The Board of Perry Township Trustees met in Regular Session on Monday, April 13, 2015 at 7:00 p.m. at the East Liberty Community Room. Roll Call: John Brose, present, Jeff Rosebrook, present, Terry Cook, present and Cindy Stalling, present. Also present was Larry Wellington, Dave Cook, Dave Frangis, Bonnie Brose, Keith Montgomery, Kacy Welty, Rhonda Cook, Frank Lee, Ken Rosebrook, Paul Schaller, Carmen Scott, Billy Rings, Leah Lookabaugh, George Ondick, Victoria Current, Joy Litteral, and Tom Cunningham.

The minutes of the previous meeting was given to the Trustees to read prior to this meeting. Mr. Brose asked if there were any additions or corrections to the minutes and then asked if there were any additions or corrections to the financial statements that were given to the Trustees from the fiscal officer. The both stand approved by the Trustees.
Mr. Frank Lee and Mr. Carmen Scott were representing the American Legion and were here to discuss the Memorial Day celebration at the East Liberty Cemetery. Mr. Lee stated that he hopes they have enough to march. There was a lot of confussion last year getting everything ready that day. Mr. Scott stated that he doesn’t want that to happen this year. Mr. Scott will get the speaker for that day. They need to line up the sound system and the chairs. Mr. Ken Rosebrook was here because he has a sound system and chairs that he is willing to let us use them and he will come and set them up also. Mr. Ken Rosebrook said that he is willing to do that. The service is to be at 10:00 a.m. so they should set up around 9:00 a.m. Mr. John Brose will get the podium for the speaker.
The Masonic Lodge has a crew that is going to help set the flags out.
Mrs. Bonnie Brose reported that PTEC is having a spaghetti dinner /silent auction on May 23 at 5:00 p.m. in the Lodge Hall. She also reported that there is a pancake breakfast from 8 to 10a.m.. on May 9, 2015 in the Lodge Hall. The Masonic Lodge is sponsoring this, it will cost $5.00.
Mr. Paul Schaller brought up about a sign at Perry Park that is posted improperly. The “No Weapon” sign can not be posted as Ohio is an open carry state. The sign has been removed.
Fire Chief, Keith Montgomery would like to have a hose tester. We have been borrowing one for the past 10 years, so he thinks it’s time we get our own. From Fire Safety Services it costs $7,955.00. It should last a lifetime. Mr. Terry Cook made a motion for said purchase, seconded by Mr. Jeff Rosebrook. Brose, yes, Rosebrook, yes and Cook, yes.
Chief reported that Victoria has passed her 36 hr. course. She needs to get State tested yet, and she will do that at the last of this month.
The certificates of driving will be kept on file at the fire house.
Squad chief, Mr. Dave Cook, reported that when they went out and picked up Mr. Elmer Bible, the squad got stuck in the mud out there. John and Dave went out and fixed it up.
Mrs. Joy Litteral stated that at the last storm they had 4” of water in their basement. Is there anything we can do? It’s up to the county not the township to fix this. After some discussion, it was decided that Jeremy Yelton is going up to talk to the County Engineer, Mr. Scott Coleman. John said the county is not willing to come and fix anything. John and Joy are going to go to the county and talk about this, They will see if they can get more people to go with them.
Mr. Terry Cook reported that they opened the park yesterday.
Mr. Jeff Rosebrook brought up about dumpster day. It will be May 9, 2015 and Jeff will call and get the dumpsters. Dumpster day will go from 8 – 12 noon. Jeff will get 3 dumpsters.
Mr. John Brose reported that the emissions problem on our vehicles has been fixed.
Mrs. Stalling had the cemetery mowing contract for Ralph Hall for the Trustees to sign.
Terry reported that they have been working at the ball park. They put up a new chain link fence in front of the dugouts.
Terry said that we got our new tiller for the Bobcat.
Jeff brought up about the old part of the walking track at the park. He said we need to put 1-2” of asphalt on top , it’s pretty bad and broke up. Jeff will contact Quality Paving and get a quote before our next meeting. John stated that we are down to $105,000.00 in the park fund and he has been thinking that we may need to put a 1 mil levy on for the Park.
John brought up about the mosquito man, he can only do Wed or possibly on Mon. He will start when we call him. Trustees agreed to have him start on June 1st.
John brought up that we had to renew the website. It was $340.00 for 2 years.
John would like to get some good dirt for the cemetery to put on top of the graves.
John brought up about the cable TV for the fire dept. is free. The fire dept has a fax and the internet. They would like to have faster internet. Trustees are going to check on this and see if we can get around the same price with Century Link.
John brought up about the merry-go-round it is a hexagon and knocks little kids over if the stand to close. John said our Insurance man Peter Stolly suggested that we take it out completely. A new round merry-go-round runs around $2,500.00. After some discussion, the Trustees agreed that we will pull it for now and see if we get any complaints. John will get some prices for a new one before the next meeting. The ones they make now are made out of plastic.
Mr. Brose reported that we need to replace our John Deere tractor. It’s 17 years old, the tires needs to be replaced. He had a quote from Parrott’s Implement, and one from John Deere in Urbana. Parrott’s had the best quote and then they offer a program where we can replace the tractor every year and only have to pay $10.00 per working hour. But we have to purchase the 1st tractor out right. After some discussion, Mr. Rosebrook made a motion to purchase the 6120R tractor from Parrott’s, seconded by Mr. Cook. Brose, yes, Rosebrook, yes and Cook, yes. The tractor will run $64,000.00, with our tractor being traded in and our end loader. We also need to get a bush hog and it will be around $7,000.00. And for $800.00 they will fix a plate on the front of the tractor so we can use our road sweeper.
Mrs. Stalling had a complaint of the dog crap at the park. People are not cleaning up after their animals. We looked at some dog stations, they are quite pricey, but the Trustees agreed to put up some signs at the Park.
Mr. Dave Cook said that his grandson, Rylan wants to know when the new toys are going to be put up. John told him to tell Rylan they are on it.
Trustees stated that we need to get some pea gravel for the park.
Trustees will be pouring foundations before Memorial Day.
Mr. Cook reported that he has received a compliment on the tile on T.R.132.
