The Board of Perry Township Trustees met in Regular Session on Monday, August 9, 2021 at 7:00 p.m. at the East Liberty Community Room.  Roll Call: John Brose, present, Terry Cook, present, John Baughman, present and Cindy Stalling, present.  Also present was Bonnie Brose,  John Stanford, Doug Henry, Dan Ackley, Doug Mercer, Neill Rhodes, J.D. Gibson and Jessica Gibson..

     All stood and said the Pledge of Allegiance

     The minutes of the previous meeting was given to the Trustees to read prior to this meeting.  Mr. Brose asked if there were any additions or corrections to the minutes and then asked if there were any additions or corrections to the financial statements that were given to the Trustees from the fiscal officer. All stand approved.

     Mr. John Brose brought up that the back-shelter house needs a new roof.  After some discussion, it was agreed to get some estimates and get that project done,

      Mr. Brose reported that T.R. 131 and 132 have been chip and sealed except for the farthest northern point where the company that is wanting to put in the solar panels up, tore up our road.  The company was here to get some testing done and tore up our road.  We have heard from this company and they are going to fix the road. This company also tore up some County roads, the county will fix the roads at the company’s expense.

     Mr. Brose reported that years and years ago there is some drives that the Township has been taking care of, but we don’t need to.  The drives are: 1) the driveway in front of T.R. 131 and C.R. 2, it borders the following property owners- Teresa Amerine, Brad Bates, and Ralph Fout.    2) The 2nd driveway that borders Byron Kinney, Brad Bates and Daria Roberts in North Greenfield 3) On T.R. 133, the driveway that borders Paul Tracey and Roger Pugh’s property 4) The driveway in front of the OLD Heritage Building, that borders John Hemphill and Mark Skidmore’s property.   Mr. Brose has talked to the County Engineer’s Office, Mr. Todd Baumgardner and was advised the following to talk about these drives and then make a motion to talk about these 4 drives and clarify their status as Non-Maintained by Perry Township.  So, Mr. Brose made a motion to talk about these 4 drives , seconded by Mr. Baughman.  Brose, yes, Cook, yes and Baughman, yes.  After some discussion:

Mr. John Brose moved the following Resolution:

 

   After talking to the County Engineer’s Office and being advised to go ahead with this.

 

WHEREAS, there has not been any traffic on these drives for many, many years.

 

THEREFORE: I am making the following drives NON- MAINTAINED by Perry Township Trustees.  The drives are:

 Driveway in front of T.R. 131 and C.R. 2, it borders the following property owners- Teresa Amerine, Brad Bates and Ralph Fout.
The 2nd driveway that borders Byron Kinney, Brad Bates and Daria Roberts

In North Greenfield

On T.R. 133, the driveway that borders Paul Tracey and Roger Pugh’s property.
The driveway in front of the Old Heritage Building, that borders John Hemphill and Mark Skidmore property.

 

THEREFORE, the Township will not be plowing snow on these drives, or doing any kind of maintenance on these 4 drives in the future  This Resolution becomes effective immediately.

 

Mr. Terry Cook seconded the Resolution and the roll being called upon its adoption , the vote resulted as follows:

     Mr. Brose reported that on August 27 the United Way will be sending some people over to the Township to do any project that we would like them to do.  All Trustees agreed to have them paint the inside of the restrooms at the park.  We will be having 4 coming to our Township.  This is a give back to their Community.  Very much appreciated.

     Mr. Brose brought up about getting a water softener for the Township Building.  The toilets are going to pot and need replaced and the sinks have needed to be replaced for some time.  If Easton Water will do the same amount for this building that they are charging us at the Fire Dept.  Mr. Brose made a motion to get a water softener for the Township Building, a seconded by Mr. Baughman.  Brose, yes, Cook, yes and Baughman, yes.     Mr. Brose will contact Easton Water and let them know.

     Mr. Brose brought up about this American Cares Act money that the Township could get around $99,000.00.  But you have to prove that what you use the money for is at least 50% related to Covid. Mr. Brose has done a lot of research, and Mrs. Stalling attended a 2-hr. webinar on this matter and we can’t find anything that our Township would qualify for to accept this money.  Mrs. Stalling called 3 other Township’s to see if they were able to receive this money and not any of them thought they would qualify for this money either.  The deadline for applying for this money is Sept. 4, 2021. 

     Mrs. Stalling reported that the Ohio State Auditor’s Office has approved and released our Audit.  All our paperwork is back .  The cost of the audit is $3,100.00. It needs to be paid to Perry & Associates out of Marietta, they conducted the audit for the State.

     Mrs. Stalling reported that Trick or Treat will be Saturday, October 30 from 3 to 5 p.m.

     We received a recall on the Cummins Engine in our truck.

    We received a letter from LUC that was an update on their services.  It was about their website services, model text, language and agriculture exemption form.  Mr. Brose has talked to Brad at LUC on the solar panels that are coming into the Township.  We don’t have anything in our Zoning laws about solar panels. 

     Mr. Dan Ackley needs a favor, about the fence issue on S.R. 292. The couple that own the fence, they think there has been some chemicals put on their property, on their trees. Dan would like to help this couple out to see if there are chemicals on their property or not.  Mr. Brose told Mr. Ackley to contact Logan County Soil Conservation and there is also a company in Lakeview that tests farm ground,  this would be some place to start.  Mr. Ackley appreciated the suggestions.

      Mr. Doug Henry, fire Chief, reported that they need a couple sets of turn-out gear.  Some of it is outdated,  Mr. Cook made a motion to purchase the turn out gear, seconded by Mr., Brose. Brose, yes, Cook, yes and Baughman, yes,  Chief will let their Trustees know at the next meeting what they got. 

    Chief reported that Medic 2 has a hose that is bad.  It is at Spain’s in North Lewisburg.

   Chief reported that he would like to have a floating strainer for the grass truck.  You can use it to get water out of a pool.  Its cost $515.37 at Fire Safety but is on sale right now.  Mr. Brose made a motion for said purchase, seconded by Mr. Cook.  Brose, yes, Cook, yes and Baughman, yes. 

     Chief brought up about the fire extinguishers that he showed them last week.  The quote he had last week was only good for that day.  The quote he had now was for 6 extinguishers for $4,050.00.  He can get 25% off. Chief would like to have 1 on each Medic.  He stated that he can get them for $675.00 a piece.  If you purchase 8 units you can get a free one.  Chief is going to do more checking into these extinguishers.

     Chief reported that last Thursday the department went out to the bridge, overpass over S.R. 33 they were honoring a Korean War Veteran that had been captured and died in 1951, they were taking his remains home to Lima.
