The Board of Perry Township Trustees met in Regular Session on Monday, August 11, 2014 at 7:30 p.m. at the East Liberty Community Room. Roll Call: John Brose, present, Jeff Rosebrook, present, Terry Cook, present and Cindy Stalling, present. Also present was Mitch Current, Victoria Current, Bonnie Brose, Dave James, Linda Baldridge, Rhonda Cook, Keith Montgomery, Dave Frangis, Dave Cook, Kacy Welty, Larry Wellington, Kyle Brugler, Daina Welty, Dan Ackley, Tim Stalling and Mike Stalling. All stood and said the Pledge of Allegiance The minutes of the previous meeting was given to the Trustees to read prior to this meeting. Mr. Brose asked if there were any additions or corrections to the minutes and then asked if there were any additions or corrections to the financial statements that were given to the Trustees from the fiscal officer. Mr. Brose made some corrections in some typing errors in the Minutes. The financial reports stand approved. Mr. Mitch Current reported that he took the engine to Springfield today for repairs and it should be done and back by Friday. Mr. Brose brought up about going by the hours on the trucks not by the miles on them. Mrs. Bonnie Brose reported that the town wide yard sales are Saturday and also the Street Dance. She would like for the Trustees to dip ice cream. They all agreed to do that. Mr. Dave James, of Heiby Oil, was here for our pre-buy for oil for this winter. He stated that we burned 7400 gal in the 2013-14 season. We have 2,635 gal left. The Temperance St. garage used 2200 gal and has 600 gal left, the fire dept used 3,000 gal and has 1,600 gal left, the lodge hall used 2,200 gal and has 435 gal left. The price for this season is $1.68 per gallon. After some discussion, Mr. Rosebrook made a motion to purchase 7500 gal for this season, seconded by Mr. Cook. Brose, yes, Rosebrook, yes and Cook, yes. Mr. Brose then brought up to Mr. James about the sign that is still hanging at the old gas station, John has had some semi drivers complain that they have trouble seeing around the sign. Mr. James said that he would have the sign taken down. Mr. Brose reported that he has gotten some compliments on the sign in the townhall yard that Mrs. Rhonda Cook painted. Fire Chief, Keith Montgomery, reported that the door above the grass truck needs fixed. Chief reported that Leah Lookabaugh wants to join the fire dept as a FF/EMT. She can get all her schooling free. There won’t be any charge to the township. Squad Chief, Dave Cook, brought up about getting a new squad. There was two squads down at the fire house earlier tonight for the Trustees to look at. The quotes for them are good until October. Mr. Brose stated that he is afraid of the Ford motor that is in these squads. It was brought up that if we have any problems with these squads, the company will bring us a loaner to use while ours would be getting repaired. After a lot of discussion, the Trustees said that they will make a decision at the next meeting. Chief Cook stated that we need to hire a couple more medics for the dept., as we are short-handed right now. Mr. Larry Wellington had a quote to finish up the 911 signs for the residents of Perry Township. This is for 300 signs, the quote was $3,300.00. Larry said that it is going to take more numbers than originally thought. The trustees need to place the order. Mr. Rosebrook made a motion to order the 911 signs, seconded by Mr. Brose. Brose, yes, Rosebrook, yes and Cook, yes. Mrs. Stalling will place the order. Mr. Dan Ackley, zoning inspector, gave an update on the zoning. He has been talking to Linda Coates, and she is considering some repairs on a garage on her property. She will use the same foundation, but add on to the roof. She told Dan that she will do some measuring and get back with him. She may just want to move the garage closer to the house. Deb Davis talked to Dan also about a new mobile home instead of a new house. The new house is going to cost her too much. Dan told her that she would have to get a conditional use permit. She was fine with that. Dan also talked to Amber Rosebrook about getting a permit for her pool. Amber told Dan that the property belongs to her mother, Melony Baker, so he needs to go and talk to her. Dan still needs to get ahold of Jason Smucker about his pool too. Patty Lewis called Dan about them building a barn and getting a permit. Dan told her that is agriculture and she would not need a permit for that. Mr. Tim Stalling thanked the squad members that have been taking him in to the hospital lately. He stated that they have done an excellent job and the response time has been great. He feels that they don’t get enough praise for what they do. Mr. Terry Cook reported that T.R. 131 is closed down right now. Mr. Jeff Rosebrook reported that we are going to get a street light installed outside the LodgeHall door. There will be a $95.00 charge to put it up. Mr. John Brose reported more on T.R. 131. We hired the blow out guy to blow out the tile, and the pipe is collapsed in several places. We need to replace about 1000’ starting at Moore’s driveway. Johnson Excavation came in and started digging and then we had to have Weiser Excavation come in and dig. When they started digging the pipe collapsed all the way. We had to rent a cage to go down in the ditch and that was $450.00 per day. The pipe is $12.00 per foot and we need 1000’. Weiser is $250.00 per hour. But, it needs to be fixed. It is going to be a costly project. Mr. Brose had two quotes to fix the culvert on twp rd 131 north. One quote from the county was for $10,000.00 and the other quote was from Slemmons for $5,900.00. The road keeps washing out. Mr. Rosebrook made a motion to accept the quote from Slemmons, seconded by Mr. Cook. Brose, yes, Rosebrook, yes and Cook, yes. Mr. Brose brought up about cutter blades for the snow plow. He would like to have 2 sets per truck and they are $500.00 per set. Mr. Rosebrook made a motion for said purchase, seconded by Mr. Cook. Brose, yes, Rosebrook, yes and Cook, yes. Mr. Brose reported that the GMC dump truck brakes are real bad. After some discussion Jeff is going to see if Bud will work on it and if not we will take it out to TRC to get fixed. Mrs. Stalling had the wording of our levies for the Nov. ballot from the Board of Elections for our approval. Trustees approved the wording. Mr. Terry Cook reported that he has a funeral tomorrow for Paul Moore at 11:00.a.m. Mrs. Bonnie Brose reported that Mrs. Marilyn Clingerman was very happy when John and Terry went down and swept the rocks up at her property that gets washed down there from the rain. Bonnie thanked Kyle Brugler for all the help he has been to her lately. Mr. John Brose made a motion to pay the bills, seconded by Mr. Jeff Rosebrook. Brose, yes, Rosebrook, yes and Cook, yes.
