The Board of Perry Township Trustees met in Regular Session on Monday, November 12, 2012 at 7:00 p.m. at the Community Room in East Liberty. Roll Call: Jeff Rosebrook, present, Merle Ackley, present, John Brose, present and Cindy Stalling, present. Also present was Logan Brown, Jody Lombardo, Dan Coats, Bonnie Brose, Victoria Current, Mitch Current, Dave Frangis, Dave Cook, Tim Eubanks, Joy Litteral, Larry Wellington, Keith Montgomery, Jessica Gibson, JD Gibson, Doug Henry, Sandy Wilcox and Art Mortimore.
The minutes of the previous meeting was given to the Trustees to read prior to this meeting. Mr. Rosebrook, chairman, asked if there were any additions or corrections to the minutes and they stand approved.
Mr. Rosebrook asked if there were any additions or corrections to the financial statements that were given to the Trustees from the fiscal officer prior to this meeting. They stand approved.
Mrs. Jody Lombardo, our Ohio Insurance Co. agent, was here to let us know it was time to renew our Insurance policies. She went over the changes in the policy . She stated that the only real change is in the prescriptions, name brands went from $50.00 to $70.00. She said that in the last 3 years we have had a 35.4% increase in our insurance, and this year we will have only an 8.5% increase. There is no change in the dental, vision or life insurance coverage. After some discussion, and Jody answering a lot of questions,
Mr. Jeff Rosebrook moved the following Resolution:
BE IT RESOLVED, by the Trustees of Perry Township that the policy of paying hospitalization, dental and vision insurance for all elected officials and full-time employees will be continued. All policy coverage is to be the same terms and any premium adjustments will be made at the arrival of the next notice of each policy.
BE IT RESOLVED, that if any elected official chooses not to have hospitalization, dental and vision insurance coverage that he/she may so elect to have life insurance instead.
BE IT RESOLVED, that said payment shall be made from the General Fund, Gas Fund, Road and Bridge Fund, Cemetery Fund, Park Fund, and Special Fund as appropriated.
LET IT BE RESOLVED, that in the event of a change or loss of the now existing coverage the Township would at that time pick up full hospitalization, dental and vision insurance to match the terms of the other official's policies. Until such time life insurance coverage will be selected if he/she chooses the life insurance policy instead.
Mr. Merle Ackley seconded the Resolution, and the roll being called upon its adoption, the vote resulted as follows:

Mrs. Bonnie Brose, janitor, brought up that she would like to see us have a tree lighting ceremony on Dec. 1st to light up the tree in the Township Building yard. Mr. Merle Ackley told her that we always light it up the day after Thanksgiving. That would be on Friday, Nov 30. Bonnie said that that would be okay to light it up that day, and she would like to have Santa there for the kids as well. Santa would come in on the fire truck. All Trustees agreed to do this.
Mr. Dave Cook, squad chief, reported that they hired a new medic at the fire dept. It is Kacy Welty from West Mansfield. Mr. Jason Conley has gotten on full time at Kenton Fire Dept. and will not be working anymore overnighters here at Perry Township. But, Mr. Conley would still like to work when he can for us.
Mr. Keith Montgomery, fire chief, reported that he and all the other firemen are here to see about the new fire truck that was brought up last meeting. We had the two bids from Sutphen Corp., and from Fire Safety Services.
Chief reported that we need some batteries for the gas detector. Mitch put in regular “D” batteries and it worked, maybe we shouldn’t purchase high priced batteries, we just need to get some regular batteries and put them in it and replace them every month, it would be cheaper. To purchase a battery it would be $390.00.
Mr. Merle Ackley stated that he is very glad that the 1.5 mil fire levy passed last week.
The fire men stated that the only thing that they still want on the new truck would be the shield on top of the truck and it would cost $1,400.00. If the truck is ordered now it would be in around June 2013. They think they can make the old truck last until June, especially if they only let certain ones run the fire truck. Just the ones that know how to run it. After some more discussion,
Mr. Merle Ackley made the following Resolution:
WHEREAS, we have the best interest of the residents of Perry Township, along with their safety.
