The Board of Perry Township Trustees met in Regular Session on Monday, June 11, 2012 at 7:00 p.m. at the East Liberty Community Room. Roll Call: Jeff Rosebrook, present, Merle Ackley, present, John Brose, present and Cindy Stalling, present. Also present was Linda Baldridge, Mitch Current, Victoria Current, Keith Montgomery, Dave Frangis, Dave Cook, Pup McColloch, Doug Henry, Dave James, Tate Peterson, Dan Ackley, and Lori James. Chairman Rosebrook called the meeting to order. The minutes of the previous meeting was given to the Trustees to read prior to this meeting. Mr. Rosebrook asked if there were any additions or corrections to the minutes and then asked if there were any additions or corrections to the financial statements that were given to the Trustees from the fiscal officer. Both reports stand approved. Mrs. Bonnie Brose, janitor, wanted to know about getting a new white board for the new shelter house. All trustees okay to get a new one. Mr. Mitch Current, brought up about the oxygen bottles, they are $100.00 per bottle and are now buy one get one. C & J Oxygen in North Lewisburg will not be able to fill them anymore, but he wants to sell us the bottles. We can get them filled. DeLille Co. will come to the fire dept. and exchange them out for us. Mr. Tate Peterson, FF/EMT, apologized to the trustees, fire dept. and the township for the trouble that he got himself into recently. Right now he is waiting to go to court; the felony charge has been dropped. He has pleaded not guilty, and is going back to work at Marion and Kenton's fire dept. He has put in for driving privileges to go to work. The Trustees told him that we are waiting on the outcome of his case before we make any changes, Tate said that he don't know when he's going to court yet. Again Tate apologized for representing us and getting into trouble. We told him that until we get the outcome, he will be suspended with Perry Township Fire Department. Chief, Keith Montgomery, reported that we had the ladder inspection today and it passed. The fire dept. will be going out to TRC on June 23 to check out the hydrants. Squad Chief, Dave Cook, reported that he ordered some supplies for the squad from Moore Medical Supply and they came to $91.75. Dave Cook, representing Rod Cook Construction, wanted to thank the Trustees and Dave for their help with putting up the new shelter house at Perry Park. Dave wanted to know about putting the metal on the sides of the concession stand and are we going to put in a sidewalk to the new shelter house? Trustees told him to hold off putting in the sidewalk until we put the electric in it. Do we want to put water in it as well? We also need to put some kind of shelving in it to hold crock pots. After some discussion, Mr. Jeff Rosebrook made a motion to go ahead and put the metal on the concession stand and to put the sidewalk in when we run the electric, seconded by Mr. Merle Ackley. Rosebrook, yes, Ackley, yes and Brose, yes. Mr. Keith Montgomery, stated that his Mom, Ruby Montgomery would like to donate a park bench at the park that would match the other benches that we already have in memory of her husband, Watsy Montgomery. Watsy was a former Perry Township Trustees. She would like to have his name engraved in the wood. Mr. Jeff Rosebrook said that he will go and talk to Ruby to see exactly what she would like to have. Mr. John Brose, bought up about kids running around the park unattended. John talked to the Log. Co. Sheriff's Dept. and was told that this is a public park. Mrs. Stalling reported that the Log. Co. Prosecuting Attorney, Bill Goslee called this morning about this subject. His opinion is: It is a public park and if we were to put up a sign saying that children under 12 needs to have an adult with them, then this is saying that we don't want kids in the park. He stated that what we want are better parents. He said that he cannot support this subject of saying that children under 12 needs to have an adult with them. Mr. Brose stated that 3 of the children coming to the park alone have to cross SR 292 to get to the park. This is not our concern, and Mr. Goslee said that we are not liable if something happens to unattended children at the park. Mr. Brose stated that the cameras are here and have been put up along with the signs. Mr. Brose reported that the phones will be coming at the end of the month. Mr. Merle Ackley reported that he went up to the County and ordered the new signs and saved the township 67% on every sign and post that he ordered. The county has a guy that will come out and set the poles for us and then we can put the signs on them. He would be able to do all our posts on one day. Mr. Ackley stated that the cemeteries looked really good for Memorial Day. Mr. Ackley wanted to know if we were going to strip the roads this year. If so, we need to do this before winter. Also the "Dead End" , "No Outlet" sign on S. Main St. needs to be moved up to the square, Mr. Ackley received a complaint on this. Mr. Jeff Rosebrook reported that tile on Smuckers property is still plugged, John talked to Mr. Smucker, and it was decided to start where Gary started and go on to the tile and see if that works 1st before we dig it all up. Mr. Smucker stated that what has already been put in is not deep enough. Mr. Ackley brought up about Doug Wills came up to see Dan Ackley about putting a driveway from CR 154 