The Board of Perry Township Trustees met in Regular Session on Monday, March 12, 2012 at 7:00 p.m. at the East Liberty Community Room.  Roll Call: Jeff Rosebrook, present, Merle Ackley, present, John Brose, present and Cindy Stalling, present.  Also present was Dave Frangis, Mitch Current, Victoria Current, Keith Montgomery, Dan Ackley, Tate Peterson, Dan Bennett, Terri Bennett, Barb McDonald, Dave Cook and Bonnie Brose.


  Chairman Rosebrook called the meeting to order.


    The minutes of the previous meeting was given to the Trustees to read prior to this meeting. Mr. Rosebrook asked if there were any additions or corrections to the minutes and then asked if there were any additions or corrections to the financial statements that were given to the Trustees from the fiscal officer.  Both reports stand approved.

     Mrs. Terri Bennett, Zane Township Fiscal Officer was in attendance for Mrs. Stalling to swear her into office prior to April 1st.  Mrs. Bennett wanted to stay for the meeting and be sworn in at the end of the meeting.

     Mrs. Barb Mc Donald, newly elected Logan County Clerk of Courts was in attendance because she did not get to attend one of our meetings prior to her election, so she is coming to our meeting now.  Trustees thanked her for her attendance.

     Mr. Keith Montgomery, fire chief, reported that the Fire Dept. has turned in the paperwork for FDIC.  There is like 11 of them attending and it cost $310.00.  The Fire Dept. paid this out of their private fund; Mr. Jeff Rosebrook made a motion to reimburse the fire dept. for this, seconded by Mr. Merle Ackley.  Rosebrook, yes, Ackley, yes and Brose, yes. 

    Chief reported that he grass truck has been fixed and is back in service. 

    Chief reported that we had 2 of the daytimes quit as of Feb. 17, 2012.  They have hired two replacements.  Mr. Jason Conley, medic and Mr. Parker Robinson, medic. These two will be working the 24 hr. shifts along with Logan Brown.  Chief stated that the two new ones need new helmets, but there is turn-out gear that fits them.  Chief has ordered the helmets from FSS. 

     Chief stated that Zanesfield Fire Dept. got a new engine and they will be bringing it over to show it to our Fire Dept. tomorrow night at 7:30p.m.

      Chief reported that he has talked to Mr. Henderson and was told that he is going to tear down that old house on his property, so he does not need the Fire Dept. to burn it down now. 

     Mrs. Stalling asked if Mr. Shively is showing up now and working.  Mr. Dave Cook, squad chief, said that he is putting time in now. 

     Assist. Fire Chief, Doug Henry had to have his gall bladder removed but is back to work now.

     Squad Chief, Dave Cook, reported that the squad is doing good.  The O2 leak on the squad has been fixed.  They had to get 2 new batteries for the life pak, but they were under contract, so there is no charge for them.

     Fire Chief reported that they have put together a Truck Committee, to start on planning for a new engine.  The committee consists of: Mitch Current, Dave Frangis, Dan Coats, Dustin Cook and J.D. Gibson. 

     Mr. Mitch Current reported that Bender Communications will be here next Monday to do the County change over’s on the radios.  Mitch will talk to him about our radios in the dump trucks, etc.  The County is going to a different type of radio on 2016-2017, they will be digital. This will make the radios we have now as being pagers.  We may have to put in repeaters then so that our radios will work.  We will need repeaters in the Squad and the Engine for sure. 

     Mrs. Bonnie Brose, librarian reported that the County Library has taken the internet out of the library.  Bonnie wanted to know how she can pay for the internet for the library herself.  Since the phone in the library is in the Township’s name, not sure how this would work or if it would be legal for her to pay it herself or not. 

     Mrs. Brose reported that April 12 will be the Legion Fish Fry at the Lodge Hall; we are all invited along with our spouses, and are to bring a covered dish.  This will be at 6:30 p.m.  Then on April 21 the Lodge will be having a carry-in and we are all invited to this as well.  She thinks this one is at 5:00 p.m. 

     Mrs. Brose thanked the Trustees for the new floor in the Community Room. 

