The Board of Perry Township Trustees met in Regular Session on Monday,   

January 13, 2020 at 7:00 p.m. at the East Liberty Community Room.  Roll Call: John Brose, present, Terry Cook, present, John Baughman, present and Cindy Stalling, present.  Also present was Bonnie Brose, Doug Mercer, Doug Henry, Linda Baldridge, Kyle Brugler, Larry Wellington, Jim Collins, Melony Baker, Dan Ackley and  Jason Epp.  

     The meeting was called to order by Chairman Mr. John Brose and all said the Pledge of Allegiance. 

     The meeting was then turned over to Mrs. Stalling who asked for nominations from the floor for Chairman of the Board for 2020.  Mr. John Baughman nominated Mr. John Brose for Chairman of the Board, seconded by Mr. Terry Cook. Brose, yes, Cook, yes and Baughman, yes.  Chairman Brose then asked for nominations for Vice-Chairman of the Board.  Mr. Brose nominated Mr. Terry Cook for Vice-Chairman, seconded by Mr.  John Baughman.  Brose, yes, Cook, yes and Baughman, yes.  Mr. John Baughman will be the member for 2020.

           The minutes of the previous meeting was given to the Trustees to read prior to this meeting.  Mr. Brose asked if there were any additions or corrections to the minutes and then asked if there were any additions or corrections to the financial statements that were given to the Trustees from the fiscal officer.  They both stand approved by the trustees.

    Mrs. Linda Baldridge brought up about maybe getting new chairs for the Lodge, since PTEC will be hosting Bingo in there. We first need to get the occupancy for the space at the Lodge Hall.   After some discussion, we should probably get new tables and chairs.

PTEC does not think there is enough chairs for bingo.  We need to get the occupancy done and posted in the CR and the Lodge Hall.  We need to get prices on new tables.  

     Mrs. Melony Baker representing PTEC reported that they are starting Bingo; they did a trial run last night. It went really well.

     Mrs. Baker brought up that the fireworks company wants ½ their money.  Therefore, could she get the Township to give their ½, which is $7,500.00 so she can get them paid for and set up?  The minimum the company said they could do is $15,000.00.  Mrs. Baker said that she had discussed with Darin Brogan about him and the firefighters setting the fireworks off.  Chief Henry said it is too much responsibility for the firefighters to do it.  Mr. Terry Cook made a motion to pay the $7,500.00 to PTEC, seconded by Mr. John Brose.  Brose, yes, Cook, yes and Baughman, yes. 

     Bingo is supposed to start on Jan.30, and then do it 2 times per week, on the 2nd and 4th Thursdays of each month.

     Mr. Kyle Brugler reported that the pediatric kit had to be replaced, as it was outdated.  It costs $700.00.  Mr. Brugler said that the State Board of Pharmacy has a new rule, you cannot buy individual meds anymore, you have to purchase packages, and therefore the meds will be more costly than in the past.

     Mr. Larry Wellington brought up about paying the Active 9-1-1, Mrs. Stalling reported that that check is being signed tonight.

      Mr. Wellington brought up about the continuing Education company that the fire dept. has been using, C.E. Solutions, is up.  They have found another company HIS, that is quite a bit cheaper, and they would like to change companies.  It is almost $200.00 cheaper for the year.  There are 15 members to get on the program and to do the program for $828.51.  Mr. Wellington is in charge with this company.  Mr. Brose made a motion to make the change in companies, seconded by Mr. Cook.  Brose, Cook, yes and Baughman, yes. 

     Mr. Dan Ackley, zoning inspector, reported that he sold a permit to Richard Harshfield to build a new home.

     Mr. Brose brought up about Doris Kerns property and the elevator, can we get it condemned?  Something needs to be done with those two properties and as soon as we can get something done.

     Fire Chief Henry reported that the fire department I having a mandatory meeting on Saturday. In addition, they have three more scheduled after this one. They will be going over an at Will Employment agreement and Documentation Acknowledgement and agreement.  All members need to read these and sign off that they have been read and acknowledge it.

Chief had a paper stating that they have read and understand, and they will sign it and it will be put in their file.      

      Chief brought up about the power cot for the squad from Stryker. For the cot and installation, it would be $46,236.58.  After some discussion, Mr. Cook made a motion for said purchase, seconded by Mr. Baughman.  Brose, yes, Cook, yes and Baughman, yes.

     Chief reminded everyone about the meeting tomorrow night with Jefferson Township Fire Department at 6:00 p.m. in Zanesfield.

     Chief reported that the squad would be going in Thursday to Krieger Ford to get the air suspension fixed.  We will be borrowing a squad from Jefferson Township while ours is in the shop.  Mrs. Stalling called the insurance and we are covered. Chief said the squad should only be out of service no more than 48 hours.  

