The Board of Perry Township Trustees met in Regular Session on Monday, April 14, 2014 at 7:30 p.m. at the East Liberty Community Room. Roll Call: John Brose, present, Jeff Rosebrook, present, Terry Cook, present and Cindy Stalling, present. Also present was Kim Kellogg Martin, Larry Wellington, Jack Nicholas, Eric Stewart, Ron Walls, Bill Brown, Dave Cook, Dave Frangis, Bonnie Brose, Keith Montgomery, Kacy Welty, Daina Welty and Dan Ackley. All stood and said the Pledge of Allegiance The minutes of the previous meeting was given to the Trustees to read prior to this meeting. Mr. Brose asked if there were any additions or corrections to the minutes and then asked if there were any additions or corrections to the financial statements that were given to the Trustees from the fiscal officer. The both stand approved by the Trustees. Mr. Eric Stewart along with his wife and Mother were in attendance as Mr. Stewart is running for family court judge of Logan County. He gave an update on himself and why he is running for Judge. He stated that he is looking at the best interest in children. He answered all questions and asked for our vote in the May 6th election. Mrs. Kim Kellogg Martin is also running for Logan County Family Court Judge. She gave a very detailed update on herself and why she is the best candidate. And why she wants to be judge. Mr. Jack Nicholas brought up about the Township sign in the Town Hall yard, it is starting to show lots of wear and is looking tacky. All Trustees agreed to get Rhonda Cook to paint it. Mr. John Brose made a motion to let Rhonda Cook paint it, seconded by Mr. Jeff Rosebrook. Brose, yes, Rosebrook, yes, and Cook, abstained. Trustees will get the paint and then we will pay Rhonda to paint it. Mr. Ron Walls and Mr. Bill Brown would like for the Township to install a Petanque Court and some horseshoe pits at Perry Park. They would like to put the petanque court behind the restrooms. The court would be 48’ long and be 6’ x 6’ around the sides. Everyone would provide their own balls to play. It would be Perry Township’s court and any can use it. There is a Petnaque Club in Zanesfield and they would like to have one tournament per year down here. We would need to dig off the top soil, put down a cloth for weeds (provided by Frank Lee), put in some #57 gravel for the base and then some #8 gravel on the top. We would need to get a rake, as they rake the court as they play. Mr. Bill Brown would donate the rules sign. All this should be less than $ 2,000.00 to put it in. After some discussion and some questions, Mr. John Brose made a motion for said purchase, seconded by Mr. Jeff Rosebrook. Brose, yes, Rosebrook, yes and Cook, yes. Mr. Dave Cook, squad chief, brought up about the LifePak 15 from Physio-Control for $26,207.20. Robinaugh EMS has been contacted about the old LifePak 12 and he would like to purchase the batteries from it if we purchase the new LifePak 15. After lots of discussion, Mr. Jeff Rosebrook made a motion for said purchase, seconded by Mr. John Brose. Brose, yes, Rosebrook, yes and Cook, yes. Order will be placed by Chief Cook. Chief Cook then brought up that Life Line brought down a squad the other night for the EMS to look at. The one they brought costs $178,000.00. They said that they would give us $12,000.00 for a trade-in on ours. There was a lot of discussion on a new squad. Trustees want to wait until after election before we make any decisions, as the 4 mill fire levy will need to run in the November election. So, if the EMS doesn’t have a new squad before winter, they want the chains put on the existing squad before bad weather. Mr. Brose called Kalida and they said they could put them on for between $1,500.00 and $2,000.00. Jeff still wants to see about Bud Rosebrook fixing the ones we have first. The stair chair has been ordered. Fire Chief Montgomery reported that the engine was taken back to the company for some repairs. The drain plug still isn’t working right on it. The grass truck is still at Sutphens in Springfield getting worked on. We were out of service for 2 runs this week. We have had 61 runs so far in 2014. On April 24 there will be a training session on the new jaws of life out at TRC for the fire dept. Mrs. Jessica Gibson is taking the EMT class currently. The class is being paid for, so Chief wanted to know if the Township would reimburse Jessica for her book? Mr. Jeff Rosebrook made a motion to reimburse Jessica for her book, seconded by Mr. John Brose. Brose, yes, Rosebrook, yes and Cook, yes. Mr. Kacy Welty reported that the monitor has been ordered and should be in by the 24th. Mrs. Daina Welty reported that she has gotten a job at Green Hills, so this