     Mr. John Brose reported that he is going to go this week and get the pea gravel for the playground at Perry Park.  He wants to get started on it, and it should only take a couple of loads.  After some discussion, the Trustees all agreed to put pea gravel over the whole playground area and cover up the wood chips. 

     Mr. Brose asked Dave Cook, representing Triple C Construction, if they were going to fix the merry-go-round and put it back up at the playground.  Dave said he didn’t know but he would ask Rod tomorrow and see.

     Mr. Merle Ackley asked if Mr. Kurt Penhorwood had paid for his foundation base in the East Liberty Cemetery yet?  Mrs. Stalling told him that “No” he has not.  Mr. Jeff Rosebrook said that he would go and talk to him about this.

     Mr. Jeff Rosebrook brought up about the National Fire Code set of books that the Fire Dept. is wanting to purchase.  The access set costs $1,795.00 for non-members and $967.50 for members.  This is for an 18 volume set.  There is another set for $1,075.00 & 2% and S&H.  After a lot of discussion, Mr. Merle Ackley made a motion that we purchase the $1,075.00 set, seconded by Mr. Jeff Rosebrook.  Rosebrook, yes, Ackley, yes and Brose, yes. 

     Mr. Merle Ackley brought up about purchasing new U.S. flags, as we are running low on them.  He would like to get 50- 4x6 for the poles, 50- 3x5 for along the street poles, and also a case of the ones for the cemeteries for Memorial Day.  Mrs. Stalling will order these from Cen-Tec as they are much sturdier than the ones at Wal-Mart. 

     Mr. Ackley brought up about getting fertilizer for the cemeteries to kill the weeds.  Chief suggested we purchase Turf Builder 2 from Scotts.  Mr. Ackley made a motion for said purchase, seconded by Mr. Rosebrook.  Rosebrook, yes, Ackley, yes and Brose, yes.

     Mr. Brose reported that Sutphen came down and looked at our fire truck.  They told Mr. Brose that it would take $40,000.00- $60,000.00 for just the re-wiring of the truck.  They said that all the contacts are turning green, and they would have to gut it and then re-wire it.  Mr. Brose said that he don’t know if the truck is worth putting any money in to it at all.  Sutphen said it would be around $330,000.00 for a new truck. 

     Mrs. Stalling read a letter from the Gary Baker Family.  The letter stated-

We the family of Gary Baker would like to donate a shelter house to be placed in Perry Park by the swings.  Gary had worked on plans in Aug. of 2010 for a structure 24 foot by 32 foot, 9 foot square with a metal roof and concrete floor.  We would like to have this completed by June 6, 2012, the anniversary of his death.  We would also like to have a memorial plaque placed on the shelter house. 

Thank you the Gary Baker family.

All trustees felt that this was a very generous donation to Perry Township.  Mr. Merle Ackley made a motion to accept the Gary Baker Family’s offer, seconded by Mr. Jeff Rosebrook. Rosebrook, yes, Ackley, yes and Brose, yes.   The Baker family will be in charge of everything having anything to do with the building of this structure. 

     Mr. Merle Ackley would like to rent another porta-john for the shop at Temperance St. as the one that was there has been taken down to Perry Park until the park opens for the season. Mr. Ackley made a motion to get another porta-john, seconded by Mr. Rosebrook. Rosebrook, yes, Ackley, yes and Brose, yes. 

    Mrs. Stalling brought up that Brian Wilson, medic, purchased two t-shirts for himself from T&L Graphics for a price of $25.00.  He would like to be reimbursed for them.  They have the FD logo on them.  We are waiting on a quote from Bill Brown for t-shirts for the fire dept.  So, Mrs. Stalling wanted to know if she should reimburse Mr. Wilson or not?  After some discussion, Mr. Merle Ackley made a motion to reimburse Mr. Wilson, seconded by Mr. John Brose.  Rosebrook, yes, Ackley, yes and Brose, yes.  Mr. Wilson will not get any t-shirts when we purchase them for the whole dept. 

     Mrs. Stalling received her Exemption Form for the annual continuing Education Requirement from the Treasurer of the State of Ohio.

      Mr. Jeff Rosebrook made a motion to pay the bills, seconded by Mr. Merle Ackley. Rosebrook, yes, Ackley, yes and Brose, yes.