     Mr. Brose reported that the tree that fell in the North Greenfield Cemetery, we had an estimate to fix the old stones.  The estimate was from Alexander Concrete for $1,530.00.  Mr. Brose is going to call Stolly Insurance and see if we should turn this into our insurance or not.

     Mr. Brose brought up about the sidewalk in front of the Lodge Hall and along the side of the Lodge Hall, the sidewalk in front of Mitchell’s property and Nicholas’ property all needs to be replaced.  Mr. Brose had an estimate of $4,465.00.  After some discussion, all agreed to get more estimates

     Mr. Terry Cook wants to order 2 signs stating that there is a funeral in progress.  We can get them from Kleem or from the County.  Mr. Brose made a motion to purchase these from the County, seconded by Mr. Baughman.  Brose, yes, Cook, yes and Baughman, yes.

     Mr. Brose brought up about a Perry Township resident wanting to use the CR for Narcotics Anonymous meetings one per week.  Mr. Brose stated that the Trustees have talked to several Perry Township residents and they do not want this, some do not care.  Mr. Brose contacted the Logan County Prosecutor and was told we can let whoever we want to use the building.  There are already this kind of meeting in Bellefontaine on Mon, Wed and Sat.  In Marysville on Sun, Mon, Wed, Thurs., Fri and Sat.  These meeting are being held in churches in these towns.  There was a lot of discussion from the floor on this; everyone is pretty much against it.  All Trustees agreed not to have any drug/alcohol related meetings.  They felt like this is more of a church type of situation.  They did not feel like we could tie up the CR that much, one day a week every week.

    Chief reported that the truck vault is here and works great.

    Mr. Brose reported that the Trustees are purchasing an ezy-glide truck bed tray to put in the truck.  It is used and costs $250.00.  We are purchasing this from Harvey Grimes.

 

     We then went into our re-organizational meeting. 

     Mr. John Brose made a motion that we leave our meeting on the 2nd Monday of each month at 7:00 p.m. at the East Liberty Community Room; all Special meetings will be advertised, seconded by Mr. Terry Cook.  Brose, yes, Cook, yes, Baughman, yes.

     Mr. John Brose made a motion to leave Mr. Dan Ackley as our Zoning Inspector, seconded by Mr. Terry Cook. Brose, yes, Cook, yes, and Baughman, yes.

     Mr. Terry Cook made a motion to raise Mr. Dan Ackley’s salary by $50.00, making it $450.00 per month, seconded by Mr. John Brose. Brose, yes, Cook, yes, and Baughman, yes.  He will receive $450.00 per month and also 10% of the permits that he writes and $40.00 per zoning meeting that he attends.  All Trustees agreed that we do not need to have our annual zoning meeting with the Zoning Boards.  Mr. Terry Cook made a motion to leave the Zoning Board members pay for attending any Zoning meeting at $40.00 per meeting, seconded by Mr. John Brose.  Brose, yes, Cook, yes, and Baughman, yes.

    West Mansfield Residents, inside the city limits, may purchase lots in the GreenLawn Cemetery under the resident’s price.  Family members of Perry Township residents will be at Trustees discretion. 

     Mr. John Brose made a motion to leave the Trustees doing the digging of the cemetery graves, seconded by Mr. John Baughman.  Brose, yes, Cook, yes, Baughman, yes.

     Mr. Terry Cook made a motion to continue letting Ralph Hall mow the cemeteries, seconded by Mr. John Baughman.  Brose, yes, Cook, yes and Baughman, yes.  We will pay him $600.00 per mowing.  He will be on salary at $900.00 per month. Not to exceed $15,000.00 for the year.

     Mr. John Brose made a motion to leave the mileage outside of Perry Township at $.48 per mile, seconded by Mr. John Baughman. Brose, yes, Cook, yes, Baughman, yes.   The policy for paying for Township Officials mileage, registration and reasonable priced meals to township conventions, workshops and so related meetings will continue to be honored.  Any schooling or seminars the township will pay for the classes.
     Mr. Terry Cook made a motion to leave the part-time wage at $15.00 per hour, seconded by Mr. John Baughman. Brose, abstained, Cook, yes, and Baughman, yes. 

     Mr. Terry Cook made a motion to raise the full-time employee salary by 2%, seconded by Mr. John Baughman.  Brose, abstained, Cook, yes, and Baughman, yes.  This will make the full-time employees salary at $49,263.72 per year or $4,105.31 per month plus overtime.  This employee will continue to get 10 paid holidays, 10 vacation days and 3 sick days per year.  He can carry over a maximum of 60 days per year. 