to behind his property. He needs to find out if he has enough frontage to do this or not. Mrs. Stalling had another paper on the recall on the Ford Truck that we have never gotten fixed, because we are waiting on them to get the part. Mr. John Brose had information on the picnic tables for the new shelter house at the park. He had several quotes from different companies. After looking over the quotes, and a lot of discussion, Mr. Jeff Rosebrook made a motion to purchase 6 new tables from Polywood at a price of $9,000.00, seconded by Mr. Merle Ackley. We got our other tables from here and have really been pleased with them. They will have free shipping and handling. Rosebrook, yes, Ackley, yes, and Brose, yes. Mr. Brose will place the order. Mr. John Brose, brought up the pump problem at Perry Park. John says that the motor is burned up, and it's only 2 years old. John went to town and got a new pump, as it needs 75-80 # of pressure and is starving for water. John thinks we need a new well, it should run around $3,000.00 for a new well, after a lot of discussion, it was agreed that we call Ronnie Carpenter over and have him look at it first, and then if we need a new one, we'll drill one then. Mr. Brose brought up the air conditioner in the Township Building, the unit is 22 years old and is not working. John has had someone look at it and was told that the furnace in the building is shot. Mr. Brose had a quote from Hi-Point Refrigeration for $4,600.00 for everything, and if we add a heat pump it would be another $800.00 and that would cut our electric in ½ in the winter. After some discussion, Mr. Brose made a motion to get an estimate from Reliant Mechanical and then go with the best bid and get it fixed, seconded by Mr. Merle Ackley. Rosebrook, yes, Ackley, yes and Brose, yes. Mr. Brose brought up about the merry-go-round at the park, there is a problem. It is a hexagon, and when a child walks up to get on the merry-go-round the corner wipes the child out. As of now, the merry-go-round has been taken off of its base, but how do we fix this problem? Also it needs to be off of the ground 9-14". Mr. Dave James, of Heiby Oil, had a break down for the upcoming heating season, it will cost $159.9 for the upcoming year. We purchased 7,000 gallons last year and we have a carry-over, but last winter was very mild. Mr. Rosebrook asked Mr. James, that if we purchased 8,000 gallons, could we have it for $1.50 per gallon. Mr. James took the offer, therefore, Mr. Jeff Rosebrook made a motion to purchase 8,000 gallons of fuel off of Heiby Oil for $1.50 per gallon, seconded by Mr. Merle Ackley. Rosebrook, yes, Ackley, yes, and Brose, yes. Mr. Dan Ackley, zoning inspector, brought up about the situation with Doug Wills, Dan went to LUC and talked to Wes, he was told that Doug can either get a variance or buy 150' for frontage. Or he would just need an easement for the 60' variance. If Doug ever wants to put a house there, he will need to have 150' frontage then. If he doesn't want to build a house in the future, then he can go with the 60' frontage. Dan said that he will go and talk to Doug and explain this to him. Mr. Merle Ackley brought up about the 4th of July celebration on July 7th, will there be a parade? He was told yes at noon. Merle would like to ride in the parade. Mr. Jeff Rosebrook brought up about the new shelter house, Jeff stated that he can trench it and get the supplies to run the electric to the building. It will have electric before July 7th. Mrs. Stalling brought up that there is an upcoming meeting with the Log. Co. Commissioners about abandoned houses that need to be removed or demolished. Mrs. Stalling received a letter of resignation from Mrs. Margie Cook, resigning her position as an EMT with the fire dept. She has served Perry Township 18 years. She will be greatly missed and we thank her very much for her years of service. Mr. Merle Ackley made a motion to accept her resignation, seconded by Mr. Jeff Rosebrook. Rosebrook, yes, Ackley, yes and Brose, yes.
Mr. Jeff Rosebrook moved the following Resolution: WHEREAS, the Township of Perry request the Logan County Auditor to prepare a Certificate of Estimated Property Tax Revenue to be generated for a Replacement levy in the amount of 1.5 mills which is levied for the purpose of providing necessary maintenance and operating expenses for the fire department pursuant to Ohio Revised Code section 5705.19 I to be placed on the ballot for the general election to be held on the 6th day of November, 2012 and to be collected beginning with tax year 2013 which is calendar year 2012. NOW THEREFORE BE IT RESOLVED, by the Township of Perry that the Logan County Auditor is hereby requested to present said certificate at his earliest convenience. Mr. Merle Ackley seconded by Resolution, and the roll being called upon its adoption, the vote resulted as follows: Mr. Jeff Rosebrook aye Mr. Merle Ackley aye Mr. John Brose aye Mr. John Brose would like to put pictures of items that he wants to get rid of and have a silent auction off of the website. The bids can be sent to the township. Mr. Mitch Current wanted to know if he could buy the radio that is in the dayroom. He would like to purchase it for $1.00. He was told No, that it has to go out for bids. Mr. Jeff Rosebrook made a motion to pay the bills, seconded by Mr. Merle Ackley. Rosebrook, yes, Ackley, yes and Brose, yes.
