The Board of Perry Township Trustees met in Regular Session on Monday, June 9, 2008 at 7:00 p.m. at the Community Room in East Liberty. Roll Call: Gary Baker, present, Jeff Rosebrook, present, Merle Ackley, present and Cindy Stalling, present. Also present was Melony Baker, Howie & Ina Kaiser, Dave Frangis, Dave Thornton, Pam Williams, Ken Rosebrook, Renee Johnson, Margie Cook, Scott Harris, Bev Wolf, Keith Montgomery and Paul Blair.
The minutes of the previous meeting was given to the Trustees to read prior to this meeting. Mr. Baker asked if there were any additions or corrections to the minutes and they stand approved as written. 
Mr. Baker asked if there were any additions or corrections to the financial statements that were given to the Trustees from the fiscal officer. They stand approved.
Pam Williams, Dave Thornton, Ken Rosebrook and Renee Johnson were all in attendance about the Hy-Q Chicken Farm addition. Mr. Thornton and Mrs. Williams had some blueprints copies from the Engineer’s Office for the pullet farm on CR 142. They reported that the ODA did not accept this blueprint as they don’t own the land yet. Hy-Q is still proposing to put up 4 new buildings. Hy-Q has to apply for a new permit and they have also made some revisions on the permit. 
They reported that the pullets will be raised here at the farm on CR 142 and then moved them on to the other chicken farms. The stated that there is also some road issues involved. The water usage per day would be 14,940 gallons per day. The Union County Commissioners said that they would not spend money on the roads for just one company. New Day Farms has to file a transfer of the land to Hy-Q Farms. Mr. Thornton and Mrs. Williams answered questions from the Trustees and from the floor as well. Mr. Ken Rosebrook had talked to Evan Christian and was told that there are fire codes that we should come up with now to make it harder for the company to come into the area. Things that would make it safer if the firefighters had to go into the building to fight a fire. Mrs. Williams gave us a copy of some safety codes that several fire chiefs in the area have come up with. Renee Johnson was concerned with the coyote population from the farm already and that is only going to get worse. 
The water run off should be treated for safety purposes. Mr. Thornton and Mrs. Williams thanked us for letting them come tonight and for us passing the resolution opposing the addition to the chicken farm on CR 142.
Mrs. Margie Cook, squad chief, reported that she had some prices on GPS’s from Wal-Mart. Mr. Jeff Rosebrook made a motion for the fire dept. to purchase a GPS for the squad, seconded by Mr. Gary Baker. Baker, yes, Rosebrook, yes and Ackley, yes. They will pick it up and pay for it out of their fund and turn in a bill and we will reimburse them for it.
Mrs. Cook reported that they still need straps for the back boards. After some discussion, Mr. Gary Baker made a motion to purchase 12 straps, seconded by Mr. Jeff Rosebrook. Baker, yes, Rosebrook, yes and Ackley, yes. Margie will order them from Moore Medical.
Mr. Jeff Rosebrook reported that he checked out the tile behind Dave Cook’s property that is plugged. Mr. Rosebrook said that it’s the property owners problem not the townships. 
Mrs. Bev Wolf would like to have help from the fire dept. tomorrow around 12:30 p.m.
Mrs. Wolf reported that she attended a zoning meeting at Jefferson Township about Kent Green’s mud pit. After much discussion and arguing Mr. Green withdrew his application for a condiditonal use for the mud pit by the Jefferson Twp. Zoning Appeals Board. He had set up a meeting with our BZA as well for the same thing. Mrs. Wolf told us that she talked at the Jefferson Twp. Meeting and told them that she was a member of the Perry Township BZA and that we would cancel our meeting since Mr. Green was withdrawing his application. Mr. Merle Ackley made a motion to reimburse Mr. Green his application fee, seconded by Mr. Jeff Rosebrook. Baker, yes, Rosebrook, yes and Ackley, yes. 
Fire Chief Keith Montgomery introduced the newly hired firefighter/medic, Mr. Scott Harris to all of us. 
Chief reported that the squad needs worked on. He said that there is a short in it again. Chief also reported that the drop line needs to be moved over to the other building. 
Chief reported that the refrigerator at the fire house is going bad. It runs all the time. Mr. Baker made a motion to purchase a new one from Lowe’s, seconded by Mr. Jeff Rosebrook. Baker, yes, Rosebrook, yes and Ackley, yes. 
Chief would like to change companies as to where we purchase the gloves from. He stated that the ones we are getting now are not good quality, and he would like to find some other companies who offer them. He will check into this before our next meeting.
The fire dept. will go to TRC on Saturday for an inspection.
