The Board of Perry Township Trustees met in Regular Session on Monday, August 10, 2015 at 7:00 p.m. at the East Liberty Community Room. Roll Call: John Brose, present, Jeff Rosebrook, present, Terry Cook, present and Cindy Stalling, present. Also present was Bev Wolf, Kacy Welty, Daina Welty, Dave Cook, Joy Litteral, Kurt Penhorwood, Bonnie Brose, Dave Frangis, Larry Wellington, Leah Lookinbaugh, Keith Montgomery and Mitch Current.
All stood and said the Pledge of Allegiance
The minutes of the previous meeting was given to the Trustees to read prior to this meeting. Mr. Brose asked if there were any additions or corrections to the minutes and then asked if there were any additions or corrections to the financial statements that were given to the Trustees from the fiscal officer. All stand approved.
Mrs. Bev Wolf brought up about the old Levan property at the corner of C.R. 2 and S.R. 292; there are old vehicles on the property. There are 5 of them. The guy who owns the property now is from Mechanicsburg. Mr. Rosebrook has talked to the guy and he rents out the property. The guy renting the property, Jeff talked to also and he is going to move the vehicles within the next 2 weeks. He is out of state right now.
Mrs. Wolf then brought up about Mr. Rosebrooks property on S.R. 292, he never got a permit to run a business out of that building, and he needs to get a conditional use permit. Mr. Rosebrook told her that he will get a meeting set up for the conditional use permit.
Mrs. Wolf then brought up about the Mabry property on 540/292 the building out back, people are living in it, so that would make that a 2nd residence property. Mr. Ackley, zoning inspector will go out and check this situation out.
Mrs. Wolf then welcomed Mr. Terry Cook as a Trustee, as she has not attended a meeting since he took office.
Mr. Dave Cook, squad chief reported that the squad will be covering the Ben Logan football games on Sept. 25 and Oct 9. He also reported that the light is fixed on the squad.
Mrs. Bonnie Brose congratulated Mrs. Stalling and Mr. Brose as no one is running against them at the election in November.
Mrs. Brose stated that the Street Dance and Yard Sales day is August 15. She has finally found a band to play for the dance.
Mrs. Wolf thanked the fire dept. for the green signs they have put up at each resident of Perry Township.
Mr. Larry Wellington brought up that the County Fire Dept. Has spent more money. On a vehicle stabilizer kit. This kit costs around $3,000.00 and they would like to have 2.
After some discussion, they are to get more prices before the next meeting.
Mr. John Brose brought up about grain rescue; there was a lot of discussion from the firemen and EMS personnel that was in attendance.
Mr. Keith Montgomery, fire chief, reported that the jaws-of-life will be serviced on Aug. 18, and they will come here to do that.
The engine will be serviced on Sept. 18.
He ordered Dave a new pager, 2 pager batteries and 2 1000 radio batteries. The dept. needs batteries for the air packs too.
Chief reported that Bender Comm came and got information off of the Mark Radios.
The dept. has been checking out an explosive cabinet. They run between $578.00 - $1,500.00. After some discussion, Mr. John Brose made a motion for said purchase, seconded by Mr. Jeff Rosebrook. Brose, yes, Rosebrook, yes and Cook, yes.
Chief reported that Fire Safety Service will be coming out to check out our air packs.
Chief has hired a medic, his name is Edward Waitkus, and he wants to work 1 day each week on the weekends.
Chief needs computer paper.
Dave Cook reported that he has not heard anything about the repeaters.
Mr. Terry Cook reported that the new tractor is in and it is really nice.
Mr. Jeff Rosebrook reported that there have been trees cut at the park and also at the cemeteries.
Mr. John Brose reported that the signs for the park are not done yet. He also told that there was a pick-up truck that drove on the walking track up the hill to College Street.
John is still working on the doorbell for the fire house.
John reported that the mosquito man is still spraying; we are out of our stock pile of chemicals, so the price will go from $210.00 per spraying to $250.00 per spraying.
John reported that the tarp for the grass truck has been ordered.
Mr. Kacy Welty reported that the job fair out to Honda that he was a presenter at went really well.
Mrs. Stalling reported that she received her exemption from the State Treasurers office for continuing education.
Mr. Terry Cook reported that they got the tile on Jimmy Moore’s property fixed today.
Mr. Jeff Rosebrook had two quotes for the walking track at the park. One quote was from Quality Paving for $17,800.00 and a quote from Liberty Bobcat for $14,970.00. After a lot discussion, Mr. John Brose made a motion to accept the quote from Quality Paving, seconded by Mr. Jeff Rosebrook. Brose, yes, Rosebrook, yes and Cook, yes. Mr. Rosebrook will contact Quality Paving and let them know.
Mr. Kurt Penhorwood is willing to look at the merry-go-round at the park to see if he can make it round. Mr. Brose just wants to get rid of it. John said that the insurance company said to remove them from the park. If they are removed then the posts will need to be removed as well.
The roads need to be checked out at to if we want to do any blacktopping or chip and seal for next year.
Mr. Terry Cook brought up about getting the cemeteries drives sealed. He had a quote from Liberty Bobcat for $6,302.00 for all 3 cemeteries. Mr. John Brose made a motion for hiring Liberty Bobcat, seconded by Mr. Jeff Rosebrook. Brose, yes, Rosebrook, yes and Cook, yes.
Mr. John Brose brought up about putting brown metal over the windows at the top of the Lodge Hall. There are 16 windows that would need to be done. After some discussion, he is to get some prices before the next meeting.
Mr. Jeff Rosebrook reported that they had rented a track hoe from Bobcat to trim trees that we didn’t have any equipment to reach what we needed to trim. We got it for a weekend and it costs $900.00.
Mrs. Bonnie Brose brought up about getting the carpet professionally cleaned in the community room. Mr. Cook suggested we get Stanley Steamer. Mr. Rosebrook made a motion to get them cleaned, seconded by Mr. Cook. Brose, yes, Rosebrook, yes and Cook, yes.
