The Board of Perry Township Trustees met in Regular Session on Monday, February 11, 2019 at 7:00 p.m. at the Community Room in East Liberty.  Roll Call; John Brose, present, John Baughman, present, Terry Cook, present, and Cindy Stalling present.  Also present was  Bonnie Brose,  Larry Wellington, Linda Baldridge, Doug Mercer, Kyle Brugler, Lucas Crisp, Dan Ackley, Doug Henry and Justin Taylor.

   All stood and said the Pledge of Allegiance.

    The minutes of the previous meeting was given to the Trustees to read prior to this meeting.  Mr. Brose asked if there were any additions or corrections to the minutes and then asked if there were any additions or corrections the financial statements that were given to the Trustees from the fiscal officer.  They both stand approved.

     Mrs. Bonnie Brose stated that Linda Baldridge helped purchase the donuts for tonight.  Thank you to Linda.

     Mr. Doug Mercer reported that the Crime Watch will be having a meeting this week.

     Mr. Kyle Brugler brought up about the renewal for the LifePak 15 & AED, it is for a full year from 4-22-19 – 4-21-20.  It will cost $1,760.00 & $396.00 for a total of $2,332.00.  This includes an annual inspection and if something goes wrong with either of these items, it will be fixed. This is a service. Mr. Baughman made a motion for said purchase, seconded by Mr. Brose. Brose, yes, Baughman, yes and Cook, yes.

     Mr. Brugler reported on the being able to fax directly from our printer program to the State.  For 500 incidents it would cost $60.00 for a year.Mr Brose made a motion for said purchase, seconded by Mr Baughman.  Brose, yes, Baughman, yes and Cook, yes.

     Mr. Brugler wanted to make the Trustees aware, give them a heads up that their 3G modem having to go to a 4G modem from Verizon.  He has received the official letter stating that sometime this year, we will have to go to the 4G modem. You now have to buy the modem and pay for the service as well. Before with the 3G, we had to buy it, but the service was free.  The new modem would cost $1,300.00, and if we would turn in our old 3G modem then it would be $800.00.  The fire dept has to have this.  Kyle is going to the Logan County Advisory Board to see if they will help pay for this, since they are requesting us to do this.  Logan County Prototcol is requesting everyone in Logan County do this.

     Kyle reported that Life-Pak had a national recall, but ours wasn’t in it.

   Mr. Larry Wellington reported that it is time to renew their CEU’s, which is the courses over the internet for EMS.  It is for a 2 year unlimited service for $1,700.00.  It will expire at the end of the month.  Larry is going to see if we can do a 1 year service instead

of a 2 year service. Larry will talk to CE Solutions and then get a quote to Cindy.  Mr. Brose made a motion for said purchase, seconded by Mr. Cook.  Brose, yes, Baughman, yes and Cook, yes.    

     Fire Chief, Doug Henry, 1 part of the new truck- radios, get a radio for the truck, a radio for the medic, some batteries and a handheld radio for the Chief.  For these from Bender Comm it will be $11,000.00.  This is all new equipment.  Chief has also checked into a company from Colorado called Sunny Communications, they deal with used equipment (pre-owned).  Once they get the equipment in they completely go through it, and they give a 90 day warranty.  For the same equipment it would cost $3,045.00.  Mr. Brugler reported that West Liberty Fire Dept uses this company all the time and have not had an issue with them.  We would still have to have Bender come in and install the radios.  The price from Sunny does not include any batteries, it’s just for the radios.

     Mr. Brose made a motion to get the equipment from Sunny Comm, seconded by Mr Cook.  Brose, yes, Baughman, yes and Cook, yes.  Chief reported that all the trucks but the rescue have MARCS handheld radios in them.

     Chief reported on the new truck, by the end of this month the truck will be at Heritage, (the dealer) and then it should be delivered the 1st couple of weeks in March.

     Chief brought up about a Communication Pager,he would like to get on for himself.  It is dual-band and costs $765.00.  Mr. Brose made a motion for said purchase, seconded by Mr. Cook.  Brose, yes, Baughman, yes and Cook, yes.

     Chief brought up a long charger that holds multiple radios.  He would like to try one of these in the new truck.  Mr. Brose made a motion for said purchase, seconded by Mr. Baughman.  Brose, yes, Baughman, yes and Cook, yes.

     Chief brought up about classes at the Fire Academy.  Chief and Kyle Brugler would like to go to class that would keep their CE’s current for their Safety Inspector Certification.  This class is called Plan Review.  It is from July 30 to August 1.  It costs $125.00 each and $140.00 for their staying there each.  Mr. Baughman made a motion for them going to this class, seconded by Mr, Cook.  Brose, yes, Baughman, yes and Cook, yes. 

      Chief reported that we are having issues with the air suspension on the Medic.  Still operational, but Chief has checked into getting a fill-in squad so we can get ours in and get it fixed.  Chief has talked to Kreiger in Columbus, and they can fix the medic.  The gentleman from Kreiger is checking also in getting a replacement while ours would be in the shop.  It should be a 2 to 3 day turn around.

      There is a new system called Liquid spring, Mr. Brose wanted to know if they could put it on our medic.  Chief said some like this system better, some say it has a smoother ride than the air.

     Chief brought up that maybe in the near future we can talk about getting another medic.  Our run volume has really increased so far this year.  We could put it where the tanker is sitting now.  We wouldn’t have to get a new one.  We really could have used another medic several times so far this year. 

      Mr. Terry Cook reported that the floor in the Community Room is done and looks really nice.  The new signs are up on the sides of the Lodge.  The new furnace is in at the upstairs of the Lodge.

     Mr. Brose reported that he has been approached about putting birthdays, etc on the new signs.  After some discussion, it was agreed to only put Township and Masonic Events on the sign.

     Mr. John Baughman reported that the mats we ordered should be in this week.  These are for funerals.

      Mr. John Brose reported that the roof at Temperance St Garage is leaking.  Need to get an estimate to get it fixed. 

      Mr. Brose reported that our “High Water” signs are where we have high water.  They have flashing lights on them, so if you see one and the lights are flashing, turn around don’t go through the high water.

     We spent $1,900.00 on the track hoe for a cyclinder.  $414.00 for a hydraulic motor for the salt spreader on one of our trucks. 

     The night light on the side of the Lodge was installed today.

     The drug licenses is due in March, it is going from $150.00 to $450.00 per year.

     Mr. Brugler brought up about the DEA license renewal.  It is at the national level.  And this one is free.