WHEREAS, we have the funds in the Special (Fire) Levy fund to make this purchase,
LET IT BE RESOLVED, that we purchase the 2013 Custom Sutphen S3 Pumper for Perry Township for a purchase price of $ 453,971.16. This includes trading in our existing Pumper for a price of $32,500.00, and then getting a 100% pre-payment discount for a price of $5,531.81, making the 2013 Custom Sutphen S3 Pumper $415,939.35.
Mr. John Brose seconded the Resolution, and the roll being called upon its adoption, the vote resulted as follows:

Mr. Mitch Current will call Sutphen and set up a meeting with the Trustees, the truck committee, chief and Sutphen and go over the spec’s again and sign the contracts, and get this in the works. Mr. Current will also get a hold of Fire Safety Services and let them know that we did not take their bid.
Mr. John Brose, Mr. Jeff Rosebrook and Chief Montgomery have talked to a lot of residents of Perry Township and they have all been for getting a new fire truck. The old one isn’t safe anymore. Chief thanked the Trustees for purchasing the new truck for the fire dept. and the residents of Perry Township.
Mr. Mitch Current stated that the cascade batteries need to go up to Fire Safety Services and be checked this year.
Mr. John Brose reported that Perry Park has been closed for the winter.
Mr. Brose stated that Mr. Zigglar , the owner of the land beside North Greenfield Cemetery has not gotten back in touch with him, so he figures that he is not interested in the offer we talked to him about for the land.
Mr. Brose said that at the last meeting we set a limit on the amount to spend on the lights for the Tree in the Twp. Yard. The limit was $1,500.00 and he said that that limit has to go up, he is already over that limit. Mr. Brose had a lady from OSU come and look at the tree, she informed him that the tree is dying, but we should get 2-5 more years out of the tree. She said that the dead spots won’t come back.
Mr. Merle Ackley reported that the flowers have been removed from the cemeteries for the fall clean-up. The roads have been mowed for the last time this year.
Mr. Jeff Rosebrook reported that he was approached by a family and they would like to separate their Mother’s ashes with her two husbands. ½ with her first husband and ½ with her second husband. They will all be buried in the North Greenfield Cemetery.
Mrs. Stalling reported that she received a phone call about Doug Wills’s new garage. The caller stated that it was going to be a business and he did not go through the proper channels for a business. He has not hung a sign and it is just a garage, so for now it is not a business.
Mr., Merle Ackley made a motion to donate $50.00 to the fire dept. and $50.00 to the squad for patrolling on Trick-or Treat night, seconded by Mr. Jeff Rosebrook. Rosebrook, yes, Ackley, yes and Brose, yes.
Mrs. Stalling reported that she sent Mr. Tate Peterson a certified letter on Sept. 24, 2012 about his termination, and he still has not picked up this letter, do you want her to send him another one? Trustees told her No.
We have an opening on the Zoning Appeals Board for the alternate position. This is to replace Mr. Charles Bell since he turned in his resignation. We will hold interviews on Monday, Dec, 10, 2012 at 6:30 p.m. prior to our next regular meeting. Mrs. Stalling will advertise it in the Examiner and interested residents can contact any trustee or the fiscal officer.
Mrs. Stalling received paperwork from the State about the Lodge Hall not being exempt for property taxes. Since the Masons Lodge meets upstairs, it’s not a government entity, and therefore they do not feel that it should be tax exempt. Therefore we will be paying taxes on that building.
Mr. Mitch Current reported that he is going to try to get a 501-3C number for the fire dept. He is going to go through the Log. Co. Prosecuting Attorney to do this. If they get one, then the Fire Dept. can get Honda Hero money.
Mr. Mitch Current talked to Danny from Sutphen and he said to go ahead and sign the purchase agreement, so the Trustees signed the two agreements and Mitch will see that Sutphen signs their part and returns our copy to us.
At this time the Records Commission, Mr. Jeff Rosebrook, Mr. Merle Ackley, Mr. John Brose and Mrs. Cindy Stalling met with no records to be destroyed at this time.
Mr. Jeff Rosebrook made a motion to pay the bills, seconded by Mr. Merle Ackley. Rosebrook, yes, Ackley, yes and Brose, yes.
