The Board of Perry Township Trustees met in Regular Session on Monday,
December 12, 2016 at 7:00 p.m. at the East Liberty Community Room. Roll Call: John Brose, present, Jeff Rosebrook, present, Terry Cook, present and Cindy Stalling, present. Also present was Doug Mercer, Dave Cook, Doug Henry, Rhonda Cook, Joy Litteral, Kacy Welty, Jessica Gibson, Ginny Montgomery, Sandy Wilcox, Mitch Current, Dan Ackley, Kyle Brugler, Kurt and Jennifer Penhorwood, James Collins, Linda Baldridge, Dustin Cook, Chuck and Jenny Boudrow, Ginny Montgomery and Bonnie Brose.
The meeting was called to order by Chairman Mr. John Brose and all said the Pledge of Allegiance.
The minutes of the previous meeting was given to the Trustees to read prior to this meeting. Mr. Brose asked if there were any additions or corrections to the minutes and then asked if there were any additions or corrections to the financial statements that were given to the Trustees from the fiscal officer. They both stand approved by the trustees.
Mr. John Brose made a motion to go into Executive Session for 2 reasons.
Personnel disciplinary action
Replace Fire Chief
Mr. Jeff Rosebrook seconded the motion. Brose, yes, Cook, yes and Rosebrook, yes.
Went into Executive session at 7:05 p.m. and out of Executive session at 7:33 p.m.
Mr. Brose brought up about the matter of the disciplinary letter to Jessica Gibson, Mr. Brose moved that the letter be rescinded and removed from her file, Mr. Rosebrook agreed. Cook, abstained.
Mr. Brose brought up on the matter of replacing the Fire Chief for Perry Township; Mr. Brose moved that Assist Fire Chief, Mr. Doug Henry, now becomes the new Fire Chief for Perry Township, effective as of today. Seconded by Mr. Jeff Rosebrook. Brose, yes, Cook, yes and Rosebrook, yes. Doug has been with the dept. for 30 years.
Mr. Dave Cook, squad chief, reported that we have now had 124 runs. They also got to use the auto-pulse the other day on a run. They felt like the auto pulse worked good, it didn’t save the patient, as she had been down too long, but they felt like the auto pulse did its job.
Mrs. Linda Baldridge reported that her gas meter started running about 10:00 a.m. today. She was very pleased.
John had the quote for the stripping for the tailgate of the grass truck. The quote was from Visionary and was for $ 422.00. The guy will come here and do this. Chief Henry would like to show him while he is here the rescue and get a price on it. Mr. Brose made a motion that we go with this guy as he is ½ price of the other quote we had, seconded by Mr. Rosebrook. Brose, yes, Cook, yes and Rosebrook, yes.
Mr. Dan Ackley, zoning inspector, gave a zoning update. He reported that Humble Construction is building a building out at TRC. Dan also reported that he gave Jeremy Mathys an application for a conditional use permit for the shooting range. Josh Levan told John that the NRA has contacted the Conservation Club. The club also as a new president and that is Jim Shelton.
Mrs. Ginny Montgomery returned Keith’s cell phones.
Mr. Terry Cook reported that 5 of the 6 culverts are in, and the last one is to go in tomorrow.
Mr. Jeff Rosebrook asked if there was any word on the new tractor. John stated that we were supposed to get in November, but we didn’t get it yet.
Mr. John Brose reported that the Lodge Hall has been converted over to natural gas.
Everything seems to be working fine.
Mr. Brose reported that Del-Mar Tree Service guys fixed the lights on our Christmas tree. John had them give us a quote on taking that evergreen down, the quote was for $700.00. After some discussion, it was agreed to wait on it for now.
Mr. Terry Cook reported that we are supposed to be getting the new roof on the Lodge. John said it is probably going to have to wait, as he needs 3 good days of weather for the glue that he uses. At this point it is probably going to be spring before it gets put on now.
Mr. Brose reported that Ron Walls has a little 4 x 8 steel trailer that he wants to sell, and John would like for the township to purchase it. He would like to put a porta john on it to take to the cemeteries for funerals. Ron wants $300.00 for it. Terry said Dave can also use it to haul brush. Brose made a motion for said purchase, seconded by Rosebrook. Brose, yes, Cook, yes and Rosebrook, yes.
John brought up about the Gear washer for the fire dept. John has misplaced the paperwork on this washer. But he has been reading up on them. John said he has been reading up on them and several of the websites recommend not over 80 G Forces, it should be a front loader and not have an agitator in it. Need to get some answers from Doug Hager that put together the paperwork in the 1st place.
John reported that they had the softener guy from Easton down there and we can either purchase a softener or rent one. Purchase one for $1,200.00 and we do the plumbing or $1,500.00 and they do the plumbing or rent one for $30.00 per month. After some discussion, Mr. John Brose made a motion to purchase a softener for the fire dept., seconded by Mr. Jeff Rosebrook. Brose, Cook, yes and Rosebrook, yes.
Mr. John Brose brought up that we need to replace Mr. Keith Montgomery on the Zoning Appeals Board. And we need an alternate also. John asked if anyone was interested in this Board, Mrs. Jessica Gibson said she was. Mrs. Stalling reported that we have an extra member on the Zoning Commission, so if either Jenny Boudrow or Joy Litteral would like to switch Boards now would be a good time to do that. Jenny Boudrow said that she would switch. So, Mr. John Brose made a motion to make Jessica Gibson a member of the Zoning Appeals Board and Jenny Boudrow the alternate, seconded by Mr. Jeff Rosebrook. Brose, yes, Cook, yes and Rosebrook, yes.
Mrs. Stalling stated how proud she was of the FD/EMS for the service they gave to Fire Chief Keith Montgomery. The service was wonderful and Keith deserved every bit of it.
Mrs. Stalling brought up about setting our year-end meeting. All agreed to have it on December 30, 2016 at 8:00 a.m. Mrs. Stalling will advertise it.
The Records Commission met with no records to dispose of at this time