will cut down on her on call time with the EMS. Mr. Dan Ackley, zoning inspector, reported that he has had 2 contacts about permits. Both were considered ag so neither one needed a permit. Dan has a meeting out to Honda on Wed morning at 10. This is at the ELP plant, they have another big project to do. They told Dan it’s as big of an expansion as what the last one was. Trustees want to go out there with Dan. Mr. Terry Cook, reported that all the new picnic tables are in at the Shelter House. The fire dept. wanted to know if they could have a couple of the old tables. They are in bad shape. So, the Trustees went and purchased two new picnic tables for the fire dept. Mr. Cook reported that the work at the Lodge Hall is done. Mr. Jeff Rosebrook reported on the culvert on T.R. 131. The county is going to do this one along with 2 catch basins. The County Engineer will get the permit, and there is about 15 things that the county will do. There is another culvert down the road that is rusted out and the Township will replace this one. We need to talk to the County Engineer about the permit he is wanting us to sign. Matter was tabled. Mr. John Brose stated that the Trustees will officially open the park tomorrow. Mr. Brose called BWC about signing up for discounts. He was told that we should be getting something in the mail before June to sign up for a 4% discount. We would also have to attend the next 12 meetings. Mr. Brose reported that Mrs. Nikki Yelton contacted him about soliciators in town. John called the Log. Co. Sheriff’s office and was told that there is nothing that the township can do. Each resident can put a “NO SOLICITOR’S” sign in their own doors. Mr. John Brose brought up about mosquito spraying. He had talked to Matt Wilson who has a class 6 chemical license, but you need a 10 class to spray. Matt is not willing to go and get this class 10 license. Said it would make him have to have more BWC, more insurance and he is not willing to do that. John is going to check with Harvey Grimes who works at the Logan County Garage and see if he knows of anyone in the county who has a class 10 license. Mr. Brose would like to get another mower. He would like to have a Bobcat zero turn-radius mower with a 61” deck. We can get one from Troyers for $8,100.00 and we can turn it in every year and get a new one each year. There is no binding contract. Mr. Terry Cook made a motion to get this mower, seconded by Mr. Jeff Rosebrook, Brose, yes, Rosebrook, yes and Cook, yes. All trustees want to keep the old mower to use on the roads. Mr. Brose brought up about getting an equipment trailer, as the one we have now, when we haul the mower on it, it’s not legal to have on the roads. We can get a used one for around $3,000.00. We have to haul equipment to the cemeteries also. Mr. Jeff Rosebrook made a motion for said purchase, seconded by Mr. John Brose. Brose, yes, Rosebrook, yes, and Cook, yes. Mr. Brose brought up about getting a paint sprayer. We can rent one for $225.00 per day or we can purchase a new one from Lowe’s for $400.00. After some discussion, Mr. Terry Cook made a motion for said purchase, seconded by Mr. John Brose. Brose, yes, Rosebrook, yes and Cook, yes. Mr. Brose talked to Ralph Hall about mowing the cemeteries this year. Mr. Hall will do it, but he wants to raise the pay to $425.00 per mowing. This is a $35.00 per mowing increase from last year. Mr. Jeff Rosebrook made a motion to pay $425.00 per mowing, seconded by Mr. John Brose. Brose, yes, Rosebrook, yes, and Cook, yes. Mrs. Stalling had a letter ready for the Trustees to sign stating that the last space on lot # 176 in the East Liberty Cemetery goes to Annadelle Wolever Blum. Mr. Terry Cook reported that they have installed a new door on the Community Room. The batting cage is up at the Park. They have installed new toilets at the Library, and at the office. They are working on the water at the concession stand at the Park. Also at the concession stand, the window rotted out, John pushed right through it, it was so rotten. Terry would like to get a pop-up awning for cemetery cremations. Mr Brose made a motion for said purchase, seconded by Mr. Rosebrook,. Brose,yes, Rosebrook, yes and Cook, yes. Mr. Rosebrook reported that he has one base to pour at his cemetery, and Terry has 2 to pour at his. Mr. Rosebrook stated that the guys at the Lodge are very pleased with the work we have done there. Mrs. Stalling reported that she has received her annual notice of Exemption from Continuing Education Requirements pursuant to the Ohio Revised Code 135.22. Mr. John Brose made a motion to pay the bills, seconded by Mr. Jeff Rosebrook. Brose, yes, Rosebrook, yes and Cook, yes.
