-seal Bible Road, Wolever Road and T.R. 127 from C.R. 8 to S.R. 47. We can do all of this for $5,579.00 and it will be 12' wide. This will be approximately ½ mile. The company, 20/20 Enterprises, will be in the area the last week of August and can do these roads then. Mr. Merle Ackley made a motion to do this work, seconded by Mr. Jeff Rosebrook. Rosebrook, yes, Ackley, yes and Brose, yes.
Mr. Rosebrook reported that he ordered the rest of the flushers for the toilets at the park.
Mr. Rosebrook reported that H&S Asphalt got the parking lot beside the fire house and the park drive patched. They then gave Mr. Rosebrook a quote to seal these two areas. For the park it would be $995.00 and for the Fire Dept. parking lot it would be $885.00. We are also waiting on a quote from Quality Paving for sealing.
Mr. Rosebrook reported that he poured his cemetery base for Levans.
Mr. Rosebrook talked to Dean Oliver about adding to the top of the snow plow and putting an extension on the sides of the plow. Mr. Oliver told him to bring it over and he would get started on it.
Mr. Rosebrook would like to get some prices on a trailer for the Bobcat. We can get a used one; it doesn't have to be new.
Mr. Rosebrook said that someone hit the fire sign down by the old gas station, but it has been fixed.
Mr. Merle Ackley said that the 3 trustees need to get together and see how many signs we need to replace.
Mrs. Stalling had some paperwork for the Trustees about the recommendations from the Insurance Co. to help lower our premiums.
Mr. Merle Ackley brought up about some zoning laws that we need to change. Ex. Internet Café, adult entertainment, wind turbines, etc. We can't stop them, but we can put restrictions that are very severe to them coming into our township. Mr. Ackley said that we need to go to LUC and see Ms. Snapp about this.
Mr. Jeff Rosebrook made a motion to pay the bills, seconded by Mr. Merle Ackley. Rosebrook, yes, Ackley, yes and Brose, yes.
