The Board of Perry Township Trustees met in Special Session on Saturday,
December 30, 2017 at 10:00 a.m. at the Community Room in East Liberty. Roll Call; John Brose, present, Jeff Rosebrook, absent, Terry Cook, present, and Cindy Stalling, present. Also present was Bonnie Brose, Doug Henry, Doug Mercer, Dan Sutphen, Mitch Current, Dan Coats, Kyle Brugler, Joe Torsell, James Collins, Joy Litteral and Tim Stalling.
The purpose of this meeting is our Year-end meeting.
All stood and said the Pledge of Allegiance.
Mrs. Bonnie Brose thanked the township for helping with the PTEC events throughout the year.
Mr. Dan Sutphen of Sutphen Company was here to go over the specs for the new fire truck. It is a pumper/tanker. Dan Sutphen went over alot of the specs. The price has went up due to them quoting the wrong valve. So,with the discount for paying for the truck up front the price is $532,387.10 instead of the original quote of $523,070.28. This price is saving us $13,767.65 for paying for it up front. It will take probably a year to get the truck completed. Mr. Brose brought up about getting a different cab on this truck. We could get a cheaper cab? It is a 5 man cab and to go to a 2 man cab would be cheaper but, Mr. Sutphen stated that sometimes the firemen have to change enroute to the scene, and they couldn’t do that in a 2 man cab. Also Sutphen does not make a 2 man cab for this truck. The cab is built in Hilliard, the chassis is built in Springfield, and a company in
Pennsylvania that will build the body. Mr. Brose asked the firemen in attendance what they thought. Mr. Coats stated that a commercial cab would be fine now that we have the grass truck. Mr. Current stated that the cab is just like the cab on the engine. Mr. Brose asked Mr. Collins his opinion and he said that he is going to abstain. Mr. Cook stated that this is alot of money. Mr Sutphen explained some more about the truck and that it is a Class A truck. The price for fire trucks is going up 4 % starting in January. We would like to trade the recue in on this truck. Mr. Sutphen in checking with a company in Canada to see if they were interested in the rescue, he has not heard back from them yet.
Be It Resolved by the Township Trustees of Perry Township that
Mr. John Brose moved the following Resolution:
BE IT RESOLVED , the Board of Trustees of Perry Township, Logan County, Ohio has decided it would be in the best interest of the Township to purchase a 2018 Sutphen pumer/tanker.
BE IT RESOLVVED that we have the best interest of safety for the residents of Perry Township, if one truck is out on a run we will have back-up available.
THEREFORE, we will accept the quote from Sutphen for $546,154.75 less a discount for paying for the truck up front -$13,767.65 for a total of $532,387.10. This will all come out of the fire fund as appropriated.
Mr. Terry Cook seconded the Resolution and the roll being called upon its adoption, the vote resulted as follows:

Mrs. Stalling will write a purchase order and the check for Sutphen. This is under the 800-257 Ohio State Term Contract. This will be a Cummins truck.

There is a concern about manpower to get the truck out the door for a run. We really need to get some more employees at the firehouse. Mr. Brose would like to advertise in the Examiner for openings. Mr. Brose told them to write something up and get it to Cindy so she can advertise it.
Mr. Mitch Current had a quote from HBI Electric for some lighting for the firehouse. They are making some changes, the quote was for $3,116.00. And we supply the lights, as we can get them cheaper at Rural King in Marysville. After looking over the quote, Mr. Terry Cook made a motion to accept this quote, seconded by Mr. John Brose. Brose, yes and Cook, yes.
Fire Chief reported that there will be some added expenses for the truck, with getting flashlights, etc.
MR. Brose brought up about the old radios that Bender took out of the trucks, what happened to them? Mitch said one out of rescue is still good is going into the grass truck. They really only have 1 extra radio, and they would like to keep it for a spare.
Mr. Dan Coats brought up about Kyle Richards, he would like to be our 24 hr, 3rd day man. He is willing to go to Medic school and to sign a contract with the Township. He is willing to pay for the class upfront and when he passes, then the Township would reimburse him for the class. Kyle Brugler will be on call on the days he works, so we will have a medic to run.
Mr. Brose made a motion that we pay for schooling for Perry Township residents up front and for non-residents, they pay for the class and when they pass and sign a contract with the Township, then the Township will reimburse them for their class. Seconded by Mr. Terry Cook. Brose, yes and Cook, yes.
Mr. Kyle Brugler reported that he passed his State Instructor class and he now needs 10 hours of teaching time in and then he will get his certification. Kyle said that we can get reimbursed for this class from the State of Ohio. Any Township with less than 25,000 residents qualify for reimbursement.
Kyle asked the Trustees about the proposal he presented to them last month about benefits. Mr. Brose reported that they are going to meet with the lawyer, Mr. Bennett and they haven’t done that yet. John will set up this meeting.
Mrs. Bonnie Brose had a complaint that the bathrooms in the Lodge Hall are not wheelchair accessible. We will fix one of the restrooms and then it will become unisex restroom. Mr. Brose wants to do both of them, Bonnie said the other restroom is not big enough for a wheelchair. Trustee will do the work for this.
Mrs. Joy Litteral reported that she did not attend this month’s County EMS meeting and she won’t be in town next month for it. She will see if one of the guys will go next month.
It was reported that when Kyle Richards starts being the 3rd day man, then the overtime will be over.
Trustees are trying to get some bids for the tile down on Smucker’s property.
They aren’t having much luck with it.
Mrs. Stalling brought up again about the trash bill. We still don’t have it settled yet. John is still talking to them. We will go ahead and pay for the month, not the balance due.
Mrs. Stalling swore in Terry Cook for his newly elected election as Perry Township Trustee.
Mr. Mitch Current brought up about getting a $5,000.00 lead way for things for the truck that may come up. Trustees want to know what they are buying before they buy it.
After some discussion, Trustees agreed to letting the have this $5,000.00, but the Trustees want to know what is bought.
