The Board of Perry Township Trustees met in Special Session on Friday,

December 28, 2018 at 9:00 a.m. at the Community Room in East Liberty.  Roll Call; John Brose, present, Terry Cook, present, John Baughman, present and Cindy Stalling, present.  Also present was Bonnie Brose, Doug Henry, Dan Coats, Kyle Brugler, Kyle Richards and Justin Taylor.

The purpose of this meeting is our Year-end meeting.

All stood and said the Pledge of Allegiance.

Mrs.  Bonnie Brose reported that she is not gong to be booking anyone in the Community Room after Jan. 5th, that way we can set up a time to get the floor in the Community Room done by CPI Industries.  The Girl Scouts will have to remove their cupboard out of the Community Room.  Everything will need to be moved out of the room.

Mr. Dan Coats reported that there has already been 4 guys signed up for the extra 24 hour shift at the fire house.  He thinks there is at least 1 more interested in signing up and possibly 2 or 3 more.   Right now he is limiting them to 2 slots per month, until he sees how it goes.  But, if this is a success, down the road we will have to invest in another bed at the firehouse.

Mr. Kyle Brugler brought up about the Assist Fire Chief position if it would be him, he would be willing to forgo any Insurance benefits, any stipend or retirement.  Mr. Brugler reported that he has been doing a lot of the work already.  He would just like to be compensated for the hours he is working to do the job.  Mr Brugler said that he thinks the fire dept is moving in the right direction and that the extra 24 hour position is a real plus.  Mr. Brose aaked him if he just wanted the title, Mr. Brugler said no its not just the title, he has been doing the work of an Assist Chief for quite some time now.   Mr. Brose isn’t sure that Mr. Brugler could forgo the Retirement.  The Chief and Assist Chief is in OPERS.  And if they are in OPERS they can’t go into a fire.  If they go into a fire then they would have to be into Police and Fire.  Mr. Brose stated that this is his fault, as he has not talked to our lawyer, cause he didn’t think we were going to worry about now, Chief Henry said we weren’t.  Mr. Brose will check with our lawyer and see what our options are.

Chief Henry reported that there is 159 EMS runs and 102 fire runs as of today.  For a total of 261.

Chief reported that he has done a lot of work out at TRC this year.

As of the new truck, it is still  in PA.  Chief has received some pictures if it, but he doesn’t have a definite date for delivery.

Chief reported that in January they will take everything off of the rescue, and will be taking it out of service.  There needs to be some things moved around at the fire house to get ready for the new truck.

Mr. Dan Coats reported that there is a possibility that the benefit for Dave Cook may be moved to the fire house instead of the Lodge, so there is more room available.

Mr. Brose asked if there is a maximium occupancy for our buildings?  This needs to be done and posted in our buildings.  The fire escapes will be inspected along with the buildings.

The dry hydrant on T.R. 129 has been tabled until spring.

Mr. Cook reported that he had a funeral last Sunday.

Mr. John Baughman brought up about getting some more of the mats for the Cemeteries for funerals. They have different sizes, after some discussion, Mr. Brose made a motion to purchase 10 of the 3’ ones at $195.00 each, seconded by Mr. Baughman.  Brose, yes, Cook, yes and Baughman, yes.

Mr. John Brose reported that Logan County is forcing everyone to pay $50.00 to purchase a sewer treatment permit. You will get a form in the mail that you will need to fill out and send back with your $50.00.

Mrs. Stalling had a recall for our 2017 Ford truck, it is about frozen door latches.

Mrs. Stalling wrote a letter to Social Security stating that Mr. Dave Cook gets NO pension from Perry Township.

Mrs. Stalling reported that we received our check from the Recycling for 2018.  It was for $900.07.

The Records Commission met with no records to be destroyed at this time.

Mrs. Stalling reported that she talked to Republic Trash people.  They have charged us to pick up the polycarts from the Park, they have never charged us for these before.  They also have charged us an extra month on the dumpster at the Park that needs to be adjusted.  (by $70.00).  John Brose will call them again and see if he can get anything settled with them.  Mr. Brose is also going to check with Rumpke Trash to see what they will charge us to pick up trash for the Township.

Mr. Terry Cook reported that he talked to Ralph Hall, and isn’t sure if he is going to mow the Cemeteries this year or not.  He will us know at a later date.

Mr. John Brose made a motion to pay the bills, seconded by Mr. Terry Cook.   Brose, yes, Cook, yes, and Baughman, yes.

TOTAL OF BILLS:   $53,089.40

Mr. John Brose made a motion for adjournment, seconded by Mr. Terry Cook.  Brose, yes and Cook, yes, Baughman, yes.