      Mr. Terry Cook made a motion to increase the janitor’s salary to the Park at $260.00 and to raise the pay for the Lodge Hall to $205.00 per month and the Community Room $230.00 per month, we will also pay $20.00 for the Park during the closed winter month, as the gate still gets opened and closed each day, seconded by Mr. John Baughman. Brose, abstained, Cook, yes, and Baughman, yes.  The salary will be: 

Township Building     $230.00 per month     

                                    Lodge Hall                  $205.00 per month

                                    Perry Park                   $260.00 per month that the Park is Open

                                    Perry Park                   $20.00 per month that the Park is Closed

     The Lodge Hall may be used for non-profit at NO charge and for funeral dinners at NO charge.

     Mr. John Brose made a motion to raise the Fire Chief salary to $1,500.00 per month, seconded by Mr. Terry Cook.  Brose, yes, Cook, yes, and Baughman, yes. 

      We do not have an Assist Fire Chief at this time.

          Mr. John Brose made a motion to leave the TRC Inspections the same as last year, seconded by Mr. Terry Cook.  Brose, yes, Cook, yes, and Baughman, yes.  It will be $75.00 per man, not to exceed 3 men.  This will include the fire chief, and the assistant fire chief.  The inspection will be $225.00 per inspection if 3 men attend.

      The township will pay for any training or advanced training to the fire department members as the Township Trustees sees fit and approves of and as long as he/she is a Perry Township Resident. 

     Changes were made in December for the Fire Dept.‘s pay:  They were given a $1.00 per hour raise:

 24-hour men to $16.00 per hour.   

For Basic EMT it will be $13.25 per hour

For Advanced EMT it will be $13.75 per hour

Medic, Ltn., or Officer it will be $15.25 per hour

The daytime department will run from 8:00 a.m. - 4:00 p.m.

The volunteer pay will remain the same as last year.

Pay will be as follows:

EMT’s- $30.00 Night Shift Mon-Fri if you are an EMT/FF Mon-Fri it is $55.00

FF- $30.00 Night Shift Mon-Fri if you are an FF/EMT Weekends $110.00

EMT’s $55.00 Weekend Shift full 24 hours, if you work a 14 hr. shift you get $30.00

FF/EMT $60.00 Weekend Shift full 24 hours, if you work a 14 hr. shift you get $30.00

FF/EMT if you work a 10 hr. shift you get $55.00

FF/EMT if you work a 14 hr. shift you get $55.00

     Mr. John Brose made a motion that the flowers in the cemeteries need to be cleaned off by April 1st and Oct. 15th for spring and fall clean up, seconded by Mr. Terry Cook. Brose, yes, Cook, yes, and Baughman, yes.

     Mr. John Brose made a motion that base orders must be turned in by May 1st to be guaranteed to be in by Memorial Day, and fall orders are to be turned in by Sept. 15th, seconded by Mr. Terry Cook. Brose, yes, Cook, yes, and Baughman, yes.  

      Mr. John Brose made a motion to leave the purchasing policy amount at $500.00, seconded by Mr. Terry Cook. Brose, yes, Cook, yes, and Baughman, yes.  Any purchase over the $500.00 needs to have at least 2 Trustees approval prior to the purchase.  This is for the 3 Trustees and the fiscal officer.

     Mr. John Brose made a motion that all time sheets needs to be turned into the fiscal officer by the first of each month, seconded by Mr. Terry Cook. Brose, yes, Cook, yes, and Baughman, yes.   

     Mr. John Baughman made a motion that ONLY Perry Township residents can rent the Community Room and we will continue to accept donations, seconded by Mr. Terry Cook.  Brose, yes, Cook, yes, and Cook, yes. 

     Mr. John Brose made a motion to leave the rent for the Lodge Hall for Non-residents of Perry Township to $200.00 and to leave the rent for Perry Township residents at $25.00, seconded by Mr. Terry Cook. Brose, yes, Cook, yes, and Baughman, yes.

     Mr. Terry Cook made a motion to leave Bonnie’s purchasing policy at $100.00, seconded by Mr. John Baughman. Brose, abstained, Cook, yes, and Baughman, yes.

     Mr. John Baughman made a motion to give the fiscal officer permission to perform line item transfers as needed through the year, seconded by Mr. John Brose.  Brose, yes, Cook, yes and Baughman, yes. 

     Mr. John Brose made a motion to give the Fire Chief a purchasing limit of $500.00, seconded by Mr. John Baughman. Brose, yes, Cook, yes and Baughman, yes.

     The Board of Trustees or Perry Township, Logan County, Ohio met in regular session on the 13th day of January 2020, at the office of the Board of Perry Twp. Trustees with the following members present:

BE IT RESOLVED by the Board of Trustees of Trustees of Perry Township, Logan County, Ohio, that to  provide for the current expenses and other expenditures of said Board of Trustees, during the fiscal year, ending December 31st, 2020, the following sums be and the same are hereby set aside and appropriated for the several purposes for 

which expenditures are to be made for and during said fiscal year as follows, viz:
