The Board of Perry Township Trustees met in Regular Session on Monday, February 12, 2018 at 7:00 p.m. at the Community Room in East Liberty.  Roll Call; John Brose, present, Terry Cook, present, John Baughman, present and Cindy Stalling present.  Also present was Bonnie Brose, Larry Wellington, Linda Baldridge, Mitch Current, Jessica Gibson, Doug Mercer, Sandy Wilcox, Tim Stalling, Doug Henry, Dan Coats, Thomas Coats, Ginny Montgomery, James Collins, Rhonda Cook, Kyrstal Current, Justin Taylor, Victoria Current and son.

   All stood and said the Pledge of Allegiance.

    The minutes of the previous meeting was given to the Trustees to read prior to this meeting.  Mr. Brose asked if there were any additions or corrections to the minutes and then asked if there were any additions or corrections the financial statements that were given to the Trustees from the fiscal officer.  They both stand approved.

     Mrs. Bonnie Brose brought up about getting some new carpet for the Community Room.  After some discussion, matter was tabled and Bonnie is to get some prices before the next meeting.

     Mr. Brose brought up that Mrs. Rhonda Cook re-did Jeff Rosebrook’s cemetery book and she needs to turn in a bill for her service.

       Fire Chief Henry, reported that there would be a new valve put in the big fire truck.  The rescue’s wire issue has been fixed out at TRC.   

    Mr. Brose reported that the lady from the Street Light Company, Miami Valley Lighting, told John that it won’t be until 2019 before we get the new LED lights.  Therefore, we need to go ahead and report the lights that need to be replaced in town now.

     Mr. Brose reported that they are coming tomorrow to fix the roof at the Lodge Hall.

     Mr. Brose brought up that the L-U-C Building here in town is for sale.  It is going up for bids and the bids will be opened in March. 

     Mrs. Stalling reported that we received our paperwork back from the Logan County Auditor approving our Appropriations

     Mr. Baughman reported that he has a funeral on Saturday. 

     Mr. Cook reported that the tile in Smucker’s field, it is 360’ of tile, has been fixed. Mr. Brose had paperwork on this ditch, it is called the Humphrey’s Ditch, it was put in in 1916.

     Mr. Cook had prices on a new pjck-up truck.  From Steve Austin it was $40,000.00, from Kehl’s it was $32,000.00.  In addition, to add on a new plow and lights is another $7,000.00.

Be It Resolved by the Township Trustees of Perry Township that


Mr. John Brose moved the following Resolution:


BE IT RESOLVED, the board of Trustees of Perry Township, Logan County, Ohio has decided it would be in the best interest of the township to replace the current pickup truck with a new 2018 Chevy 2500HD Silverado, 4WD Standard Box Crew Cab.

BE IT RESOLVED, that we have the best interest of safety for the residents of Perry Township.

BE IT RESOLVED, that we will be also purchasing a Boss 9’2” XT Snow Plow, along with strobe lights mounted to the grill and the tailgate.

THEREFORE, we will accept the quote from Dave Kehl Chevrolet, Inc. out of Mechanicsburg. The price of the truck is $32,930.00 and the price for the plow is $7,060.00 for a total of $39,990.00.  This will come out of the Motor Vehicle Fund, Gas Fund, Road and Bridge Fund, Cemetery Fund and the Park Fund as appropriated.

     Mr. Terry Cook will order the truck. This bid is lower than the State bid for this type of truck. Fire Dept. would like to have the old one. Mr. Brose was wondering if we could sell this truck to the fire dept.?  Need to contact the Log. Co. Prosecutor and see if we can do this?

     Mrs. Stalling had paperwork from the Logan County Engineer on the Annual Road Mileage Certification.  We have 12.109 miles in the Township.

      Mrs. Stalling reported that she has cancelled Jeff’s credit card and ordered a card for Mr. Baughman.

     Mr. Brose brought up that we are NOT TO BE PAYING STATE SALES TAX; everyone needs to start paying attention better to this.

    Mr. Brose reported that the GMC dump truck, they have decided to fix up the old one. 

It needs new brake lines and a master cylinder.

     Mr. Brose bought up about trading in the O-turn radius mower in on a new one.  We can do this every 3 years, it costs us $1,857.00 and then we can trade this one in in 3 years from Troyers.  This way it is still under warranty.  Mr. Terry Cook made a motion to do this trading, seconded by Mr. Baughman.  Brose, yes, Cook, yes and Baughman, yes.

     Mr. Brose reported that the Big John Deere tractor, the trade-in option is no longer available at Parrott’s.  Parrott’s wants $10,000.00 to trade.  So the trustees are thinking on getting an extended warranty for $2,500.00.  This will give us another 3 or 4 years with warranty and then trade it in.  Mr. Brose made a motion to purchase the warranty, seconded by Cook.  Brose, yes, Cook, yes and Baughman, yes.

      Mr. Brose brought up that the Trustees would like to get a phone for the shop on Temperance Street.  That way they can have a fax machine too. Brose had called Century Link and it cost $49.00 just for the phone per month. It would be $89.00 to get the internet that would have the weather channel for free.  Dave really watches the weather channel.  They could get a smart TV to use the internet on.  After some discussion, Mr. Brose is going to call Spectrum and see what they would charge for these services.

     Ms. Sandy Wilcox brought up about whether the Fire Dept. is volunteer or a paid dept. now.  Chief Henry reported that the fire dept. has to be run like a business.  Sandy said that anyone in Perry Township, who wants to be a fire dept. member, needs to fill out an application.  Sandy wanted to know if the Township is done being a volunteer Dept. or not? 

     Sandy wants to vote on things going on at the dept. She said right now the Chief has his meeting with whoever and then they come to the fire meeting and tell what is going on. The volunteers do not know what is going on and do not get to vote on anything anymore. 

     Mr. Brose said why couldn’t we be both a volunteer and paid dept...  Sandy said well we can, so make her Assist Fire Chief and she will be in charge of the Volunteer side and Chief Henry can be in charge of the paid side.

     Mr. Brose said the fire dept. needs to have a pow-wow.  Mitch said it has been 14 months since his Dad passed away and we still do not have an Assist Chief and that is ridiculous.  Mitch feels that Chief Henry is not doing his job. He expects Mitch, Larry and Dan to do what he needs to be doing.   Sandy brought up that there is Captains and Lieutenants and some of them are not in the Township.  When there is, outside meetings that Perry Township needs to be represented at, those that are not from Perry Twp. she feels should not be going to these meetings representing Perry Township.

     Mitch stated that he told the Trustees that he would do his Dad’s job (Fire Chief) for the same amount of money, but the Trustees would not give him a chance.  Mitch handed Mrs. Stalling a letter to read, which stated that Mitch Current has resigned from the Perry Township Fire Dept. effective immediately 2-12-2018.  Mr. Brose said let’s not do anything drastic, surely this can be worked out.  Mitch said NO it cannot, they tried at the last fire meeting.  Mitch and Sandy tried to talk about this at the last fire meeting and no one would talk except Mitch and Sandy.  There was a lot of discussion from the floor. Sandy said that it is said around about us, “Perry Township is where all the misfits go.  And if you want training go to Perry Twp. they will pay for you to get training.” 

Mr. Coats reported that he did not talk at the last fire meeting because Sandy was talking to the Chief, so it was not up to him to run his mouth.  Mr. Wellington reported that what came out of the last fire meeting was unprofessionalism. 

    Sandy wants the volunteers to go to the fire dept. meetings, the ones outside of the volunteers; she does not want them there.  She does not like the paid people coming to the fire meetings.

     Sandy’s complaint is she does not get to go to the meetings that are held with the officers and she does not have a say or a vote on anything anymore.  Those meetings that are held with the officers were to put together the SOP’s and the SOG’s. 

    The fire dept. does not have to be run with a board; the Fire Chief can make all the decisions on his own.

     Mr. Brose still feels that this can be worked out. 

     Larry said we are all 1 dept. 

     There was much more discussion, then Mr. Brose said to try to get along and come back next month and see how things are going by then.  Mrs. Rhonda Cook gave her opinions and gave some solutions. 

     Victoria Current wanted to know why when Keith passed away and Mitch offered to do the job for the same amount of money then why wouldn’t you let him to do this?    Mr. Brose said to give it 30 days and see what happens.  And try to get along.  This will continue at the next meeting. Mr. Brose asked Mitch if we could tear up his letter of resignation, and he said No, he is done. Mr. Brose said we would keep it on file for a little while. 

     Mr.  John Brose made a motion to pay the bills, seconded by Mr. Terry Cook.