Chief brought up that Howie Kaiser and Scott Harris need 2 pair of pants each from Gall’s., They get EMT pants and they run around $35-$40 per pair. Mr. Merle Ackley made a motion for said purchase, seconded by Mr. Gary Baker. Baker, yes, Rosebrook, yes and Ackley, yes.
Chief reported that the electric needs to be hooked up to the two offices that they have built in the old shop. A lot of the squad supplies have been moved over to the old shop. They painted the offices today, and they should be all moved over there in the next couple of weeks.
The drawings from Interiors by Nancy for the meeting room at the Fire House are done. Mr. Harris went down to the fire house and got the display that she put together for us to look at. The trustees looked over the display and Mr. Baker would like to get a price on getting the two restrooms put back in the fire house. He will get a price from Triple C Construction before our next meeting.
Squad chief Cook reported that the cell phone in the squad does not work. You can’t call out on it. It needs to be looked at. Mr. Baker will check out the cell phone and see what needs to be done with it.
Mr. Baker brought up that he thinks we should let Mrs. Margie Cook purchase supplies for the squad when needed, even if it goes over the $300.00 purchasing policy agreement. Mr. Jeff Rosebrook agreed with this. 
Mr. Paul Blair, cemetery mower, stated that there is a stone in the Greenlawn Cemetery that is leaning really bad. He is almost afraid to drive by it. Mr. Baker will check this out.
Mr. Merle Ackley reported that all foundation bases are poured and the stones have all been delivered.
Mr. Ackley reported that we are spraying for mosquitos 3 times per week, with all the rain we have been having.
Mr. Jeff Rosebrook wanted to know if we had anymore information about the fence covering the creek at Perry Park? Mr. Baker told him that he hasn’t heard anything back from the Log. Co. Health Dept. yet.
The other fence at the park along the driveway and beside Niswonger’s property. The metal fence is in but the wooden fence that she said she was putting in is not in yet. Mr. Baker said that he will give her a call as she called him when she was wanting us to put in half of the metal fence.
Mr. Gary Baker reported that the Bobcat is in, but the electrical connection is not on it yet, so it will be delivered tomorrow. It will cost around $200.00 for the electrical connection, they are not going to charge us any labor, only for the parts to put it on.
Mr. Baker said the Shorty Fields will be looking into the tile problem on Escom Pack’s property starting tomorrow.
Mr. Baker reported that the fire siren is fixed, Chief Montgomery said that he’s not sure if it’s fixed or not, but he will try it tomorrow and see if it is working.
Mrs. Bev Wolf reported that the zoning inspector,, Mr. Dan Ackley always has her send out letters to property owners for variances, and she was wanting to know if she could get some envelopes and stamps from the township? This was okay with all the trustees.
Mrs. Stalling reported that Mrs. Margie Cook will be having surgery on her shoulder on July 2 again.
Trustees were discussing getting a 330- 550 gallon tank for gas to have at the Temp. St. garage since the gas station in town has closed up. They discussed purchasing a McMaster tank and to get the gas from Marathon, Dana Smith gas. 
Mr. Merle Ackley brought up about purchasing a John Deere Bush Hog mower from Parrott’s Implement. The other one we had was broken and the bat wing would not go down anymore. He had a price from Parrott’s, with a state bid of $9,368.85. Mr. Gary Baker made a motion for said purchase, seconded by Mr. Jeff Rosebrook. Baker, yes, Rosebrook, yes and Ackley, yes. Mr. Ackley will place the order for the bush hog.
Mr. Merle Ackley brought up about getting the gate put in the fence at Perry Park before the July 4 celebration. After some discussion, Mr. Ackley agreed to go and get a 16’ gate from either Lowe’s or TSC.
Mr. Gary Baker had a price from the County to overlay T.R. 133 with 3” of asphalt and berm. The price was for $83,901.80. Mr. Baker made a motion to accept the county’s bid, seconded by Mr. Merle Ackley. Baker, yes, Rosebrook, yes and Ackley, yes. Mr. Baker will contact Mr. Harvey Grimes of the County and let him know we accepted his bid.
Mr. Gary Baker reported that Mr. Ken Rosebrook has fixed the lights on the 1 ton truck. 
Mr. Baker reported that there is ½ of a keg of gun powder missing in the old Sports Fort Building on Foundry Street in East Liberty. There has been some kids that have broke into the building and we have contacted the Log. County Sheriff’s Office and they are still investigation the situation.
Mrs. Stalling reported that the zoning inspector, Mr. Dan Ackley contacted her so she could report for him tonight that the cell phone tower people have called him and they want to get to moving on the tower quickly. This is the tower for the Bible property.
The trustees agreed to be judges for the July 4th parade.
