The Board of Perry Township Trustees met in Regular Session on Monday, December 12, 2011 at 7:00 p.m. at the Community Room in East Liberty.  Roll Call: Jeff Rosebrook, present, Merle Ackley, present, John Brose, present and Cindy Stalling, present.  Also present was: Bonnie Brose,  Dave Cook, Keith Montgomery, Pup McColloch, Dan Ackley, Dave Frangis, Mitch Current, and Mitchy Current.

      Chairman Rosebrook called the meeting to order.

     The minutes of the previous meeting was given to the Trustees to read prior to this meeting. Mr. Rosebrook asked if there were any additions or corrections to the minutes and then asked if there were any additions or corrections to the financial statements that were given to the Trustees by the Fiscal Officer.  They stand approved.

     Mrs. Bonnie Brose reported that PTEC had Breakfast with Santa last Saturday morning and they had around 40 kids show up.  She said that it was a good turn out.

     Mr. Dave Cook, squad chief, reported that he AED in the rescue needs a new battery.  He stated that it costs around $350.00 for one from Fire Safety Service. 

     Dave said that the day shift did a good job on the floor at the fire house.

    Fire Chief Keith Montgomery thanked the trustees for installing the new sink in at the fire house.

     Chief said that the rescue needs new shocks in the front.  Mr. Jeff Rosebrook said he will check with Bud Rosebrook and see if he can do this or not. 

     Chief said that there is a meeting Saturday morning at MRH about the switching over of the radios to narrow band.  All radios need to be switched over by March 12, 2012.  Chief said that we will need to get 3 repeaters for the vehicles, so that those radios can talk directly to the Sheriff’s Dept.  The repeaters cost $ 3,100.00 each.  Chief would like to have a repeater in the Engine, the Squad and the Rescue.  These won’t be on the same frequency as the Sheriff’s Dept.  The radios we have now you can only talk to each other, you can’t talk to the Dispatcher.  Pup McColloch said that then the new radios have less power that the old radios we had?  He was told yes, Pup said then they aren’t as good as what we had before.  Chief stated that he wants to hold off putting repeaters on all the radios for now, all he would like to have them for is the 3 mentioned prior, and we will see how we get along with just the 3.

      Chief said that TRC told him that they are willing to work on our fire trucks for us if we need them to.

     Mr. Mitch Current reported that the primer motor that he took over to Jones Ignition is fixed.  They fixed it and they told Mitch that they can get the parts to rebuild these motors for around $100.00- $150.00.  Mitch would like to see us keep one on hand to switch off with when they go bad. 

     Mr. Pup McColloch stated that he was here to watch his government at work.

     Mr. Merle Ackley reported that he went up to the County Garage and ordered the new signs, if we were going to go in with the County order we had to tell them by Dec. 1.  Mr. Ackley stated that we do need to decide if we need to get “Stop Ahead” signs or not. 

     Mr. Ackley reported that the crack fill machine has been serviced and is stored in the garage on Temperance Street. 

     Mr. Dave Cook, of Triple C Construction, stated that they have patched the roof on the Lodge Hall, but it will need some work done on it in the spring.

     Mr. Ackley brought up that recently we had a squad run and we didn’t have the manpower to get the squad out the door.  Mr. Dave Cook stated that he was the only one that showed up, and he was the only one that was on call at that time.  We have 5 volunteers now for the EMS on evenings and weekends.  This has only happened 3 times in 6 years.  But, it doesn’t look good when it happens.  We had to call for mutual aid to take the run.

      Chief Montgomery stated that when the paper gets notarized for the house burn on Henderson’s property, it will take place on Jan. 14, 2012.

     Mr. John Brose reported that there was a gas leak in the motor at the shop on Temp. St and it has been fixed.

     Mr. Brose had his first burial in his cemetery.

     Mr. Brose reported that to put the chains on the new truck we need to have air, so we needed to get an air compressor; Mr. Brose went and got one for $500.00.

     The Christmas lights are up on the tree in the Township Yard.

     Mr. Brose reported that Carol Cook and Joan Lindley got ahold of him and told him that the water at the horse trough wasn’t any good.  So, Mr. Brose called the Log. Co. Health Dept. and had them come out and check that water and the water in the fountain at the corner of SR 292 and Foundry St. Both passed inspection, the water is fine.

     Mr. Brose got the light on the trailer fixed and he still needs to fix a light on the other trailer. 

    There is a ditch on TR 131 and CR 8 that needs fixed.  There is water going across Shaw’s front yard after a large rain.  We will go out there and get it fixed.

     Mr. Brose would like to look at getting another trailer to haul the track hoe on.  Mr. Ackley stated that they had the hoe on our trailer today and it was fine, there was enough room on there for it.

     Mr. Brose ordered new batteries for the cell phones, as Dave’s won’t keep a charge right now. He ordered 5 so everyone has new batteries.

     Mr. Merle Ackley brought up about setting the year-end meeting.  All trustees agreed to have it on Thursday, Dec. 29, 2011 at 9:00 a.m. in the Community Room.  Time sheets need to be into Cindy by Dec. 27 at the latest.  Cindy will advertise this special meeting.

     Mr. Jeff Rosebrook reported that the new tires are on the Bobcat.  He also got a new snow plow control to put on the pick-up and fixed the door on the pickup truck.

     Mr. Merle Ackley stated that he went and got a pallet of salt for the roads.

     Mr. Rosebrook reported that the furnace has been fixed at the fire house by Reliant Mechanical. 

     Mr. Rosebrook brought up about getting a small storage building to put up at the Temperance Street property.  They would like to store the attachments for the Bobcat, the snow blades, etc. Mr. John Brose will get prices on some that are 20 x 14.

     Mr. Dan Ackley, zoning inspector, reported that he mailed out a variance permit application, but has not heard anything back from it yet.

     Mrs. Stalling brought up about who we will be putting on the VFFDF for 2012.  Mr. Merle Ackley made a motion that it be as follows:

     Mrs. Stalling had paperwork from the Log. Co. Engineer, it was about aerial fiber optic lines going through Perry Township.  This will be from Fiber Farms, and the lines will be put on existing poles along C.R. 10.  Mr. Jeff Rosebrook made a motion to let the lines be installed, seconded by Mr. Merle Ackley.  Rosebrook, yes, Ackley, yes and Brose, yes.  All Trustees agreed that they had no concerns or issues with the lines going through Perry Township.

    Chief Montgomery brought up that Mr. Scott McCain has fulfilled his agreement with Perry Township. He has accepted a full-time position with Plain City Fire Dept. and will not be doing anymore 24 hours shifts for Perry Township.  He will still do some 8 hour days, just not anymore 24 hour days.  Mr. Logan Brown will be filling in the 24 hours shifts that McCain was doing.

     Mr. Mitch Current brought up about the light on the side of the fire house that lights up the Sign, they have been going through a lot of bulbs.  Mitch wondered why we didn’t put in LED lights, it would be more money at first but they would last longer.

     Chief and Mr. Current wanted to know about getting new cell phones for the squad and the rescue, as the ones in there now you have to dial the area code along with the phone numbers every time. 

     Mrs. Bonnie Brose, janitor, wanted to know if we were going to get a new stove at the Lodge Hall?  She said that the gas stove needs to be replaced. 

     Mr. Jeff Rosebrook made a motion to pay the bills, seconded by Mr. Merle Ackley. Rosebrook, yes, Ackley, yes and Brose, yes.
